Functions of the scientific and methodological activities of the Vernadsky National Library of Ukraine

The article substantiates the basic functions of the scientific and methodical activity of the Vernadsky National Library of Ukraine in modern conditions. It is argued that in the realities of wartime, the scientific-methodical activity of the Department of Scientific-Methodical Work of the Institute of Library Science of the Vernadsky National Library of Ukraine is aimed at optimizing the activities of the main scientific and information complex of the state, improving the work of the libraries of scientific institutions of the National Academy of Sciences of Ukraine, and is implemented at the national level levels for the effective development of the Ukrainian library and information sphere and the successful integration of the assets of national science, education and culture into the global information space. It is emphasized that scientific and methodological work is an inseparable component of the scientific activity of the Vernadsky National Library of Ukraine and has a decisive influence on the scientific and methodological support and development of the libraries of scientific institutions of the National Academy of Sciences of Ukraine. It is concluded that the scientific-communication model of scientific-methodical activity makes it possible to effectively implement such essential functions as innovative, scientific-analytical, scientific-research, scientific-informa­tional, scientific-educational, scientific-consulting, scientific-communication, managerial and scientific-monitoring.

Simulation of neutron dark-field data for grating-based interferometers.

Hierarchical structures and heterogeneous materials are found in many natural and engineered systems including additive manufacturing, alternative energy, biology and polymer science. Though the structure-function relationship is important for developing more advanced materials, structural characterization over broad length scales often requires multiple complementary measurements. Neutron far-field interferometry aims to enable multi-scale characterization by combining the best of neutron imaging with small-angle neutron scattering (SANS) via dark-field imaging. The microstructure, nominally from 1 nm to 10 μm, is averaged over each volume element ~(50 μm)3 in the sample, resulting in a 'tomographic SANS' measurement. Unlike in small-angle scattering, there are few analytical models to fit dark-field imaging data to extract properties of the microstructure. Fortunately, the dark field and SANS are related through a single Hankel transform. In this work, we discuss the development of a Python-based library, correlogram-tools, that makes use of existing small-angle scattering models and a numerical implementation of the Hankel transform to simulate dark-field interferometry data. We demonstrate how this software can be used to inform researchers of viable sample sets for interferometry experiments, analyze interferometry data, and simulate raw and reconstructed interferometry images for the training of more advanced segmentation models and analysis protocols.

Selection of Library Materials in the University Libraries of Pakistan: A Survey of Khyber Pakhtunkhwa

Selection process is naturally at the heart of collection development. Sound book selection policies and practices devised from the information needs of the users’ community play a fundamental role in the development of strong collection. This current study was an attempt to investigate the selection policies and procedures adopted by, the activities and behaviors exhibited by, and the outcomes produced by the university libraries of Khyber Pakhtunkhwa, Pakistan. The study adopted a survey method and included all those well-established public and private sector universities, which were chartered by the Government of Khyber Pakhtunkhwa and recognized by HEC, till 31st December, 2012 in the province (Public = 17 and Private = 9, Total 26 universities). The population of this study was the senior library professionals working in the central libraries of the main campuses of all the universities of the province. Findings of the study show that university libraries of the province adopt a variety of methods for selecting library materials including selection through purchase committees, centralized selection by the central libraries and decentralized selection. However, centralized selection procedures with faculty influence is more prominent and dominating in all the universities of the province. The study suggested a dire need of collaboration between faculty and library professionals for effective collection development in the university libraries of Pakistan.

Sinergi Kepemimpinan dan Literasi: Upaya Kepala Sekolah dalam Mengembangkan Perpustakaan Sekolah

This research analyzes the principal's strategy for developing the library at SMPN 5 Jombang. The research method is descriptive qualitative, with data collection techniques conducted through interviews, observation, and documentation. The research subjects consisted of the school principal, the head of the library, and class VIII students. The results of the research show that the principal of SMPN 5 Jombang implemented four strategies in developing the library, namely the strategy of advising by forming a library organization, the strategy of reprimanding indirectly through curriculum waka, the strategy of appreciating by giving praise and appreciation, and the strategy of receiving suggestions through coordination meetings. Apart from that, the school principal also makes efforts to develop library management, including completing collections, improving the spatial layout, improving services, increasing interest in reading through library programs, and supervising through annual evaluations. The results of this research reinforce the critical role of school principals in developing libraries as a vital means of supporting learning. Library development requires commitment and active participation from all school members, as well as continuous efforts to optimize library functions to support improving the quality of learning and achieving educational goals in schools.

