The article examines the challenges and prospects of training future civil defense specialists in the context of innovative trends in society during the appearence of emergency situations depended by the Russian-Ukrainian war. Based on a comparative analysis of domestic and foreign experience, the feasibility of introducing innovative approaches and trends in the training of Ukrainian civil defense specialists is substantiated. The authors emphasize the need to adapt international standards to Ukrainian conditions, combine practical, theoretical and digital training, as well as form of an education system of continuous professional development. It is proposed to adapt foreign experience to the education system of the State Emergency Service of Ukraine taking into account Ukrainian realities, namely a full-scale war. Therefore, foreign experience can be used in Ukraine on the basis of: adapting world standards (NFPA, UCPM, FEMA, IAFC, etc.) into the training program for civil defense specialists, taking into account real Ukrainian experience during the armed aggression of the Russian Federation; balancing theoretical, simulation and practical training; developing innovative training programs. After conducting a detailed analysis of domestic and foreign experience, it can be concluded that the combination of this experience will make it possible to train qualified civil defense specialists, which in the future will allow for the effective elimination of emergencies of various nature, including from armed aggression of the Russian Federation. In addition, the experience of Ukrainian rescuers will make it possible to involve them in international activities in the field of civil defense.

The education of professional competence can be and is the basis for the formation of a competitive specialist who has a conscious attitude to his own health, physical and mental performance, is able to act effectively and proactively, and in some cases progressively in conditions of martial law. This direction of educational services enhances the effectiveness of professional education of the future firefighter, strengthens the scientific and research work of professional and applied physical culture of the new generation. A detailed scientific analysis of Internet resources and work practices of fire personnel of the Houston community made it possible to characterize the professional competencies of future specialists in the field of emergency situations, which are extremely necessary for the development of professionally important qualities (personal qualities) and effective and efficient interaction between education seekers and employers. It is scientifically substantiated that the development of professionally important qualities has a positive effect on the skills and ability of firefighters to quickly respond to real challenges of emergency situations in wartime. The general features of foreign, as well as domestic experience and the main prerequisite for firefighting are professional and applied physical training of future specialists and maximum readiness to perform professional duties in emergency situations of practicing firefighters.

The rapid development of the digital financial assets market (hereinafter referred to as CFA) in the world requires their government regulation. The task is to study and identify the positive aspects in the experience of advanced countries in regulating the digital asset market, to consider Russian practice, its advantages and disadvantages. The subject of the research is the state regulation of the digital asset market in the countries of the world and Russia. The purpose of the work is to summarize the foreign experience of regulating the digital asset market and to determine the priorities of CFA regulation in Russia. In the course of the study, comparative analysis and a systematic approach, as well as other general scientific methods , were used. The source data base consists of federal laws and by-laws, including regulations of the Bank of Russia, and other statistical data. Regulatory practices in a number of developed countries have been studied. The experience of the European Union is reviewed, where legislative initiatives are being promoted to simplify cross-border expansion and mitigate regulatory arbitration, which will allow the EU to form the world’s largest digital asset market with maximum legal and regulatory clarity. As a result of the study, it was found that cryptocurrencies are not legal in all jurisdictions. One third of countries do not have digital assets and do not plan to regulate them, and half of all countries want to create individual regulation. It is noted that the Russian law regulating digital financial assets, which recently came into force, imposes significant restrictions on the use of CFAs with simultaneous prospects for their use for those who are in the register of the Bank of Russia. The conclusion is drawn : the active development of the digital asset market requires new approaches to ensuring digital security and reducing risks from the introduction of new legal norms, more advanced government regulation that would take into account the experience of advanced countries of the world.

This article presents a comparative analysis of barriers and resources for the professional adaptation of adults with high-functioning autism based on foreign and domestic experience. A multi-level structure of barriers has been identified, including psychological (masking, cognitive characteristics), organisational (insufficient awareness of employers), and systemic factors. International support models have been analysed, showing the effectiveness of supported employment programmes (87% versus 12% in the control group). Key adaptation resources have been identified: family support, inclusive work environment, technological solutions, and long-term support. Practical recommendations have been developed for employers, support specialists, and adults with autism themselves to optimise professional integration.

