Community participation plays a vital role in determining the success of government programs and development planning, particularly in regions implementing smart city policies such as West Belitung Regency. Smart Governance, as one of the main dimensions of Smart City, aims to enhance the quality, transparency, and efficiency of public administration. This study focuses on the Belitung Aspiration and Complaint Channel (BESADU) Program an innovative initiative designed by the Regent and Deputy Regent of West Belitung to collect and respond to public aspirations and complaints regarding public services, bureaucratic management, and policy implementation. The objective of this study is to analyze the level and form of community participation in the BESADU program as an effort to realize Smart Governance. Using a qualitative descriptive method, data were collected through interviews, observation, documentation, and triangulation of data sources involving ten community respondents. The results indicate that community participation in the BESADU program is reflected in four indicators: intensive communication, conducive socio-economic-political-cultural climate, opportunities for participation, and freedom of creativity and initiative. The findings show that while the program has improved public service responsiveness and citizen engagement, there remain challenges such as the lack of system integration in complaint monitoring and uneven follow-up by local government units. The study concludes that by utilizing technology and fostering direct and digital-based socialization, the BESADU program has contributed significantly to building a transparent, responsive, and collaborative governance system aligned with the principles of Smart Governance in West Belitung Regency.

The relevance of this study is determined by the increasing significance of strategically important enterprises in Ukraine's oil and gas sector as a key element in ensuring the country's economic and energy security, especially under conditions of military aggression and geopolitical instability. The purpose of this study is to develop proposals for improving the state regulation of strategically important enterprises in Ukraine’s oil and gas sector. To achieve this goal, the study applied systemic, structural-functional, and comparative-analytical approaches, which allowed for a comprehensive assessment of the institutional foundations of strategically important enterprises, identification of gaps in the legal framework, and determination of key directions for state regulation. The results of the study include the systematization of problems and institutional gaps in the state regulation of strategically important enterprises, the formation of a structured list of strategically important enterprises in Ukraine's oil and gas sector, and the development of a conceptual model for improving the state regulation mechanism, which integrates legal, organizational-economic, and institutional instruments into a unified management system. Its implementation is expected to enhance the efficiency of public administration, reduce risks, and strengthen the state’s energy security. The theoretical significance of the study lies in advancing the scientific foundations of state regulation of strategically important enterprises in the context of ensuring economic and energy security. The practical significance is determined by the possibility of using the results to inform public policy, improve the legal framework, and increase the efficiency of management of strategically important enterprises in Ukraine's oil and gas sector. A promising direction for further research is the development of quantitative models for evaluating the effectiveness of regulatory mechanisms for strategically important enterprises in the oil and gas sector.

This article explores the opportunities and challenges of digital transformation in Brazilian public administration, focusing on the use of Artificial Intelligence (AI) and Business Intelligence (BI). By analyzing the impact of these technologies on the efficiency and transparency of public services, the study discusses the advancements enabled by AI and BI in decision-making, data management, and citizen communication. However, significant challenges such as inadequate infrastructure, cultural barriers, and security and regulatory issues limit the reach of these innovations. The research adopts a qualitative approach based on literature review and document analysis. Recommendations include strengthening digital capacity policies, investing in infrastructure, and adapting regulations to meet new technological demands, contributing to a more efficient and results-oriented public administration.

The article examines the directions for improving the administrative and legal regulation of public relations in the field of dimensional and weight control (GVK) in Ukraine as an important element of state policy in the field of road safety, transport infrastructure protection and compliance with public order. The theoretical and methodological principles for improving the administrative and legal regulation of public relations in the field of GVK in Ukraine are revealed, in particular through the prism of a systemic approach, conceptual analysis of administrative and legal categories and means of influence. Doctrinal approaches to determining the essence and significance of areas for improvement are analyzed, their role in increasing the efficiency of public administration in the transport sector is characterized. The features of the modernization of the regulatory system in the context of administrative law are outlined, including the classification of sources, the issues of law enforcement and the requirements for the unity of the regulatory body. Particular attention is paid to identifying the current problems of the current administrative and legal regulation in this area, including the conflicting regulatory framework, the fragmentation of the powers of control bodies, the imperfection of procedures, the lack of digital solutions, the absence of a single administrative procedure, as well as the inconsistency of the responsibility of carriers with modern challenges. Based on a critical analysis, priority areas for improving the administrative and legal mechanism of the GVK have been formulated, in particular through updating the legislation, reorganization of the organizational and staff structure of control subjects, development of information and legal instruments and digitalization of control processes. Separately, the means of practical implementation of the proposed changes are substantiated, including: legislative modeling, updating procedural and substantive law, conducting expert assessments of regulatory impact, as well as the use of public monitoring mechanisms and open data in this area. The final emphasis is placed on formulating guarantees for the implementation of certain areas, including institutional, legal, organizational, budgetary, technological and anti-corruption safeguards that should ensure the proper functioning of the updated system of administrative and legal regulation of the GVC in the context of Ukraine’s integration into the European legal space and strengthening national transport security.

