Research on the Construction of Regional Green Industry Development Implementation Network

The green industry system is a highly relevant, complex and huge system. It is not only a high unity of production activities and the natural environment, but also a harmonious unity of production benefits and environmental benefits, and the inherent unity of economic behavior and resource utilization. The sustainable development of regional green industry is restricted by resources, environment and other factors. Therefore, the development of green industry must be deployed with the concept of overall planning, to construct a set of Implementation Network of sustainable development of green industry suitable for regional reality, so as to solve the bottleneck problem of economic development and reallocate social resources.

Policy Performance of Green Lighting Industry in China: A DID Analysis from the Perspective of Energy Conservation and Emission Reduction

As a component of China’s strategic emerging industries, green lighting is an important industry supporting the high-quality and high-efficiency development of China’s economy, and is also an important way to achieve energy conservation and emission reduction. At present, China has basically established a policy framework to promote the development of green lighting industry, but there is no empirical evidence on the performance of existing policies on energy conservation and emission reduction. Based on the development status of China’s green lighting industry, this paper sorts out the milestones of China’s green lighting industry policy and the current status of the framework of the existing green lighting industry development policies, constructs a policy performance evaluation model for China’s green lighting industry based on the difference-in-difference (DID) model, and evaluates the implementation effects of green lighting industry policies in China from the perspective of energy conservation and emission reduction. The empirical results of China’s 85 cities show that the implementation of green lighting industry policies has significantly promoted regional energy conservation and emission reduction. Finally, this paper puts forward targeted policy recommendations to provide policy support for the transformation of China’s green lighting industry from “large” to “strong”.

Life Cycle Assessment of a New Steel-making Process for Sustainable Steel Industrial Development in China

With the increasing emphasis on sustainable development, the development of green industry has become particularly important. The steel industry, as a key industry with high pollution and high emission, is bearing a huge environmental pressure. In China, the traditional steelmaking industry of blast furnace-converter has the problems of huge energy consumption and carbon emission, which is contrary to the requirements of sustainable industrial development. Therefore, based on the resource characteristics and technical basis of China, the theory of replacing the traditional steel-making process with coal-to-gas-gas-based shaft furnace-electric furnace steel making process is proposed in this paper. At the same time, this paper will establish an LCA model for the new process, objectively evaluate its relationship with the environment, and deeply analyse the relationships between each unit process in coal-to-gas-based shaft furnace-electric furnace process and environmental protection, energy consumption, pollution emission. Through the simulation of steelmaking process and life cycle assessment, the impact of new process on environment and energy is analysed quantitatively. It provides a new research direction and a reliable theoretical support for optimizing steel refining process and developing sustainable steel refining industry.

Dynamic Correlation between Industry Greenization Development and Ecological Balance in China

By estimating the changing of industry greenization development and ecological balance in China from 2000 to 2017, this paper aims to study the dynamic correlation between industry and ecology in recent years. We focus on the conservation of resources in industry greenization development—if fewer resources are consumed under the same technical conditions as the base period, it means progress in green industrial development. The green proportion of industrial value-added is measured in a quantitative way to gauge the effect and level of industry greenization development in 2000–2017. Meanwhile, the changing impacts on China’s ecological balance imposed by ecological footprint and bearing capacity in 2000–2017 is calculated, and their relation is analyzed using the co-integration approach and PLS method. The results show that industry greenization development and ecological balance are in negative correlation in China, meaning our ecological balance is somewhat mitigated while we strongly practice and promote green industrial development.