Aim: To carry out a holistic structured reconstruction of the Ukrainian scientific discourse of the 1990s and the first quarter of the XXI century on the development of medical education in foreign countries on the basis of the developed meta-analysis programme. Materials and Methods: the developed meta-analysis programme integrates the general meta-analysis methodology and methods of monographic and relevant analysis, discourse analysis, content analysis, historiographic, paradigmatic, and phenomenological analysis. These tools have been used to analyse three samples of scientific papers on the development of national medical education systems that appeared in Ukraine in the 1990s and the first quarter of the twenty-first century: the general population (the total number of papers is about 1450); a sample population (380), and a representative sample (70). 20 bibliographic indexes were processed to determine the general population (GP - total number) of scientific papers published in 1991-2024. A search was conducted via the Google engine using a combination of three groups of keywords that denoted: a) the type of publication (monograph, dissertation, article); b) the subject of the study (development of medical education abroad; training of doctors/nurses abroad, etc.);c) a list of countries and regions. Conclusions: the results of the study showed that the historiography of the problem mentioned above has a pronounced interdisciplinary, multi-level, specialityoriented character.The analysis of the dynamics of scientific knowledge accumulation has shown that the researchers have moved away from studying foreign experience of vocational training of healthcare professionals through the prism of its use in Ukraine under the influence of European integration processes and have begun to study national medical education systems as a separate subject. The focus of scientists' attention was revealed to be drawn to the study of trends in the development of national medical education systems, related to decentralisation of management, strengthening of university autonomy, requirements for the selection of applicants, etc.

Research has shown that language ability can vary enormously depending on variables such as musical ability, musical training, and second and/or foreign language experience. In this study, we simulated initial foreign language learning conditions in which learners must recognize and match unfamiliar language input. We recruited 500 participants with different levels of foreign language experience, different levels of musical training and different socio-economic backgrounds. Their auditory phonological pattern recognition ability, short-term memory (STM) capacity, musical ability, musical self-estimation, educational status, and socio-economic status (SES) were assessed. Both overall and group-specific analyses were conducted to investigate the impact of these variables. For the group-specific analysis, participants were assigned to four groups based on the presence or absence of musical training and extensive foreign language experience. For the overall analysis, regression models were applied to the entire sample to examine the combined effects of all variables. Group-specific analyses revealed that both musical training and extensive foreign language experience contributed to individual differences in the ability to recognize phonological patterns in unintelligible auditory stimuli. A key finding was that musical training appeared to have a stronger influence on auditory phonological pattern recognition than extensive foreign language experience, particularly in the early stages of language learning. This suggests that musical training may exert a greater impact on initial phonetic acquisition processes than extensive foreign language proficiency, especially when the language stimuli are relatively poor in linguistic content. The overall analysis revealed that musical variables, short-term memory capacity, socioeconomic status, and educational status all contributed to individual differences in auditory phonological pattern recognition. Notably, the most significant finding of the overall analysis was the association between SES and auditory phonological pattern recognition in unfamiliar speech—a result that challenges the notion of aptitude measures as stable and environment-independent and highlights the potential influence of environmental factors on this capacity.

The article analyzes and characterizes the national idea, which is the basis of the upbringing and education of the individual (representatives are writers of Western Ukraine representing the state-building movement, children's writers, and writer-pedagogues). This idea is key in the work of the majority of Ukrainian writers of the western region, as well as in the creative journalistic and scientific heritage of public and educational figures, political and public activists, women and youth movement figures, religious figures of the UGCC, artists, and doctors who have directly contributed to the educational process in Western Ukraine of the studied period. They worked as teachers, edited magazines, published educational literature, compiled teaching aids, textbooks, methodological recommendations, educational projects, etc. They established themselves as publicists. Without creating special literary works, they conveyed pedagogical ideas to the general public through contributions to the periodicals of that time. It is noted that Ukrainian periodicals of Western Ukraine became a platform for the dissemination of educational ideas, a platform where pedagogical innovations were produced, current problems of education and upbringing were discussed, foreign experience was analyzed, etc. It is emphasized that this phenomenon, when the issues of education and training were actively discussed by teachers, writers, social activists, spiritual leaders, politicians, artists, etc., provoked such a phenomenon as the pedagogy of public life, when Ukrainians mobilized their efforts around the problem of national education of children and youth. Writers-pedagogues were at the forefront of this phenomenon. Writers-pedagogues and public figures of Western Ukraine of that period well understood that the establishment and development of a national school were impossible without resolving a number of issues in the field of education, the most important of which was the preparation of a new generation of Ukrainians.

