FORESIGHT PROJECTS AS A FACTOR IN THE FORMATION OF STUDENTS' LEGAL BEHAVIOUR IN AN EDUCATIONAL INSTITUTION IN THE CONTEXT OF THE HUMANISATION OF THE EDUCATIONAL PROCESS

The article highlights the issues related to the use of foresight projects for the formation of students' legal behaviour in an educational institution in the context of the humanisation of the educational process. The article analyses scientific and methodological works on the peculiarities of using the project method in educational institutions. It is established that students' work on projects contributes to the development of independence, activity, research skills, a sense of belonging to the world community, awareness of professional choice, creative and social development, and the formation of critical thinking skills. Working on a project in an educational institution, regardless of its didactic purpose, shapes the student's future behavior in personal and professional terms, and therefore a trajectory that can be predicted. It is believed that the term «foresight» was first used by science fiction writer H.G. Wells in 1930 in one of his public speeches. The writer proposed to introduce the profession of a «professor of foresight», who, like a historian, would analyze and propose options for the practical implementation of future discoveries. The use of foresight projects in the educational process of an educational institution allows to shape the legal behavior of students, implementing the strategy of humanization of education. At the same time, such behavior is regulated by the content of the relevant legal acts. According to the research of domestic scholars, the implementation of the main provisions of humanization of education requires the use of modern pedagogical methods of humanistic educational activities, ensures the development of the student's personality, and is a guarantee of improving the quality of education and increasing its competitiveness at the international level. It is believed that the degree of humanization of the educational process depends on the extent to which this process creates the preconditions for self-development of the individual, his/her self-realization and creativity. The article deals with the foresight project «I am a future teacher». «I am a future teacher of accounting and economic disciplines», «The path to academic integrity». It is noted that traditional information-oriented, social, creative and other types of projects can also serve as foresight projects.

Advanced materials foresight: research and innovation indicators related to advanced and smart nanomaterials

Background: Advanced materials are most likely to bring future economic, environmental and social benefits. At the same time, they may pose challenges regarding their safety and sustainability along the entire lifecycle. This needs to be timely addressed by the stakeholders (industry, research, policy, funding and regulatory bodies). As part of a larger foresight project, this study aimed to identify areas of scientific research and technological development related to advanced materials, in particular advanced nanomaterials and the sub-group of smart nanomaterials. The study identified and collected data to build relevant research and innovation indicators and analyse trends, impact and other implications. Methods: This study consisted of an iterative process including a documentation phase followed by the identification, description and development of a set of core research and innovation indicators regarding scientific publications, EU projects and patents. The data was extracted mainly from SCOPUS, CORDIS and PATSTAT databases using a predefined search string that included representative keywords. The trends, distributions and other aspects reflected in the final version of the indicators were analysed, e.g. the number of items in a period of time, geographical distribution, organisations involved, categories of journals, funding programmes, costs and technology areas. Results: Generally, for smart nanomaterials the data used represent around 3.5% of the advanced nanomaterials data, while for each field analysed, they represent 4.4% for publications, 13% for projects and 1.1% for patents. The study shows current trends for advanced nanomaterials at a top-level information that can be further extended with sub-indicators. Generally, the results indicated a significant growth in research into advanced nanomaterials, including smart nanomaterials, in the last decade, leading to an increased availability of information. Conclusion: These indicators identify trends regarding scientific and technological achievements and represent an important element when examining possible impacts on society and policy implications associated to these areas.

