The applicability of ELECTRE I as part of multicriteria selection of insurable automated systems and the priority of cyber security and the criterion of threevalued majority logic
  • Dec 7, 2025

  • M V Sheptunov

Aim . To use the case of one of the ELECTRE methods to identify and demonstrate the applicability of the development of indexes for pairwise comparison of alternatives (RIPSA) for selecting automated information systems (AIS) taking into account criteria associated with AIS cybersecurity and cyber risk insurance. Methods . The paper uses the ELECTRE I method that is well-described in well-known publications. The ELECTRE group of methods belongs to the RIPSA approach that aims to compare multi-criteria alternatives. One of the Russian pioneers of this approach was the RAS member Larichev O.I. The introduced criterion called the “three-digit majority criterion of AIS cybersecurity taking into account insurance” uses elements of three-digit majority logic. Results . The paper shows the applicability of the RIPSA approach, ELECTRE I specifically, for selecting AIS as regards the examined criteria associated with AIS cybersecurity, taking into account cyber risk insurance. A modified criterion has been developed that is new as regards cyber security in the context of cyber liability insurance and is based on a three-digit majority logic. Specifically, it allows expressing and taking into account in a logical and mathematical form some features of AIS insurance protection given the inherent cyber risks, as well as the ability of AIS to independently withstand the three categories of cyber attacks. Conclusion . The three-digit majority logic-based technical and economic quality criterion is applicable to not only technological and organisational parameters or characteristics of AIS cyber security, but the financial and economic parameters or security characteristics of insured AIS as well. The ELECTRE methods of developing pairwise alternative comparison indexes are applicable both in the analysis, organisational and technological measures to reduce various AIS-related cyber risks, and in associated insurance protection. The paper shows that the developed integral criterion, namely the three-digit majority logic for multi-criteria alternatives, allows using the ELECTRE methods with two criteria less.

Electronic Archivation of Documents as Key Element of Efeicient Organization Management
  • Dec 4, 2025
  • Vestnik of the Plekhanov Russian University of Economics
  • Al Nukkary Moaiyad

In conditions of fast digitalization present day organizations face the necessity to revise approaches to document management. The research deals with complex analysis of electronic archivation as a key element of raising efficiency of organizational management in the era of digital transformation. The basis of methodological foundation is made up by systemic analysis, which includes studying academic publications, regulatory and legal acts and also successful cases of introduction, such as UNESCO project ‘Memory of the World’. Special attention was paid to comparative assessment of traditional and electronic systems of archivation by three key parameters: economic efficiency, data security and access comfort. The mentioned research allowed us to identify serious advantages of systems of electronic archivation (SEA). Firstly, they demonstrate impressive economic efficiency, cutting costs of document storage by 40–60% due to automation process and use of cloud technologies. Secondly, current SEA ensures full compliance with legal requirements at the expense of electronic signature and marks of entrusted time and it is especially important for long-term storage of documents. Thirdly, integration of advanced technologies, such as AI (including processing of natural language and computer sight) can help speed up document processing by 70%, while block-chain use can guarantee invariability and transparency of archive records. The acute nature of the research is stipulated by exponential growth of digital document volumes, from standard finance accounting to complicated BIM-models and the necessity to protect them against cyber-threats and physical degradation of information carriers. Prospects of electronic archivation development are connected with introduction of Predictive Analytics meant for intellectual forecasting document storage periods and applying quant technologies to protect information. However, the research revealed a number of problems requiring solution: the phenomenon of ‘digital oblivion’ caused by fast obsolescence of formats and the necessity of considerable initial investment into infrastructure. Thus, we can say that electronic archivation is not only a technological innovation but a strategic tool of management capable to raise efficiency of organizations in conditions of digital economy. Research findings can be used to develop practical recommendations on introducing SEA in different spheres.

