Muslim Patients Attitude an Alcohol Content in Cough Medicine: An Analysis in Islamic Perspective

Pendampingan Usaha Mikro dan Masyarakat Desa Balunijuk dalam Mewujudkan Kampung HalalL

Halal product assurance is a global concern, especially in some Southeast Asian countries. The Government of Indonesia through law No. 33 of 2014 requires food and beverage products circulating in Indonesia to have halal certificates. Responding to the central government program, the Government of Bangka Belitung has issued a Regional Regulation on the Implementation of Safe and Halal Food Guarantees. The purpose of the Community Partnership Program (CPP) is to realize Balunijuk Village as Halal Village. The determination of these objectives is the result of an agreement between the village officials and food and beverage business people in Balunijuk Village. The method of implementation in this activity is in the form of direct guidance to six fostered partners to obtain a Sanitation Hygiene (HS) certificate, and socialization on halal lifestyle targeting the community, village officials and six fostered businesses. Six fostered businesses in the village of Balunijuk have received Sanitation Hygiene (HS) Eligible Certificates. The issuance of HS certificates in the foster stalls shows the seriousness of partners in maintaining the cleanliness of the production process, raw materials and sanitation of production sites. HS Certificate as a requirement for business actors to apply for a Halal Certificate LPPOM MUI in Bangka Belitung. As many as 90% of participants understood about halal lifestyle material, besides that participants felt the need to apply halal lifestyle, especially in the selection of food and drinks to be consumed because it had an impact on physical and spiritual health. The results of this activity are the initiators to realize Balunijuk Village as Halal Village.

Halal Products Assurance Policy Model and Its Impact on Sustainability of Fish Ball SMI using System Dynamics Simulation Approach

Abstract Indonesian government requires all products distributed and traded in Indonesian territory are halal certified. However, the ability of Small and Medium Industries (SMI) to implement this law of halal product assurance is relatively low. For this reason, it is crucial to review the application of halal assurance policy on the sustainability of fish ball SMI since fish ball grinding process is usually performed in public places, so that it is relatively risky to be contaminated with non-halal product. The objective of this research is to establish halal product assurance policy model and its impact on the sustainability of fish ball SMI. The approach used to review SMI policy and sustainability model was system dynamics simulation method supported by Vensim™ software. System Dynamics simulation generates two scenarios; the first scenario was fish ball SMI that applies halal assurance, and the second scenario was fish ball SMI that does not apply halal assurance and standard under the competitor. The simulation result showed that halal assurance gives better market share value that leads to the increasing operational cost variable, followed by the significant increase of business cash and better sustainability in the business. Therefore, the SMI actors will be able to comprehensively understand their obligation to comply with the government regulation which stated that all products distributed in Indonesia are required to have halal certification and it should be able to keep the sustainability of fish ball SMI. Real-time polymerase chain reaction for identification of dog meat in adulterated beef meatball using specific primer targeting on cytochrome-b for halal authentication

ABSTRACT This research aimed to validate real-time polymerase chain reaction using specific primer targeting on cytochrome-b 33 (cyt-b 33). The primer cyt-b 33 could specifically amplify dog meat DNA and method could detect 0.5 pg dog meat DNA in meatball formulation. The repeatability assay was acceptable with RSD value ≤ 25%. The validated method was further used for detection of meatball products commercially sold in Yogyakarta Indonesia, and results revealed that all samples (n = 14) did not contain dog meat DNA. This research finding supports the implementation of Indonesian Law Number 33 of 2014 in developing method for Halal Product Assurance.

KEPEDULIAN SISWA MADRASAH ALIYAH TERHADAP PRODUK PANGAN HALAL DI KOTA SURAKARTA

Indonesia, as the country with the world’s largest Muslim population, has issued a regulation on halal product assurance (UU JPH) Act No. 33/2014. Furthermore, the consumers’ care on the halal food is another significant element in the implementation of this regulation. This study concerns on how the students of Islamic Senior High School (MA) in Surakarta care on the halal food products. This is a quantitative study in which data were collected using questioners. There are 430 selected students participated in this study. Data was analyzed using descriptive analysis by counting the mean score and classified into four categories namely; do not care, less care, quite care, and care. Findings of this research showed that most students are “quite care” for halal product, but they mostly did not ask to the merchants whether the product they bought to have “haram” ingredients or not. Moreover, the majority of students sometimes checked the halal label on the product, while others did not check them at all. Overall, the students’ care level toward halal product is categorized as at the “quite care”. This result indicated that it needs more concern from the related stakeholders on how the students can be more attentive toward halal food products.

