PROSPECTS FOR DEVELOPMENT OF ENVIRONMENTAL TOURISM IN ODESA REGION

The article deals with the prospects of the development of ecological tourism in the Odessa region. The definition of "ecological tourism" is given, the practice of development of ecological tourism in different countries of the world and regions of Ukraine is analyzed. The purposes of development of ecological tourism are substantiated. The natural and natural reserve potential of the Odessa region is analyzed, potential environmental risks associated with the development of ecological tourism in the region are estimated. An analysis of trends in the development of ecological tourism as a separate activity in different regions of Ukraine and as an auxiliary in rural (green) tourism is conducted.Obstacles to the development of environmental tourism in the region are: lack of proper legal support for the development of this type of tourism; lack of a mechanism for rational and ecologically balanced use of the natural, historical and cultural potential of the region for tourism needs; absence of objects of the nature reserve fund of the highest category of the heritage, which minimizes the development of tourism; insufficient number of developed eco-routes within the oblast.Necessary development of legislative and normative base in relation to the order of exposure, estimation, taking of inventory of resources suitable for to eco-tourism, their passport systems, registrations, determinations of the legal mode of tourist resources and marking of resources, their monitoring on conforming to the normative requirements. Needs the improvement of mechanisms of backuping of earth under a next testament through making alteration in Law of Ukraine "On the naturally-protected fund of Ukraine". In the legislative order it is necessary to fix a requirement in relation to the reflection of limits of the earth reserved under a next testament in plan-building and town-planning documentation that will need making alteration to Laws of Ukraine "On planning and building of territories", "About the General chart of planning of territory of Ukraine. Regulatory, managerial and economic measures aimed at further development of ecological tourism in the region are offered.

Ehe article is devoted to the ecological tourism development in especially protected natural territories of Krasnodarskiy region. It was noted that this type of tourism belongs to the synthetic category integrating many different types of tourism, based primarily on the preservation of the environment. The ecotourism sites include a variety of natural and cultural components of the state property, which require special treatment and management. The authors review environmental types of tourism, which include such areas as ecological tourism, scientific expeditions and tours, ecological tours on specially protected natural areas, active and educational trips, excursions on ecological trails with different goals, summer camps and recreation, tourism associated with business meetings. Regional protected areas in Krasnodar region have great development prospects for ecotourism activities because of its location in the natural environment that have significant natural attractiveness. The authors discuss the categories of especially protected natural territories of federal, regional and local significance. The article studies the provisions of the practice of ecological tourism at the international level, its principles and main tasks. The authors analyze the ecotourism activities in national natural and regional landscape parks, biosphere reserves of Krasnodar region, and reveale the prospects for tourism development in these areas. The article studies the natural recreational resources of the regional system of specially protected natural territories in the region, as well as analyzes the factors restraining the active development of ecological tourism.

Ленинградская область – территория экологического туризма

The article considers Leningrad region as a territory with enormous potential for the ecological tourism development. The authors show the features of the physic-geographical position and associated natural features of the region. They are the following: climate, relief, inland waters, flora and fauna, which together predetermine the multifaceted possibilities for the creation and development of ecological tours. Moreover, the well-developed network of specially protected natural areas is an important issue. The region has central, neighbor and coastal geographical position and borders with economically developed regions. all this provides additional opportunities to attract tourists and form a tourist flow. According to recent rating research, now the region belongs to areas with relatively high indicators of tourism development. In general Leningrad region has the index value of the tourist infrastructure development level below the average value obtained for the subjects of the North-western Federal District. The authors offer their understanding of the term of «ecological tourism», and pay particular attention to the fact that this type of tourism can be developed both in specially protected natural areas and outside them. In the article special attention is paid to identifying the reasons of the low attendance of specially protected natural areas and the unpopularity of ecological tours. On this basis the article proposes the measures to stimulate the ecological tourism development in Leningrad Region. The last one is promising segment of the market that positively affects the region’s development, including economic sphere.

