Blue Economy and the Impact of Industrialisation on Sustainable Livelihoods: A Case Study of Fisheries in the North Coastal Region of Java

This research explores the impacts of the blue economy and industrialisation on sustainable livelihoods in the coastal areas of the North Coast of Java, with a particular focus on the fisheries sector.The main objective of this research is to analyse how changes in blue economy practices, which include sustainable marine resource management approaches, interact with industrialisation processes and their impact on the survival of local fishing communities.The research method used was qualitative with a case study approach, where data was collected through in-depth interviews with fishermen, government officials, and relevant stakeholders, as well as direct observation in the field. Data analysis was conducted using thematic analysis techniques to identify patterns and significant relationships between the factors involved.The results of this study show that industrialisation in the coastal areas of Java's North Coast has vital and complex impacts on the sustainable livelihoods of local fishing communities. On the one hand, industrialisation provides new economic opportunities, such as jobs in the fishing and manufacturing sectors, which can increase community income. However, on the other hand, negative impacts on the aquatic environment due to industrial activities and overexploitation of natural resources threaten the sustainability of the marine ecosystem, which is the main source of livelihood for fishermen.The managerial implications of these findings emphasise the need to integrate blue economy policies with the maturity of sustainable industrial development planning. Policy development that accommodates the needs of local ecosystems and fishing communities, with a pattern of regulating marine protected zones and supporting the shift to environmentally friendly fisheries practices, is key to ensuring the sustainability of fishers' livelihoods and healthy coastal ecosystems. This research provides important insights for policy makers and practitioners involved in marine fisheries resource management and industry development in coastal areas.

Land use and runoff effects on tidal creek ecosystem metabolism

Tidal creeks connect coastal lands and estuaries and are important conduits of watershed runoff and pollutants. With expanding urban development in many coastal areas, increased stormwater runoff to tidal creeks has the potential to increase nutrient loading, shift salinity regimes, and change ecosystem functions. To better understand these linkages, we measured dissolved oxygen (DO), water levels, salinity, and temperature for over 1 yr at 6 tidal creeks in Alabama and western Florida, USA. We coupled these measures with watershed-model (Soil and Water Assessment Tool) estimates of nutrient (NO3-, NH4+, and mineralized P) loading, flow, and other available watershed data. We estimated gross primary productivity, ecosystem respiration (ER), and net ecosystem metabolism (NEM) and found that all creeks were heterotrophic throughout the study period and frequently experienced periods of low DO. Our results did not identify a direct relation between urban land use and metabolism measures. Stepwise regression models showed that temperature, salinity fluctuations, and nitrogen loading were associated with seasonal measures of ER and NEM, which may be related to agricultural land use in some watersheds. We also noted that severe declines in DO related to ER occurred in most creeks following rainfall events associated with tropical cyclones. While this study indicates that low- to moderate-density residential development in this region may not readily elicit a response in ecosystem metabolism, runoff factors associated with land use change and excessive precipitation were related to metabolism. Further research is needed to understand how these stressors may interact to influence tidal creeks and the larger estuary.

Growing pains in upscaling: A constructive technology assessment of sea lice treatment innovations in the stagnating Norwegian aquaculture regime

Innovations that scale up, often have unintended, adverse effects. Dealing with adverse effects is especially challenging in bioeconomy transitions, in which the large-scale deployment of innovations may generate severe environmental damages. This study looks at the case of Norwegian aquaculture which has been embraced as a model to revitalize rural livelihoods and foster regional development in coastal areas, but currently faces stagnation. The main cause for the industry’s stagnating development is a parasitic sea lice, which treatments have adverse effects on ecology and fish welfare. We perform a Constructive Technology Assessment (CTA) involving diverse stakeholders in a Multi-Criteria Mapping (MCM) exercise on the viability, opportunities, and risks of different treatment options to cope with sea lice in Norwegian aquaculture. We find that this method is well-suited to identify diverse anticipatory views on possible solutions to the sea lice problem, allowing decision-makers to identify more democratic, holistic, and sustainable pathways to upscale the bioeconomy.

