The effect of using of organic and mineral origin raw materials in agriculture on soil fertility

The presented work relates to ecology, chemical technology, in particular, methods for the production of fertilizers from sewage sludge and agriculture.The scale of production activity increases with population growth, so the problem of optimizing the interaction between man and nature is relevant and its solution is of great importance in improving the environment. Wastewater is one of the by-products of anthropogenic activities. When it is cleaned, a precipitate (sludge) is formed. The volume and the toxicity of sludge are, of course, increasing due to urban growth and the intensification of industrial production. About 25-30 kg of dry sediment is formed per person per year in European countries.There is no single rational and environmentally safe, currently tested technology for sludge disposal in our republic, and its appearance is unlikely to be created shortly since the sediments of different treatment facilities have different physicochemical and biological properties, as well as entirely different qualitative and quantitative compositions of elements.Purifying and disposing of such waste (sludge) is a serious environmental problem. The main principles of its solution are a set of environmental and economic interests of society, environmentally safe disposal and use of sludge, and their involvement in the economic cycle. The problem of using waste for fertilizer has various aspects and it is inseparable from the problem of soil fertility and ecology.The exceptional importance of organic matter in increasing soil fertility has long been known. In this regard, application of organic-mineral complexes that affect the productivity and quality of plants, determination of effective fertilizer norms and application of new technologies are an urgent issue and are of great theoretical and practical importance.The fertility of the soil is very dependent on the intensity of the biological processes taking place in it. Sufficient moisture, organic matter and a favorable reaction of the soil solution are required for the activity of microorganisms in the soil.He worked on the technology of organic-mineral complex preparation and applied it under agricultural plants (cotton) in order to achieve the set goal in the direction of solving this issue.

The Russian Arctic, as an integral part of Russia, has played an important role in the development of the country throughout its history. Today, the Arctic is a region of special geostrategic interests of the state and economic interests of society, outlined in a number of documents. An important condition for their implementation is the information resources of society, which today are the most important strategic factor in its development. Their integral part is the cartographic component. It is implemented in analog and digital models of operational or long-term knowledge coverage, the most valuable in case of their integration, in particular, into atlases. In atlas mapping, Arctic seas, as special objects of study, have always been given great attention. By the beginning of the XXI century, fundamental atlas works had already been created based on the results of many years of research. In recent years, there has been an increasing interest in the multilateral mapping of the seas, considering their role in the expected climate warming, increased use of energy, mineral, biological and other resources, the emergence of environmental problems. Emerging requests stimulate the creation of atlas works of various purposes, territorial, thematic and temporal coverage, types of media and the ratio of content presentation. The noted trends in the atlas mapping of the seas: the expansion of the thematic spectrum of study, the desire for efficiency and updating of the content of atlases through the use of modern geoinformation technologies (including online); active transition to the preparation of works combining information and knowledge in real time, capable of quickly responding to navigation, ecology, economics, etc.; blurring the line between traditional paper atlases and their Internet-versions, allowing unlimited expansion of the amount of information presented; attention to the issues of used semiotic systems, etc. The purpose of this article is to present the development and current state of atlas mapping of the seas of the Russian Arctic on the basis of the main works created in the last half century.

Changes in the political situation in the country and in the world, the rupture of political and economic ties stimulated the development of public-private partnerships at all levels of government, including regional ones. Economic sanctions and political isolation became a stimulus for the development of partnership relations between the state and investors; there was a "spillover" of resources and a change in the focus of investment in Russian markets. On the one hand, the withdrawal of foreign partners in the context of expanding sanctions makes it necessary to search for new partners and resources in a short period of time; on the other hand, it takes time to build trusting relationships, and they are built with the help of budgetary funds as well. The aim of the study is to analyze the situation in the development of public-private partnerships in the changing political environment. As the analysis of the materials shows, the structure of the implementation of partnership mechanisms has changed towards the social sphere, changes in the legislation of 2022-2023 demonstrate the expansion of the spheres of application of public-private partnership mechanisms, satisfying the social and economic interests of society, while at the same time tightening the requirements for partners and partnership.

