Introduction. The issue of staffing clearly reflects the specifics of the innovative economy of Russia. In the context of the development of high-tech technologies, informatization and digitalization of economic and social sectors, as well as an increase in the number of scientific discoveries, highly competent engineering personnel, ready for proactive, creative activities, become the leading driving force of innovative development and the main subject of the national innovation system. The purpose of the study is to strategize the system of engineering personnel training in Russia. In accordance with the goal, tasks related to the study of the content of the patterns of the domestic higher education system, the review of the formulation of the components that form the concept of the strategy were set. Objects and methods of research. The research is based on the theory of strategy and methodology of strategizing by academician V. L. Quint, with the help of which the main elements of strategizing the system of training engineering personnel are formulated. A set of scientific methods and approaches is used: analysis and synthesis, comparison, generalization, scientific abstraction. The results and their discussion. The conceptual foundations of strategizing the system of engineering personnel training in Russia are proposed. Strategic priorities and alternative scenarios for their implementation are formulated. Policy directions are proposed as an integral element of strategizing in the system of engineering personnel training. Conclusions. Effective strategizing of the engineering personnel training system requires strict adherence to the methodology, which provides for overcoming all its stages.