Analysis of the Touristic Recreational Potential of a Territory as a Condition for Development of Ecological Tourism (the Southern Moscow Region Case Study)

Background. One of the relevant trends of modern tourism development is ecological tourism, the root ideas of which are based on the provisions of environmental economics – an interdisciplinary scientific approach, widely spread at the moment, which integrates the achievements of economics, ecology and ethics. This objective of this article is to examine the conditions for the effective development of ecological tourism on the basis of the analysis of touristic and recreational potential of the territory of the Southern Moscow region and to establish its influence on the prospects of the touristic activity in the region. Method. The main approach to examining this problem in the article is the principle of unity of ecology, economics and culture which provides an opportunity to examine the pre-requisites for recreational potential of the territory in a versatile manner. While conducting the research presented in the article methods of analysis and classification of factual information and the method of scaling for ranking the territories with different recreational potential were applied. Findings. This article defines the notion of a recreational potential of the territory as a combination of pre-requisites for organization of recreational activity, presents a classification of recreational resources as a basis of a recreational potential, and specifies their content. The article argues that the recreational areas formation principle shall involve the dependency between the environmental value and the degree of anthropogenic impact on it: the higher the environmental value is, the less the anthropogenic interference should be, as well as the environmental protection measures defined more clearly. In order to examine the touristic and recreational potential of the Moscow region the article features the analysis of the natural recreational resources, including climatic and geographical characteristics, involving the cultural and historical ones, providing the analysis of the material base for tourism development. The article develops the criteria of touristic and recreational potential, which include the presence of natural resources, cultural and historical resources, number of facilities for tourists' catering and accommodation, availability of transport system, and places of resort, entertainment and culture. Based on these criteria the territory districts groups with similar potential and efficiency of its use are identified; conclusions on positive and negative sides of touristic and recreational potential of the study territory, as well as on the prospects of the ecological tourism, are made. Improvements. The materials of this study have practical value for the analysis and evaluation of efficiency of the territories' use with objective of the ecological tourism development and enhancement of the region's touristic value.

Evaluation and Analysis of Eco-Security in Environmentally Sensitive Areas Using an Emergy Ecological Footprint.

In this paper, the overall ecological and environmental sustainability in the Cing-Jing region in Taiwan is examined. As land use and cover change has been found to be an important analysis method, an emergy ecological footprint model was applied and the eco-security assessed to ensure authorities maintain a balance between ecological preservation and tourism development. While the ecological environment in the Cing-Jing region from 2008 to 2014 was found to be within safe levels, all related indices had increased considerably. A Grey model was used to predict the 2015–2024 ecological carrying capacities, from which it was found that there is expected to be a large increase in per capita ecological footprints (EFs), meaning that in the future there is going to be a larger ecological deficit and a higher ecological pressure index (EFI), with the eco-security predicted to reach a Grade 2 intermediate level in 2022. As the Cing-Jing region is predicted to become ecologically unsustainable, local, regional, and national governments need to implement regulations to strictly control the land use in the Cing-Jing region. This study demonstrated that emergy EF (EEF) theory application can give objective guidance to decision-makers to ensure that recreational non-urban eco-security can be maintained at a safe level.