  • Zeinab Baheshmat + 3 more

Loneliness and social isolation are widespread among older adults, especially in aging societies undergoing demographic and social transitions. Despite growing global interest, few studies have examined how multigenerational family characteristics contribute to these outcomes in later life. This study explored the associations between loneliness and social isolation in older adults and the demographic, health, and socioeconomic features of three family generations. This community-based cross-sectional study used a two-stage stratified random sampling method. Data were collected through structured interviews using standardized questionnaires. A total of 185 older adults (first generation), 185 adult children (second generation), and 185 grandchildren (third generation) participated. Standardized tools, including the De Jong Gierveld Loneliness Scale and the Social Isolation Questionnaire by Chalabi and Amirkafi, were used to assess outcomes. Sociodemographic and health characteristics were recorded across all generations. Statistical analyses included descriptive statistics, chi-square, t-tests, ANOVA, and both univariate and multivariate linear regression models. The prevalence of loneliness and social isolation in the older adults sample was 68.6% and 29%, respectively. Financial sufficiency in older adults was significantly associated with lower loneliness levels (B = - 0.69, p = 0.039), and rural residence predicted lower social isolation (B = - 4.43, p = 0.033). Among second-generation variables, only adult children's residential proximity to the older parent significantly predicted lower social isolation (B = 3.73, p = 0.020). Characteristics of grandchildren showed no significant association with either outcome. Financial adequacy specifically reduces loneliness, while rural residence and children's proximity protect against social isolation. Other intergenerational factors showed limited impact. Findings advocate for targeted interventions ensuring economic security and family proximity, offering more effective strategies than broad multigenerational approaches for promoting elder well-being.

Examining the relationship between entrepreneurial orientation and performance of vegetable growers in Bangladesh
  • Dec 3, 2025
  • Journal of Agribusiness in Developing and Emerging Economies
  • Daya Ram + 2 more

Purpose This study investigates the relationship between entrepreneurial orientation (EO) and farm performance among vegetable growers in Bangladesh, with a specific focus on its implications for food security, economic stability and health outcomes. Design/methodology/approach Using a structural equation modelling (SEM) approach, data from 144 vegetable farmers are analyzed to assess the influence of key entrepreneurial attributes–knowledge acquisition, risk-taking, innovation, collaboration and proactiveness–on farm performance and its broader socio-economic impacts. Findings The results indicate a strong positive relationship between EO and farm performance. Enhanced farm performance, in turn, significantly contributes to food security, economic resilience and improved health outcomes. Entrepreneurial attributes such as innovation, risk-taking and collaboration are particularly influential in improving the productivity and market competitiveness of smallholder vegetable farmers. Additionally, the study underscores the critical role of EO in fostering economic security and enhancing the adaptive capacity of rural farmers in developing economies. Research limitations/implications The research implications from the data analysis suggest the need for a deeper examination of entrepreneurial behaviour (EB) dimensions among farmers. Future studies should explore how specific EB components identified through EFA and confirmed by reliability analysis, influence farm performance and security outcomes. The positive relationships established through SEM between EB and food, economic and health security highlight the importance of integrating EB into agricultural development strategies. Additionally, further research could investigate the role of contextual factors, such as education and farm size, in moderating these relationships, thereby refining interventions to enhance farm performance in challenging contexts. Originality/value This study provides empirical evidence linking EO to agricultural productivity, market access and food system resilience. By highlighting the role of entrepreneurial behaviour in strengthening economic and health security, it underscores the necessity of promoting entrepreneurial initiatives among smallholder farmers to enhance agricultural sustainability and rural livelihoods. The findings offer valuable insights for policymakers, agricultural extension services and development practitioners seeking to improve food security and economic stability through entrepreneurial capacity-building in the agricultural sector.