THEORETICAL AND METHODOLOGICAL APPROACHES TO DETERMINING THE PLACE OF FORESIGHT TECHNOLOGIES IN THE INNOVATION PROCESS

The article examines approaches to increasing the effectiveness of strategic planning, which is connected with the use of marketing, communication and advertising strategies at enterprises. It is noted that strategies have a complex hierarchical, interconnected structure, which includes corporate, competitive, technological, functional, resource, product and other strategies. The formation of such a complex structure depends on existing and promising production technologies, which are rapidly changing with the advent of digitalization, therefore it must be based on a scientifically based vision of the future and its possible transformations. Therefore, the effective operation of an industrial enterprise requires the interaction of all levels based on a systematic methodology. Such a methodology is technology foresight. The main reasons for the use of foresight are the need for more detailed and accurate forecasting of the prospects for the development of technologies, equipment and territories, the interaction of process participants taking into account their interests, and the improvement of the decision-making process. Foresight provides an opportunity to choose a course of action depending on the "vision" of the future. With the help of a foresight, technological fields of possible effective breakthroughs can be determined, which is, firstly, of decisive importance for determining budgets of various levels, and, secondly, of fundamental importance in maintaining and creating competitive advantages of the enterprise. A number of main features characteristic of foresight technologies are highlighted. Based on the analysis of foreign theory and practice of foresight application, a number of definitions of the essence of the foresight methodology are given. Various approaches to organizational support for the implementation of the foresight project were considered. Based on the list of significant threats and challenges, we will determine the application areas of foresight.

Preparing the occupational safety and health workforce for future disruptions.

Despite some emerging lessons learned from the COVID-19 pandemic, evidence suggests the world remains largely underprepared for-and vulnerable to-similar threats in the future. In 2022, researchers at the USNational Institute for Occupational Safety and Health (NIOSH) led a team of volunteers to explore how future disruptions, such as pandemics, might impact work and the practice of occupational safety and health (OSH). This qualitative inquiry was framed as a strategic foresight project and included a series of activities designed to help better understand, prepare for, and influence the future. Findings from a thorough search for indicators of change were synthesized into nine critical uncertainties and four plausible future scenarios. Analysis of these outputs elucidated three key challenges that may impact OSH research, policy, and practice during future disruptions: (1) data access, (2) direct-to-worker communications, and (3) mis- and dis-information management. A robust strategic response is offered to address these challenges, and next steps are proposed to enhance OSH preparedness and institutionalize strategic foresight across the OSH community.

Managing the digital transformation of education as part of the Chinese national project of a “Great Unity” society

The article deals with the phenomenon of digital transformation of the Chinese educational space as the main component of knowledge management system in the society of “Great Unity”. Using the comparative, hermeneutic, historical and philosophical methods, the authors analyse three problem areas – social ideal, forecasting, and national education in China. The conclusion is made that the traditional project of a society of “Great Unity”, that is, the Confucian model of the ideal Datong society, can be transformed into a national foresight project. A well-developed educational system and equal access to education are the key components of this project, digitalization of education being the most important direction of the modern Chinese educational reform. Based on the findings of studies carried out during the COVID-19 pandemic and other materials, various trends in the current digitalization process are described. Historical features of and socio-cultural preconditions for the development of the educational system existing in China today are analysed. The authors conclude that the system rests on a solid socio-cultural foundation and is aimed towards the digital future of the Chinese society.

Four Futures for Occupational Safety and Health.

Rapid changes to the nature of work have challenged the capacity of existing occupational safety and health (OSH) systems to ensure safe and productive workplaces. An effective response will require an expanded focus that includes new tools for anticipating and preparing for an uncertain future. Researchers at the U.S. National Institute for Occupational Safety and Health (NIOSH) have adopted the practice of strategic foresight to structure inquiry into how the future will impact OSH. Rooted in futures studies and strategic management, foresight creates well-researched and informed future scenarios that help organizations better prepare for potential challenges and take advantage of new opportunities. This paper summarizes the inaugural NIOSH strategic foresight project, which sought to promote institutional capacity in applied foresight while exploring the future of OSH research and practice activities. With multidisciplinary teams of subject matter experts at NIOSH, we undertook extensive exploration and information synthesis to inform the development of four alternative future scenarios for OSH. We describe the methods we developed to craft these futures and discuss their implications for OSH, including strategic responses that can serve as the basis for an action-oriented roadmap toward a preferred future.