Nowadays, the ecological tourism sector is promoting effective development on the economy. Today, ecological tourism is one of the areas of modern tourism and it has spread throughout the world in the last decades. Kazakhstan has are great opportunities for development of ecological tourism. The basis of its numerous natural, historical monuments, unique natural conditions and landscapes in the heart of Eurasia. Evidence of ecotourism is known, that is, the interest of Organization of the United Nations, the world wildlife Fund, international Union for conservation of nature and natural resources to the ecotourism further development in the further development of eco-tourism. The result of the study and questionnaires which were conducted in the countries Germany, UK, France, South Korea and Japan have determined a high interest of foreign citizens to ecological tour in Kazakhstan. Our country looking for ways to develop tourism destinations in the practice of foreign countries, as their countries above us in this field. South Kazakhstan is the most beautiful and largest region in the country. It is different with a rich very cultural heritage, warm weather and natural scenery. The work purpose: study problems of effective use of recreational resources and development of ecological tourism in southern Kazakhstan. Duties of work: historical aspects recreational resource and consideration theoretical foundations in development of ecological tourism. The article is devoted to the features of the development of ecological tourism in the South Kazakhstan Region. Prerequisites of its development were formulated in the region, difficulties of the development of ecotourism were characterized and possible ways to overcome them were considered. The current state of touristic recreational ecological potential of South Kazakhstan is being analyzed. The basic tendencies of development of the tourism industry were investigated, that ecotourism can be seen precisely the balance, which can provide jobs and stable high incomes and save intact wildlife. In regions such as the South Kazakhstan, ecotourism can help nature protection, growth of employment and socio-economic development. The article is devoted to the development of ecological tourism on the territory of national parks of Russia. The development of ecological tourism can be a factor of economic growth, because it leads to replenishment of local and regional budgets, creates new jobs, promotes economic growth of depressed regions. The article gives an analysis of the state, outlines the problems and suggests directions for the development of ecological tourism on the territory of the national parks of Russia.

ЗНАЧИМЫЕ, РЕПРЕЗЕНТАТИВНЫЕ И УНИКАЛЬНЫЕ РАСТИТЕЛЬНЫЕ СООБЩЕСТВА ПРОЕКТИРУЕМОГО ГОСУДАРСТВЕННОГО ПРИРОДНОГО РЕЗЕРВАТА «БОКЕЙОРДА» ЗАПАДНО-КАЗАХСТАНСКОЙ ОБЛАСТИ

This work is devoted to the problems of environmental protection in Kazakhstan by the example ofthe ongoing project, which shows the results of the scientific justification for the projected state naturereserve «Bokeyorda» in the West Kazakhstan region.As a result of the research, the current state of thevegetation cover was studied and the presence of unique and significant plant communities in the territory of the projected state nature reserve «Bokeiord» of the West Kazakhstan region was identified topreserve the habitat of rare and endemic species of biodiversity throughout the region. The studies were carried out within the framework of the project of the Government of the Republic of Kazakhstan and theGlobal Environment Facility of the United Nations Development Program «Conservation and SustainableManagement of Steppe Ecosystems», aimed at increasing steppe ecosystems.The monitoring sites have been bookmarked with the application of their data to the topographicmap and the GPS data on the sites have been recorded. The mapping of the habitats of key plant species, assessment of the impact of negative factors on biological diversity has been carried out. Whereon the basis of the ecosystem analysis and GIS-technologies are identified the most important areas forbiodiversity conservation, the boundaries of the reserve are defined.Given that currently in the West Kazakhstan region there are no specially protected natural areaswith strict protection regime, the organization of a new environmental institution will allow not onlyto ensure the preservation and restoration of the steppe biodiversity of the region, but also to improvesocial and economic conditions through the creation of additional workers Places, development of ecological tourism, etc. To a large extent this will be facilitated by the creation of a large state nature reserve«Bokeyorda» and a complex state nature reserve in the west of the West Kazakhstan region.Key words: plant communities, specially protected natural territories, steppes, biodiversity, flora,habitat, ecosystem.

Power, Apathy, and Failure of Participation

Public participation is widely regarded as a vital component for making environmental decisions more democratic, legitimate, and effective. Yet, research on this subject has largely focused on rights and principles instead of context and process, especially in non-Western settings. To address this gap, this article explores how local voices on environmental issues were muted in a Chinese rural context. It describes controversies surrounding a cultural and ecological tourism development in Heyang, a transforming village in the east coastal region of China. Based on semistructured group interviews, the article reveals that although many issues found in the Heyang case resonated with similar cases in Western settings, such as the lack of access to information and the problematic solicitation of public input, fundamentally, the local voices were muted by the village council’s blind adoption of an urban-centric ecological modernization agenda and its neglect of local villagers’ emotional attachment to their land properties. The above findings not only draw our attention to how participatory communication can be compromised by contextual factors but also invite us to reconsider how China’s existing urban–rural division fundamentally influences its ecological civilization.