Can the National Green Industrial Policy Improve Production Efficiency of Enterprises?—Evidence from China

This paper examines whether the national green industrial policy (GIP) can effectively optimize the enterprises’ structural transformation and upgrading, and improve production efficiency of enterprises. Using China’s firm-level data from 1998 to 2007, we take the 2003 “Cleaner Production Promotion Law of PRC” as the turning point of GIP implementation, and employ the difference-in-differences (DID) method to explore the policy effect on total factor productivity (TFP) of enterprises. The analysis shows that GIP can enhance the enterprise’s resource allocation capability and TFP growth. The implementation path of policy mainly relies on the compensation mechanism to incentivize innovation and the elimination mechanism of market selection. Specifically, GIP enhances TFP growth by accelerating the dynamic replacement (enterprise entry and exit) and elimination mechanism of the market, and by promoting innovative production to enhance the enterprise’s production efficiency. Further heterogeneity analysis reveals that state-owned enterprises are more susceptible to the influence of GIP, and GIP exerts more restrictive impact on high-pollution industries. Also, GIP has more significant net spillover effect on technology-intensive enterprises. The study provides a reliable factual basis for the market effect of GIP and the direction for green industry development.

Environmental Policy Mixes and Green Industrial Development: An Empirical Study of the Chinese Textile Industry From 1998 to 2012

Policy mixes integrate distinct policy instruments into one coherent policy package as a measure to avoid the potentially counterproductive impacts of any given policy on another. In China, local governments recently have pursued policy mix approaches to resolve the existing policy conflicts, which are associated with the debates over the development priorities between manufacturing productivity growth and environmental mitigations. However, there has been little research that has empirically examined the effects of policy mixes, especially those concerned with the dual-faceted requirements that involve both productivity and the control of emissions. The study presented here employs a model designed to examine firm-level total factor productivity (TFP) and green TFP as performance measures. This article assesses the impacts of municipal-level environmental policy mixes on the textile industry in 13 Chinese cities by using the difference-in-differences technique to analyze the microfirm panel data of 12 133 Chinese textile firms during the period from 1998 to 2012. The results show that these environmental policy mixes could significantly promote green performance without compromising productivity growth. The results also indicate that the impacts varied in different cities. This article offers insight into policy mixes and industrial policy literature as well as practical guides for policymakers and industrialists.

Strategic Issues of Ecological Environment Protection in the Yangtze River Economic Belt

The development of the Yangtze River Economic Belt is one of the major strategies for coordinated regional development of the country. It is required to protect the ecological environment,and take the road of ecological priority and green development. At present,the economic growth rate of the Yangtze River Economic Belt has slowed down. The industrial structure is continuously optimized. The urbanization is already in the late stage of rapid development. The emission intensity of major pollutants in the Yangtze River Economic Belt continued to decline. The water environment quality has improved significantly,but the water ecology situation is worrying. The continuous and steady improvement of the ecological environment quality has entered a critical period. Through the study of the situation of social economy and ecological environment,this paper proposes the strategic needs and strategic objectives of the future ecological environment protection of the Yangtze River Economic Belt,and puts forward four categories of strategies. The results showed that: (1) The strategic demands for ecological environmental protection in the Yangtze River Economic Belt are to shift from a single element,a single indicator,and some areas to a systematic protection and comprehensive restoration of water ecological environment. (2) The strategic objectives of ecological environmental protection are to shift from water environment quality improvement to water ecological environment security promotion. In the future,the goal will gradually turn to improving the ecological environment health. (3) The spatial control strategy needs to integrate multiple regional plans,and construct a unified division system of ecological environment spatial units in the Yangtze River Economic Belt with basin-region coordination,water-land integration,and mountain-sea unification. (4) The core of the industrial green development strategy is to strengthen prevention and control in related industries that affect the water ecological environment security. (5) The scientific and technological innovation strategy should highlight the role of research platforms to promote the collection and innovation of data,talents,technologies and achievements,and achieve the transformation of ecological environmental protection from investment-driven to technological innovation-driven. (6) The modern governance improvement strategy requires the Yangtze River Economic Belt to build a pilot demonstration belt of ecological civilization,take the lead in improving the system of ecological civilization,construct an ecological environment governance system and improve the capacity of ecological environment governance. According to the research,grasping the strategic demands and objectives of ecological environmental protection,implementing the strategies of spatial control, industrial green development, scientific and technological innovation, and modern governance improvement can more effectively support the integrated development of the Yangtze River Economic Belt and the Yangtze River Delta.