Technology transfer mechanism and its implementation in the innovation process

Since there are several types of mechanism depending on the direction of innovation activity, it is quite fair that today the category of “legal mechanism” and, in particular, “economic and legal mechanism”, “economic and organizational mechanism” is of interest not only. The goal of the research is to outline the conceptual mechanism of technology transfer, where one of the most important factors that have the greatest impact on the functionality, that is the crushing force is the potential of development as an object of commercialization and implementation of ready-to-use technology on the professional market. Eglė Štareikė analyzed the organizational mechanism through an approach to the system of complex control of an open system of socio-economic integration. Boichuk R. P. uses legal mechanisms to ensure the proper implementation of subjective rights and legitimate interests of economic subjects defined by the Constitution and laws of Ukraine. Tereshkina N. E. insists on the existence of normative-legal and regulatory mechanisms in the innovation sphere. Article’s main body. The author points out that the structure of the technology transfer mechanism includes the following elements: the object; the center; the subjects; a set of methods and techniques as tools of analytical, research nature and tools for implementing intentions and plans; the conditions that determine the limitations and requirements for obtaining the target result; the stages An exclusive feature of the organizational and economic mechanism are the subjects and their actions. Entities that create and / or use technologies and / or their components and which own or transfer property rights to use intellectual property rights that are part of technology and individuals who are directly involved in the creation, transfer and use technologies and / or their components, provide the necessary information, financial and other services at all stages of promotion of technologies and / or their components on the market perform certain actions that lead to a certain result at each stage of technology transfer. It was revealed that the stages of technology transfer mechanism consist of stages, which are implemented through processes and end with the compilation of specific documentation. Singling out the individual stages and determining the content of the stages, the processes of each stage is essential for understanding the innovation process. In particular, the following stages: the choice and preliminary assessment of technology; establishment of an assessment of the chosen technology involves the following processes; conducting research to identify a calculation of the assessment of the potential of the development as an object of commercialization and promotion of ready-to-use technology in the core market; cooperation with consumers of technology. Conclusions and prospects for the development. The economic-legal mechanism of technology transfer is considered as a complex inter-branch legal institute that combines the norms of law of different branches (financial, tax, civil, economic law, etc.) and is aimed at systemic legal regulation of social relations in the field of technology transfer on the basis of coordination of legal and economic interests of society. The peculiarity of the structure of this mechanism is that its composition combines both economic regulators and legal factors, the aggregate of which is reduced to the interaction of organizational-economic and legal components. The efficiency of the economic-legal mechanism of technology transfer depends not only on the legal regulation, but also on the coordinated and clear interaction of all its elements and, above all, the actions of the subjects of technology transfer.

Combined electricity pricing model taking into account the “green tariff” and traditional factors

The article proposes a new optimization model of systemic relationships and effects in the formation of a pricing policy for electricity from combined sources of electricity, taking into account indicators of anthropogenic impact and non-renewable resources, socio-environmental and economic interests of society in the distribution of rental income. The model in the end result provides for the formation of a combined model of tariff setting in the energy sector, according to which electricity tariffs for the end user of the corresponding region will combine both market prices for energy generated from alternative sources and prices for energy generated from traditional sources. The authors improved the scientific and methodological approach to identify, formalize and quantify the multiplier effects that arise as a result of a combination of non-renewable and renewable sources of electricity. Also, the article improves the scientific and methodological approach to assessing the benefits of combining different sources of electricity and their advantages when forming a pricing policy within a single energy strategy.