Economic deterrence versus economic viability of Ukraine during the time of Russia’s full-scale invasion: risks and opportunities
  • Dec 3, 2025
  • Journal of the British Academy
  • Vitaliy Shpachuk + 1 more

Economic security, particularly economic viability, is a critical pillar of national security, underpinning a state’s sovereignty, stability, and long-term prosperity. While standard economic theories and textbooks typically address economic dynamics under conditions of peace, far less attention has been paid to how economies operate during and after periods of armed conflict, despite the increasing frequency of such events worldwide in recent years. The Russian Federation’s full-scale invasion of Ukraine has not only severely undermined Ukraine’s economic security but has also contributed to broader global repercussion, including economic slowdowns, substantial financial losses, heightened inflation, rising debt burdens, and increased poverty levels in various parts of the world. This article seeks to address this analytical gap by examining the state of economic security in Ukraine amid wartime conditions, with particular emphasis on economic viability, business impacts, associated risks, and emergent opportunities. Using a ‘5D’ approach together with the ‘strategic trilemma’, the Ukrainian case offers insights for international investors contemplating engagement in conflict-affected environments and provides a foundational basis for further scholarly inquiry into the relationship between war and economic resilience. This article is published in the Thematic Collection ‘Researchers at Risk: the view from Ukrainians in the UK’.

  • Muhammad Asif + 6 more

ABSTRACT In rainfed agriculture, limited water availability has become a challenging factor for sustainable farming and economic security. For regions with variable climate conditions, efficient water management practices must be adopted to improve livelihoods and food security. This study aimed to evaluate the role of supplemental irrigation for wheat crops in the Pothwar region. The irrigation management consists of I 0 (rainfed), I 1 (10 mm presowing), I 2 (10 mm at 50% soil moisture depletion [SMD]) and I 3 (25 mm at 75% SMD). The results revealed that, under I 3 , the grain yield increased by 49% and 17%, followed by I 2 (47% and 12%) compared to the rainfed yield of 1.85 and 3.93 tons/ha in Jand and NARC, respectively. The analysis of variance and Tukey's honestly significant difference (HSD) test revealed that the yield for I 0 value was significantly lower than that of all the irrigation treatments, while there were no significant differences among I 1 , I 2 and I 3 . The net benefit analysis revealed that I 3 was an economic irrigation schedule and paid back the total intervention cost by generating PKR 389,915/ha at NARC and PKR 283,915/ha at Jand in 3.83 and 4.93 years, respectively. This viable economic return makes solar‐powered irrigation systems reliable sources of water for water‐scarce and climate‐variable regions.

The escalation of military and political conflicts, the negative impact of climate change, and force majeure circumstances determine the growing role of food security as a key element of national security. Recognizing the priority of the food security aspect necessitates an in-depth study of the mechanisms for integrating the concept of food security into Ukraine’s national security legislation and system, which defines the purpose of this article. An analysis of scholars’ approaches to the interpretation of food security has made it possible to systematize its basic characteristics and key dimensions, confirming the transformation of understanding food security not only as the availability of physical and economic access for every person to safe and sufficient food, but primarily as an integral component of economic security and a prerequisite for ensuring national security. The results of the analysis of Ukraine’s regulatory framework in the field of national security policy confirm the gradual integration of the food security concept into domestic security legislation and the national security system, as evidenced by the adoption of the Food Security Strategy of Ukraine in 2024 and the introduction of a methodology for calculating its indicators. The comparison of the factors, structural components, and calculation indicators of food security defined in the article with the methodology approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1140 of September 15, 2025, demonstrates their correlation and the comprehensiveness of the proposed indicator set. Specifically, for all categories of key factors shaping food security, the methodology provides for the calculation of indicators corresponding to its structural elements, which indicates a complex approach to food security monitoring and the ability to identify food threats at an early stage when indicators approach critical (threshold) values. The adoption of the Food Security Strategy confirms the final consolidation of food security in Ukrainian legislation as a subject of priority legal regulation and long-term planning and highlights the need to assess the effectiveness of the proposed methodology for calculating food security indicators, which determines the prospects for further research in this area.

