The purpose of this research is to determine and analyze the Collaborative Governance Process in Agrotourism Development in Palembang City (Case Study of Sungai Jawi Educational Agrotourism, Sungai Selincah Village, Kalidoni District in Palembang City). The research method used in this research is a qualitative research method. According to Dermadi (2013:153), the research method is a scientific method for obtaining data with several useful purposes. The scientific method refers to research activities that are based on scientific principles, namely rational, experimental, and systematic. Based on the explanation above, it can be concluded that the research method is a scientific method for obtaining data with certain purposes and applications. Based on the results of research regarding the Collaborative Governance Development Process in Palembang City (case study of Sungai Jawi Educational Agrotourism, Kalidoni District), the Collaborative Governance Process in the development of Jawi River Educational Agrotourism has been carried out through the stages of face to face dialogue, trust building. trust), commitment to the process (commitment to the process), and intermediate outcomes (intermediate results achieved) which have been implemented well.

The Integration of Structural and Non-Structural Mitigation Based on Collaborative Governance Process at Tanjung Mas Sub-District

Abstract Subsidence of land levels and rising sea levels are two impacts of climate change that influence human activities, causing tidal floods. 12th and 16th RW (neighbourhood) of Tanjung Mas Subdistrict is a coastal area with a high population density that experiences tidal floods yearly. Structural mitigation programs receive more attention than non-structural programs. The mitigation process requires collaboration between stakeholders to obtain optimal results. This research aims to develop a disaster collaborative governance framework that integrates structural and non-structural mitigation. The research method used is a mixed method with a quantitative primary approach. The results show that collaborative governance in disaster mitigation involves various stages, such as collaborative initiatives, commitment to the process, collaborative processes, and monitoring evaluation. Non-structural mitigation is the primary basis for the success of the disaster management stage, while structural mitigation plays a significant role in the recovery stage. Emphasizing the balance of the role of the hexa helix is needed to create a sustainable mitigation process.

TRANSFORMING CREATIVE INDUSTRIES: A COLLABORATIVE GOVERNANCE APPROACH FOR DIGITALIZATION IN WEST JAVA

This research aims to analyze the application of Collaborative Governance to advance the creative industry in West Java. Case studies were conducted in Bandung City and Garut Regency. This research uses a qualitative approach, revealing findings that the collaborative governance process in advancing the creative industry in Bandung has been effective and involves elements of the government, private sector, universities, media, and society. However, more optimal arrangements are still needed in the Garut Regency. The ideal Collaborative Governance Model involves the 'Penta helix'—government, society, academia, entrepreneurs, and the media (ABCGM). This cross-sector collaboration is expected to build togetherness in developing the creative industry. This research presents an overview of successful Collaborative Governance practices that formulate policy recommendations and collaborative models. This model guides the government and stakeholders in supporting the digitalization of creative industries in West Java. The contribution of this research lies in the strategic direction to achieve sustainable digital transformation in regional creative industries.

Collaborative Governance To Increase The Absorption of Alumni of Job Training Participants Into Industrial World

UPTD BLK Kuningan Regency is committed to improving professionalism and workforce competence in Kuningan Regency through the implementation of skills training, but besides this, UPTD BLK Kuningan Regency also plays a role in fostering alumni of job training participants, one of which is in the form of facilitating job security for alumni participating in job training. Starting from this, collaborative governance is an absolute thing that must be done by UPTD BLK Kuningan Regency. The type of research used is descriptive research with a qualitative approach. The focus of the research uses the theory of the collaborative governance process according to Ansell and Gash (2007) which consists of Face to Face Dialogue, Trust Building, Commitment to The Process, Shared Understanding and Intermediate Outcome. The results of the study show that 5 indicators of the collaborative governance process proposed by Ansell and Gash (2007:228) have been carried out by each stakeholder.

From design to implementation: Lessons from planning the first marine protected area network in Canada

The social-ecological outcomes of marine protected areas (MPAs) can be amplified when sites are designed in networks that function cooperatively and synergistically. From 2015–2024, seventeen First Nations, the Province of British Columbia, and the Government of Canada collaboratively developed a Network Action Plan to establish an MPA Network for the Northern Shelf Bioregion (NSB). The NSB is a diverse and complex social-ecological region in British Columbia that spans an area of 102,000 km2 from Northern Vancouver Island to the Alaska border. Here, we describe the MPA Network planning process and the transition from Network planning to implementation. We discuss key elements of success that enabled the Network Action Plan’s collaborative development and lessons learned to inform and improve regional MPA Network implementation and global MPA Network planning and implementation. All phases of the planning process, including governance, development, engagement, design, and analysis, were guided by the following principles: collaborative governance, multiple ways of knowing, participatory engagement, and adaptation to new information. The Network Action Plan’s dynamic design process resulted in innovative approaches and tools to protect conservation objectives throughout the NSB. As the NSB MPA Network process transitions from planning toward implementation, collaborative governance, network monitoring, and ongoing participatory engagement processes will play a central role in advancing the goals and objectives articulated in the Network Action Plan and ensuring equitable social-ecological outcomes. Overall, the NSB MPA Network planning process provides a model for collaborative design of MPA Networks and can inform co-governance and co-management processes throughout the world.

