The mobilization of social reserves for improving the effectiveness of social production and for activating the human factor are issues that have been at the center of attention of Party workers, managerial personnel, and social scientists over several decades. However the scale of underutilization of the accumulated labor potential is still considerable. According to the findings of sociological studies conducted in different regions of the country, 70-80% of workers could work more effectively. Moreover, workers' initiative has even decreased lately (in particular, rationalizing initiative has diminished), attitudes to work have deteriorated, etc.