CURRENT TRENDS OF PUBLIC MANAGEMENT IN THE MODERN WORLD: ECONOMIC AND ORGANIZATIONAL ASPECTS

Abstract. The determination of relevant trends in economic and organizational aspects of public management of society is conditioned by the global character of economic, social, and cultural changes, the spread of new technologies during the IV international revolution, the crises associated with the pandemic of coronavirus, hybrid wars, trade wars, leadership struggle in the global and local scale and other problems of the world and local sort. The article uses the review of publications devoted to the further development of society to actualize the utilization of approaches to the progressive capitalism outlined by J. Stiglitz and the solidary civilization as the purposeful tendencies for the economic and organizational principles of the system of public management. The article ascertains that management of the further development of society requires a modern scientific argumentation and scientific support with the help of the development of the special scientific theory – the theory of public management. The directions of public management in the economic, institutional, social, cultural, and political spheres are proposed considering the stated tendencies in the formation of modern civilization. It is proved that finding an effective consensus between public authorities, entrepreneurs and the general public occupies a special place for economic development and implies that: - all types of public activity must be consistent with the peculiarities of modern civilizational development of the country; - economic interests of society should be an unconditional value in the search and implementation of management decisions that are formed in the constantly updated conditions of the country’s development. In today’s world, social transformation processes in the field of public administration require active theoretical argumentation and appropriate scientific support in order to make and implement socially important decisions on economic, social and cultural issues. ПРОБЛЕМЫ ВЗАИМОДЕЙСТВИЯ ИНСТИТУТОВ ГРАЖДАНСКОГО ОБЩЕСТВА И ГОСУДАРСТВА В ОБЕСПЕЧЕНИИ ЭКОЛОГИЧЕСКИХ ПРАВ ГРАЖДАН

The article is devoted to the problems of interaction between state authorities and civil society institutions of modern Russia in the field of ensuring the environmental rights of citizens. At present, the study of environmental human rights is of particular relevance in connection with the need for modern states to provide scientifically sound correlation of environmental and economic interests of society and the need to create legal guarantees to protect human rights to a favorable natural environment for its life. In the course of the study, the authors come to the conclusion that the level of interaction between society and the state in ensuring the environmental rights of citizens in modern Russia, the continuous increase in the participation of Russian citizens and their associations in the struggle for their environmental rights, the need for full assistance of public authorities to public organizations in their activities, taking into account the opinions and suggestions from non-profit organizations on specific issues in the field of ensuring a favorable environment, creating conditions and creating a mechanism to increase the effectiveness of the implementation of such functions of civil society as the socializing, mobilization, control and protection functions in the studied area.

THEORETICAL OF BASIS OF ENSURING FUNCTIONAL TRANSFORMATION SYSTEM OF ENVIRONMENTAL MANAGEMENT OF ECONOMY

Topicality. The transformation of the existing system of environmental management and creation of new organizational and economic forms of management becomes of particular relevance at the present stage of the development of civilization. The state system of environmental management primarily implements the objectives of environmental policy, taking into account the socio-ecological and economic interests of society and maintaining the environmental balance on the territory of the country. Implementation in the national legislation of the rules and directives of the EU environmental legislation, their adaptation to environmental policy in accordance with internal environmental realities is a modern international requirements of the EU and involves a reorientation of organization of the economic actors and the search for new forms and methods for ensuring the functional management of the processes of ecologization of the country's economy.Aim and tasks. The aim of the article is a theoretical analysis of the basic principles of functional transformation of the system of environmental management of economy and the substantiation of its priorities for the development.Research results. Analyzing the research of foreign and domestic scientists, we came to the conclusion that the transformation of the environmental management system is one of the requirements of the international system of environmental management standardization, which requires its functional expansion and systemic, methodological deepening.The functional transformation of the environmental management system has to follow international requirements and have appropriate principles of harmonization, sound legislative framework and high efficiency of environmental management and control tools.The necessity of using the process of management not as a fragmentary, spontaneous process, but as a system of purposeful, scientifically substantiated mechanisms of regularization the totality of socio-ecological and economic relations is substantiated.In this case, the main role in the mechanisms should belong to the economic forms and methods of "primary production", adapted to the process of development of new patterns and trends.The very process of economic management provides for an objective need to forecast the possible consequences of the influence of the chosen regulatory mechanisms on the resource-environmental situation, and scientific substantiation must be confirmed by the degree of achievement of the targets.Conclusion. The need for functional expansion of environmental management and the development of scientific and methodological support for environmental management of the economy is the basis for ensuring the functional transformation of the modern management system in Ukraine. Approaches to assess the effectiveness of the components of the system of environmental management of the sectoral economy that will ensure the long-term socio-ecological and economic development of the country constitute the subject and prospects for further research in this direction.

