The impact of the implementation of the “One Belt, One Road” initiative on the economy and well-being of the participating countries

Considering the important position of Azerbaijan in the “One Belt, One Road” initiative (BRI), the issue of the effectiveness of our country’s investments within this initiative is of great importance. On the other hand, given the complexity of evaluating the effectiveness of public infrastructure projects, the article examines the research conducted on this initiative and the consequences of future projects. At the same time, a classification of such effects is proposed. Two effects of infrastructure projects, the ultimate goal of which is to increase the welfare of the population – a direct impact on households and an impact on the welfare of the population through improving business efficiency. Hypotheses are put forward to explain some of the effects.

Do higher‐quality nighttime lights and net primary productivity predict subnational GDP in developing countries? Evidence from the Philippines

AbstractNighttime lights (NTL) data from satellites are a useful proxy for local economic activity in developing countries where economic data are sparse. Yet most analyses use the flawed DMSP NTL data, a poor proxy for GDP in less densely populated and highly agricultural rural areas. In this article, we augment a novel NTL dataset of the newer and better VIIRS NTL data with more ubiquitous remotely sensed data, namely, net primary productivity (NPP) and land cover, and we test whether these satellite data predict subnational GDP in both urban and rural sectors of the Philippines. The results confirm that the higher‐quality VIIRS NTL data predict urban economic activity sufficiently well for both light‐intense and dimly lit regions but still do not explain rural economic activity very well. The use of croplands NPP as an intensive measure of agricultural productivity, however, dramatically improves the performance of land cover as a proxy. We demonstrate that remotely sensed data can be useful in various applications, including evaluating the long‐run dynamics of province‐level GDP growth, the local impact of natural disasters, and the effects of infrastructure projects at the city and municipal levels. Such applications point toward the need for empirical analysis of growth at finer scales of aggregation.

Assessing the state and level of development of transportation infrastructure in the subjects of the Russian Federation

Subject. The article investigates a set of qualitative and quantitative indicators of the transport infrastructure development in the constituent entities of the Russian Federation. Objectives. We aim to assess the state and the level of transport infrastructure development in the constituent entities of the Russian Federation, which includes the analysis of qualitative and quantitative indicators of transport infrastructure, and the calculation of composite indices. Methods. The study employs methods of economic, statistical analysis and synthesis, comparison, the Ward’s method. The theoretical basis rests on the works by economists on the problems of transport security, spatial development, and the impact of transport infrastructure on the dynamics of economic growth. Results. We present the criteria, assessment methodology and results of assessing the index of the level of transport infrastructure development in the context of the constituent entities of the Russian Federation. The offered methodological toolkit was tested on materials of the Russian Federation, based on data for 2014–2019, namely, the assessment and ranking of the subjects of the Russian Federation by the level of transport infrastructure development. As a result of clustering the constituent entities of the Russian Federation, using the Ward’s method, four groups of regions have been identified in terms of the level of transport infrastructure development. Conclusions. The practical use of our approach will enable to form a basis for making management decisions, aimed at increasing the efficiency of activities in planning the development of territories and assessing the socio-economic effects of infrastructure projects.

Economic and Mathematical Modeling of the Direct Effects of Large-Scale Infrastructure Projects on Developing Territories

The problem of assessing the effects of infrastructure projects for territories is debatable. Modeling experience has been accumulated today, and elaborated macroeconomic models allow to identify causal relationships between the indicators of transport development and economic growth. The goal of this article is to define a simulation model of assessing the impact of transport projects on the economic growth of Krasnodar Krai exemplified by the Crimean Bridge project. The solution of this scientific problem requires taking into account different factors and complicated interrelationships within the framework of the regional social and economic system under consideration, using methods of system analysis and tools of economic and mathematical simulation. The simulation model reflects the scenario parameters of the capital management policy, highway transport freight turnover, highway transport freight turnover directly connected with the construction of Kerch Straight Bridge, carriage of goods by railway transport, carriage of goods by railway transport directly connected with the construction of Kerch Straight Bridge. The interrelations of this model’s parameters are established by the econometrics methods. In accordance with the produced scenarios the expected median values of the additional increment of the Krasnodar Krai GRP due to the increment of transportation associated with the Crimean Bridge operation are in the range between 0.97 % and 1.1 %. The most conservative scenario presumes the median value of 0.97 % and lower limit of 0.8 %. This tool can be used to assess the direct effect of railway and road construction for other Russian regions. The proposed simulation model will be further expanded by including further distribution functions of scenario variables and additional structural relationships.

Decision-Making on Transport Infrastructure and Contested Information: A Critical Analysis of Three Approaches

Information is highly contested in virtually all decision-making processes on large infrastructure projects, leading to the delay or cancellation of projects. Contested information has two characteristics: uncertainty and ambiguity. The uncertainty of information refers to the lack of reliable knowledge about the characteristics and future effects of infrastructure projects. The ambiguity of information means that different actors have different (legitimate and valid) perspectives on the characteristics and effects of infrastructure projects. Information is contested if both uncertainty and ambiguity apply. In this paper, we develop a theoretical framework based on different perspectives on rationality and the role ascribed to information in decision-making. We then use this framework to analyse three approaches aiming to deal with the contested nature of information. The analysis shows that none of the approaches can fully deal with the contested nature of information, because no practically feasible approach has yet been developed to effectively address the ambiguity of information. We end with a brief discussion of the possible responses to this finding.