The Future of Russian Libraries: Current Problems and Development Forecasts

Some published and purely pessimistic scenarios for the development of Russian libraries are analyzed, based, among other things, on the statistics of printed book publishing in Russia, as well as on official data on the annual reduction in the number of public libraries. The one-sided and technocratic interpretation of the library as one of the information and communication channels that cannot compete with the Internet is fruitless. Long-standing predictions about the sad future of traditional libraries and printed book publishing have not been confirmed in practice. Book culture and book business in general, and books and libraries as their main subject and object in particular, are multifaceted. Printed and electronic books in modern conditions are increasingly acting not as antagonists, but mutually complement and enrich each other in the interests of the producer (author or publisher) and the end user (reader or buyer). The rejection of communist ideology and the change of technologies in the book world cannot diminish the socio-cultural role and humanistic significance of libraries as centers of personal development reading and education of a person able to navigate the information field. The library should not only provide free access to information, but also contribute in every possible way to the formation of socially significant knowledge. The problem of finding, critically evaluating and selecting high quality information becomes more acute every year. It is the library that has special opportunities in the practical training of its readers in these skills, i. e. to save the most valuable resource — time. Reliable state support is needed; this is the key to the further existence and development of libraries in Russia.

Methodological Activity of the Republican Youth Library of Tatarstan

In recent decades libraries have faced global societal and technological challenges. At the same time, the state support of Russian librarianship is increasing. Libraries have every opportunity for development, they are becoming even more in demand and modern.The Russian Government Order No. 608-r of March 13, 2021 approved the “Strategy for the Development of Librarianship in the Russian Federation until 2030”, which served as a powerful impetus for the improvement of the country’s libraries. “Strategy...” is aimed at comprehensive development of librarianship, modernization of the library system of Russia, preservation and replenishment of library collections, expansion of free and equal access of citizens to information, improvement of the quality of library staff training, introduction of information technologies. The need for scientific and methodological support of library activities is also taken into account. In 2022, the professional standard “Specialist in Library and Information Activities” was approved, which establishes unified requirements for the content and quality of professional activities of specialists in all functional areas of the library.Federal and regional libraries as focal points for other types and kinds of libraries accepted the challenge to change and revised their activities.The library network of the Republic of Tatarstan includes 1508 libraries. The state programme “Development of Culture of the Republic of Tatarstan” was adopted in the region. The experience of the Republican Youth Library as a methodological and coordinating center of libraries of the Republic of Tatarstan working with youth, as well as a project office for the creation of model municipal libraries in the Republic of Tatarstan is presented.

CIS Cross-Border Libraries: Updating the Concept Paper to Strengthen Co-Operation

The experience of the Russian State Library in cooperation with the libraries of the Commonwealth of Independent States (CIS) member states in developing a document regulating cross-border co-operation is presented. It shows the stages of updating the “Concept of Information and Library Space Formation on the Basis of Cross-border Libraries of the CIS Member States” (2009) within the framework of the long-term interstate project of the Eurasia Library Assembly on creation of the normative and conceptual basis of interlibrary cooperation in the CIS. The “Concept...” is harmonised with the universally recognised principles and norms of international law. It reflects the process of inclusion of libraries of border regions of CIS member states in co-operation with libraries of neighbouring countries. Specialists of CIS libraries took an active part in the development of the document. The Concept of Development of Library and Information Space on the Basis of Cross-Border Libraries of CIS Member States (2023) clarifies the purpose and some basic concepts related to the activities of libraries in cross-border cooperation. The definition of “library and information space on the basis of cross-border libraries of the CIS member states” was developed, which is considered as a system of interacting subjects — libraries, library networks, library associations, library staff. The aim of library and information space development is to provide conditions for strengthening interregional and cross-border co-operation. Libraries create and promote various information resources, organise library and information services for the multinational population of border areas to enhance intercultural and professional communication. In the document 2023 the possibilities of subjects of interlibrary cooperation are expanded at the expense of interregional cooperation. The following are defined as subjects of the library and information space: publicly accessible border libraries of the CIS member states, central universal libraries of the border regions, national libraries of the CIS member states. The updated “Concept...” shows the tasks and principles of development, mechanisms and expected results of its implementation. The role of the CIS coordinating bodies in the formation of legislative and regulatory framework for the libraries of the CIS member states is important. Prospects for improving this base lie in the regulation of interregional and cross-border co-operation. To strengthen cooperation it is necessary to reveal the intercultural potential of the CIS member states, to provide scientific and methodological support to cross-border libraries, etc.

