The Intrinsic Logic and Practical Pathways of Empowering Vocational Education Through Industry-Education Integration

Abstract The parallel session on “Industry-Education Integration for High-Quality Development in Vocational Education,” part of the 2024 World Vocational and Technical Education Development Conference, was held at the National Convention & Exhibition Center (Tianjin). The session focused on the intrinsic logic and practical pathways of empowering vocational education through industry-education integration. It explored the inherent logic of how industry-education integration drives high-quality development in vocational education, international experience and exemplary practices of industry-education integration, and the latest developments in international cooperation in vocational education. The session showcased new practices and trends in the integration of industry and education in global vocational education, providing valuable references for advancing deep industry-education integration and high-quality development in vocational education.

Integration of Vocational Education and Lifelong Learning in the Digital Era: Pathways and Challenges

Abstract In response to the impact of digital technology, an in-depth discussion on how vocational education and lifelong learning can achieve integrated development in the digital age was held at the parallel session on “Integrating Vocational Education and Lifelong Learning” on November 22, 2024, during the World Vocational and Technical Education Development Conference. The session brought together nearly 200 experts and scholars from the global education and business sectors for keynote speeches and open discussions, sharing insights and practical experience from various countries on this topic. The participating experts exchanged views on the experience, challenges, and future development pathways of vocational education and lifelong learning in the digital age, providing valuable references for fostering organic integration.

Research on the Path to Enhancing the Internationalization Ability of Vocational Education Teachers Under the Background of Hainan Free Trade Port Construction

This study aims to explore the improvement path of vocational education teachers' internationalization ability under the background of Hainan Free Trade Port construction, in order to meet the demand for international talent cultivation in regional economic development. Using literature research method to sort out relevant theories and practical experiences at home and abroad, collecting data on the current status of internationalization ability of vocational education teachers in Hainan through questionnaire surveys and interviews, and using case analysis method to analyze typical cases to extract successful experiences. Research has found that vocational education teachers in Hainan currently have deficiencies in international perspectives, cross-cultural communication skills, and the ability to integrate international educational resources. To this end, it is proposed to strengthen international education and training, build international exchange and cooperation platforms, and improve teacher evaluation and incentive mechanisms. Through practical case verification, these paths can help enhance teachers' internationalization ability, thereby improving the quality of vocational education talent training, providing strong talent support for the construction of Hainan Free Trade Port, and also providing reference for the internationalization development of vocational education in other regions.

Discrepancy of the Skills: A Comparative Study of Three EU Countries

Skill mismatch is an important issue, considering the inconsistency in the range of existing and desired skills in different dimensions of consideration. Growing technological pressure, cultural changes lead to obsolescence and loss of skills, making it crucial to thoroughly examine the skill mismatch phenomenon. This article explores the levels of skill mismatch and gaps in Poland, Lithuania, and Germany, and assesses the digital skill levels within these communities. The article aims to unify the diverse theoretical perspectives on skill mismatch, as revealed through literature analysis. The empirical section demonstrates the widespread and significant nature of this issue. The study’s objectives are verified through a review of literature and findings from the European Center for the Development of Vocational Training (Cedefop) reports: “Setting Europe on Course for a Human Digital Transition” (2022) and the “Second European Skills and Jobs Survey” (2023). The research results underscore the diversity, complexity, and inconsistency of skill levels and mismatches within the EU. The classification of digital skills reveals gaps and disparities, highlighting priority actions for enhancing digital skills across the European society.

State Care for the Development of Vocational Education in Azerbaijan

The article analyzes the measures implemented for the development of vocational education in our country and issues related to their support for the development of vocational education. The analysis includes opinions on the social significance of the profession in scientific and pedagogical literature. The activities of the established Agency for Professional Education and the systematic and organized activities carried out in the field of development of vocational education are discussed. The development of vocational education in Azerbaijan has a positive impact on both the economic and social spheres and is of great importance. Azerbaijan implements state programs and benefits that support the development of vocational education. For this purpose, scholarship programs, incentive measures and employment programs are implemented to help young people obtain vocational education. This increases interest in vocational education and makes education more accessible.

