Intelligent government: The impact and mechanism of government transparency driven by AI

IMPACT This article presents a theoretically grounded analytical framework for public sector leaders in the digital governance era. Using artificial intelligence (AI) patent data from Chinese prefecture-level cities the authors show how AI technology enhances government transparency through three pathways: optimizing administrative efficiency, deepening open data practices and building citizen trust. The findings will be particularly valuable to local government officials, public sector leaders and policy-makers working in public management, digital governance and public service innovation. Additionally, it offers China’s experience as a reference for the global promotion of transparent governance in the digital era.

E-governance evolution: India’s digital leap from files to cloud

E-governance in India has evolved significantly, emphasizing citizen-centric services, transparency, and efficiency. The transformation from basic computerization to sophisticated digital strategies reflects the government’s commitment to improving public administration. This paper explores the advancements in e-governance, focusing on initiatives aimed at bridging the digital divide, enhancing public service delivery, and promoting inclusive growth. Despite these advancements, the implementation of e-governance faces several challenges. These include infrastructural limitations, particularly in rural areas, digital literacy gaps, and concerns over data privacy and cybersecurity. Addressing these challenges requires targeted solutions such as improved infrastructure, robust cybersecurity measures, and comprehensive digital literacy programs. Ultimately, this paper contributes to the ongoing discourse on digital governance by highlighting both the successes and persistent challenges of e-governance in India. By identifying key areas for improvement and proposing actionable solutions, it underscores the potential of digital governance to transform public administration and foster a more equitable and prosperous society. This comprehensive approach not only ensures that the benefits of digital transformation are shared widely but also paves the way for a more resilient and adaptive governance model suited to the evolving needs of the nation.

<b>Digital Authoritarianism and the Erosion of Democratic Norms: A</b> <b>Comparative Study of State Surveillance in Hybrid Regimes</b>

This article examines the growing phenomenon of digital authoritarianism and its impact on the erosion of democratic norms in hybrid political regimes. By comparing state surveillance practices in countries such as Turkey, Hungary, and India, the study identifies how digital technologies are manipulated by governments to monitor, control, and suppress dissent while maintaining a façade of democratic legitimacy. Using a qualitative comparative case study method, data were gathered from official documents, human rights reports, and expert interviews. The findings reveal that digital authoritarian strategies are not only increasingly sophisticated but are also normalized through legal frameworks and nationalist rhetoric. This research contributes to the understanding of how digital governance tools are weaponized in the service of political control, raising critical questions about the future of democracy in the digital age.

Agri Nama: An Intelligent, Integrated Platform for Digital Governance and Agricultural Empowerment

Abstract: Even though agriculture is a pillar of many economies, farmers nevertheless confront difficulties because of crop diseases, erratic weather patterns, a lack of reliable information, and poor government-to-government communication. We have created a comprehensive mobile application called AgriNama to help farmers with technology-driven solutions in order to address these problems. Multiple modules, including weather forecasting, yield prediction, crop disease detection, an intelligent agricultural chatbot, a farmer-government communication interface, and a wealth of information about crops and animals, are integrated into this all-in-one platform. Early intervention and decreased crop loss are made possible by the crop disease detection module's high-accuracy disease identification based on deep learning analysis of plant photos. To assist farmers in making well-informed planning decisions, the yield prediction module makes use of machine learning algorithms based on historical and environmental data. Users may get ready for weather conditions that could impact their fields with the help of real-time weather predictions. Expert assistance is always available thanks to the AI-powered chatbot's user-friendly responses to agricultural questions. Furthermore, by enabling users to voice concerns, access polls, and receive information straight from authorities, AgriNama improves contact between farmers and government representatives. With comprehensive information about crops, animals, and best practices, the app also functions as a teaching tool.AgriNama wants to transform the agricultural ecosystem and improve the farming community by fusing artificial intelligence, real-time data, and user-centric design.

Efficiency of Administrative Processes Through the Implementation of Digital Technology in Quality Public Services in Labuhanbatu Regency

This study examines the efficiency gains in public administration through the implementation of digital technology in Labuhanbatu Regency, Indonesia. Employing a qualitative descriptive approach and guided by the Technology–Organization–Environment (TOE) framework, the research explores how digital platforms, mobile services, and organizational reforms have transformed bureaucratic processes. Key findings reveal substantial improvements in processing times, cost efficiency, citizen satisfaction, and staff productivity, supported by inclusive initiatives such as the Bupati Ngantor di Desa (BUNG DESA) program. Despite infrastructural and literacy-related challenges, the government's adaptive responses—such as hybrid service delivery and targeted ICT training—have sustained the momentum of reform. The study concludes that successful digital transformation in public administration requires more than technological deployment; it demands institutional alignment, inclusive strategies, and continuous adaptation. Labuhanbatu’s experience offers valuable insights for replicating scalable, citizen-centric digital governance in other regional contexts.