Spatial benefit assessment and marine climate response of coastal zone in Fujian Province under cross-system influence.

To gain a scientific understanding of the cross-system impact of coastal zones and promote the sustainable development and protection of coastal areas, we constructed a spatial benefit evaluation system that encompassed both terrestrial and marine systems, focusing on the ecological, economic, and social dimensions. We employed the entropy method, moving average method, and Mann-Kendall trend test to quantitatively characterize the spatial benefits of the coastal zone in Fujian Province, China, and the evolution of the marine climate from 2005 to 2020. Building on this, the grey relational analysis method was applied to investigate the correlation between spatial benefits and marine climate and to explore the trends and magnitude of the impact of marine climate on spatial benefits. During the study period, the spatial benefits of the coastal zone in Fujian Province exhibited a fluctuating pattern of an initial increase followed by a decrease, with spatial benefits varying among cities. The role of the economic system in enhancing spatial benefits was not considerable. Changes in the marine climate aligned with the global warming trend, with the most considerable changes observed in sea level and tropical cyclone frequency and intensity, which are sensitive to human activities. There was a high degree of correlation between coastal zone spatial benefits and marine climate, with seawater salinity being most closely related to spatial benefits, while tropical cyclones showed the weakest correlation. The results of this study support sustainable development efforts in coastal zones.

Monitoring and Evaluation of Coastal Ecological Carrying Capacity in the Context of Sustainable Development: A Case Study of Shandong Province

The research on coastal ecological carrying capacity holds great significance for the sustainable development of coastal areas and is a focal point of the United Nations Sustainable Development Goals (SDGs). This study coupled multi-source data and ecological analysis models to construct a multi-level evaluation system and analysis method for the coastal ecological carrying capacity of Shandong Province so as to realize the dynamic monitoring and evaluation of the coastal ecological carrying capacity of Shandong Province from 2010 to 2020. The results indicated: (1) The ecological carrying capacity of the coastal zone in Shandong Province showed a “U”-shaped development trend, with 2016 being a turning point. (2) The economic development–social support system gradually became the main force driving the overall improvement of coastal ecological carrying capacity. (3) The system coupling coordination degree of ecological carrying capacity in the coastal areas of Shandong Province showed a trend of first decreasing and then increasing, with a high level of internal coupling coordination of carrying capacity. (4) Per capita GDP, environmental protection investment, per capita water resources, and other indicators were the main factors driving the changes in the ecological carrying capacity of the coastal zone. This study aims to provide methodological reference and data support for coastal ecosystem monitoring, assessment, and climate change response.

Fishermen Community Participation in Tiku Awareness Tourism Group on Sustainable Tourism Development.

Implementing sustainable tourism development within tourist villages has emerged as a growing trend in the tourism industry, catering to the contemporary needs of tourists and serving as a valuable economic resource. It is also regarded as a gauge of the successful execution of sustainable tourism within local communities, exemplifying their active involvement in harnessing the tourism potential of their regions. This article seeks to chronicle the execution of sustainable tourism development in coastal areas, focusing on village-based tourism due to its profound impact on local economies and the transformations in people's ways of life. To illustrate this, a case study was conducted in South Tiku Village, Tanjung Mutiara District, Agam Regency. The research employed a descriptive qualitative modeling approach and in-depth interviews involving village stakeholders, the Awareness Tourism Group (Kelompok Sadar Wisata), and the South Tiku Tourism Village community. As a result, it became evident that the residents of Tiku Tourist Village have effectively harnessed their village's potential through sustainable tourism development. This is substantiated by the notable increase in income among the South Tiku Tourist Village community, primarily attributable to tourism-related activities. Furthermore, this transformation has seen former fishermen transition into tourism entrepreneurs, reshaping their livelihoods.