The perceptions of key stakeholders on the adequacy and relevancy of the employability skills stated in the vocational education and training curriculum for the tour guide occupation in Tanzania

ABSTRACT This study assessed the perceptions of key stakeholders on the adequacy and relevancy of the employability skills stated in the VET curriculum for the tour guide occupation in the labour market. The study employed a qualitative approach and a descriptive case-study design. It involved 41 participants, including one Director of Vocational Education and Training, four principals, four Vocational Education and Training Authority (VETA) curriculum development specialists, four registrars from VET centres, 14 VET tour guide graduates, and 14 employers. Data were collected through interviews and documentary review and then analysed thematically. The findings showed that employability skills such as collaboration, critical thinking, creativity, designing, entrepreneurship, and communication skills are inadequately covered in the curriculum. Meanwhile, the findings showed that employability skills such as designing, creativity, quality assurance, communication, effectiveness, teamwork, entrepreneurship, problem-solving, and critical thinking were perceived as relevant to the labour market needs. The study recommends that the Directorate of Vocational Education and Training in collaboration with the VET centres should review the curriculum to make sure that it adequately covers the skills needed in the labour market.

Development of Higher Vocational Education and Innovative Talent Cultivation Practices in a Selected University in Haikou City, China

This study explores the implementation of higher vocational education (HVE) reforms and innovative talent cultivation practices in Haikou City, China. Using mixed methods, the research examines administrative strategies in global perspectives, curriculum development, faculty development, infrastructure and resources, research and innovation, and student support services. The findings revealed that while institutional efforts were generally rated as "Implemented," areas such as faculty development and collaboration were perceived as strengths, whereas research, student support, and innovative teaching methods required further enhancement. Significant differences in perceptions were observed based on demographic factors such as age, educational attainment, sex, and grade level, emphasizing the need for inclusive and equitable strategies. Correlation analysis underscored the interconnectedness between higher vocational education developments and talent cultivation practices, with global perspectives and curriculum development strongly linked to teaching innovation and ethical education.

Construction and Practice of Higher Vocational Education in E-sports and Management Major

The core concept of vocational education lies in its emphasis on practicality, career orientation, and close connection with the industry. However, currently higher vocational education has not been able to effectively meet the needs of society, nor has it been able to meet the individual self actualization requirements of students. Therefore, higher vocational education needs to strengthen research on industry demand, adjust and optimize professional settings in a timely manner, and ensure close connection with the market. At the same time, schools should focus on improving students' professional ethics and practical abilities, providing better support for their smooth integration into the workplace. Only in this way can we better meet the demand for talent in society and promote a positive interaction between vocational education and industrial development.

Transnational Knowledge Circulation and the Closing of Minds to Progressive Education Influences on Schooling in the First Decade of Independence in Ireland

Abstract For decades, transnational knowledge circulation in relation to schooling in Ireland has been a neglected area of study among historians. This paper provides new insights through a transnational lens on primary, secondary, and vocational curriculum developments in the first decade following the advent of national independence in the country in 1922. During this period, key policy-makers largely rejected progressive educational ideas circulating internationally and promoted curricula and pedagogy in primary and secondary schools that reflected the new nation’s deeply conservative Catholic nature and nationalist ethos. While initial signs indicated that developments in vocational education might head in a different direction, ultimately, more progressive educational ideas circulating internationally were excluded from that sector as well. At all levels of the education system, the hegemony of the Catholic Church and other contextual factors resulted in traditional and conservative curricula that underpinned policy and practice until the 1960s.

Development of Vocational Education Based on Independent Curriculum at BIM Jombang Center of Excellence Vocational School

The independent curriculum is structured and organized as a refinement of the previous curriculum with a more dynamic and adaptive learning approach. It frees educators and students to carry out a learning process that continues to develop based on religious values, community culture, and Pancasila. The Government authorizes each SMK PK to plan and implement an independent curriculum focusing on students. The focus of this research is (1) How is the independent curriculum planning in the development of vocational education at SMK PK BIM Jombang, (2) How is the implementation of the independent curriculum in the development of vocational education at SMK PK BIM Jombang? This research method uses descriptive qualitative techniques in data collection triangulation, data reduction, data presentation, and drawing conclusions and verification. The results of this study are (1) Planning for vocational education curriculum for SMK PK in the independent curriculum by participating in training through IHT, compiling curriculum content, curriculum organization, curriculum content organization preparing methods and strategies in learning carried out by the curriculum development team and all teaching Staff, (2) The implementation of the PK vocational education curriculum in the independent curriculum is still in the second stage of development.