Interaction of subjects of the educational Process with the help of a Foresight Project

The article explores the possibilities of foresight technology as a pedagogical tool for predicting the future, competence in the structure of educational experience and assumes that it can be used to create new means of supporting learning technologies and their promotion in the educational process. This is one of the interactive forms of training for specialists of the preschool education system, which allows you to spread innovative pedagogical experience in working with preschool children in relevant areas. The purpose of the work is to study the foresight project method for the possibility of its application by participants of the educational process in preschool educational organizations, since preschool age is the initial stage of a child's awareness of their capabilities, laying the foundations of professional self-determination in the future, acquiring skills in the correlation of society's demands and their own abilities. In the course of the research, a questionnaire was created in five main areas to assess the implementation by heads of children's educational organizations of the use of the foresight project method in their teaching activities. The distinctive features of foresight design, the main problems and relevance of the application of this method by educational organizations are highlighted. Based on the data obtained, methodological recommendations for the use of the foresight project technology in the work on the interaction of subjects of the educational process have been developed. It is proved that the competent application of the foresight method in working with pupils of preschool educational organizations in combination with other modern technologies improves the education process, introduces preschoolers to the world of professions and helps to get the first skills of work.

ОРГАНІЗАЦІЙНО-ЕКОНОМІЧНЕ ЗАБЕЗПЕЧЕННЯ ОСВОЄННЯ ВІДВАЛЬНИХ ШЛАКІВ В ІННОВАЦІЙНИХ РЕАЛІЯХ ФІНАНСОМІКИ

The main scientific and applied provisions of the theory of the organization of the development of large-tonnage waste slag accumulated by metallurgical enterprises are proposed for use in business practice. They are substantiated by taking into account the principles of financial economics and worked out according to the innovative binary value model of the concept of counter-development of closed-type waste slags, which provides for the formation of a six-phase system for the implementation of counter-organizational-economic, financial, and management procedures in the context of the aggregated development of the metallurgical industry and related economic spheres activities according to the principles of the circular economy. Together with the concept of organizational and economic support and support for waste slag development processes in order to achieve effectiveness requires management subjects of different levels: a) whole-oriented state regulation and standardization of waste management activities of metallurgical enterprises (presupposes the implementation of two phases - "from above"); b) development, stakeholders, of the space for securitization of assets of the foresight project for the development of large-tonnage waste slag (four phases - "from below"). Methodologically important principles of finance were developed, which formed the basis of improving the method of compensation for damages to the surrounding natural environment as a result of the activities of metallurgical enterprises, which is based on preliminary calculations for presumably incurred losses, and not on post-expenses. The application toolkit proposed for use is aimed at ensuring an effective socio-economic and ecological result, as well as the elimination of ecological and economic threats and risks in the plane: а) prevention of economic losses and greening of metallurgical industries; b) rationalization and improvement of the efficiency of the use of enterprise waste; c) implementation of the circular economy concept; d) cost savings for the production of products from metallurgical waste; e) significant improvement of the state of territories, biota and surrounding natural environment, in general.

Impact in psychiatry research through experimentation, translation to industry, policy development and public engagement

In this article, I discuss areas where scientists can have impact and that I feel are important for the future of innovative research and societal impacts. Initially, I summarise my research career. I then move on to problem solving, using techniques such as functional neuroimaging and psychopharmacology, and new developments, such as the application of the computerised neuropsychological tests CANTAB, which I co-invented. CANTAB was inspired by the need for early detection, pharmacological treatment and neuropsychological understanding of cognitive deficits in neurodegenerative and neuropsychiatric disorders. Finally, I address neuroethical and societal concerns through books, articles and the media and affected UK government policy through the Foresight Project. In future, young scientists hopefully will contribute more time to these important areas of policy development and public engagement.

“Soft Power” of Academic Mobility as a Component of the Chinese Foresight Project of “The Great Unity” Society

The article considers the phenomenon of cross-border academic mobility in the context of Chinese predictive practice. By applying historical-philosophical, comparative and hermeneutic methods, the authors analyze three problem areas: the social ideal, forecasting the future, and national education in China – and make the following conclusions. The “prior knowledge” that came from the culture of Imperial China can be used as an element of modern prognostics, and the traditional project of the “Great Unity” society (the “Datong” society in the Confucian concept of the social ideal) is transformed into a national foresight project. At the same time, the idea of unified humankind is not exclusively Chinese but has deep historical roots and universal nature. Being cautious about the supranational extrapolation of this idea, modern China, nevertheless, is expanding international cooperation and strengthening international contacts, using cross-border academic mobility as one of the tools of “soft power”.