The article examines the historical and contemporary aspects of the impact of military conflicts on the development of international economic relations. It analyzes the transformation of the global economy under the influence of colonial wars, the world wars of the twentieth century, and modern hybrid conflicts. Particular attention is paid to the consequences of the Russian-Ukrainian war for the global financial system, energy security, and international trade. The subject of the study is defined as the impact of military conflicts on international economic relations in their historical and contemporary dimensions. The methodology of the article is based on the use of historical-economic analysis, comparative approach, and generalization of empirical data (in particular, statistics on military expenditures, inflation rates, debt obligations, and unemployment indicators). The article demonstrates that throughout history wars have played a contradictory role: on the one hand, they led to human losses, destruction of infrastructure, and economic crises; on the other hand, they stimulated technological development, strengthened state institutions, and promoted integration processes. The study shows that the First World War caused large-scale debt and inflationary shocks, while the post-Second World War period was marked by the formation of a new architecture of the international economy (the Bretton Woods system and the Marshall Plan). In the twenty-first century, the main challenges are associated with wars in the Middle East and the Russian-Ukrainian war, which resulted in sanctions pressure, disruption of global supply chains, energy instability, and the emergence of new forms of international competition. The scope of application of the results includes academic research in the field of international economic relations, the development of economic security policy, and the elaboration of recommendations for national and supranational institutions. The conclusions emphasize that military conflicts have a multidimensional impact: they generate economic risks while at the same time acting as catalysts for institutional and technological change. Further research is required on the long-term consequences of sanctions regimes, cyber warfare, and energy shocks.

Mathematical modeling of public health policy for international travelers (PHPIT): a case study of the COVID-19 pandemic in Thailand.
  • Dec 1, 2025
  • BMC public health
  • Vidhyakorn Mahd-Adam + 4 more

Following border closures implemented during the COVID-19 pandemic, Thailand subsequently reopened its international borders, employing public health policy for international travelers (PHPIT) to mitigate the importation of COVID-19 cases and minimize potential missed cases. These measures included departure country risk classification, vaccination certificate requirement, pre-departure and entry testing, and quarantine. To assess the effectiveness of these interventions, we developed a cross-border control model, which integrates cluster analysis and mathematical modeling to estimate reductions in missed cases in Thailand under various scenarios. Our findings indicated that, as a single measure, when compared with implementing no interventions, quarantine for 1, 3, 5, 7, 10, and 14 days reduced missed cases by 45%, 58%, 72%, 80%, 88%, and 94%, respectively. Departure country risk classification reduced missed cases by up to 72% and vaccination certificate requirement by up to 24%. Testing once at 72, 48, 24, or 0h pre-departure reduced missed cases by 5%, 7%, 10%, and 14% respectively. Entry testing (the "test-and-go" policy) reduced missed cases by 29%. Strategically combining quarantine with other PHPIT measures could achieve a 46-98% reduction in missed cases, with the maximum reduction in missed cases when implementing 14-day quarantine together with pre-departure testing. Quarantine could serve as a standard measure to minimize missed cases and be optimized by a vaccination certificate requirement. Meanwhile, testing and departure country risk classification could be withdrawn due to their minimal effectiveness and potential for discrimination, respectively. The combinations and their optimization should be guided by domestic transmission dynamics, healthcare system capacities, societal perspectives, and economic adaptability. Future PHPIT implementation should incorporate pre-evaluation to balance intervention effectiveness, equity for international travelers, and public health and economic security.