Enhancing Educational Administration Based on Taoist Thought of Higher Vocational Colleges in Hebei Province

Reflections on the Construction of “Double-qualified” Teacher Team under the Background of School-Enterprise Community

With the rapid development of vocational education, the construction of “double-qualified” teachers in higher vocational colleges has increasingly become the key to improve the quality of vocational education. This paper first discusses the connotation and importance of “double-teacher” teachers and then analyzes the current situation and dilemma of “double-teacher” teacher team construction under the background of the school-enterprise community, including structural problems, insufficient salary and treatment, career development path is not smooth and school-enterprise cooperation is not close. In response to these problems, this paper puts forward the construction paths of establishing career development and career planning system, strengthening the professional title evaluation mechanism and teaching assessment system, improving the salary and treatment level, deepening the school-enterprise cooperation mechanism, improving the teacher training mechanism and strengthening the policy support and guarantee. Through these measures, the aim is to promote the high-quality development of “double-qualified” teachers in higher vocational colleges, and provide a strong talent guarantee for vocational education.

Estimating the number of foreign tourists using artificial intelligence algorithm and analyzing the socio-economic impact on the community

Abstract The high interest of foreign tourists to a region will affect the socio-economic indicators of the community. This study aims to forecast the number of foreign tourists to West Nusa Tenggara (NTB) using the backpropagation-relevance vector machine (BP-RVM) algorithm with the last 10 years of data. Forecasting using architecture is 12-25-7-3-1, activation function is radbas-logsig-logsig-purelin, training function is trainrp, learning rate is 0.1, momentum is 0.9, and RBF gamma is 0.01. The forecasting results show that in 2024 it is predicted that there will be 986,109 foreign tourists with a monthly average of 82,176, a decrease of 3.67%. The impact of foreign tourist arrivals in NTB (1) over the past three years has been significant and multidimensional, including quality of life, living standards, education, migration, public health, contribution of the tourism sector, regional income, and investment, (2) infrastructure development such as roads, bridges, and airports increased, (3) tourist demand encouraged the growth of MSMEs, (4) vocational training and education was organized, (5) the education curriculum in several schools was adjusted to the needs of the tourism industry, (6) the tourism sector contributed 10.62% to NTB’s GRDP and generated IDR 10 trillion in foreign exchange, (7) regional income from tourism reached IDR 2.5 trillion which was used for infrastructure development and public services, and (8) investment in the tourism sector created new jobs, reduced unemployment, and increased local community income. The implementation of these research findings suggests that to sustain and enhance the tourism sector’s contribution to the economy of West Nusa Tenggara, local government efforts should focus on infrastructure improvements, vocational training development, and curriculum adjustments to meet the tourism industry’s needs.

Research on the Action Logic and Practice Path of Higher Vocational Education Enabling the “One Million Project”

The purpose of this paper is to discuss the logic and practice path of higher vocational education in empowering the “One Million Project” and its contribution to local economic development. Through the literature review and the construction of theoretical framework, this paper analyzes the interactive relationship between higher vocational education and regional economic development, and based on the case study of Heyuan Vocational and Technical College, the paper discusses the specific practice of higher vocational education in the areas of technical service, cultural service, talent service and people's livelihood service. It is found that higher vocational education effectively enhances the endogenous power and overall competitiveness of the local economy through the integration of industry and education and school-enterprise cooperation. At the same time, this paper also evaluates the effectiveness of the “One Million Project” empowered by higher vocational education and puts forward corresponding policy recommendations. Although the study has achieved certain results, there are limitations, and future research needs to further explore the role of higher vocational education in promoting the balanced development of the regional economy, as well as its potential for solving social problems and improving people's well-being.

Research on the Development Path of Vocational Education Internationalization under the Background of Hainan Free Trade Port Construction

In recent years, the establishment and continuous promotion of the Hainan Free Trade Port has made its strategic position increasingly prominent. In order to cope with the opportunities and challenges brought by the free trade port, the demand for high-quality practitioners in Hainan Free Trade Port is imminent. As a highly open free trade port in the world, Singapore has promoted the rapid improvement of national strength by promoting the international development of vocational education, which provides important enlightenment for the research on the development path of the internationalization of vocational education in Hainan Free Trade Port. This study uses case analysis and comparative analysis to analyze the successful experience of the internationalization of vocational education in Singapore, clarify the current situation and shortcomings of Hainan Free Trade Port in the internationalization of vocational education, and suggest feasible development paths from four aspects: institutional environment, teaching system, teachers, and cooperation mode.