СОВЕРШЕНСТВОВАНИЕ ПРОДВИЖЕНИЯ УСЛУГ ЭКОЛОГИЧЕСКОГО ТУРИЗМА В РОССИИ

The relevance of the issue under the study is caused by the processes taking place within the world tourism: on the one hand, by the differentiation of kinds of tourism and the growth of a great variety of suggested tourism products and services laying the groundwork for the representative selection, on the other hand, by the widening of the information technologies application allowing potential tourists to organize trips without assistance. The paper gives the review of Russian and foreign experience on the study of this issue. The authors consider the special aspects of traditional network technologies, such as banner advertising, bulk emailing, contextual and direct advertising on websites, tourist agents’ websites, and evaluate their usability based on the materials of the selective survey. During the study, it was determined that the insufficient attention to the issues of promotion, including by the use of information technologies, holds the moving to the completely new level of development of ecological tourism. The authors summarized the progressive experience of Sweden – one of the world’s leader in the organization of the ecological tourism promotion by creating its sustainable image based on the certification of tourism resources and the use of national Internet portal. Based on the analysis, the authors prove the reasonability of more active promotion and popularization of the ecological tourism services by creating the single all-Russian system for tourism services booking and payment, mobile application with the access to the universal national Internet portal, online services booking and payment. The results of the analysis show the necessity of closer attention to the ecological tourism on the regional level in the target programs and cluster projects.

Environmental tourism as a development factor of the modern society

The article studied ecotourism as one of the forms of interaction between society and nature, and as a factor in its harmonization. The attention is focused not only on the praxeological, but also on the axiological aspect of eco-tourism, which in the context of global environmental problems is especially important. It was found that this type of tourism encourages economic, cultural and moral development of the society, contributes to the change of modern people values. It also discovers the ecotourism potential for further communication in the system "man - nature" based on moral values, first and utmost responsibility, tolerance, respect, care. The article determines features of the further development of ecological tourism in the conditions of ecological crisis.

Ecological tourist potential of Samara Region: flora resources

In article development of ecological tourism which, first of all, is based on visit of attractive and unique objects is considered. Flora conforms to these requirements fully.. For the first time 10 bases are formulated which stimulate development of informative ecological tourism (a specific variety, relic types; endemic types; the types described from the territory of the region for the first time for science; the plants recognized protected and included in the Krasnaya kniga; vegetable communities, unique by origin and to structure; zone, typical vegetable communities; places of concentration of plants in the territory of nature sanctuaries; especially valuable natural territories of federal level of protection; key botanical territories) and 5 bases which stimulate development of event ecological tourism (date of birth of researchers; dates of expeditions; dates of the organization of the centers for studying of flora; dates of the publication of the major botanical compositions; dates of the largest scientific forums). Concentration of nature sanctuaries and distribution of especially protected natural territories is described within the Samara Region. In article the generalized criterion for evaluation of the fitosozological status of these territories is used. It is noted that the Samara Region is the perspective territory for development of internal tourism where the important and defining role belongs to ecological tourism.

PROSPECTS OF DEVELOPMENT OF ECOLOGICAL TOURISM INFRASTRUCTURES IN PROTECTED NATURAL AREAS

The problems of protected natural areas is analyzed in this article. The reasons that hinder the ecological tourism development are marked. The authors pay special attention to the quality aspects of the architectural environment. The results of a comprehensive analysis of international experience of architectural design and beautification of public spaces set out on the examples of the national parks. The typological system of structuring a basic nomenclature of facilities which are necessary for scientific research and tourist services is proposed. The need for the diversification of the functional composition and composite solutions is demonstrated on the examples of the visitor centers. Some features of the development of infrastructure for ecotourism environment of the National Park «Samarskaya Luka» are considered.