Monkey mortality in Costa Rica is due, in most cases, to anthropogenic factors, such as deforestation, forest fragmentation, lack of tree connectivity, and tourism development in most coastal areas. The latter factor has caused the death of at least 450 monkeys per year due to electrocution, as a result of the increase in electrical wiring that has arisen in the different regions with urban development. Faced with this threat, proposals have been developed to avoid the danger, such as the construction of appropriate passage infrastructure for monkeys, the placement of insulated wiring, and the protection of electrical transformers. Using the morphometric measurements of the four species of monkeys native to Costa Rica (Alouatta palliata, Ateles geoffroyi, Saimiri oerstedii, and Cebus imitator), a model of safe and functional aerial passages or bridges for them was designed, the foundations of which are discussed in this article.

Can New Energy Become a Breakthrough for Economic Development—Based on Clean Development Mechanism Projects in Less Developed Coastal Cities

Coastal cities have the natural resource endowment and location advantages to develop new energy. However, heterogeneity in the economic development of China’s coastal cities has led to differences in the outcomes of environmental regulatory policies and related programs. To elucidate the difference, this paper obtained 5074 clean development mechanism (CDM) projects, which serves as a key instrument of the Kyoto Protocol designed to assist developing countries in achieving sustainable development through project-based emissions reductions and conducted a causal identification through quasi-experiment. And DID as well as DDD models are applied to identify the CDM effects on cities’ economic development. Main findings are: (1) Through the DID regression, this paper finds that the development of CDM projects have promoted the development of the city’s economy and lead to the upgrading of cities’ industries. (2) The promoting effects in economic development and employment are more prominent in coastal cities with high levels of economic development. (3) CDM can better facilitate economic development and employment in less developed coastal areas when implemented in conjunction with economic promoting policies. By applying quasi-experimental methods, including DID and DDD models, the research introduces a novel approach to assess the causal effects of CDM projects on city economies, offering fresh insights into sustainable development policies.

Ecological Effects of the Huge Invasive Species Removal Project in Coastal China.

Saltmarsh wetlands are recognized as some of the most ecologically valuable yet vulnerable ecosystems globally. However, since the 1970s, saltmarsh wetlands in coastal China have been seriously threatened by the invasive Spartina alterniflora. Although the Chinese government has initiated a nationwide S.alterniflora removal project, the potential benefits and risks of this project remain unknown. Here, we focus on the Yangtze River Estuary Saltmarsh Wetland (YRESW) and simulate its future ecosystem structure, function, and quality under three scenarios based on remote sensing and field investigation data. The simulation scenarios include the absence of a removal project, natural regeneration postproject (NRP), and planted restoration postproject. The results show that the removal project will reverse the escalating invasion trend of S.alterniflora in the YRESW. Compared to the baseline year of 2022, there is a remarkable increase in ecosystem structure (composition: +107%, configuration: +27%) and ecosystem quality (+10.5%) under the NRP scenario. Although blue carbon storage sharply decreases under both scenarios involving project implementation, planted restoration can restore YRESW's carbon sequestration capacity to 0.19 Tg C per year, achieving 87% of the carbon storage present before the project. This study underscores the necessity of comprehensive and detailed risk assessments in ecological projects, particularly when dominant species are involved. Our findings hold significant implications for stabilizing coastal wetland ecosystems and promoting sustainable development in coastal areas.

Research on the Management of Residents in Resettlement Communities in the Yellow River Beach Area: A Case Study of H Community in Jinan City

In recent years, China has attached great importance to the development of the Yellow River coastal areas and formulated many promotion policies for this purpose. The relocation and resettlement of residents in the Yellow River beach area is one of them. The implementation of this measure has enabled the people in the beach area to move out of the Yellow River coast in an orderly manner, ensuring the safety of residents and making their lives more convenient. At the same time, it also promotes the construction of new rural communities. H community is a typical community for relocation in Huanghe Beach District, Jinan City. This study conducted semi-structured interviews with residents of different identities and occupations in the H community, and conducted field research for a period of time to point out the governance status and difficulties of the H community. Based on the research, suggestions were proposed for similar communities and problems.