It is indicated that corrupt practices pose a critical challenge to public administration in Ukraine, damaging the authority of the authorities among citizens, hindering economic progress, and creating a danger to the democratic model of government. The article is dedicated to the study of the role of law enforcement agencies in the implementation of the state anti-corruption strategy, which constitutes an integral part of the modern system of public administration. The paper examines the conceptual foundations of Ukraine’s anti-corruption policy and defines the place and significance of law enforcement institutions within the framework of measures aimed at preventing, detecting, and prosecuting corruption-related offenses. Special attention is given to the analysis of the legal and regulatory framework governing the activities of law enforcement agencies in the field of anti-corruption, particularly in the context of the implementation of the Anti-Corruption Strategy of Ukraine for 2021–2025. The article outlines key mechanisms of interaction among the bodies responsible for executing anti-corruption policy, their institutional role in ensuring integrity in public administration, as well as the practical tools used to minimize corruption risks. The study highlights the challenges hindering the effective implementation of the anti-corruption strategy at the law enforcement level, including staff instability, political influence, imperfect legal regulation, and insufficient interagency coordination. It is noted that one of the critically important factors influencing the level of efficiency of public administration and the implementation of anti-corruption policy is the scale of the shadow economy. In light of current challenges, the article proposes ways to improve the functioning of law enforcement in the field of anti-corruption, such as institutional reform, digitalization of processes, increased transparency, and enhanced professional capacity of personnel. This article provides a comprehensive understanding of the importance of an effective law enforcement component within the overall system of implementing the state’s anti-corruption strategy and its impact on the quality of public governance, adherence to the rule of law, transparency, and legality.

In the age of rapid digitalization, an extremely important factor in Russia's economic growth and competitiveness in the international arena is not only supporting current volumes of IT exports, but also creating special conditions for their further development. Despite Russia's significant export potential in the IT field, there are some obstacles to the entry of domestic IT products into international markets. Among them are: administrative barriers; imperfection of state support mechanisms for both exports in general and their development in the forms of digital technological cooperation in particular, international digital platforms and ecosystems with friendly countries and international organizations. This situation is largely due to the lack of legal support for existing and prospective government incentive measures, which reduces their effectiveness and efficiency. This article analyses the state of government incentive measures for the development of information technology exports in Russia, both at the federal and regional levels, and substantiates proposals to improve their legal support as a key condition for increasing the effectiveness and efficiency of public administration in this area.

This article provides a comprehensive systems analysis aimed at assessing the capabilities and risks of using artificial intelligence (AI) technologies in the context of state audit. The main focus is on the transformational potential of artificial intelligence, which can significantly change and simplify audit processes. The purpose of this study is to analyze and summarize the capabilities and risks of using artificial intelligence technologies in state audit. The study used general scientific methods for understanding socio-economic phenomena and a systems approach, which made it possible to identify the most significant artificial intelligence tools that can improve the efficiency of audit procedures. The article discusses key artificial intelligence technologies, including process automation, big data analysis and predictive analytics, which can help improve the quality of public audit, reduce costs and reduce staff turnover in public audit bodies. It is noted that the introduction of artificial intelligence requires the development of new skills and approaches by auditors, which poses new challenges and tasks for government agencies. As a result, the authors come to the conclusion that the integration of artificial intelligence technologies into the business processes of public audit bodies is not only relevant, but also necessary to ensure sustainable development and improve the efficiency of public administration in the context of digital transformation.