Beyond the COVID-19 crisis: A research note on post-pandemic scenarios for South Tyrol 2030+

The COVID-19 pandemic has hit societies all around the globe, with tremendous consequences. Beyond its impact on individual and public health, the ensuing crisis has also accentuated existing social and economic problems and, in many cases, exacerbated them. In this context, a central question arises: How can societies be better prepared for the future? This research note presents an example of strategic foresight as an instrument for better understanding systemic challenges, anticipating the emergent risks and opportunities and informing future-proof decision-making. More specifically, it reflects central insights of a regional foresight project that aimed at exploring development pathways of the Italian province South Tyrol for the next 10 years and beyond (2030+). Delineating four plausible, equivalent and consistent scenarios and their entailed challenges, risks and opportunities for South Tyrol, the project offers a future-oriented policy instrument for political, economic and civil actors and key stakeholders. Instead of a classic empirical outlet, the article is prepared as a research note that, beyond sketching the scenarios, shares the project experiences, lessons learned, challenges and success factors for other future regional foresight endeavors.

ФОРСАЙТ-ПІДХІД ДО ОРГАНІЗАЦІЇ ТА ФІНАНСУВАННЯ СТАЛОГО ГОСПОДАРЮВАННЯ

Розкрито змістовні ознаки методології форсайту як засобу реалізації сталого господарювання, окреслено базові формати і алгоритм організації фінансування сталого господарювання на засадах форсайт-підходу. Наголошено на необхідності оновлення методології управління сталим розвитком господарських систем з використанням форсайт-підходу. Визначено форсайт-проєктування як дієвий інструмент попереджувального управління розвитком економічних систем, який створює можливості для формування фінансово-логістичного ланцюга фінансування проєктів із залучення природних ресурсів території до господарського обігу з урахуванням ключових компетенцій і смарт-спеціалізації різнотипних просторових утворень за участю ключових стейкхолдерів господарського процесу –– влади, бізнесу і населення. Визначено доцільним створення фондів фінансування сталого розвитку, запропоновано три основних формати їх функціонування: бюджетний, орієнтований на цільове завдання з професійного фінансового планування бюджетних видатків на перспективу з урахуванням форсайт-стратегування; сервісний, пов’язаний з цільовими функціями налагодження публічно-приватного партнерства і залучення бізнес-структур та їх ресурсів до виконання форсайту; проєктний, спрямований на формування збалансованих, з позицій ліквідності, дохідності й структури капіталу інвестиційних пропозицій, забезпечених, у свою чергу, доходами від проєктівфорсайту. Запропоновано структурну схему поетапної взаємодії стейкхолдерів господарського процесу в організації сталого фінансування форсайту в платформному форматі. Окреслено базові етапи фінансування форсайт-проєкту сталого розвитку, включаючи етап інвестування, коли публічний сектор і бізнес-структури укладають угоду про партнерство в інвестиційному проєкті; етап емісії, на якому спеціальна юридична особа SPV за участі незалежного рейтингового агентства і під наглядом державного регулятора емітує та реалізує на фондовому ринку забезпечені майбутніми доходами від проєкту цінні папери; етап рефінансування компанією SPV проєкту для його завершення або експлуатації чи модернізації та розрахунку з інвесторами і оригінаторами за емітованими фінансовими зобов’язаннями тощо.

The social ideal of “Datong”: ancient China social utopia, or modern foresight project

The subject of the study are features of the Chinese social ideal Datong and national specificity of its transformation into a modern Foresight project. To this end, universal characteristics of the ideal, common ground and differences of Datong existence historical forms – social ideal, social utopia, science fiction product have been considered in the article. Special attention has been paid to the understanding of the “Great Unity” concept as the very essence, indispensable element, basis for the development of the ideal Chinese society, ensuring its integrity and requiring a number of fundamental steps on the national level for its practical implementation. To solve modern grand socio-economic tasks, China needs not only a human being with a more perfect nature and good historical memory, but also the society potential in which all heterogeneous forces will be harmonically united. The results of the study extend the field of knowledge about Chinese culture for Russian audience.