Patients attitude towards an alcohol content and halalness of cough medicines

The halalness of medicines in Indonesia is an interesting case to study, given that the consumption of medicines and halal food is an obligation for the majority of Indonesia's Muslim population. Since the legalization of Law 33 of 2014 about Halal Product Assurance (UU JPH), there are still differences of opinion in several ministries in Republic Indonesia regarding the implementation of medicinal products, especially for medicines that are classified as life-saving. This research was conducted during August 2018 and aims to analyze the attitudes of cough sufferers towards the halalness of cough medicine and their attitude towards medicines containing alcohol. This study uses an observational design, the research variable is the attitude towards halal and alcohol content in drugs, and the drugs received. During one month, 25 respondents obtained in 5 apothecaries; 2 apothecaries in Bangkalan Regency and 3 apothecaries in Pamekasan Regency. The instrument used was a questionnaire. The results showed that 100 percent of patients wanted halal drugs and did not contain alcohol. From the data obtained, showed that 68 percent of patients received cough medicines containing alcohol between 2.50 – 10 percent.

Consumer awareness and willingness to pay for halal certified of beef in Bogor area

Indonesian government law No. 33 of 2014 on Halal Product Assurance (Halal Law) states that all products circulating in Indonesia must be halal-certified. The implementation of Halal Law has implications for increasing the cost of delivering beef to consumers because each seller is required to implement a process that is in accordance with Islamic law in order to obtain halal certificate. This cost will be distributed to consumers by increasing the selling price of beef that halal-certified. The aims of this study are, (1) analyze consumers' willingness to pay on halal-certified of beef, beef prices are currently very high (Rp 120,000 / kg), (2) analyze consumer awareness on halal-certified of beef. The research sample was taken in the Bogor area. The method used to analyze consumers' willingness to pay is Contingent Valuation Method (CVM), and the method for analyzing consumer awareness is Partial Least Square (PLS). The results of this study indicate two factors that significantly influence consumer awareness: religious beliefs and halal logos. The results of this study also indicate that beef consumers in Bogor area are willing to pay more than 4-6 percent for beef that is halal certified. These results indicate that consumers from the Bogor area are willing to pay more for halal-certified beef. This shows the community's support for the implementation of the Halal Law.

Regulating Halal Products in Indonesia: Between Religious Needs and Socio-Economic Challenges

As the most populous Muslim country in the world, Indonesia needs to spend seven decades until finally enacted the Halal Product Assurance Law in 2014. There are mixed responses in welcoming this law. Many Muslims are incredibly pleased with this law, while others believe that this law would create social and economic problems, instead. Four years have lapsed and the law is still difficult to be implemented, since the state has produced none of the implementing regulations of the said law. Meanwhile, the National Agency for Halal Product Assurance is newly established in 2018. Therefore, the law on halal product assurance is really at stake. It seems that the state enacted it half-heartedly. This paper discusses the dynamic of regulating halal products in Indonesia, between spiritual needs and socio-economic challenges. Less Muslim argued that halal is not part of Islamic teaching, yet many people believe that halal product in Indonesia is not merely a religious issue but also a social, economic and even political issue. The methods for this research are both normative and qualitative. Data are collected mainly through documents, library materials, and field research. To sharpen the findings, comparative studies with Malaysia and Thailand were conducted. In the end, this research reveals the socio-economic dynamics of halal product regulation in Indonesia amid which is beyond religious issues.Keywords: halal product, Indonesia, regulation.