Will digital governance affect the executive-employee compensation gap? Evidence from a quasi-natural experiment in China

ABSTRACT This study empirically examines the impact of digital governance on the executive-employee pay gap in firms through a quasi-natural experiment of digital governance pilot policy of China in 2014, using data from listed companies from 2008 to 2022. Our findings suggest that the digital governance pilot policy significantly reduces the executive-employee pay gap, which is supported by a rich set of robustness tests. Further, channel tests indicate that the decrease in firms’ agency costs and the increase in employees’ wage share are the two paths through which the digital governance pilot policy reduces the executive-employee pay gap. Our research clarifies the income distribution effects of digital governance within enterprises, providing empirical evidence for emerging economies to regulate income inequality.

How does digital government influence public policy compliance in public health emergencies? —A study based on mixed method

The evolution of digital government is reshaping the dynamics of government-citizen interactions, fostering new modes of engagement, co-creation, and participatory governance. This study explores the impact of digital government, administrative burdens, and violation costs on public policy compliance, with a focus on public health emergencies. In Study 1, a survey of 697 participants from regions with different levels of digital government (high, medium, and low) was conducted. The findings indicate that perceptions of the usefulness, ease of use, and transparency of digital government systems are significant predictors of policy compliance, mediated by the administrative burden experienced by citizens. Additionally, digital literacy was found to moderate the relationship between administrative burden and compliance, highlighting the role of digital skills in public policy compliance. In Study 2, an experimental survey with 312 participants examined how violation costs influence the impact of digital government on policy compliance. Results show that violation costs significantly moderate this relationship, aligning with the theoretical framework of loss aversion. The findings offer insights into the boundary conditions under which digital government initiatives can effectively enhance policy compliance in the context of public health emergency, contributing to the broader discourse on governance and public policy implementation in digital contexts.

From E-Government to Digital Government: The Role of Quality Management Systems in Public Administrative Agencies – Evidence from Hanoi

Vietnam's national digital transformation compels public administrative agencies to move beyond the mere adoption of technology, demanding innovative management practices and a renewed focus on service quality as they transition from e- Government to Digital Government. This study explores the pivotal role of quality management systems in facilitating Hanoi’s public administrative agencies to adapt to and operate effectively within the Digital Government framework. Utilizing a combination of surveys and in-depth interviews conducted across various departments and agencies, the research examines how quality management systems streamline internal processes, enhance transparency, and improve satisfaction among citizens and businesses. The findings underscore that quality management systems are fundamental to establishing standardized data infrastructures, optimizing electronic workflows, and fostering a citizen-centric organizational culture. Nevertheless, persistent challenges such as entrenched traditional management mindsets and limited integration between quality management frameworks and emerging digital platforms continue to hinder progress. Drawing on these insights, the study proposes targeted solutions to enhance the implementation and integration of quality management systems within public agencies, thereby advancing the vision of a citizen-centric, efficient, transparent, and sustainable Digital Government.

Multi-Subject Decision-Making Analysis in the Public Opinion of Emergencies: From an Evolutionary Game Perspective

This study employs evolutionary game theory to analyze the tripartite interaction among government regulators, media publishers, and self-media participants in emergency public opinion management. We establish an evolutionary game model incorporating strategic motivations and key influencing factors; then, we validate the model through systematic simulations. Key findings demonstrate the following: ① the system exhibits dual stable equilibria: regulated equilibrium and autonomous equilibrium. ② Sensitivity analysis identifies critical dynamics: ① self-media behavior is primarily driven by penalty avoidance (g3) and losses (w2); ② media participation hinges on revenue incentives (m2) versus regulatory burdens (k); ③ government intervention efficacy diminishes on emergencies when resistance (v1 + v3) exceeds control benefits. The study reveals that effective governance requires the following: ① adaptive parameter tuning of punishment–reward mechanisms; ② dynamic coordination between information control and market incentives. This framework advances emergency management by quantifying how micro-level interactions shape macro-level opinion evolution, providing actionable insights for balancing stability and information freedom in digital governance.