Control bodies play a fundamental role in monitoring administrative activities, identifying risks and preventing irregularities, implementing innovative practices that contribute to a more effective, responsible and transparent public service. The aim of this study was to analyze whether innovative practices implemented by Brazilian State Comptrollers General promote greater efficiency in public administration. As a methodology, a qualitative approach was adopted, through basic research by means of a case study of five Comptrollers' Offices, the selection was made based on the relevance of the innovations implemented, in relation to the method, bibliographical research was carried out and the data were collected through documentary sources through publications and studies on innovation, efficiency and modernization in public management. The results achieved showed that the actions related to the innovations presented by the Comptrollers of Acre, Ceará, Mato Grosso do Sul, Piauí and Santa Catarina contribute in a healthy way to institutional modernization, strengthening of social control, improvement of public governance, citizen participation and excellence in public service. Thus, it is concluded that the innovation practices developed by these Comptroller's Offices promote significant changes in the scope of Brazilian public management, as they contribute to a more transparent, ethical, efficient and responsible public service. From the implementation of advanced technologies, public management becomes more agile, effective and accessible to the Brazilian population.

The article is devoted to the study of communication strategies and mechanisms of public governance of coal communities in the face of modern challenges through the analysis of new approaches to public administration. The subject of the present study is communication strategies and institutional and managerial mechanisms of public governance of coal-mining territorial communities (hromadas) in the context of modern socio-economic, environmental and security challenges, in particular in the context of the transformation of the coal industry, energy transition and decentralisation of power. The research adopted a systematic approach, encompassing the comparative analysis of public administration postulates, the analysis of best practices in process-oriented management, and the utilisation of generalisation and institutional modelling methods. This comprehensive approach was undertaken to formulate practical recommendations for local authorities. The paper provides a comparative analysis of the principles of process orientation of local government activities and recommendations for improving public administration, taking into account the principles of good governance. The application of the good governance cycle as a tool for increasing the efficiency of management processes in communities undergoing transformational changes is proposed. The objective of the present article is to provide a robust theoretical and empirical foundation for effective mechanisms of public governance in coal communities in Ukraine, particularly in the context of transformational processes. To this end, the article employs the concept of good governance and institutional innovations, such as Project Offices, as a means to achieve this aim. The article proposes the use of the good governance cycle as a methodological basis for improving public administration in coal communities. The establishment of Project Offices is recommended as a mechanism for coordinating transformation processes, developing strategic development programmes and implementing innovative management practices. The present study seeks to explore the hypothesis that process-oriented management contributes to increasing the efficiency of local government bodies, reducing social risks and ensuring the economic sustainability of communities. A particular emphasis is placed on the viability of establishing Project Offices as an organisational framework for implementing process-oriented management within the local government apparatus. The implementation of the proposed mechanisms is expected to enhance the efficiency of public administration in coal communities, ensure effective coordination of transformation processes, and mobilise local resources for strategic development. The application of the good governance cycle, in combination with the functioning of Project Offices, will foster the development of a new management culture at the local level, increasing transparency and accountability of public authorities. This is especially critical in times of profound societal change. The scientific novelty of this study lies in the substantiation, for the first time, of the integration of the good governance concept with institutional innovations in the form of Project Offices as a systemic tool for public administration in coal communities undergoing structural transformation. The research contributes to the scientific understanding of process-oriented management in the context of decentralisation and socio-economic challenges.

One of the characteristics of public authority in a democratic state is the transparency of its organisation and exercise. Transparency concerning public authorities and local self-government bodies implies accountability to the people, involvement of civil society institutions in the exercise of public authority and local self-government; efficiency of the State’s functions, focus of public authorities on implementation of the interests of the majority of the people, minimisation of corruption in the State and local apparatus. Information technologies are a method of optimising public administration, replacing traditional institutions and mechanisms with new ones. Ukraine is implementing a programme of decentralisation and public administration reform. This process is part of a set of measures aimed at ensuring territorial integrity and sovereignty, accession to the European Union, and the development of civil society, where the implementation of the principle of transparency is one of the means to achieve these goals. This requires the creation of a system of legal regulation of transparency in public administration that meets European standards and is aimed at increasing the efficiency of public administration, improving relations between the centre and communities, enhancing the socio-economic efficiency of local self-government, improving the quality of life, and fighting corruption. In this aspect, the implementation of the principle of transparency of public authorities should be reflected in legal regulation and include ensuring transparency and accountability of the authorities; creation of a legitimate and effective legal system that reflects the real needs of economic entities and allows resolving possible conflicts of interest; creation and use of an effective law enforcement mechanism that will serve open access to information; transition to a system of government not associated with a specific person performing public functions.