Research on measurement and improvement path of industrial green development in China: a perspective of environmental welfare efficiency.

The increasing concern about the environmental issue and its serious adverse effects on human health has made China's industrial green transformation being a matter of public concern. In this study, a network slack-based measure (NSBM) was applied to explore China's industrial green development level from the perspective of environmental welfare efficiency (EWE), considering not only the impact of industrial development on environment and economy, but also the impact on human well-being. Based on the data of 30 provincial administrative regions in China from 2004 to 2017, the comprehensive efficiency (CE) of China's industrial sector was measured and decomposed. The results show that the industrial production efficiency (IPE) is much higher than the EWE, and the improvement of the EWE will be the key to realize the green transformation of China's industry. On this basis, considering the effects of spatial interaction, the spatial Durbin model was established to analyze the driving factors of EWE. Finally, this research puts forward promotion path of industrial green development.

What factors determine the survival of green innovative enterprises in China? -- A method based on fsQCA

Increasingly serious environmental problems have generated a large number of small and medium-sized green innovative enterprises. Against the background of rapid technological changes and increasingly fierce market competition, survival is the main problem faced by these enterprises. Exploring the mechanisms and core elements that determine the survival of green innovation enterprises is of great practical significance for improving the survival probability of green innovation enterprises and achieving environmental improvement through green innovation.In this paper, twenty-nine enterprises that have won the title of “Top 10 Green Innovative Enterprises” in China are considered the research objects, and the fuzzy set qualitative comparative analysis (fsQCA) method is used to examine the path combinations that affect the survival of enterprises from the perspectives of resource-based and dynamic capabilities. The findings are as follows. First, government support is key to the survival of green innovative enterprises; second, China's green innovative enterprises have a research and development dilemma, and only matching high R&D capacity with product competitiveness can enhance their survival capabilities; and third, the lack of resource base capacity is the key factor affecting the failure of green enterprises, and dynamic capacity is the key factor for the survival of green innovative enterprises. The main contribution of this paper to the field of management is that enterprises must always pay attention to the coordinated development of internal resource-based capability and external dynamic capability. Conversely, the Chinese government should provide high R&D support to enterprises with competitive products so that these enterprises can rapidly grow into leading enterprises through continuous innovation and drive the sustained and rapid development of China's green innovation industry.

Value chain reconstruction and sustainable development of green manufacturing industry

In recent years, sustainable development has become the goal pursued by all mankind. In such an era, the concept of green manufacturing industry has been put forward. While manufacturing industry gains rapid development by taking advantage of this opportunity, it also faces greater competition. Sustainable development is a "double-edged sword" for the manufacturing industry. It not only brings unlimited opportunities for the long-term development of the manufacturing industry, but also makes the strategic operation of the manufacturing industry full of unpredictable risks. The main purpose of this study is how to carry out green innovation from the strategic level for the manufacturing enterprises in this revolution. This study integrated application of green sustainable development theory, enterprise theory and enterprise strategic innovation theory, combining the particularity of manufacturing enterprise, from manufacturing enterprise strategic operating level, the system of manufacturing enterprise for sustainable development opportunity and risk, environmental competitiveness assessment, the green value chain innovation, green organizational design, and performance evaluation of green and so on, to guide our manufacturing enterprises how to abandon the traditional energy-intensive, highly polluting manufacturing enterprise management mode, to somewhere in the world, every year rose nearly 76 % of manufacturing output in terms of our country, It is of great practical significance to carry out green strategy innovation in manufacturing enterprises.