Legal Vulnerabilities in Non-Marital Relationships
  • Nov 30, 2025
  • Jurnal Undang-undang dan Masyarakat
  • Mohammad Irfan Inzaghi Mohammad Joehari + 2 more

Non-marital cohabitation is prohibited under Syariah law and receives no legal recognition under the civil legal framework in Malaysia. Despite this, such relationships continue to occur, particularly among younger individuals navigating socio-economic pressures and barriers to marriage. The illegality and lack of formal status leave those involved, especially women and children, highly vulnerable to exploitation, abandonment and loss of economic security. Domestic labour, caregiving and financial sacrifices made in reliance on the relationship are not enforceable as rights in law, resulting in significant disadvantages upon relationship breakdown. Children born from these unlawful relationships face further uncertainty in matters of lineage, inheritance and identity, leading to long-term social stigma and limited access to welfare support. Current judicial remedies through equitable doctrines remain inconsistent and inaccessible to many affected individuals. This paper argues that limited protective measures grounded in the principles of Maqasid al-Syariah including classical perspectives of the four Sunni Schools of Thought and their emphasis on hifz al-nasl, hifz al-mal and hifz al-‘ird and constitutional commitments to justice are necessary to prevent unjust deprivation. The aim is not to legitimise or normalise prohibited conduct, but to ensure that individuals are not denied essential protection from harm. A preventive and welfare-oriented approach can strengthen the justice system’s credibility by demonstrating that safeguarding human dignity is paramount, ev en when moral norms are breached.

COMPARISON OF INCOME AND STAPLE FOOD AVAILABILITY OF RAWA LEBAK RICE FARMING HOUSEHOLDS BASED ON LAND TYPOLOGY IN KALIDONI DISTRICT, PALEMBANG CITY
  • Nov 29, 2025
  • Agrisaintifika: Jurnal Ilmu-Ilmu Pertanian
  • Trissa Silvian + 2 more

Lebak swamp land is a type of suboptimal land with high potential for the development of national rice production, although it is highly influenced by climatic conditions and the typology of water inundation. Variations in lebak swamp land typology lead to differences in productivity, as well as in household farmers' income levels and food availability. This study aims to analyze household income sources and staple food availability among rice farmers based on the typology of lebak swamp lands (shallow, middle, and deep) in Sei Selincah Subdistrict, Kalidoni District, Palembang City. A survey method was employed using proportional stratified random sampling, involving 60 respondents. Data were analyzed quantitatively to calculate income, expenditure, and food availability. The results showed that the highest income was earned by farmers in deep swamps (IDR 27,832,049/year), followed by middle swamps (IDR 26,221,862/year), and shallow swamps (IDR 24,609,383/year). Non-agricultural income significantly contributed to household finances, particularly in shallow and middle areas. Non-rice farming activities, such as galangal cultivation, were only practiced in shallow and middle swamps. Household expenditures were primarily allocated to non-food needs, especially education and savings. Meanwhile, household food availability remains low and varies across land typologies. The highest food availability is found in the middle swamp at 443 kg/year, followed by the deep swamp at 425 kg/year, and the shallow swamp at 405 kg/year. Most of the surplus is sold to meet other household needs. These findings highlight the importance of income diversification and improving food storage capacity to enhance the economic and food security of lebak swamp rice farmers. Keywords: farmer welfare, food availability, household expenditure, household income, lebak swamp

  • Margarita K Perova

The present paper focuses on the potential U.S. economic and national security effects of certain U.S. outbound investments. In October 2024, the U.S. Department of the Treasury issued The Final Rule /FR to implement Executive Order 14105, “Addressing United States Investments in Certain National Security Technologies and Products in Countries of Concern”. The United States has become the first Western economy to regulate outbound investment. FR defines countries of concern as China and its special administrative regions of Hong Kong and Macau. The key concern for the American side is the transfer of capital and the intangible advantages, including “enhanced standing and prominence, managerial assistance, investments and talent networks, market access, and enhanced access to additional financing”. The Final Rule’s goal is to prevent US investment from advancing the development of sensitive technologies and products in China. To avoid hindering all United States investments into countries of concern or imposing broad restrictions on the activity of United States persons. transaction parties are expected to determine whether a transaction is prohibited, requires notification, or is permissible without notification. The new regulations prohibit a US person from engaging in investment transactions primarily involving three technology fields—semiconductors and microelectronics, quantum computing, and artificial intelligence. The final rule elaborates on a “knowledge standard”, i.e., knowledge a U.S. person must have about the facts and circumstances of each type of transaction to trigger the obligations under the rule.

