Recent soviet writing on the Palestinians

Several years ago, Galia Golan, Professor of Political Science and Russian Studies at the Hebrew University of Jerusalem, published a book entitled The Soviet Union and the Palestine Liberation Organization: An Uneasy Alliance.1 This solid research work describes and analyses Soviet attitudes towards the PLO, as they evolved towards the opening of a PLO office in Moscow in 1976, 'Arafat's audience with Bryedzhnyev in 1977, and the official Soviet recognition of the PLO as 'the sole legitimate representative' of the Palestinians in 1978 (the end of the period covered by the book). 'Uneasy alliance' or not, close Soviet relations with the PLO continue and a wealth of publications illustrate them constantly. We shall select several of these writings for examination and attempt to evaluate their significance. To a very great extent, the Soviets' support of the Palestinians is obviously only one side of their Middle Eastern policy while the other is their anti-Israel and anti-Zionist campaign. Soviet writing on Israel has already been discussed previously;2 anti-Israel tendencies have intensified since, as has the all-out attack on Zionism. Indeed, D.I. Soyfyer, in his Krakh Sionistskikh tyeoriy, The Bankruptcy of the Zionist Theories (Dniyepropyetrovsk: Promin's Press, 1980; 192 pp.) roundly accuses Zionism of chauvinism and anti-communism; while A.B. Doyev's Sovryemyenniy Iudaizm i Sionizm, Contemporary Judaism and Zionism (Frunze: Kirgizstan Press, 1983; 68 pp.) devotes an entire chapter to 'Zionism's anti-Sovietism'. From this perspective, it is not surprising that many other works on Zionism deal, at varying length, with the Palestinians and their national movement. One such book is Myedzhdunarodniy Sionizm: istoriya i politika (sbornik statyey), International Zionism History and Politics: A Collection of Articles (Moscow: Nauka Press for the Institute of Oriental Studies of the Academy of Sciences of the Soviet Union, 1977; 176 pp.) Its title notwithstanding, the volume contains several laudatory papers, by various authors, concerning the Palestinians and their political struggle. This approach is even more obvious, perhaps, in an annual, published since 1982 in Russian, with a parallel English edition entitled Zionism: Enemy of Peace and Social Progress. Volume 2 of this work (1983) comprises a paper by I. Zvyagelskaya (authoress of a book in Russian on the Israeli military elite in politics), entitled 'Who Is Obstructing the Settlement of the Middle East Conflict' (pp. 137-68). Volume 3 (1984) has another, by Ye. Dmitriyev (a prolific writer on the Arab-Israel conflict), entitled 'Zionist Ideas as Reflected in Israeli Government Policy on A Middle East Settlement in the Early 1980s' (pp. 205-19). Both argue forcefully the case of the Palestinian Arabs.

Chaim Weizmann: The Making of a Zionist Leader

In the pantheon of modern Jewish leaders, Chaim Weizmann is a giant. One of the founding fathers of the state of Israel and its first president, he was also a president of the World Zionist Organization and a chemist of the first rank, for whom Israel's renowned Weizmann Institute of Science was named. Yet there has never been a scholarly biography of Weizmann. His own autobiography, Trial and Error, written largely from memory, is riddled with errors. Here at last is a book by an authority on the history of Zionism that fills the gaps in our knowledge. A biography of Weizmann is in many ways a history of the Jewish people in the modern period. This book delves into the factors that shaped Weizmann's personality and world view. It analyzes his relations with his family and other men and women, among them the major Jewish personalities of his day. In the process it deals with the tensions between Zionists and anti-Zionists, the impact of Zionism on the Eastern and Western Jewish communities, and the role of British, French, and German governments during various phases of the movement to establish a Jewish homeland. The book also pays much attention to Weizmann's scientific work. This volume ends with Weizmann at the age of 40 on the eve of World War I, when he was thrust into the center stage of world politics as a major negotiator for the Balfour Declaration. A subsequent volume will cover the remainder of his life.About the Author Jehuda Reinharz is Richard Koret Professor of Modern Jewish History and Director of the Tauber Institute for the Study of European Jewry at Brandies University. He is author of Fatherland or Promised Land: The Dilemma of the German Jew, 1893-1914 and the editor of The Letters and Papers of ChaimWeizmann, 1918-1920.

The Zionist movement and the Arabs

I N RECENT YEARS, scholars and general public alike have taken great interest in Jewish-Arab relations. From standpoint of Zionist history, very change of emphasis from various aspects of the Jewish question to problem of Jewish-Arab relations is highly significant. It moves area of discussion — and field in which problem is defined — from history and distress of Jews to evolution of Middle-East relations. It changes Zionist historical view from one in which entire course of Jewish history was of essence to one in which what was previously considered of local and relatively minor import becomes central. Discussion of this subject puts historian to test — test of his or her ability to examine facts without distorting them or apologizing for them, and test of dealing not only with political, military, economic, and ideological facts, but with political systems and social structures as well. On a more abstract plane, an historical examination enables one to distinguish between a history possessing a predestined significance, on one hand, i.e., history of realization of absolute values, and on other, a history which is open to human choice and decision. The example of other nationalist movements is likely to be of only partial aid to us in our discussion of evolution of Jewish-Arab relations; phenomenon at hand comprises not only a national conflict with regard to territory and population majorities, but also a religious and cultural one. The people in conflict intermingle, and encounter is not only a theoretical one on a national plane, but a pragmatic encounter of individuals in their day-to-day life; injury and deprivation are lot not only of population as a collective, but of individual as well. Not only are Jews and Arabs embroiled in a dispute over same territory (and this dispute is relevant not only to destiny of nation as a whole, but also to that of individual); there is also burden of historical relationship between Islam and Judaism. In our times, there has emerged further conflict regarding very definition of nationality.
