Implementation Of Population Administration Policy (Study of Incoming Move-in Registration Residents in Katapang sub-district, Bandung Regency)

This research is driven by the observed shortcomings in the effective implementation of policies related to population administration, particularly concerning the registration of migrants. The research background highlights the following identified problems:1. The inquiry into the execution of population policies in the data migration process of residents within Katapang Sub-District, Bandung Regency.2. Examination of the factors influencing and supporting the resettlement process in Katapang District, Bandung Regency.3. Evaluation of the efforts made by the Katapang District regarding the transfer of registrations from residents within the district.The research employs the policy implementation theory of George C. Edwards III, encompassing Communication, Resources, Disposition, and Bureaucratic Structure. Based on this theoretical framework, the researchers posit the following propositions: the optimal execution of the Policy on the Implementation of Population Administration involves considerations of communication, resources, disposition, and bureaucratic structure dimensions.The chosen research method is descriptive with a qualitative approach. Data is gathered through literature review, participant observation, in-depth interviews, and documentation. The findings of this study reveal suboptimal implementation of policies related to population administration, particularly in the registration of migrants by the Katapang District, Bandung Regency. Indications of this suboptimality include a lack of intensive socialization and information dissemination regarding the registration of migrant residents and insufficient human resources dedicated to facilitating the population's relocation.

Screen‐printed dual‐band wearable textile antenna incorporated with EBG structure for WBAN communications

SummaryA dual‐band, wearable coplanar microstrip patch antenna (CPW) integrated with electromagnetic bandgap structure (EBG) to operate dual wireless bands at 2.48 GHz industrial, scientific, and medical band (ISM) and 5.2 GHz WLAN. The proposed textile wearable antenna and EBG structure are screen‐printed using silver conductive ink on the cotton polyester substrate (εr = 1.6) for flexible wearable applications. A 3 × 3 EBG array is realized by a concentric square patch surrounded by the annular square ring to reduce back radiation and increase the forward gain and front‐back ratio. The proposed EBG‐backed antenna, compared with the conventional CPW‐fed antenna, improves forward gain from 2.18 to 6.59 dB at 2.48 GHz and 3.5 to 7.03 dB at 5.2 GHz. Moreover, the EBG array is used to isolate the human body from the antenna and reduces the specific absorption rate (SAR). The antenna is performed with a human phantom tissue model, which exhibits a specific absorption rate of 0.12 W/kg, and 0.260 W/kg for 1 g tissue at 2.48 GHz and 5.2 GHz, respectively.

Understanding Monetary Policy Communication in a Small and Open Economy Under an Exchange Rate Anchor: The Case of North Macedonia

ABSTRACT The aim of this paper is to provide insights into the readability, structure, and tone of monetary policy communication in the case of the National Bank of the Republic of North Macedonia (NBRNM), a small and open economy operating under an exchange rate anchor. The results indicate the NBRNM generally communicates with a neutral tone while its communication is complex in terms of syntax and structure. The dominant topic is inflation and financial markets, followed by monetary policy, economic growth, and the foreign exchange market. Further, topic proportions and tone are analyzed in relation to key macroeconomic indicators.

Implementation Of Public Service Digitization Policy In Gubeng Urban Village, Gubeng Sub-District Surabaya City (Study Of Surabaya Single Window (Ssw) Alfa Imlementation In Providing Public Services)

Surabaya Single Windows (SSW) Alfa is an innovation program for licensing and non-licensing services from the Surabaya City Government. Surabaya Single Windows Alfa is a development application from a previous application called Surabaya Single Windows which was launched in 2013. With the SSW Alfa application, residents of the city of Surabaya can process service requests online. Gubeng Village consistently serves residents by using the digitalization system provided by the Surabaya City Government. The aim of this research is to describe the implementation of the Surabaya Single Windows Alfa digitalization service program in Gubeng Village, Gubeng District, Surabaya City based on the theory of Successful Program Implementation according to George Edward III which consists of Communication, Disposition, Resources and Bureaucratic Structure. The method used in this research is descriptive qualitative by collecting observation and interview data. The research results show that the Surabaya Single Windows Alfa program has been running well. However, in its implementation there are still several obstacles that hinder the implementation of the program. The inhibiting factors found in this research are the need for equal understanding of the application of Surabaya Single Windows Alfa for human resources in Gubeng Village and the lack of socialization to the community regarding the Surabaya Single Windows Alfa program. This results in many people still not understanding the terms or documents required for the application.