Driving-paths of green buildings industry (GBI) from stakeholders’ green behavior based on the network analysis

The development of green buildings industry is significant to achieve global sustainable development goals. In China, the level of green buildings industry has great development space. However, the adoption of green buildings is often hindered by complicated behavior of different stakeholders to some extent. This research aims at analyzing the complex relationships among stakeholders’ green behavior and exploring the driving-paths for green buildings industry based on the network analysis. The green behavior system of six major stakeholders was constructed based on the previous literatures. Then, whole-network analysis explores the visual relationships through questionnaires data, while ego-network analysis presenting by upwards and downwards structure mines the vital driving-paths for green buildings industry. Finally the study reveals, (i) the end-users are critical to the development direction of green buildings industry; (ii) when issuing the incentive policies for green buildings, government should consider creating trade-offs between the incremental cost and profit; (iii) as the main body of green innovation, designers and suppliers are overdependent on governmental incentives. Strategically, these findings provide a visual analysis model for stakeholders to carry out green strategies and transformation upgrading.

Can technology R&D continuously improve green development level in the open economy? Empirical evidence from China's industrial sector.

Applying a global DEA model based on non-radial directional distance function, this paper constructs a comprehensive efficiency index to estimate green development level and further identifies the influencing mechanism of technology R&D on green development in China's industrial sector. The results demonstrate that the level of green development in China's industrial sector declined year by year and the average was 0.27, and it also shows significant regional characteristics within the sample period. Besides, the environment pollution transferred from the east to the central and the west. In addition, the results also indicate that there is a threshold effect for the impact of technology R&D on China's industrial green development. Based on the volume of the trade openness, this effect presents a "N"-type characteristic that tilts to the right. According to the research results, the corresponding policy recommendations are put forward, which may be of great importance to improve the green development level in China's industrial sector.

Research on the Calculation and Influencing Factors of the Green Development of Regional Industry in China

From the perspective of input, this paper focuses on the link of resource conservation in the development of industry, and regards the reduction of the amount of resources consumed under the same technical conditions as the development of green industry. The expected energy consumption, power consumption and water consumption calculated on the basis of the technical level in the base period are compared with the actual consumption, and the difference between the obtained resource consumption and the actual consumption is used to represent whether the industrial development is green, and the monetization treatment is carried out to quantitatively measure the proportion of the green part in the industrial added value, so as to measure the output of 30 provinces (municipalities, autonomous regions) in 2004-2017 Green development effect and level of the industry. Then, according to the measured industrial green value, the panel data regression model is used to analyze the influencing factors. The empirical research results show that the economic development level, the proportion of the tertiary industry, the high-tech level and the total investment in environmental pollution control have a significant role in promoting the development of industrial green. It shows that there are some differences in the level of green development of industries in all provinces (cities and autonomous regions), so we can improve the overall level of green development of regional industries by adjusting measures to local conditions and classifying measures.

Research on the Development of Green Building Industry in China

Architecture is important to people’s lives and production. However, while various buildings play an active role, the problems of environmental pollution and excessive energy consumption caused by construction are gradually emerging. If the problems are not resolved, they will have an adverse impact on people’s sustainable development. Under such circumstances, green building industry can be produced and developed. The problems of construction pollution and excessive energy consumption in China are also very serious. Under the above background, this paper has carried out research on the development of green building industry in China. In terms of specific content, this article analyzes the reasons for the development of green building industry in China, explores the development status and problems of green building industry in China, and finally puts forward some suggestions for promoting the better development of green building industry in China.

How do energy policies affect industrial green development in China: Renewable energy, energy conservation, or industrial upgrading?