An integrated approach for the evaluation of corporate foresight: the example of a Russian corporation

Purpose The purpose of this study is to develop an integrated approach to evaluating corporate foresight (CF) studies at all stages of its implementation and to test this approach using the example of a Russian state-owned corporation. Design/methodology/approach The use of foresight by companies as a part of their strategic activities is growing but still rather limited. To increase the effectiveness of foresight at the corporate level and ensure its justification, special approaches and criteria for its evaluation should be developed. To develop the approach to evaluation of CF which would be useful at all stages of foresight realization, at first, the authors focused the authors’ attention on identification of main challenges, problem and barriers, which arise during foresight process on the one hand, and exploring success factors and lessons learnt from different case studies on the other hand. On the basis of this literature analysis, the authors have formed a long list of evaluation criteria, which reflect accumulated experience in the field and all-important aspects to make foresight project successful and effective. On the next step, the authors related these criteria with stages of foresight realization and evaluation category. For pilot testing of this methodology, the authors used a case of Russian state-owned corporation. Findings This paper has presented an integrated approach to the evaluation of CF projects. The logic of the evaluation process of CF at all stages of its implementation is proposed; key evaluation topics (concept, objectives, project team, design of the project, project methodology, stakeholders, implementation, resources, results and its dissemination, effects and impact and barriers) are identified, and the corresponding sets of criteria are formed. Originality/value The originality of the work lies in using a wide experience of national foresight studies evaluation for corporations. The suggested approach could be used as a framework for CF evaluation. It was tested on the Russian state-owned company RussX.

Improving national strategic foresight with the use of forecasting tournaments and its implications for the study of international relations

Improving national strategic foresight can help the formation of more robust and informed policies, including foreign policy. Predicated upon the theory behind peer-prediction elicitation methods such as Reciprocal Scoring, we combined two foresight methods - Forecasting tournaments and a Delphi method - into a design in which a forecasting tournament predicted the results of a Delphi. Experts in a Delphi could take into account the arguments of participants from a prior forecasting tournament and thus make better-informed decisions. This methodological article aims to validate the feasibility of this design. It describes how we implemented it for identifying and prioritizing global megatrends as part of a strategic foresight project for the Czech government. We found this design practically applicable, while the forecasting tournament also seems to improve the ability of participants to predict a group consensus. Similar combinations of foresight methods could be used to enhance the study of international relations.

ФОРСАЙТ ПІДВИЩЕННЯ ЕНЕРГОЕФЕКТИВНОСТІ БУДІВЕЛЬ НА БАЗІ ЕНЕРГОХАБА УНІВЕРСИТЕТУ

The article reveals the essence of the key motivation drivers to save energy and increase the energy efficiency in higher education institutions. In particular, a low level of interest of higher education institutions in the implementation of strategies to reduce energy consumption has been observed. The findings suggest that the lack of interest in energy saving is primarily affected by budget legislation since the energy cost calculation was based on the consumption norms for a particular budgetary institution and the current (planned) electricity and heat tariffs. Recently, it has been decided that from now on universities will not obtain budget funding to cover utility costs; the amount of subsidies from the Ministry of Education and Science of Ukraine for the implementation of the government objectives will comprise regulatory costs for public service provision according to the student contingent. Standard property maintenance costs will not be covered by the Ministry anymore which will impose the burden of paying the utility bills upon the University’s gross income. Hence, there is a need to take efforts to enhance energy efficiency and energy saving in higher education institutions which was implemented using a foresight methodology. Within the scope of this study, the foresight project to improve the energy efficiency of buildings in the frameworks of the University energy hub is based on the following calculations: thermal energy consumption for heating public buildings, estimated hourly heating load to ensure heating in the building, verifying the feasibility of heating standby regulation, measuring energy savings through the creation of an automated heat supply station, as well as annual savings in monetary terms. In order to save resources and boost energy efficiency based on the University energy hub using an automated heat supply station, the study offers a mathematical toolkit to justify the choice of minimum and maximum values of optimal microclimate parameters; reduce infiltration, increase the efficiency of indoor air distribution; optimal modes of local air conditioning, preheating and cooling; utilizing of "waste" and natural heat and cold; "combining" microclimate systems with other systems; improving automation devices in technical systems. It is argued that increasing the energy efficiency of heating systems in University buildings on the basis of its own energy hub will contribute to gaining significant savings in thermal energy for heating and significantly reduce carbon dioxide emissions into the environment. In addition, the study reveals that the cost of thermal energy for heating depends upon a building design, modernization quality, reconstruction and insulation, applied building materials, spatial planning solutions, the presence or absence of control and automated systems, maintenance systems and attitude of owner’s attitude to innovations. The conclusions summarize that the cost of thermal energy can vary significantly in buildings of the same type.