Implementation of the Land and Building Tax Amnesty Program: A Case Study Analysis at the Regional Tax Service Agency

This qualitative descriptive study investigates the implementation of the Land and Building Tax (PBB) exemption program in Sidoarjo Regency, focusing on communication, resources, disposition, and bureaucratic structure. Employing purposive sampling, primary data was gathered through observation, interviews, and documentation. Utilizing Miles and Huberman's data analysis, the study reveals that all variables were fulfilled, with challenges arising from insufficient information dissemination by some villages and a shortage of billing staff. The Sidoarjo Regional Tax Service Agency (BPPD) is urged to innovate communication channels for direct community engagement and enhance staffing levels. This research provides valuable insights for policymakers and tax authorities globally, emphasizing the need for efficient communication strategies and resource allocation to ensure successful tax exemption programs. Diabetes Management Support in Preschool and Primary School: A Qualitative Ideation Study Presenting Recommendations for Improved Communicative Practice.

Diabetes care in institutional settings is a significant challenge that affects the whole family as well as care workers and teachers. The present study is the ideation part of a rigorous development process in the KIds with Diabetes in School (KIDS) project. We have previously conducted a thorough three-part needs assessment in which we explored the problem area from the viewpoints of (1) municipal administrative staff, (2) preschool and school staff and (3) families. Based on the identified needs and to a great extent on the contents and shortcomings of existing guidelines, the objective of the present study is to explore and develop possible solutions and recommendations for addressing the challenges and problems. To meet this objective, we held comprehensive multistakeholder participatory workshops in each of the five Danish regions. Five main themes with multiple subthemes were identified as areas to be addressed: (1) training and knowledge, (2) communication and collaboration, (3) the designated contact/support person, (4) national guidelines, and (5) the Diabetes Coordinator. Our findings demonstrate that communicative structures and dynamics are at the very heart of the identified problems and challenges and that the possible solutions should revolve around improving existing structures and highlighting the importance of constantly working on understanding and developing communication strategies. We propose a set of recommendations for practice based on these communicative needs.

Fast Local Rules Based Switching and Routing Within Multidimensional Torus Interconnect

Multidimensional torus networking topology has become widespread recently in the domain of high-performance computers, clusters, and grids, as well as in the domain of networks on chip. Torus represents an ideal communication structure with the shortest distance and multitude of alternative shortest paths between a pair of nodes. We study simple and powerful local packet forwarding (switching) rules that provide packet delivery with quasi-optimal load balancing and do not use tables of addresses (routes). Implementation of these rules in the form of micro-program code within switching nodes increases considerably network performance, security, and QoS. We use infinite Petri nets and reenterable models in the form of colored Petri nets for prototyping the multi-dimensional torus interconnect simulator to study and compare the packet forwarding rules. Then, an ad-hoc simulator of torus interconnect ts is implemented in the C language to provide high performance and the possibility of simulation over prolonged intervals of time. The simulation results acknowledge the advantages of local packet forwarding rules.

The meaning of the right to be heard for legal communication in the civil procedure

To the relationship between the court and the parties is used the approach as to a communication, which allowed to identify the procedural formalities as a mechanism to ensure the rights of the party in judicial communication and justify the idea of the right to be heard as a fundamental provision of modern Russian civil procedural law. Recognized in the Russian doctrine of civil procedure law components of the right to be heard and to be heard by the court proposed to consider as corresponding to the two essentials for procedural law elements in the structure of communication — transmission of a message that has a meaning for the subjects of communication, and the intent of the sender of the message to induce his recipient to take a certain action. The manifestation of the main condition of communication — mutual recognition by the subjects of communication — in the content of the principle to be heard and heard by the court was found. The significance of the motives of judicial decision as a condition for the effectiveness of one of the elements of the structure of judicial communication is substantiated.