The article analyzes and summarizes foreign experience in holding taxpayers accountable for violations of tax legislation. It is substantiated that the approaches of developed countries to the construction of legal regulation of liability for violations of tax legislation differ from each other. Until the beginning of the 20th century, liability for offenses in the field of taxation in almost all countries was established mainly by administrative, civil and financial legislation. It is noted that offenses related to taxes are one of the oldest types of illegal acts. The author considers the features of foreign experience in the practice of holding taxpayers accountable for violations of tax legislation using the example of such countries as: Great Britain, Germany, Italy, Spain, France, the USA, Sweden. It is substantiated that tax evasion is one of the most important problems that, to one degree or another, has to be solved in almost all countries, regardless of the state system and level of economic development. It is argued that each of the considered foreign states establishes its own rules for holding taxpayers accountable for violating tax legislation. It is noted that the most common sanctions for violating tax norms are fines, and in some cases, imprisonment. Also, the legislation of some foreign countries provides for the application of such additional penalties as publication of the verdict in certain publications, full or partial deprivation of civil rights for a certain period, as well as deprivation of the right to commercial or industrial activity, prohibition of participation in public auctions, etc. Based on the analysis of theoretical foundations, the author draws conclusions and makes proposals for improving national legislation. Further study and use of positive experience in combating tax offenses in foreign countries will undoubtedly contribute to the identification and resolution of a wide range of problems of the legislative and law enforcement level that arise in this area in our country.

In this article, the author emphasizes some key problems of ensuring tax security in Ukraine. The influence of tax benefits, which, when used as a support tool, simultaneously formed the risks of budget losses and violation of the principle of equality of taxpayers, deserves attention. The author’s definitions of the categories of tax security and its legal regulation are formulated. It is emphasized that the issues of legal regulation of relations in the field of collecting taxes and fees should be considered through the prism of human centrism, since both taxpayers and tax officials, scientists and students work with the norms of the Tax Code of Ukraine. A clear understanding of them is the key to voluntary filling of the budget and high-quality tax education. Voluntary payment is possible under the condition of a systemic policy in the field of tax education, covering all levels – from preschool to higher. Fulfilling the constitutional obligation to pay taxes in full is the business of the entire people. It has been established that the central executive body implementing tax policy lacks norms for the development and implementation of measures to ensure tax security. The priority task should be the legal regulation of tax security and the protection of national interests from threats – tax evasion, the shadow economy, offshore, and fictitious enterprises. The mandatory function of this body should be legally enshrined responsibility for the state of the taxation sphere, in particular, regarding the identification, prevention, and neutralization of threats, including: 1) risks of tax legislation (terminology, principles, and tax establishment principles); 2) threats to the implementation of national interests in the field of taxation (uncertainty of policy, discretionary powers, evasion, and lack of tax education). It has been established that the primary task of the present day is to improve the legal regulation of social relations in the field of taxation, namely, to streamline the current norms of the Tax Code of Ukraine and completely abandon the use of indefinite terms and concepts in tax legislation. A study of foreign experience in preferential taxation was conducted, including in the context of decentralization.

In the context of modern geopolitical challenges, global instability and direct armed aggression against Ukraine, the issue of ensuring national security is of paramount importance. An integral and fundamental component of national security is economic security. It creates a material basis for the functioning of all state institutions, the protection of sovereignty, territorial integrity and vital interests of society. It is the economic conditions, the stability of the national economy and its ability to mobilize to repel threats that ensure the real security of the state. Sо, the article analyzes the function of ensuring the economic security of the state through the prism of legal regulation of economic relations, in particular in the defense-industrial complex. The issues that arise between the declarative principles of a market economy and real, strict state-legal administration in areas related to national security are investigated. Based on the analysis of foreign experience of countries such as America, Great Britain, and France, the key mechanisms of state influence are revealed, namely: the system of state defense orders, budget financing, price incentives, and legislation. The role of state authorities as a tool for supporting production capacities, stimulating competition, and improving the quality of military products is highlighted. Special attention is paid to the budget process as the most important lever for controlling and financing «security programs», including the practice of «black budgets» for financing special (covert) operations. The relevant provisions of Ukrainian legislation are also analyzed, in particular the Law of Ukraine «On National Security of Ukraine», the Law of Ukraine «On Defense Procurement» and the Budget Code of Ukraine. It is substantiated that effective economic security is achieved not through the free play of market forces, but through purposeful, albeit rather resource-intensive, public administration, which is especially relevant for Ukraine in conditions of full-scale armed aggression.

The article deals with current challenges in higher education in Ukraine in the context of improving the quality of training. The directions of higher education reforms having taken place in the independent Ukraine are outlined. The importance of integration and globalizationtrends as well as consideration and use of foreign experience is emphasized. During the years of independence, an extensive network of universities was formed in Ukraine due to creation of a large number of private higher education institutions and raising of the status of former vocational schools and colleges. This and some other factors led to massification of higher education and significant decrease in its quality.The possible ways for improving quality of education in the Ukrainian universities capable of training competitive specialists are suggested.