Analyzing the COVID-19 Pandemic’s Effects on College Students: E-Learning Experience, Challenges and Resource Awareness

The library and information services of the twenty first century are rapidly changing education learning patterns because of the rapid development of electronic publishing libraries. However, the literature reveals the considerable unpredictability in experience, challenges, and awareness about E-resources among college students during and after the COVID-19 Pandemic scenario. In the aftermath of the pandemic, everyone has been forced to learn and teach E-resources in educational institutions worldwide. Along with their academic demands, college students are confronted by a lack of knowledge of handling e-learning resources and low network connectivity in remote regions. In this aspect, this study commenced to describe the experience, challenges, and awareness about e-learning resources. A descriptive and diagnostic research design was adopted and primary data was collected from college students through Google Forms with participant consent. The basic information about respondents, experience, challenges, and awareness of E-resources are tools of the study. The statistical analysis is to be carried out based on the study’s objective. This analysis was used to identify influential factors and to explore the relationships between e-learning experience, and resource awareness. Subsequently, the analysis is used to discuss recommendations for enhancing the utilization of e-learning resources based on the study’s findings.

The Islamic Library in Cordoba was one of the leading libraries of its time, offering various fields of knowledge, including collections of Islamic and European history. This research aims to understand the development of scientific civilization which became a mecca of progress in Europe during the Second Umayyad Dynasty. This research methodology uses a library research approach with data collection through literature, documentation (both printed and electronic), as well as data and information sources relevant to the study. The findings in this study show that the development of science in Cordoba during the Second Umayyad Dynasty was driven by the construction of academies and libraries. The palace library in Cordoba, built by Caliph Abdurrahman, was one of the best libraries in the Islamic world at the time. It was staffed by a librarian called a "bakiya," and involved copyists and bookbinders. The glittering development of Islamic libraries during the Umayyad period had a great influence on the civilization of Arab society, making the Cordoba Library a center of advanced civilization in Europe. The existence of this library became the foundation for increasing knowledge and learning throughout the region, having a positive impact on civilization and culture at that time.

The law and policy of library development: A legal text analysis of Indonesian library bills

The Indonesian constitution provides for welfare and education. To achieve these constitutional mandates, the Indonesian government passed several laws as the foundation for lifelong education, including the Library Act of 2007 and the National Repository Act of 2018. These Acts are the main legal foundation for the National Library of Indonesia (NLI) to create public policies in library service development across Indonesia. This study seeks to understand these laws through Natural Language Processing (NLP) and Latent Dirichlet allocation (LDA) Topic Modelling. Using these methods, we uncovered the major themes of these legal mandates for library services. Our research revealed five topics for each law. We then analyzed the NLI budgets from 2021 to 2023 to see how the key legal mandates were implemented. We found greater implementation of the 2007 Act than the 2018 Act. Our study offers new methods for library law and policy research.

This research was conducted with the aim of knowing how the process of managing parking retributions in Makassar City, what are the obstacles experienced in its management so far, the mechanism of collection, deposit until it arrives at the acceptance process into PAD which leads to / is beneficial for the development of Makassar City. In the field of library and information services, the library provides library services in various fields of science such as social sciences, humanities, science and technology and many others. One of the areas of circulation that provides information services to the public, libraries are the places most visited by people who want to get information. In this way, service officers at this library are required to improve their performance in order to provide good quality service to the community. However, in reality the existing service structure at the South Sulawesi Province Library and Archives Service is not yet fully in line with what the community expects. Library development and empowerment has not been optimal and library services are also not satisfactory. The existing phenomenon is that the performance of employees and contract workers in providing services is not fully in line with what users and the public expect, so the quality of library services still needs to be improved. This research was conducted to determine the performance of library services at the South Sulawesi Province Library and Archives Service. 
 