Enhancing the Quality and Adaptability of Vocational Education to Promote High-Quality Development: Taking Hainan Vocational University of Science and Technology as an Example

This paper aims to explore effective strategies for overcoming the five core challenges currently faced by vocational education: challenges in defining the educational type, variations in the quality of incoming students and their learning abilities, the need to improve teaching quality and effectiveness, urgent requirements for optimizing the quality of teaching staff, and insufficient depth in the integration of industry and education. By analyzing the root causes of these challenges, this paper proposes a series of targeted strategies and measures. Taking the School of Chemistry and Materials Engineering at Hainan Vocational University of Science and Technology as an example, the paper elaborates on how the school has significantly enhanced the adaptability and teaching quality of vocational education through precise positioning of vocational education types, strengthening the construction of teaching staff, optimizing teaching methods and content, and deepening the integration of industry and education. The research results indicate that these initiatives not only effectively address key issues in vocational education but also promote comprehensive improvements in students’ overall qualities and employment competitiveness, providing valuable insights and practical references for advancing the high-quality development of vocational education. Furthermore, by introducing the practice of the School of Chemistry and Materials Engineering at Hainan Vocational University of Science and Technology in tailoring vocational education development to local conditions, this paper validates the reliability and feasibility of the proposed solutions.

APPLICATION OF MODERN DIGITAL TECHNOLOGIES IN THE DEVELOPMENT OF MANAGERIAL CULTURE OF FUTURE MANAGERS OF VOCATIONAL EDUCATION INSTITUTIONS

The article analyzes the theoretical foundations of the development of managerial culture, its components and impact on the professional activities of managers. Particular attention is paid to the formation of managerial culture in the process of training, which includes the integration of modern management technologies, socio-economic interaction and self-development. The development of managerial culture of future managers of vocational education institutions is considered as a key factor in the efficiency of management processes in modern conditions. Innovative approaches to the training of future managers are considered, in particular, the role of a systematic approach to the formation of managerial culture, which ensures the successful implementation of educational goals and promotes the development of vocational education in Ukraine, is revealed. The role of modern digital technologies in shaping the managerial culture of future managers of vocational education institutions is analyzed. The attention is focused on digitalization as a key factor in the formation of highly qualified managers capable of responding effectively to the challenges of our time. It is found that digital technologies not only change the teaching methodology, but also transform the managerial culture, provide new opportunities for the development of leadership and management skills. The article highlights the impact of information and communication technologies on the process of executive training, in particular through the introduction of blended and distance learning, the use of virtual learning environments and mobile platforms. Particular attention is paid to the advantages provided by digital technologies, such as flexibility, accessibility, personalization of learning and development of communication skills. It has been researched that the use of modern digital technologies in the development of the managerial culture of future managers of vocational education institutions will contribute not only to improving the quality of education, but also to the formation of a new generation of managers capable of effectively responding to the challenges of our time and implementing innovative solutions in management. The article analyzes the challenges faced by educational institutions in the process of integrating digital technologies, including insufficient preparation of teachers and students for new learning environments, the willingness of educators to adapt to changes and use new opportunities to improve the educational process, and proper preparation for the administration of work with modern technologies, which allows them to maximize the potential of digitalization in education.

한국과 중국의 연안 도시 직업교육 초기 발전과정 비교(1876-1908): 인천과 천진을 중심으로

[Purpose] Incheon, Korea and Tianjin, China, have similar geographical environments and have been exchanging for a long time, sharing the commonality that they are cities developed through industrial development and establishment of commerce and industry. Nevertheless, there are no research results on vocational education and local education between the two cities, so this study aims to compare and analyze modern vocational education between Incheon and Tianjin. [Methods] To achieve the purpose of this study, it was analyzed by referring to academic journals and historical sources related to coastal cities in Korea and China as a literature research method, and the initial development process and characteristics of the coastal urban vocational education system in Korea and China were examined. [Results] The main findings are that, first, the period of historical and historical upheaval from 1876 to 1908 exceeded the time difference of about 148 years, which has considerable commonality with the current social and cultural changes in 2024. Second, the demand for new industries and technologies has increased due to various changes and their impact, and looking at the present as a historical point of view that accepts the process of change, the direction to move forward also has a clue. [Conclusion] This study compared and analyzed the development process of early modern vocational education in Tianjin and Incheon to illuminate the early development process of vocational education in the two regions, and through this, its implications for the current development of vocational education were derived.