Cash Assistance: Addressing COVID-19 Pandemic-induced Poverty

Utilizing a descriptive qualitative method with data gathered through observation, interviews, and documentation, the research identifies communication, resources, dispositions, and bureaucratic structure as critical factors. The findings reveal that the BST program in Gebang Village has been effectively executed, with robust communication facilitated through coordination meetings and outreach. Human resources, comprising village employees and supporting staff, demonstrate high commitment and operate within health protocol guidelines. Despite optimal implementation, challenges such as limited beneficiaries, social jealousy, and program discontinuation in 2022 are identified. The study underscores the need for addressing these challenges to enhance the program's sustainability and effectiveness. SOME MEDIA TEXT STRATEGIES

The dominant elements in the formation of the media text are informatinty, expectation, branch code, and implicure. These elements are appropriate to explicate the text communicative structure and pragmatic use. This paper clarifies that the classification of the media text as a pattern is based on its dominant theme, not on its linguistic structure. This theme is a sort of sending the information to the receivers through a communicative medium (such as the press, radio, or television). The sending represents an illocutionary act because the media is essentially based on the principle of unknownness, i.e. the dominant function of the media text lies in its informatinty, not in its linguistic structure. It is this informatinty that gives the text its shape because it is its main pragmatic element according to E. U. Große. This paper makes use of Robert De Beaugrande’s ideas of informatinty and expectation, and his understanding of the text as a process of a productive nature that requires a producer, production, events, and a receiver. The paper also makes use of Van Dijk’s view of the text as a unit of an interactive nature, and his belief that the event in its relation to the communicative act is parallel to the “meaning” in relation to the linguistic structure. The paper, to a certain degree, also makes use of Wolfgang Heinemann’s, Grice’s, and Klaus Brinker’s speculations of the strategies movement inside the communicative structure, and how it is these strategies that show the entity of what is termed the media text

Management of Road Paving Processes – Application Case

Infrastructure construction companies encounter numerous challenges in managing large and dispersed teams, along with fragmented or non-existent operational data. These challenges often result in delays, inefficiencies, and over-budget projects. Road pavement works are an example of this, as they heavily rely on expensive heavy construction equipment that requires detailed planning and real-time adjustments. Also, pavement quality is closely linked to the quality of the asphalt mixture in terms of viscosity and compactability, which is significantly influenced by temperature. This paper describes the features, challenges and results of a road paving real-time management system that was conceived in a co-creation environment with a construction company. Such a partnership has allowed to specify the requirements of such an application aligned with the identified needs of a real-world development. According with the state-of-the-art, this innovative system is unique in the way it is manufacturer-agnostic and designed to be compatible with most situations. It is also data production-oriented to allow future developments that may provide business analytics or scientific research in the road paving area. This work also presents the development of sensors such as a high precision geolocalized infrared matricial temperature sensor for the application of the bituminous mixture, the data and communication structure, and a web-based interface that manages the construction projects for different stakeholders.

Analytical discovery of dark soliton lattices in (2+1)-dimensional generalized fractional Kundu-Mukherjee-Naskar equation

<p>This research explored optical soliton solutions for the (2+1)-dimensional generalized fractional Kundu-Mukherjee-Naskar equation (gFKMNE), which is a nonlinear model for explaining pulse transmission in communication structures and optical fibers. Two enhanced variants of $ (\frac{G'}{G}) $-expansion method were employed, namely, extended $ (\frac{G'}{G}) $-expansion method and the generalized $ (r+\frac{G'}{G}) $-expansion method, based on the wave transformation of the model into integer-order nonlinear ordinary differential equations (NODEs). By assuming a series-form solution for the resultant NODEs, these strategic methods further translated them into a system of nonlinear algebraic equations. Solving these equations provided optical soliton solutions for gFKMNE using the Maple-13 tool. Through 3D and contour visuals, it was revealed that the constructed soliton solutions are periodically arranged in the optical medium, forming dark soliton lattices. These dark soliton lattices are significant in several domains, such as optical signal processing, optical communications, and nonlinear optics.</p>