Інструменти публічного управління: інноваційний підхід

The article reveals the theoretical and methodological foundations of the study of innovative public administration instruments in the context of the transformation of the modern model of governance. The author emphasizes the need to rethink the instrumental support of public policy in the context of digitalization, the growing complexity of social demands, decentralization, and service reorientation of government. The author analyzes modern approaches to the classification of tools by the type of managerial interaction (vertical and horizontal), functional purpose (analytical, communication, managerial, and organizational), and level of technological development (traditional, digital, innovative tools). Particular attention is paid to the tools of e-democracy, crowdsourcing, and public monitoring, which open new opportunities for citizen participation in policymaking. The international experience of applying innovative management practices in the Nordic countries, Estonia, and Canada is summarized, and the prospects for their application in Ukraine are analyzed. It is found that the effective adaptation of innovative tools to Ukrainian conditions requires compliance with the principles of localization, institutional sustainability, participatory approach, human resource development, and ethical integrity. The article substantiates the need to create an institutional environment in which innovations in governance are viewed as a tool for strengthening the capacity of communities, improving the quality of public services, and building trust in the government. An innovative approach to public administration forms the basis for the transition to flexible, client-oriented, and socially responsible governance models. Expanding the toolkit of management actions facilitates the integration of digital technologies into the daily activities of public authorities, which increases the transparency and effectiveness of policies. The conceptualization of innovative tools proposed in the article opens new research areas in managerial transformations and digital governance. E-Governance as a Catalyst for Good Governance: A Policy and Administrative Analysis of Digital Transformation in Uttarakhand

This study comprehensively evaluates the transformational role of e-governance or Electronic Governance, in strengthening good governance in Uttarakhand, through a policy and administrative lens.Within the framework of broadened digital push in India, post the Digital India initiative in 2015, the state of Uttarakhand has evolved as a driving agent, adopting various Information and Communication Technology (ICT) initiatives targeted at enhancing transparency, accountability, efficiency and citizen-centric public service delivery. The study starts with exploring the theoretical and conceptual foundations of e-governance and its inherent connection with good governance ideals. It then looks closely at the digital policy landscape and the emerging architecture of e-governance in the nation & state, spotlighting flagship initiatives such as the Apuni Sarkar Portal, Samarth Portal,Rojgar Prayag portal etc. The paper subsequently review the practical implementation of these flagship initiatives, scrutinizing how they have reshaped and redefined the existing administrative processes and enhanced access to public services. Deliberate attention is given to how e-governance is being blended into holistic public policy and administrative overhaul strategies. Through a comprehensive evaluation of results, including achievements and remaining organisational and grassroots hurdles, the study reveals key sectors for improvement. The conclusion displays a long term roadmap for a more inclusive, just, innovative and technologically empowered governance model in Uttarakhand, proposing insights for policymakers, research scholars and governance experts in other developing hilly states of India.

Legal and Policy Frameworks for Sustainable Digital Governance in Albania: a Human Rights Approach to SDG 16 Compliance

Theoretical Framework: Albania’s digital transformation is advancing rapidly, yet legal and policy challenges persist in ensuring compliance with Sustainable Development Goals (SDGs), particularly SDG 9 (Industry, Innovation, and Infrastructure), SDG 16 (Peace, Justice, and Strong Institutions), and SDG 17 (Partnerships for the Goals). This paper examines the legal frameworks governing Albania’s digital governance model, focusing on e-governance, cybersecurity, AI regulation, and digital inclusion. It explores constitutional and administrative law reforms designed to align national policies with European Union (EU) standards, analyzing data protection laws, judicial rulings, and international legal obligations. Methods: By assessing Albania’s legal compliance with SDGs, the study identifies gaps in digital rights protection, regulatory inconsistencies, and emerging risks from AI-driven decision-making. Through the aplication of the qualitative method, our paper compares Albania’s digital governance laws with EU standards, It highlights the legal implications of Albania’s EU accession process, particularly regarding public administration digitalization, data sovereignty, and cybersecurity policies. Results and Discussion: The findings underscore the need for a robust human rights-based legal framework to ensure sustainable digital governance. The paper proposes policy recommendations for Albania to enhance regulatory clarity, judicial oversight, and international cooperation in advancing a sustainable, legally compliant digital economy. These recommendations emphasize harmonization with EU regulations, fostering a transparent and rights-respecting digital infrastructure aligned with SDGs.

Examining the Collaboration Framework for Achieving Government Performance: A Qualitative Case Study on Digital Transformation.