Objective: This paper examines the persistent inefficiencies in South African municipalities, focusing on financial management, procurement, and service delivery. Despite numerous recommendations from key oversight bodies such as AGSA, PSC, and DPME, these inefficiencies continue to persist. The primary objective of this study is to propose a Unified Oversight Framework (UOF) that integrates evaluation and auditing functions at the municipal level, which can enhance performance and accountability in local governance. Theoretical Framework: The study is grounded in three key theoretical frameworks: New Public Management (NPM), which emphasizes efficiency and accountability in public administration; Principal-Agent Theory, which examines the relationship between municipalities (agents) and oversight bodies (principals), and Public Value Theory, which focuses on creating value for the public through transparent, accountable, and effective public service delivery. Method: This research employs a qualitative case study approach, analyzing publicly available reports from key oversight bodies such as AGSA and PSC spanning from 2010 to 2024. Document analysis is used to identify recurring themes, inefficiencies, and recommendations that are not being effectively implemented at the municipal level. The study includes a comparative analysis to identify how these recommendations align or conflict with each other across different years and municipalities. Results and Discussion: The analysis reveals persistent inefficiencies in municipalities, particularly in financial oversight, procurement processes, and infrastructure management. The findings highlight the lack of a coordinated approach between auditing and evaluation functions. While both AGSA and PSC offer valuable recommendations, their fragmented implementation undermines the effectiveness of the oversight process. The study demonstrates that a coordinated framework integrating evaluation and auditing can improve accountability, provide clearer guidance to municipalities, and enhance service delivery. The Unified Oversight Framework (UOF) is proposed to harmonize audit and evaluation functions, thereby improving governance and fostering long-term improvements in municipal performance. Research Implications: This research provides insights into the benefits of integrated oversight and contributes to both theoretical debates and practical policy development in public governance. The findings suggest potential legislative reforms and capacity-building initiatives to support the implementation of the framework. Originality/Value: This paper presents an original approach to municipal oversight by integrating traditionally separate auditing and evaluation functions. It contributes significantly to the academic literature and offers a viable path for improving local governance in South Africa through coordinated oversight mechanisms.

ABSTRACT The article examines digital transformation in the public sector, focusing on its implementation and impact. A key milestone in Hungary’s municipal digitalization is analyzed through a case study on the document management system of the Application Service Provider. Based on longitudinal data from over 3,000 municipalities, findings show that digital transformation delivers significant value to citizens and shortens administrative lead times. It enhances transparency, comparability, and efficiency in public administration. The study also emphasizes that adopting new technologies, standardizing processes, and centralizing IT management are critical factors in achieving these efficiency gains and modernizing public sector operations.

The article presents a comprehensive analysis of administrative supervision as one of the main instruments of state control which contributes to the observance of law and maintenance of law and order in Ukraine. The legal nature of administrative supervision, its role in the system of administrative law, key approaches to classification and scope of its application are revealed. Special attention is paid to the study of the status of administrative supervision subjects, their functions, areas of responsibility and limits of competence. An important emphasis is placed on ensuring a legal balance between supervisory authorities and controlled entities. The author analyzes the methods of increasing the efficiency of control over the activities of administrative supervision bodies, including regulatory restrictions, mechanisms of public monitoring and judicial supervision. The author determines the impact of administrative supervision on the development of legal culture and its importance in ensuring proper implementation of legal norms. The challenges arising in the field of administrative supervision in crisis situations, such as martial law or economic instability, are investigated. The article also examines the adaptive mechanisms used by the State to maintain the effectiveness of supervisory processes in extreme circumstances. The author outlines the risks of possible abuse of power during crises and suggests ways to minimize them by improving the legislative framework. Particular attention is paid to the harmonization of Ukrainian legislation with international standards in the field of administrative oversight. The author outlines the prospects for improving the legal mechanisms of supervision and the possibilities of their optimization to improve the efficiency of public administration. Based on the study, the author concludes that it is necessary to modernize the legal regulation of administrative supervision, to enhance the transparency of its mechanisms and to expand the instruments of public control. The author proposes specific measures to reduce the risks of abuse and improve the efficiency of supervisory bodies in modern realities.