Religious security as a component of the national security of Ukraine: actualization of the problem in wartime

The article updates the issue of religious security of Ukraine, which is a component of national security. For a long time, despite expert assessments, this problem was not taken into account by the state and society, however, religious security is an important part of general national security, and this issue is relevant not only for Ukraine. The article analyzes threats to religious security provoked by Russian armed aggression. The concept of the "Ukrainian world" as the living space of Ukrainians in its historiographical, axiological, ontological, and existential content should become the dominant basis for the formation of religious security in its relationship with national security. The main vectors for the need to observe the religious security of modern Ukraine and to prevent irreparable damage to the national and state security of Ukraine with the use of the religious factor are highlighted: legal and legal; social and civil; institutional and organizational; worldview-ideological; educational and educational; military chaplain. The authors draw attention to the danger of the existence in Ukraine of those religious organizations that are affiliated with the aggressor country - organizationally, historically, mentally, culturally, linguistically - and prove that the narratives promoted by these structures in sermons, communication, comments, and holo - even in the actions of their religious leaders, affirm in Ukraine foreign values of "Russian world", "one Slavic and Orthodox people", "Moscow - the third Rome", etc. The authors prove that the activity of anti-Ukrainian institutions should be banned. According to the authors, this does not contradict the principles of freedom of conscience and religion, but protects the Ukrainian people from hostile ideological and religious influences that led to a large-scale Russian-Ukrainian war.

Análise da percepção de médicos do Sistema Único de Saúde sobre o uso da teleinterconsulta em Campo Grande-MS, Brasil

Abstract This study aimed to analyze the perception of the use of teleconsultation by physicians of the Unified Health System in Campo Grande-MS, as an auxiliary tool for the care of SUS patients, addressing effectiveness, satisfaction and access to results, directed to physicians of different specialties. Of a total population of 127 professionals, 100 voluntarily participated in the survey. The results demonstrated that teleconsultation was perceived as advantageous, highlighting the exchange of knowledge (44.1%) and the reduction of waiting time (42.5%). Disadvantages included low investment in the operational structure (25.2%) and technical difficulties of communication (23.6%). Teleconsultation proved to be innovative, providing intense exchange of knowledge and reducing waiting time. Although it presents technical challenges, most physicians perceived it as effective and safe.

Human-Robot Haptic Communication and Accessible Assistive Technology

This research aims to empower disabled makers and engineers to participate in collaborative engineering activities. First, this research identifies barriers to and benefits of applying makerspace culture precepts to the creation of DIY Assistive Technologies (DIY-AT). From this data, we will be developing a hybrid online and in-person community for supporting DIY-AT makers. Simultaneously, this research aims to identify the basic structure and vocabulary of human haptic communication. From that data, we will design an anthropomorphic human-robot interaction for assistive technologies, using the haptic channel to facilitate fluid assistive interactions. Together, these become a program of research that will support disabled makers and engineering students in collaborating with diverse teams of other creators with improved situational awareness and collaboration.

Restructuring in the Equalization of Functional Positions in the Department of Education and Culture of Probolinggo Regency