Government organizations must embrace collaboration to enhance public value and address inefficiencies caused by fragmented processes and duplicated efforts. This study develops a collaboration framework based on collaborative governance theory and digital transformation capability. Using qualitative methods, 15 in-depth interviews with government employees, 22 official documents, and one focus group video were analyzed through thematic coding. This study highlights several approaches to collaborative digital government transformation. First, it emphasizes breaking organisational silos and leveraging shared goals by reviewing the digital transformation plans to identify common projects, reduce duplication and address IT resources imbalance. Second, it advocates neutrality in leadership to harmonize inter-agency regulations. Third, it promotes agile organizational structures and dynamic capabilities to enhance adaptability and the ability to respond to rapid changes. Fourth, it recommends ideally modelling collaborative government services using an integrated business model in a unified digital platform, alternatively using data exchange and information sharing. Finally, it stresses user-centric design and inclusiveness to accelerate service delivery, ensure accountability, and improve efficiency, effectiveness, and seamless government operations. This study extends digital transformation capability and introduces new modes of engagement through digital collaboration within the discussion on initial barriers and drivers, technological capabilities, dynamic capability, and co-creation.

Algorithmic Hegemony

This article examines the transformative role of AI-mediated communication systems (AIMCS) in shaping public discourse and political outcomes, with a specific focus on the 2025 German electoral campaign. By integrating insights from sociocybernetics, neurobiology, and anthropology, this study offers a multidisciplinary analysis of how AIMCS have evolved from passive conduits of information into active agents of governance. The article investigates how advanced generative models and engagement-driven algorithms restructure political communication by embedding hegemonic power structures into digital ecosystems. Through empirical analysis—including the case of Elon Musk’s platform “X” and its algorithmic amplification of far-right narratives—the study demonstrates how elite interference strategically manipulates AIMCS to reinforce binary, emotionally charged narratives that narrow public debate and erode democratic deliberation. The findings reveal that AIMCS capitalize on fundamental cognitive predispositions such as heuristic processing and negativity bias to generate recursive feedback loops, which not only stabilize existing ideological biases but also reshape the conditions under which political agency is exercised. This study calls for a critical reassessment of digital governance and the structural design of AIMCS, advocating for mechanisms that promote narrative diversity, epistemic complexity, and reflective dialogue to mitigate the systemic risks posed by algorithmic hegemony.

Evaluating the Effectiveness of Digital Government in Supporting Female Entrepreneurial Performance in Saudi Arabia

Female entrepreneurship is a key driver of economic growth, job creation, and social empowerment. Despite their importance, female entrepreneurs continue to face significant challenges. Previous research has looked into the factors that influence the success of female entrepreneurs, but there are few studies on how these factors interact, especially with digital government support. This study aims to bridge this gap by using total interpretive structural modelling (TISM) to investigate the role of digital government in increasing female entrepreneurship in Saudi Arabia. A literature review identified eight critical success factors (CSFs): digital government, family background, entrepreneurial attitude, start-up intent, social networks, self-efficacy, dynamic capabilities, and digital innovation. The study contributes to entrepreneurial self-efficacy, social capital, and institutional theories by incorporating these CSFs into a strategic framework. The findings have significant policy implications, particularly for Saudi Vision 2030, which aims to promote digital government assistance and sustainable female entrepreneurship.

Overcoming Data Barriers: Digital Inclusion and Equitable Public Services for People with Disabilities in Thailand

Background Ensuring equitable access to public services for people with disabilities remains a persistent challenge in digital governance. Despite advancements in data governance frameworks, disparities in accessibility continue to exclude marginalized populations. While government-led digital initiatives f ocus on efficiency and compliance, their impact on vulnerable groups remains underexplored. This study examines the causal factors influencing audit data governance in Thailand’s public sector, with a particular focus on the contrasting perspectives between government officials, who are responsible for delivering public services, and people with disabilities, who rely on these services. Methods This research employs Multi-Group Structural Equation Modeling (MG-SEM) to analyze survey responses from 711 participants, including policymakers, policy implementers, auditors, and people with disabilities (specifically individuals with visual and physical impairments). The study utilizes a quantitative approach, ensuring that all analyses are based on structured survey data. Key constructs examined include public service delivery for people with disabilities (measured by perception of public service, enablers for access to data, citizen-oriented policy, and fair & efficient administrative procedures), data-driven culture, which ultimately influence audit data governance. Results The findings reveal significant disparities in how data governance is perceived. Government officials emphasize efficiency, compliance, and regulatory adherence, whereas people with disabilities prioritize accessibility, usability, and inclusivity in digital public services. These contrasting perspectives highlight systemic barriers that hinder the equitable implementation of digital governance frameworks, exacerbating the digital divide in public service accessibility. Conclusions To address these challenges, the study proposes targeted policy interventions, including the integration of AI-driven auditing mechanisms, the establishment of universal digital accessibility standards, and the implementation of participatory governance strategies. These recommendations provide valuable insights for policymakers, auditors, and public administrators aiming to foster transparency, trust, and inclusivity in digital public services.