An Examination of the Impacts of Volunteering and Community Contribution at a Community Festival Through the Lens of the Five Ways to Wellbeing.

The aim of this study was to examine the perceptions, motivations and wellbeing impacts for volunteers and contributors to Broadstairs Folk Week. The study utilised questionnaires with a mix of quantitative and qualitative measures, within a single cohort (n = 152). Analysis was conducted using IBM SPSS 24 to produce descriptive statistics, and cross-tabulations were used to interrogate key variables. NVivo 11 software was used to analyse qualitative comments. A thematic analysis (thematic development) approach further identified codes and themes that fitted well with the Five Ways to Wellbeing (Aked, J., Marks, N., Cordon, C. and Thompson, S. (2008). Findings demonstrate that older-adult festival volunteers had a higher sense of subjective wellbeing prior to the festival than might ordinarily be expected in a similar group. Participants reported their sense of wellbeing increased during the festival. The Five Ways to Wellbeing model is suggested as a useful way to frame the results, linking a sense of ‘connection’ and ‘giving’ as participant motivators. This paper argues that festival volunteers derive personal benefits, including sense of connection and reciprocity, and access to resources with potential health and wellbeing benefits. FORESIGHT – LV NETWORK VISIBILITY AND FAULT RECOGNITION

Low Voltage (LV) cable defects give rise to detectable events prior to causing protection operation. The Foresight Project, undertaken by UK Network Operator Northern Powergrid and distribution networks solutions provider EA Technology, has used these pre-fault events to signal the likelihood and immediacy of a supply interruption on a monitored LV cable circuit. Furthermore, methods have been developed to locate the source of the pre-fault events and so enable proactive action to be taken in advance of the fault developing to the point where a loss of supply occurs. Proactive action taken on the project included the repair of a cable section thus curtailing the development of a fault before it caused an unacceptable quality of supply for connected customers.

Ensuring the strategic focus of a corporate project management system for commercial real estate

Corporate trajectories ultimately determine economic growth or recession. They depend on the choice of development strategies selected for corporate management systems designated for commercial real estate projects. Strategic focusing tools of corporate management systems are used to select the best corporate development strategies.
 This article identifies the objectives and methods of strategic focusing of corporate project management systems for commercial real estate. The co-authors describe the algorithm of a foresight project and options of the criteria-based choice of the strategic focus for a corporate system. The principal criteria for a portfolio of commercial real estate projects are defined.
 The implementation of corporate management strategies by the company engaged in the construction of commercial real estate in Europe (France) is considered.
 The strategic focusing of a corporate management system, designated for commercial real estate projects, allows to make a statement that there is no universal solution to the general problem of multi-criteria optimization of strategic alternatives in the long run, but the very formulation of the choice problem requires a detailed quantitative description of the subject area. The solution allows to set the main strategic trend of a corporate management system focused on commercial real estate projects, taking into account the polycentric format of the interruptive-extended type of activity.
 In practical terms, this phenomenon means the need for:
 • the multi-criteria restructuring of a real estate portfolio by the type of real estate, its spatial localization, as well as by the steps and stages of the life cycle of commercial real estate projects;
 • the regard for the economic efficiency of the project cycle as a whole and its separate steps and stages, in particular, tempo-based drops in project capitalization broken down by the stages of its life cycle, the dynamics of the total cost of ownership, integration and outsourcing opportunities, social and environmental filters, etc.
 • ensuring high mobility of the corporate management organization structure, that is, a continuous type of organizational restructuring as a modern feature of corporate performance.
 Hence, a full-fledged solution to the problem of strategic focusing of a corporate management system for commercial real estate projects requires the clarification of scientific approaches and the development of an organizational model of the system, taking into account the continuous nature of its restructuring.
