The stability of the foreign manufacturing sector: Evidence and analysis for Wales 1966–2003

The paper reports on a study of the comparative stability of foreign owned manufacturing firms in Wales, using as a framework the Welsh Register of Manufacturing Employment which records details of regional manufacturing entry and exits since 1966. The paper is set in the context of competing claims on the more transformative effects of inward investment with some stressing that notions of a ‘new regionalism’ in Wales have been unjustly founded on assumptions about the transforming effects of foreign investment. There is also a problem of a paucity of research showing how foreign investment had been involved in evolutionary processes of regional economic change. The paper shows that a more complete appreciation of the role of inward investment needs to consider not only its role in job creation but also the relative stability of the investment and jobs attracted. The paper reveals how analysis of plant birth and deaths also links through to perspectives offered by evolutionary economic geography, and how patterns of entry and exit might work to influence the economic trajectories of a disadvantaged region such as Wales.

Effects of inward investment on outward investment: The venture capital industry worldwide 1985–2007

We identify inward investment as an important impetus to outward investment, supplemental to the impetuses depicted in conventional internationalization frameworks. By incorporating both the spillover and competition effects of foreign entrants, we develop an integrated framework of the inward–outward investment relationship for different investment modes and different home-country and host-country pairs. Our analysis of venture capital (VC) investments worldwide from 1985 to 2007 shows a positive spillover effect on outward investment for inward co-investments and a negative competition effect on outward investment for inward standalone investments. We find the strongest effects when the host country is a laggard in the VC industry and the home country is a leader.

Wage Spillovers, Inter-regional Effects and the Impact of Inward Investment

This paper evaluates the extent of inter-industry and inter-regional wage spillovers across the UK. An extensive body of literature exists suggesting that wages elsewhere affect wage determination and levels of satisfaction, but this paper extends the analysis of wage determination to examine the effects of inward investment in the process. Thus far the specific effect of foreign wages on domestic wage determination has not been evaluated. We employ industry- and regional-level panel data for the UK, and contrast results from alternative approaches to space-time modelling. Each supports the notion that such wage spillovers do occur, though assumptions made concerning the modelling of spatial interaction are important. Further, such wage spillovers are more widespread for skilled than for unskilled workers and also lower in areas of high unemployment.

The Performance of the Foreign‐Owned Sector of UK Manufacturing: Some Evidence and Implications for UK Inward Investment Policy

AbstractThis paper analyses the reported performance of foreign‐owned manufacturing subsidiaries in the UK between 1994 and 1998. The paper is set in the context of uncertainty about the performance of some foreign‐owned sectors of UK manufacturing and the implications of this performance for the beneficial spillover effects sought by policy‐makers from foreign‐owned capital. Japanese‐owned subsidiaries are the focus of particular attention, with reported profits and tax liabilities significantly below those of subsidiaries from other national sources. The wider ramifications of this finding are analysed for the UK case, particularly in terms of the need to take into account the wider exchequer effects of inward investment in the general evaluation of the financial assistance provided to foreign firms.