Investigating spatiotemporal coastline changes and impacts on coastal zone management: A case study in Pearl River Estuary and Hong Kong's coast

Changes in coastlines and coastal zones reflect human activities and global changes. Using Landsat imagery from 1998 to 2021, the temporal and spatial variation characteristics of coastlines and the coastal zone land-use/land-cover (LULC) in Pearl River Estuary and Hong Kong's coast were studied during this period, followed by an analysis of how human activity affects coastline changes, in an attempt to provide a basis for decision-making in coastal zone management. Our results show that the coastline expanded outward, demonstrating an obvious trend that featured increasing length. The coastal zone was observed to primarily comprise construction land and woodland, of which the construction land displayed significant growth in contrast to the woodland's decreasing trend, indicating that the coastline was changing from natural to artificial in character. Human activity in the coastal zone had a significantly positive impact on the coastline length. While the amount of coastline in all sub-regions of the study has increased overall, the coastline length in Guangzhou-Dongguan, in particular, exhibited the greatest growth. During analysis, a positive correlation emerged between coastline length and fractal dimension, in particular, the correlation between Shenzhen coastline length and fractal dimension demonstrated the highest level among the four sub-regions studied. With the exception of Hong Kong, construction land increased significantly in all coastal areas and encroached on other types of land, such as cultivated land and woodland. In addition, except for Hong Kong, human disturbance in the coastal zone increased. Among all study areas, Shenzhen revealed a significant increase in human disturbance over the period of interest, exhibiting the highest level of this factor among the sub-regions of the study. These findings could potentially facilitate effective coastal zone management to achieve sustainable development in coastal areas.

Doing nothing is no solution: Coastal erosion management in Guardamar del Segura (Spain)

Human activities like dam construction in rivers and urban development in coastal areas, combined with climate change, are degrading coastal systems. As a result, many European countries have implemented laws and strategies to protect their shorelines. This research focuses on Guardamar del Segura in Spain, where human actions in the Segura River basin and changes in wave patterns have significantly damaged the beach-dune system, with erosion rates reaching −0.71 m/year. If these rates and extreme climate events continue to rise, the shoreline will keep retreating, leading to the destruction of beachfront houses and parts of the dune surface by 2050. This will cause changes in land ownership and irreversible ecological damage to the natural ecosystem. The Spanish Public Administration's inaction on coastal protection is due to a lack of coordination between government levels, insufficient technical tools to combat erosion, and inadequate legal mechanisms to fund protective measures. In contrast, countries like Germany, the Netherlands, and the United Kingdom have effective models in place. Potential solutions for Guardamar del Segura include beach and dune restoration or adding sand through revetments. Another option is a managed retreat of the most vulnerable buildings to avoid continuous repair and maintenance costs. Coastal erosion is a growing issue, and preserving our coastal ecosystems requires proactive measures, so doing nothing is no solution.

How do storm surge disaster losses affect economic development?: Perspectives from disaster prevention and mitigation capacity

Storm surge disasters have caused devastating losses to coastal areas, making disaster prevention and mitigation capacity (DPMC) critical in promoting high-quality and sustainable economic development. In this paper, the systematic construction of a comprehensive index of storm surge disaster losses (SSDLs) and DPMC in China is described respectively. Then, panel fixed effect and threshold models are established to explore the relationship between SSDLs and economic growth, in particular, the moderating effect of DPMC. Our results reveal that, from 2006 to 2019, SSDLs exhibit an inverted N-shaped trend, with losses gradually decreasing from south to north. DPMC has been increasing but has visible spatial differences. Notably, SSDLs have a significant negative impact on economic development in China's coastal areas, however, DPMC can play an effective role in mitigating and regulating these negative shocks. With the continuous improvement of China's disaster prevention and mitigation system, SSDLs can be largely offset. Heterogeneity analysis shows that DPMC is most effective in the sample with a high SSDL, low DPMC, and in the southern marine economic circle in China. Further, the robustness tests are ensured by replacing measurement method, replacing GDP per capita with night-time lighting data, and replacing econometric models. Importantly, our study highlights the crucial non-linear role of DPMC in reducing the losses caused by storm surge disasters and promoting sustainable economic development. These findings provide valuable insights for policymakers to improve capacity building and subjectivity, regional cooperation and ensure the economic resilience of coastal areas in the face of storm surge disasters.