  • Lidia A Burdina

In this article the author defines the aspects of regulating the country's economic security at the legislative level. In particular, the risks of information security of the country are considered as one of the key elements of the system in the modern world, which is supported by statistical data. In addition, based on a literature review, the main approaches to defining the concept of "economic security of an enterprise" presented in the works of scientists are considered and compared. Based on the results of this stage, the author proposes an understanding of the term as a provision of maximum security of an organization, ensured by the regular use of pre-developed and approved comprehensive methods of legal, organizational, financial, technical and informational nature aimed at detecting and subsequently preventing threats (or risks) in order to increase the level of competitiveness and efficiency of a particular enterprise. The second part of the study analyzes the main threats that currently exist at enterprises in the Russian Federation and proposes their classification using two easily controlled criteria in practice: by the area of origin and in relation to human actions. The main general scientific methods used in the study are literature analysis, classification, description and generalization, various graphical methods are also used to visualize information. The results of this study are of practical importance, since they will be used by the author at the final stage of the work when developing a set of effective strategies, policies and measures for managing economic security at Russian enterprises. A well-organized system of economic security at an enterprise allows increasing its competitiveness.

The Real Predicaments and Countermeasures of Human Resources Development for the Aged from the Perspective of Social Quality Theory

China has already entered the moderately aging society comprehensively. While the degree of aging is deepening, the total population of working age in China is also declining year by year, and the traditional development model relying on young and middle-aged labor force is facing severe challenges. In this context, the importance of the development of human resources for the elderly has become increasingly prominent, which is not only the realistic need to alleviate the shortage of labor, but also the strategic choice to release the “longevity dividend” and promote high-quality development. Social quality theory provides a systematic framework for analyzing the development of human resources for the elderly through four dimensions: economic security, institutional empowerment, social inclusion and social cohesion. Based on this framework analysis, this study finds that this field is facing multiple dilemmas at present: at the level of economic security, it is difficult to support the sustainable development of human resources for the elderly because of insufficient resource investment; In terms of institutional empowerment, the system of policies and regulations is not perfect, which leads to insufficient protection of the rights and interests of the elderly to participate in social and economic activities; From the perspective of social inclusion, the unequal development channels and participation opportunities limit the effective integration of elderly groups with different backgrounds; At the level of social cohesion, the content and form of development are relatively simple, which makes it difficult to meet the diversified and multi-level needs of the elderly. In view of the above difficulties, the corresponding countermeasures are put forward: strengthening the leading role of the government, actively guiding the participation of social forces, and building a multi-coordinated resource input mechanism; It is necessary to speed up the establishment and improvement of the legal guarantee system and standardized management and operation mechanism to provide institutional support for the social participation of the elderly; Improve the ability and opportunity of the elderly group to integrate into the social and economic process by expanding the channels of education and training and diversified participation; According to the actual demand characteristics of the elderly, we will constantly innovate the content and form of human resources development to enhance the inclusiveness and cohesion of the development of the elderly.

Subject. This article discusses the issue of improving the accuracy of predictive models. Objectives. The article aims to assess the correctness of using time series for determining the prospects of development of regional economic systems. Methods. For the study, we used mathematical analysis tools. Results. The article presents the author-built time series predictive models to assess the level of economic security of the Republic of Dagestan. The confidence interval for some indicators of economic security turned out to be too wide, indicating a high level of uncertainty in the presented forecast. Conclusions. Time series models describe the changes in indicators characterizing the economic security of the region well enough and can be used when developing regional economic development plans in the medium term. Improving the accuracy and adequacy of predictive models requires the use of longer time series of the initial indicators.
