The cost of political interference in the public sector: the case of 'Electricité Du Liban'

No matter how developed a society is, there will always be a certain corruption shadowed rate that accompanies it. Investing in energy is internationally known to be a highly profitable and advantageous business. Ironically, the energetic situation in Lebanon is far from this truth with yearly deficits lately exceeding the 2 billion US dollars. Electricite Du Liban 'EDL', the administration of energy in Lebanon represents a living example of corruption and political manipulation. By relying on the following four parameters 'The situation of the Lebanese electrical Plants and grids, The situation of employment and qualifications, The situation of the Lebanese private electrical grids and The cost of not upgrading to alternative resources' we managed to quantify the minimum economic losses generated by corruption in EDL for the year 2014. To lessen the political influence over the private sector, societies should turn to BOT contracts and even privatisation policies.

The Assessment of Wind Power for Electricity Generation in Lebanon

In this study, the feasibility of harvesting wind power via wind turbines to produce electricity in specific sites in Lebanon will be investigated. Implementing such wind farms would greatly decrease the harmful emission of greenhouse gases produced by the energy sector devoted to electricity generation by fuel (El-Fadel et al., 2003). Furthermore, this will alleviate the deficiency in the electric power provided by Electricite Du Liban, which spends around $500 million worth of fuel oil each year for electricity generation (Green Line Association, 2007). Hourly wind speed data (2005–2007) at Beirut, Zahleh, Sour (Tyre), and El-Abdeh were thoroughly investigated to assess the wind energy potential of these sites. Promising results were obtained, especially in Beirut and Zahleh, where wind turbines could be installed to complement the main grid with electric power during the peak hours. This comprehensive study estimated Lebanon's wind energy potential that might encourage future investments in the promising field of renewable energy.

Challenges for CO2 mitigation in the Lebanese electric-power sector

Abstract Similar to other developing countries the electricity sector in Lebanon is monopolized by a vertically integrated public utility, Electricite Du Liban (EDL). EDL's supply is characterized by frequent and lengthy power cuts that have given rise to an alternative, informal, and unregulated backup sector, which serves to satisfy electricity demand during the extended blackout periods. This paper examines the evolvement of the backup sector and its related CO 2 emissions via the use of scenario analysis. The economic and energy policy implications of each scenario are discussed and a number of policy options are presented to ensure that the growth in CO 2 emissions is contained. Results clearly indicate that the backup sector plays a critical role in the success of any greenhouse gas mitigation commitment undertaken by Lebanon. A clear strategy on dealing with this sector needs to be devised simultaneously if not prior to any climate change policy at the national level.