Temporal-spectral-semantic-aware convolutional transformer network for multi-class tidal wetland change detection in Greater Bay Area

Coastal tidal wetlands are crucial for environmental and economic health, but facing threats from various environmental changes. Detecting changes of tidal wetlands is essential for promoting sustainable development in coastal areas. Despite extensive researches on tidal wetland changes, persistent challenges still exist. Firstly, the high similarity among tidal wetland types hinders the effectiveness of existing common indices. Secondly, many current methods, relying on hand-crafted features, are time-consuming and subject to personal biases. Thirdly, few studies effectively integrate multi-temporal and semantic information, leading to misinterpretations from environmental noise and tidal variations. In view of the abovementioned issues, we proposed a novel temporal-spectral-semantic-aware convolutional transformer network (TSSA-CTNet) for multi-class tidal wetland change detection. Firstly, to address spectral similarity among different tidal wetlands, we proposed a sparse second order feature construction (SSFC) module to construct more separable spectral representations. Secondly, to get more separable features automatically, we constructed temporal-spatial feature extractor (TSFE) and siamese semantic sharing (SiamSS) blocks to extract temporal-spatial-semantic features. Thirdly, to fully utilize semantic information, we proposed a center comparative label smoothing (CCLS) module to generate semantic-aware labels. Experiments in the Greater Bay Area, using Landsat data from 2000 to 2019, demonstrated that TSSA-CTNet achieved 89.20% overall accuracy, outperforming other methods by 3.75%–16.39%. The study revealed significant area losses in tidal flats, mangroves, and tidal marshes, decreased by 3148 hectares, 35 hectares, and 240 hectares, respectively. Among the cities in GBA, Zhuhai shows the most significant area loss with a total of 1626 hectares. TSSA-CTNet proves effective for multi-class tidal wetland change detection, offering valuable insights for tidal wetland protection.

Sea Level Variability Assessment along the African Coast

Studying changes in the sea level is essential for the sustainable development of coastal areas. The aim of this study was to analyse time series and investigate the regional variability of the sea surface and the effect of individual factors on its behaviour. In this study, we utilised the most recent satellite altimetry data (over a period of 29 years, i.e., from 1993 to 2022) and tide gauge observations (long-term time series) in order to estimate changes in the sea level. Unlike in previous studies, the rates of the sea level changes around the entire African coast were determined. In addition, time series of the changes in the sea surface temperature and salinity were used to determine the rate of changes arising from the thermal expansion of the ocean. The regional rate of the sea level rise between 1993 and 2022 deviated significantly from the global average, with values ranging from 2.48 to 5.44 mm/year (based on satellite altimetry data, depending on the location of the point).

The Bogowonto River estuary is a coastal area in the open water category because it faces the Indian Ocean directly, it has high wave energy, which will cause erosion and abrasion, and the presence of mangrove and pond ecosystems (silvofishery) can support the development of coastal areas as conservation land. So it is necessary to conduct research to examine the influence of soil physical properties on silvofishing and determine the types of mangroves in the Bogowonto River estuary area. The method used was a survey, where soil samples were tested at the Yogyakarta BPTP Laboratory and the Yogyakarta "Veteran" National Development University at a depth of 0–20 cm and 20–40 cm. Sampling was conducted in a zigzag method from the left (near the pond) and right sides of the river. The results of the research found that there are 2 types of mangroves, namely the Tan cang (Bruguiera sp.), which grows far from the coastline and close to fish pond areas (silvofishery), has a has a relatively stable pH, is dominated by clay texture, and has a low salinity level. White Mangrove (Avicennia sp.) grows near the coastline, with a dominant sandy loam texture, low-normal pH, and high salinity levels. Mangroves that grow along the southern river in the presence of silvofishery can help with the deposition process of mud that is transported along the river and maintain the sustainability of fish populations, and litter from mangroves tends to increase the organic matter content of the soil.