Disabling Labelling in Indonesia: Invoking WTO Laws in the Wake of Halal Policy Objectives

AbstractThe 2014 Halal Product Assurance Act (Halal Act) is the first law in Indonesia requiring mandatory Halal certification and labelling. Local and foreign business entities, while in agreement that Halal assurance through certification and labelling is important for Muslim consumers, have expressed their anxiety over whether such requirements will mean extra costs, particularly for small and medium enterprises. At the same time, the mandatory labelling regime involves several WTO issues under the TBT Agreement, which raise questions regarding Indonesia's compliance with its obligations. As a defence, Indonesia could argue that its mandatory halal labelling measure falls under the exception for protecting ‘public morals’. The WTO panel in theUS–Gamblingdispute noted that the meaning of ‘public morals’ and ‘public order’ varied depending on a range of factors, including prevailing social, cultural, ethical, and religious values. Should the WTO allow all types of moral and religious belief, even if they restrict trade? How can public moral policy objectives be applied in ways that do not violate WTO law? This paper seeks to examine the WTO consistency of the new Indonesian Halal Act, and whether the public moral objective underlying mandatory halal certification/labelling can be defended as an exception in the context of the TBT Agreement.

Sertifikasi Halal di Indonesia dari Civil Society menuju Relasi Kuasa antara Negara dan Agama

This article attempts to describe the implementation of ḥalâl certification in Indonesia prior to the Law of Halal Product Assurance (Undang-Undang Jaminan Produk Halal/UU JPH), and identifies the governance of ḥalâl certification according to the law. The results of this study state that prior to the application of UU JPH, the ḥalâl certification was under the authority of Majelis Ulama Indonesia (MUI), through the Lembaga Pengkajian Pangan, Obat, dan Kosmetika (LPPOM) in the process of sertification and control product. The fatwa commission of MUI has the authority to determine the ḥalâl products and the Badan Pengawasan Obat dan Makanan (BPOM) issues the ḥalâl label. This institutional dualism makes the position of LPPOM weak. The organization does not have the authority to force manufacturers to certify, because the halal certification is voluntary, not mandatory. Similarly, the function of oversight and enforcement was weak because there is no legal provision which obliges company to certify its product. In addition, the UU JPH removes the dualism of ḥalâl certification institutions under the authority of the Ministry of Religious Affairs. The fusion of ḥalâl certification system provides the legal basis for the ḥalâl certification obligations for products and firmness in the monitoring and surveillance systems of ḥalâl products.

Obstacles faced by foodmanufacturers in labeled halal is halal labels mandatory, but only a small part for businesses whoare conscious about the importance of label kosher, halal certification process complicated, difficult,cost factors and conditions and process that takes time old makes businesses reluctant to take care ofit. It is suggested to producers or businesses to pay attention to consumer rights. to consumers to bemore careful in buying food that is not labeled halal, to the government to seriously address the issueof halal labeling so that consumers' rights guaranteed.

Implementasi Kebijakan Jaminan Produk Pangan Halal di Kota Palangka Raya Provinsi Kalimantan Tengah

This study aims to determine how the Implementation of Law number 33 of 2014 concerning Halal Product Assurance in the City of Palangka Raya, Central Kalimantan province. The type of research used is qualitative research methods with descriptive analysis techniques. The informants taken in this study were conducted using purposive sampling and snowball sampling techniques. Based on the results of research on the implementation of Law no. 33 of 2014 concerning guarantee of halal products in the city of Palangka Raya, Central Kalimantan province, it can be concluded that the implementation has been carried out but has not run optimally and has not provided meaningful changes to the community. The advice that researchers can give to the organizers of the guarantee policy for halal products in the city of Palangka Raya should be to collaborate more with agencies and communities so that the halal product certification policy can run properly

DISSECTING THE CONTENTS OF LAW OF INDONESIA ON HALAL PRODUCT ASSURANCE

Indonesia with its majority Moslem population and even the biggest Moslem nation in the world has obligations to its citizens to assurance the halal products (halal) for consumption and/or used as a constitutional obligation to be enforceable and applicable. The constitutional obligation is granted in the form of legal certainty covering the halalness of all products either to those useable, consumed and/or utilized by the society. Upon the legalization and enactment of Law of the Republic of Indonesia Number 33 year 2014 regarding Halal Product Assurance is the evidence of constitutionally protection commitment. Having this Halal Product Assurance Law, the people may consume and/or use any products safely, pleasantly, securely and healthy, in addition to the increase of added value for Business Entities to product and sell Halal Products.