Drug trafficking is a serious threat to the world today, and it has a significant negative impact on public health, national security, and sustainable economic development of countries. This research article summarizes the accumulated experience and achievements of international and Mongolian efforts to combat drug trafficking, and aims to identify effective policy directions for the future. The study analyzes the negative consequences of drug trafficking, as well as the legal framework and implementation issues to combat it. In particular, it presents a comparative study of the effectiveness of comprehensive measures such as prevention, suppression, treatment, and rehabilitation international standards and the Mongolian situation. It also addresses the difficulties and challenges faced in combating crime, such as technological advances and the organized nature of crime. The main contribution of this article is to propose a comprehensive strategy and new directions for cooperation to combat drug trafficking, based on the results of the study. Introduction. Managerial education plays a crucial role in today’s dynamic world. It is influenced by the Fourth Industrial Revolution, economic integration, demographics, information and communication technologies, the global search for goods and services, social responsibility, governance, and sustainability. Problem Statement. The culture, traditions, and unique features of educational systems are the heritage of every country. The primary task is to preserve them while also stimulating their development. At the same time, open labor markets and the right of citizens to free movement (particularly within the European Union) create the basis for defining and forming the knowledge, skills, and abilities of managers that would be universal for all countries. Therefore, studying the foreign experience of professional manager training in various countries determined the relevance of this research. Purpose. The purpose of the article is to study the features of professional manager training in leading countries of the world. Materials and Methods. Various research methods were used to achieve this goal, including historical, synthesis, comparison, and generalization. Additionally, statistical methods were applied to analyze trends in professional manager training, and a tabular method was used for the visual representation of the results. Results. It was found that the structure of global higher education for professional manager training is diverse, but two trends dominate: a single system where professional managers are trained by universities or equivalent institutions (Italy, Spain, Austria, Finland, Sweden); and a dual system with both a traditional university and a non-university sector (USA, Belgium, Great Britain, Denmark, Ireland, Netherlands, Norway, Germany, France, Switzerland). MBA programs are considered prestigious for manager training. An analysis of the trends in professional manager training at the bachelor’s, master’s, and PhD levels was conducted. Conclusions. The reviewed foreign experience of professional manager training in leading countries, which considers historical chronology, formalizes the stages of this process’s development, and generalizes and compares educational systems, indicates a process of transformation. The analysis of trends in professional manager training shows that the share of graduates at the bachelor’s level ranged from 12.5 % to 29 %; at the master’s level from 10.1 % to 31.9 %; and at the PhD level from 2.9 % to 12.8 %. Studying the experience of professional manager training in developed foreign countries opens up new opportunities for improving the system of training such specialists in Ukraine as it adapts to globalization and European integration.

Background Since 2012, changes in Cuban migration law and the expansion of private enterprise encouraged migrants living in Europe to return to Cuba. This article explores how returnee men evaluate economic life in Cuba in contrast to their former host countries, particularly in relation to their shift from low-status jobs abroad to entrepreneurial pursuits back home. Methods The study draws on long-term ethnographic fieldwork conducted between 2005 and 2023, including participant observation and in-depth conversations with approximately 15–20 Cuban returnees. Most had recently resettled in Cuba after extended periods in various European countries. Data collection focused on the moral and practical dimensions of economic reintegration, the narratives of economic success and failure, and the local reception of returnees’ trajectories. Results Returnees framed their migration as a moral and economic journey, leading them from trabajo (work) to negocio (business), and from employee to owner ( dueño ). Their narratives often emphasized competence, entrepreneurial drive, and transnational experience. However, many struggled to meet expectations of success, facing skepticism from locals and economic precarity despite apparent privilege. Some leveraged the prestige of their foreign experience, while others embraced informal and localized modes of entrepreneurship— negocios “a lo Cubano” —to adapt. These accounts highlight both performative enactments of success and the fragility of such claims in Cuba’s shifting socio-economic landscape. Conclusions Returnees’ experiences show how migration is revalued—materially, morally, and symbolically—to stake claims about economic opportunity and personal worth in Cuba’s shifting present and imagined futures. Their narratives shed light on changing understandings of success, mobility, and the meanings of work and business on the island. In doing so, the article contributes to anthropological debates on how migration, morality, and economic life intersect and are reconfigured in times of crisis and transformation.