Abstract The digital economy has fundamentally redefined the operation of public institutions, necessitating urgent strategic restructuring to enhance efficiency and optimize the services offered to citizens. This study, which utilizes a comparative analysis based on the Digital Economy and Society Index (DESI), examines the digitization of public administration in Romania in relation to other EU member states. A bibliometric analysis of the relevant literature was conducted, identifying the most influential scientific contributions in the field and a comparative evaluation of the leading DESI indicators for 2023 and 2024. The study uncovers the primary barriers to adopting digital technologies in Romanian public administration, such as resistance to change, limited digital skills, and reduced allocation of financial resources. However, the results also underscore the urgent need for action. Strategic directions are proposed to accelerate the digital transformation, including measures to increase digital skills, improve decision-making processes, and strengthen the legislative framework. These proposed directions not only address the current challenges but also emphasize the need for immediate action to ensure a more efficient, transparent, and accessible public administration in the future.

The implementation of e-government has emerged as a critical catalyst for public service innovation, with the primary goals of enhancing efficiency, transparency, and citizen participation in public administration. This qualitative case study explores the e-government initiatives implemented by the Surabaya City Government, establishing Surabaya as a leader in digital governance within Indonesia. Despite the global and national focus on e-government systems, a substantial research gap persists in understanding the specific challenges and outcomes faced by local governments, particularly within Indonesia's socio-political framework. Employing qualitative methods, such as in-depth interviews with government officials and citizens, this study analyzes the implementation strategies, the impact on public service delivery, and the influence of government officials, technological infrastructure, and organizational culture on the success of e-government. The findings indicate that while e-government has enhanced administrative efficiency and service accessibility, significant challenges, including digital literacy, infrastructural limitations, and political resistance, remain. Additionally, although citizen engagement has improved, certain population segments continue to face barriers due to the digital divide. This research advances the existing literature by providing a detailed examination of local e-government implementation and offering practical recommendations for overcoming challenges in similar settings.

The article discusses the issues of digital transformation of project offices of government agencies and assessment of their digital maturity. Digitalization of project offices plays an important role in increasing the efficiency, transparency and adaptability of public administration. The study analyzes the international experience in assessing the digital maturity of project offices and identifies key areas for assessing digital maturity. To determine the level of digitalization of project offices, a comprehensive model is proposed that includes four key dimensions: strategic management, organizational maturity, technological maturity, and digital culture. Criteria and evaluation methods are defined for each measurement. The results of the study show that the increase in digital maturity in public administration is closely related to organizational, technological and personnel factors. The article provides specific recommendations for the development of digital project offices of government agencies and increasing their digital maturity. The results obtained can be used in the future to improve the digital transformation of public administration, optimize digital policy and effectively implement digital technologies. Background. The digitalization of municipal services represents a critically important direction for modernizing public administration in developing countries. For Iraq, which is experiencing a period of recovery after decades of instability, the implementation of digital technologies in the sphere of municipal services is a key factor in improving the efficiency of public administration, combating corruption, and enhancing the quality of citizen services. Existing research does not contain a comprehensive analysis of municipal service digitalization in the specific conditions of Iraq, which determines the relevance of this study. The aim of the work is to comprehensively analyze the current state of municipal service digitalization in Iraq, identify main obstacles, and develop practical recommendations for improving the efficiency of digital transformation in the municipal sector. To achieve this goal, the following tasks were addressed: examining the organizational foundations of municipal service provision in Iraq; studying the stages of municipal service digitalization; assessing the current state of digital infrastructure; identifying features and barriers to digitalization; developing directions for improving the efficiency of municipal service digitalization. Materials and methods. The methodological foundation of the research was formed based on a comprehensive multi-level approach integrating quantitative and qualitative methods of scientific inquiry. A systems approach was used as the theoretical basis. The study relied on an extensive empirical base, including official statistical data from the Iraqi Ministry of Planning for 2020-2025, analytical reports from the Iraqi Ministry of Communications, and data from international organizations. Comparative analysis methods and case studies of five pilot municipal service digitalization projects implemented in 2022-2025 in various Iraqi cities were applied. Results. The three-level structure of Iraqi municipal governance was analyzed, including 18 provinces, districts, and municipalities. Three stages of digitalization development were identified: fragmented digitalization (2004-2010), expansion to the municipal level (2011-2017), and integration based on unified national standards (from 2018). It was established that 60% of municipal bodies are equipped with modern computer systems, while only 40% have high-speed internet connectivity. Key features of digitalization were identified: uneven implementation across regions, priority of basic services, dependence on international technical assistance, and influence of traditional social structures. Main barriers were determined: insufficient funding, data security issues, digital inequality, and shortage of IT specialists. A methodological model for improving the organizational and economic mechanism of municipal service quality enhancement using modern information technologies was developed. Conclusion. Municipal service digitalization in Iraq is characterized by high territorial heterogeneity and sequential evolution from fragmented solutions to an integrated ecosystem. Basic services are digitalized most successfully with significant dependence on international support. Practical recommendations were proposed for creating digital competency centers, developing public-private partnerships in IT, forming incentive systems for municipalities, and implementing the "smart city" concept. The research results can be used in developing a national strategy for public administration digitalization in Iraq.