Bureaucratic reform in government is anatural step to evaluate and improve the performance of government agencies. Two important aspects in bureaucratic reform are restructuring the organizational structure and changing the mindset of bureaucrats to prioritize public interests over personal interests. This reform includes simplifying the bureaucracy to two levels as well as transferring structural positions to functional positions based on certain expertise, skills and competencies, in accordance with the merit system. The aim of this researchis to describe and analyze policy implementation as well as to describe and analyze the driving and inhibiting factors in the implementation policy of restructuring the equalization of functional positions at the Probolinggo Regency Education and Culture Service based on Probolinggo Regent Regulation Number 14 of 2022 concerning Position, Organizational Structure, Duties and Functions and Governance. Regional Apparatus Work. The research method applied is a qualitative descriptive method. The theory used in this research is the theory of policy implementation put forward by George C. Edwards III, which includes indicators of communication, resources, disposition and bureaucratic structure. Data was collected through interviews, observation and documentation. The research results show that equalization of positions at the Probolinggo Regency Education and Culture Service is carried out in accordance with applicable regulations, but there are several challenges in its implementation, such as adjusting duties and functions, as well as increasing the competency of affected ASNs. The implication of this research is the need for a more comprehensive strategy in the management and development of human resources in the government environment to ensure better bureaucratic effectiveness and efficiency. It is hoped that the government, especially the Probolinggo Regency Education and Culture Office, this research can contribute ideas and input into the implementation of the restructuring policy for equalizing functional positions.

Mplementation of Public Services in the Outpatient Installation of RSUD Dr. Saiful Anwar Hospital

This research ismotivated by the implementation of public policy in the Outpatient Installation at RSUD Dr. Saiful Anwar, which was implemented to meet public health service needs. It aims to facilitate public access to services and speed up patient treatment time. They are guided by the regulations of East Java Province Regional Regulation No. 14 of 2016 concerning public services involving the community, medical personnel, and health workers in hospitals, where regulations that have been established relating to public services must be fulfilled. This research aims to describe and analyze the implementation of the Public Service Policy based on East Java Provincial Regulation Number 04 of 2016 concerning Public Services in Outpatient Installations at dr. Saiful Anwar. Thesecond objective is to describe and analyze factors that support and hinder the implementation of the Public Service Policy based on East Java Provincial Regulation Number 04 of 2016 concerning Public Services at Outpatient Installations at dr.Saiful Anwar.Meanwhile, researchers used George Edward III's theory using indicators of communication, resources, disposition, and bureaucratic structure for the theoretical basis. As an analysis step, researchers used descriptive qualitative research methods. The research results show the implementation of East Java Provincial Regulation Number 04 of 2016 concerning Public Services in Outpatient Installations at Dr. RSUD. Saiful Anwar has implemented it. Its implementation shows that the communication and coordination carried out are in accordance with established procedures. The budget allocation has considered equal distribution of each required program. The readiness of resources to carry out their duties can be proven through the suitability of their performance with the primary duties and tasks that have been assigned. As well as technical socialization of activities, it has also been received by all service implementation units in outpatient installations.

Communicative accentuation in Buryat emotive constructions

The article examines Buryat emotive constructions from the point of view of the communicative identification of participants in an emotive situation. The relevance of the study lies in the current general interest of linguists currently in the problem of the verbalisation of emotions. The novelty of the work lies in the application of an additional, communicative aspect to the study of the means of verbalising emotiveness in the Buryat language. The aim of the study is to identify the connection between the syntactic and communicative structure of a sentence, or more precisely, between the syntactic position and the communicative emphasis. Methods of linguistic observation, introspection, description, methods of differential and component analysis have been used. It has been shown that a shift in the speaker's focus from one participant to another, or to the emotion itself, is reflected in the syntactic structure of the sentence. The position of the subject is communicatively highlighted and significant in the structure of the sentence. The communicative emphasis of the subject in the Buryat language is also determined by the strict order of words in the sentence (the subject is always the topic). In the course of studying Buryat emotive constructions as speech acts, the author identified three types of constructions with communicative emphasis of the participants in an emotive situation in the subject position. These are constructions with a communicative emphasis: 1) on the Experiencer, 2) on the Stimulus, 3) on the Emotion itself. It is noted that the Stimulus can be presented both in expanded form (subordinate clauses) and in collapsed form (nominal groups). The research material was modern texts of literary works by Buryat authors, published in the electronic Buryat corpus. A survey of native speakers was also conducted in order to confirm or refute doubtful cases of communicative emphasis.