The industrial sector has accounted for approximately 70% of China's total energy consumption over the past 30 years. Achieving green development is thus an important strategic goal of the Chinese industrial sector. The Chinese government has adopted various energy policies to facilitate industrial green development. Due to their different goals, these policies may have different impacts on the promotion of green development in the industrial sector. Using panel data on 31 provinces from 2007 to 2014, we examine the effects of three types of energy policies—renewable energy, energy conservation, and industrial upgrading—on industrial green development in China, measured using reduced energy intensity. Our empirical findings suggest that all three types facilitate industrial green development. However, effectiveness varies by policy type and region. Renewable energy and energy conservation policies have stronger impacts than policies aiming at upgrading traditional fossil fuel industries. Moreover, it takes longer for the effectiveness of industrial upgrading policies to be manifested, compared with the other two types. We discuss the implications of these empirical findings for future policymaking in promoting industrial green development.

Research on China’s Industrial Green Development based on the Pressure-State-Response Model

This study developed a system to evaluate China’s industrial green development based on the Pressure-State-Response (PSR) model. After analyzing the unbalanced industrial green development among China’s four major economic regions, the study found that strengthening technological research and development and brain gain is the key to promoting potential and inter-regional coordination for industrial green development.

Industrial demand-side flexibility: A key element of a just energy transition and industrial development

In many countries, industry is one of the largest consumers of electricity. Given the special importance of electricity for industry, a reliable electricity supply is a basic prerequisite for further industrial development and associated economic growth. As countries worldwide transition to a low-carbon economy (in particular, by the development of renewable energy sources), the increasing fluctuation in renewable energy production requires new flexibility options within the electricity system in order to guarantee security of supply. It is advanced in this paper that such a flexibility transition with an active participation of industry in general has unique potential: It will not only promote green industrial development, but also become an engine for inclusive industrial development and growth as well as delivering a just transition to a low-carbon economy. Given the high potential of industrial demand-side flexibility, a first monitoring approach for such a flexibility transition is illustrated, which bases on a flexibility index. Our flexibility index allows for an indication of mis-developments and supports an appropriate implementation of countermeasures together with relevant stakeholders. Hence, it holds various insights for both policy-makers and practice with respect to how industrial demand-side flexibility can ensure advances towards an inclusive, just, and sustainable industrial development.

Research on the Performance Evaluation of Green and Low-Carbon Industrial Development in Gansu Province

Having rich natural resources and important strategic location, Gansu province was deployed with a large number of key industries after the liberation of the country. However, most of these industries have high-carbon and high-emission, which not only cause more serious damage to the already fragile ecological environment, but also restrict the green and low-carbon development of industry in Gansu province. Based on the analysis of the status quo of industrial green and low-carbon development in Gansu province, this paper evaluates the performance of industrial green and low-carbon development in recent 10 years, and then puts forward the countermeasures for green and low-carbon development.

This conference is organized by the Faculty of Engineering, University of Sumatera Utara (USU) Indonesia as an annual event to celebrate the anniversary of Faculty Engineering. The conference cover wide area of engineering: Mechanical Engineering, Civil Engineering, Electrical Engineering, Chemical Engineering, Industrial Engineering, Environmental Engineering, Architecture. The TALENTA-CEST 2019 program consists of interactive presentation sessions and keynote presentations from experts in the related field.The theme for TALENTA-CEST 2019 was sustainable infrastructure and technology for industry and community. This theme was in line with the mission from Indonesian Government to build and to improve the infrastructure in Indonesia. Along with this theme, the conference committee has selected eight sub themes including sustainable infrastructure, sustainable energy technologies, sustainable environmental management, sustainable energy policy, biomaterial, green industrial management and development, computational for energy system and material and ICT for energy system and material.TALENTA-CEST 2019 was held at Grand Aston Hotel Medan on 17th October 2019 and was attended by four keynote speakers including: Prof. Mohammed Taherzadeh from University of Boras (Sweden), Prof. Toru Matsumoto from University of KitaKyushu (Japan), Prof. Badorul Hisyam from University of Sains Malaysia (Malaysia) and Prof. Dr. Ing Johannes Tarigan from Universitas Sumatera Utara. These speakers were allocated into two keynote sessions. Furthermore, 149 authors have presented their papers in 5 parallel sessions.