Dynamics of Agricultural Development in Coastal Areas and Small Islands; Criticism of Human Resource Management in Local Government Organizations

Agricultural development must be the government's main focus to achieve comprehensive and serious economic development for society. The (Regional) Government as a public organization holding autonomous rights to determine policies to increase agricultural development must begin to prepare. What many experts have highlighted is the role of Regional Government in regional development in terms of human resources, namely the existence of a personnel system called bureaucracy. Every organization needs to develop human resources (HR) through improving performance to have abilities, skills, and positive attitudes to carry out their duties well. Experts and scholars say that three concepts among the many are highlighted in the aspect of bureaucratic resource management to improve employees' work, namely organizational justice, organizational politics, and work commitment. The research aims to determine and analyze the achievements of implementing agricultural development; and to know and analyze the respective relationships between organizational justice, organizational politics, and work commitment on employee performance in agricultural development. Use a quantitative approach to causality design. Take the case of Wakatobi Regency with its unique coastal areas and small islands. The sample was 225 employees or around 44% of the total sample of 514 people. The number of samples was determined by Slovin calculation and then taken at simple random. Primary data was obtained through distributing questionnaires, and secondary data from economic reports from authorized institutions. Data were analyzed using the SEM-AMOS approach. The results of the analysis found that development in Wakatobi Regency is supported by the agricultural and fisheries sectors. Its role is very dominant in GRDP, but it has not shown a direction that is in line with economic growth because it has experienced a decline. One of the aspects highlighted is that the performance of local governments in agricultural and fisheries development has not been optimal. The theoretical implication is that development performance analysis must use variables and indicators from empirical factual data (non-perception) through GRDP values and economic growth. Because, it has been proven that aspects of implementing human resource management through organizational politics and organizational justice have been proven to have a significant influence on performance, while work commitment is not yet significant. Practical implications for the government as a development policy formulator are to evaluate the development approaches that have been carried out, as well as regional leaders and leaders of regional apparatus implementing units (OPD) to pay attention to employee work commitment because our findings prove that their role is still weak in carrying out their duties and functions as ASN.

How Does Foreign Direct Investment Impact the Sustainable Development? Empirical Evidence from China’s Coastal Areas

As one of the important driving forces of sustainable development in coastal areas, foreign direct investment (FDI) has provided new ideas for exploring optimal strategies. This analysis explores the linear impact of FDI on sustainable development in coastal areas with 53 cities in China from 2012 to 2020. Accordingly, a dynamic panel smoothed transition regression (PSTR) model is used to analyze the non-linear impact of FDI on sustainable development, with transition mechanisms of industrial structure and technological innovation level. The findings reveal that the non-linear effect of FDI on the sustainable development of coastal areas is obvious. When the coastal area’s industrial structure is more optimized, and the level of technological innovation is higher, the promotion effect of FDI on sustainable development is more obvious. Further, the threshold effect of industrial structure and technological innovation is different. The threshold conversion rate of industrial structure is faster, but the threshold effect of technological innovation is stronger. Regionally, the impact of FDI on the sustainable development of coastal adjacent areas is significant, but not on the sustainable development of inland areas due to the few FDI inflows. This analysis offers guidance for policymakers to further develop the tertiary industry, increase financial investment in innovation in coastal areas and encourage enterprises to improve their independent innovation capacity.