INCLUSIVENESS IN NATURAL USE IN CASE OF THE RESERVED FUND

Topicality. Together with the comprehensive urbanization and interference of economic processes in natural ecosystems, it is more difficult to separate natural protected areas from human activities. The accelerated growth of the planet's population increases the demand for both exhausting natural resources and inexhaustible ones, which deepens its negative environmental situation. Protected areas, as standard natural reserves, can best show the full value of untouched nature, and at the same time its vulnerability. It should be the source of environmental initiatives and the "school" of combination the ecological and economic interests of society. On it’s basis the ecological consciousness is formed. So, it is necessary to develop the appropriate preconditions for the development of a natural reserve fund, in which its functioning becomes an integral part of socio-economic development of society, more accessible, and therefore inclusive.Aim and tasks. The aim of the article is to determine the organizational and economic basis for the development of inclusiveness in environmental activities, taking into account international experience, sources of funding and structure, identifying factors contributing to the inclusion of these territories in the economic system of countries; definition of deficiencies inherent in the organization of the activity of the nature reserve fund in Ukraine; generalize information on inclusiveness in nature management.Research results. The article, based on the experience of developed countries in the field of creation and organization of the nature reserve fund (NRF), identifies the main advantages of combining their socio-ecological significance with the economic development of both the territories themselves and the economy of the country as a whole. There are considered: trends of ownership patterns on natural reserve areas in the countries of the world and Ukraine, size of their financing, and the income of the states from the activities of the National Natural Parks (NPP). There were identified problem issues of the field of bequest in Ukraine, in particular the social component, namely, the lack of awareness of the population about the problems of the NRF and its role in ensuring the welfare of society. The problem is considered from the point of view of the availability of NRF facilities for the population, in conjunction with compliance with all environmental standards. Is given an author's definition of the concept of inclusiveness in nature conservation activity. On the basis of comparison and analysis of the structure of the NNP of other countries, recommendations were given regarding the introduction of incentives for the reproduction of natural territories in Ukraine.Conclusion. It is explored that inclusive economic development, ecological awareness and education of the population at all levels of socialization of an individual in a society plays a leading role in the field of preservation of natural territories and the creation of NRF. An important contribution to this issue is the individual experience of the person with regard to inclusive nature and positive impressions. The solution of these problems will contribute to further development in such areas as education, tourism, mass media, psychological rehabilitation, etc. It has been established that the nature reserve fund (NRF), subject to appropriate organizational and economic support, can bring significant profits in the country's GDP, while not creating recreational overload on natural systems

Principles of environmental management in the recreational region

In the recreational region environment possesses specific natural resources (curative climate, various types of mineral water, medical dirt, picturesque landscapes) which satisfy to interests of the major national project – the “Health”, raising demand of the population for recreational services (resort treatment, tourism, improving rest). The satisfaction of the specified interests of society mentions, at least, two forms of interaction of society and the nature: economic and ecological. The first - is directed on use, consumption, nature transformation for ensuring economic interests of society, and the second - expresses ecological interests of society in pure, healthy, productive and multi-purpose surrounding environment, as biological basis for satisfaction of requirements of society in recreational services therefore this article is devoted to topical issues.

The California octuplets and the duties of reproductive endocrinologists

The recent birth of octuplets unleashed a firestorm of publicity, casting a harsh light on the mother and her presumed inadequacies as a parent. It also raised questions about the role of reproductive endocrinologists. Herein we consider 3 aspects of this question: should reproductive endocrinologists consider the economic interests of society, should they consider parenting abilities, and should the number of embryos transferred be limited? We conclude that the ethical obligation of reproductive endocrinologists does not extend to protection of society's economic interests; that reproductive endocrinologists, although poorly trained and situated to gauge an individual's ability to parent, can in extreme circumstances refuse to provide assisted reproductive technology; and that a firm limit on the number of transferred embryos is ethically and medically appropriate.