This research paper examines one of the key challenges and priorities of the current stage of Ukraine’s development – harmonisation of the national public administration system with the European administrative area in the context of the implementation of the strategic course towards European integration. Particular attention is paid not only to the formal harmonisation of legislation with the acquis communautaire, but also to the in-depth reform of institutional mechanisms, administrative procedures, and the value framework that should form the basis for good governance, legal certainty, openness and respect for the dignity of the citizen. The author emphasises that European integration is not only a political or economic task, but above all a process of transforming the internal management culture aimed at improving the efficiency of public administration, reducing corruption and creating a people-oriented public service system. A special place in the article is given to the analysis of the Law of Ukraine «On Administrative Procedure», which came into force in December 2023. Its adoption was a historic event, as the issue of codification of administrative proceedings had remained unresolved for more than twenty years. The adoption of the law during the war not only demonstrates the political maturity of the Ukrainian state, but also shows its clear strategic choice in favour of European values and legal standards. The law creates a new model of relations between the authorities and citizens, based on the principles of fairness, impartiality, legal certainty and legal protection. This is not only an important step in the legal support of administrative procedures, but also a shift towards a qualitative upgrade of the entire public administration system. The importance of the European integration dimension of this reform was also emphasised. The Law on Administrative Procedure not only reflects the best European practices, but is also part of the implementation of EU administrative law standards reflected in the Code of Good Administrative Behaviour and recommendations of the Council of Europe. Thus, its implementation is an important part of the broader process of bringing Ukrainian administrative law in line with the requirements of the European legal area. The successful implementation of European administrative standards will form the basis for a new model of governance in Ukraine – open, fair, human rights-oriented and able to function effectively in the face of the challenges of the modern world.

This paper explores the role of human resources development and knowledge management in the transformation process of the public administration of the Republic of Serbia towards a learning organization model. The focus of the research is the analysis of the implementation and evaluation results of training programs conducted by the National Academy for Public Administration (NAPA) during the period January-December 2024 and February 2025. Based on theoretical frameworks of the learning organization concept, human resources development, and knowledge management, the paper analyzes the extent to which the implemented trainings contributed to strengthening employee competencies, improving organizational culture, and enhancing the capacity for adaptation, innovation, and knowledge-based decision-making. By combining quantitative and qualitative analysis of evaluation indicators, the research identifies key challenges and barriers in applying acquired knowledge, as well as factors that contribute to the successful integration of trainings into organizational learning processes. Particular attention is given to the need for establishing a sustainable knowledge management system in public administration, which would enable systematic collection, sharing, and application of knowledge as a foundation for further professionalization and modernization of the state administration. The research results may serve as a basis for improving training programs and defining human resources development policies aimed at building a more efficient, transparent, and adaptive public administration.