PERFORMANCE EVALUATION OF PYTHON LIBRARIES FOR MULTITHREADING DATA PROCESSING

Topicality. The rapid growth of data in various domains has necessitated the development of efficient tools and libraries for data processing and analysis. Python, a popular programming language for data analysis, offers several libraries, such as NumPy and Numba, for numerical computations. However, there is a lack of comprehensive studies comparing the performance of these libraries across different tasks and data sizes. The aim of the study. This study aims to fill this gap by comparing the performance of Python, NumPy, Numba, and Numba.Cuda across different tasks and data sizes. Additionally, it evaluates the impact of multithreading and GPU utilization on computation speed. Research results. The results indicate that Numba and Numba.Cuda significantly optimizes the performance of Python applications, especially for functions involving loops and array operations. Moreover, GPU and multithreading in Python further enhance computation speed, although with certain limitations and considerations. Conclusion. This study contributes to the field by providing valuable insights into the performance of different Python libraries and the effectiveness of GPU and multithreading in Python, thereby aiding researchers and practitioners in selecting the most suitable tools for their computational needs.

Issues of Legal, Scientific, Theoretical, Methodological and Practical Significance as an Important Component of the Informatization of the Library Infrastructure of the Republic (Strategy For The Development of Libraries in the Regions of Azerbaijan)

State programs for the development of regions of the Republic of Azerbaijan formed the basis for the reorganization of the country's library network. He raised issues such as the revision of centralized library systems operating in the administrative regions of Azerbaijan, expansion of the collection, a modern approach to service work, and the use of new technologies. Specialists began work in the field of application of scientific, theoretical and practical projects for the implementation of modern library and information activities capable of meeting the requirements of the 21st century. Determining the specifics of the Sheki-Zagatala region of Azerbaijan, as well as other regions, providing industry, agriculture, education and culture with information resources, opportunities for integration with relevant information institutions, studying reader demand and solving problems of its provision are considered as one of the current problems. This article is devoted to the study of the problem and analysis of proposals based on modern world experience. Scientifically based recommendations have been put forward to improve the library and information infrastructure in the regions.

Digital communications of a modern library: key aspects

The article is devoted to the urgent problem of determining the key aspects of digital communications of a modern library when libraries create their own electronic information resources, products and services in order to quickly, meaningfully and qualitatively provide the information needs of modern users in the context of the digitalization of the city and region. The study of key aspects of digital communications of a modern library is relevant, since the main task of libraries in traditional and digital spaces is, first of all, information support for information, scientific, and research activities through the acquisition of a high-quality library collection, the formation and development of a system of electronic information resources, products and services, providing access to him, as well as fully ensuring the information needs of all categories of users. The fulfillment of these tasks occurs with the gradual digitalization of the region, the introduction of the latest computer technologies and telecommunications, which become the most important strategic resource and ensure the use of library and information potential in the scientific, cultural and educational spheres. Based on the study of professional publications, the definitions of the terms "digitalization" and "digital (digital) communications" are analyzed. The types of digital communications of a library institution are determined. Digital communications on the websites of libraries in the city of Dnepr were studied, depending on their types and purpose. The role of library digital communications in the creation of library electronic resources, services and providing the information needs of remote users is indicated. The key aspects of digital communications of a modern library are identified. Measures are proposed for the organization and further development of digital communications of library institutions, depending on their types and main mission.

Investing in Smart Cities: Enhancing Public Libraries for Quality Services in India

ABSTRACT This article comprehensively examines investments in India’s smart cities1 with a specific focus on public libraries. A survey of 100 Smart Cities Mission projects was conducted to gather data on budget allocation and expenditure for public libraries, construction and renovation projects, and IT infrastructure and outreach programs. Results reveal investments in 27 library projects across 12 states geographically distributed throughout India, spanning new library establishments, renovations, digitization efforts, and IT integration with library services. The majority of funds (60%) support new libraries including business and innovation components, while renovation projects claim 30%. The article contributes valuable insights for public library development, targeting library authorities, municipal administrators, and local planners as statutory services at the heart of community development and engagement of public.