The modern system of higher education requires regular updating of teaching and methodological materials, but the current remuneration systems do not fully take into account the costs of teachers for this activity. Foreign experience shows the presence of various mechanisms of material incentives - grants, bonuses and differentiated allowances. In the universities of Armenia and Russia, such practices are not sufficiently developed, which reduces the motivation of teachers. As a solution, a system of coefficients is proposed that depends on the volume of course updates, which will ensure fair payment, improve the quality of education and stimulate the introduction of innovative methods. At the same time, its implementation requires transparent evaluation criteria, financial support and overcoming resistance to change.

The article discusses the organization of the publication of fake reviews on marketplaces as a form of unfair competition. The influence of customer reviews on the promotion of goods and sellers on the marketplace is noted, as well as the possibility of manipulating the platform’s algorithms by posting fake reviews in order to gain unfair competitive advantages. The existing difficulties in qualifying the publication of fake reviews, including the organization of such publications, as an act of unfair competition are outlined. The approaches developed by the foreign practice of applying the legal prohibition of unfair competition to the activities of organizing the publication of fake reviews (using the example of the Amazon platform) are analyzed. The trends in the development of self-regulation of the activities of marketplaces in Russia and abroad are identified, and the need for further development of self-regulation as an effective mechanism for suppressing unfair practices in the promotion of goods on marketplaces is substantiated.

Prior to the advent of the novel Coronavirus (COVID-19) pandemic, digitalization of administrative court proceedings was not a prominent priority in Russia. However, subsequent to the emergence of this global health crisis, a series of unprecedented modifications were initiated. The regulation of administrative proceedings remains distinct from other procedural rules with regard to the implementation of digital technologies. For instance, admission to remote participation (web conferencing) depends not only on technical capabilities of a court but also on whether a judge deems such interaction feasible. Another significant aspect of digitalization is the application of artificial intelligence, the implementation of which is still unclear in relation to existing procedural norms. This study aims to evaluate the current rules governing administrative judicial proceedings in Russia in terms of their readiness for digital transformation. To obtain valid results, the author compares these rules with those of foreign jurisdictions where the process of digitalization has commenced and achieved considerable success, with France serving as a notable example. Using the comparative legal method, the study establishes a conceptual framework, evaluates the legal regulations, and identifies options for addressing emerging legal issues. In Russia, the Code of Administrative Procedure imposes additional requirements for employing web conferencing. However, neither the law nor judicial practice has developed criteria for cases where personal presence is deemed necessary. This situation creates conditions for a violation of the right to a remedy, as it arbitrarily restricts litigants’ rights. Furthermore, if remote participation is not approved, disputing parties are left with the “old” set of legal instruments, depriving them of many advantages associated with remote access, which could reduce material and time costs. In contrast, France does not face this issue, as the idea of real cost reduction has been enshrined in law. Additionally, foreign experiences in implementing artificial intelligence are significant, as Russian domestic law does not adequately address this matter. Despite the long-standing availability of court decisions in Russia for public scrutiny, a significant market for services related to predictive justice remains non-existent, in contrast to the prevalent market dynamics observed in France. The article’s conclusion asserts the urgency of implementing artificial intelligence to prevent the privatization of justice administration by private entities. In the absence of such measures, the principles of judicial independence and impartiality may be compromised, resulting in a violation of constitutional guarantees.

The article examines foreign experience in forming corporate integrity of customs service personnel of leading countries of the world, as well as its significance for increasing the efficiency and transparency of customs administration. The analysis of the basic principles, institutional mechanisms and practical measures aimed at strengthening ethical standards, preventing corruption and developing a culture of integrity among customs officials is carried out. Of particular importance in the formation of corporate integrity of customs service personnel is the adaptation and implementation of international standards, taking into account the national legislative and socio-cultural context. Such a comprehensive approach contributes to the sustainable increase in public trust in customs institutions and the strengthening of their competitiveness in the international arena. That is why, special attention in the article is paid to the study of international standards and recommendations, in particular, documents of the World Customs Organization (WCO), the Organization for Economic Cooperation and Development (OECD) and the Council of Europe, which serve as the basis for the formation of anti-corruption policy and corporate ethics of customs authorities. Specific practices of countries such as Germany, France, and the European Union are analyzed, including the use of codes of conduct, internal control systems, training programs, and innovative technologies to minimize corruption risks. The article examines and analyzes the functions of corporate integrity that ensure that customs services comply with international standards. The role of personnel policy and qualification procedures in the formation of honest personnel is emphasized, as well as the importance of transparency and public control in maintaining trust in customs institutions. The results of the study can be used to improve national legislation and practice in the field of customs administration, increase the level of corporate integrity in Ukraine, and ensure its integration into the European and world community.