Negotiating Authority in Facilitation Practice – A Conceptual Framework to Describe Facilitators’ Use of Power in Collaborative Governance

The purpose of this paper is to develop a conceptual framework to describe facilitators’ use of power in facilitation practice. Facilitators are mainly, in theory as well as in practice, described as neutral power sharers. This reductive understanding of the role of facilitators is problematic as it hides the influence that these practitioners have over the process and outcome of collaborative governance. Analyzing two Swedish collaborative governance processes, we develop a framework that sheds light on facilitators’ use of power. The framework includes three alternative power moves that facilitators can make: sequencing, framing and concluding. Facilitators’ attempts to make these moves are, in the framework, located on a continuum between authority and argumentation in the following positions: authority, tempered authority, tempered argumentation and argumentation. This paper contributes to the facilitation and collaborative governance literatures by providing a conceptual framework applicable for further research into facilitators’ use of power, as well as for developing facilitation handbooks and training programmes.

Collaborative Governance on Energy Management Online Reporting According To Energy Conservation Policy

<p>Energy savings in Indonesia are still far from the expected target of only around 79,358 GWh/141,220 GWh. The achievement is based on online reporting of energy management by industry according to government regulation No. 70 of 2009 which is reported regularly every year. This is done by the government as support in reducing the impact of climate change that occurs today. The qualitative method used in this study was a collaborative governance process approach between the government and industry with a collaborative governance cycle that occurs, is then analyzed, and conclusions drawn. The research results obtained include difficulties in identifying industries because there are still differences in authority within different government agencies. There are still 30% of industries that meet the requirements but have not done online energy management reporting including the fulfillment of all energy management activities that must be carried out. Articles related to incentives and disincentives that have not been fully implemented by the government. Collaborative governance is very important to be applied in the division of tasks, functions, and roles of each party involved. So that all can run according to their rights and responsibilities so that the achievement of future energy saving targets can be achieved. </p>

Mundane dynamics: Understanding collaborative governance approaches to ‘big’ problems through studying ‘small’ practices

Collaborative approaches to governance, policymaking, and administration are believed to provide means of adequately handling wicked problems. Simultaneously, many scholars have acknowledged the difficulty of collaboration in practice. In this article, we argue that understanding the ‘small’ practices of collaborative governance and actor-positioning processes illuminates why collaborative governance is such a challenging response to wicked problems. Instead of focussing on ‘big’ collaborative approaches to ‘big’ wicked problems, zooming in on mundane dynamics demonstrates the continuous work that governing and positioning processes require, exposing the provisional nature of elements that have been argued to be vital, such as mutual trust, reciprocity, long-term commitment, authority, or autonomy. Lastly, the mundane uncovers the importance of the material, spatial, and temporal organisation of actor-positioning processes and the potential of language to inhibit or enable collaborative governance. The article ends with a reflection on how analyses of mundane dynamics may help scholars, practitioners, policymakers, and citizens to understand their own processes of engagements in collaborative endeavours and possibly temper expectations.

Power Dynamics in Collaborative Governance Processes: A Case Study of a Disadvantaged Neighbourhood in Southern Spain

This study focuses on assessing collaborative governance from the perspective of power dynamics in a disadvantaged neighbourhood in southern Spain: Las Palmeras. Increasing global urbanisation in recent decades has exacerbated problems of segregation within cities, posing a major challenge to achieving healthy urban environments for harmonious coexistence. Public policies have struggled to address this challenge, particularly following the adoption of the United Nations’ 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs), which have underlined the importance of fostering inclusiveness and sustainability in urban environments. In this context, collaborative governance has emerged as a prominent strategy for democratising the implementation of public policies in urban contexts. However, the efficacy of collaborative governance is hampered by the dynamics of power relations, which limits its effectiveness. The aim of this study is understanding how these dynamics mediate collaborative processes in urban regeneration contexts, an area little addressed so far. Through a case study and the systematisation of experiences, the study proposes strategic recommendations for managing these dynamics within collaborative governance. The insights drawn from this study can serve as a basis for better addressing urban challenges, thus fostering greater inclusiveness and sustainability in urban areas as well as offering valid lines for future research in the field.

Tourism Development Policy in Tomini Bay Area Gorontalo, Indonesia

This study is intended to describe all local government problems in tourism development policies in the Tomini Bay area of Gorontalo. It outlines dynamic capability collaboration, relational perspectives, and resource-based theory to explain mechanisms and dynamics. The results of this study require collaboration, innovation, and integration of the interests of stakeholders of various parties in the development of a sustainable and innovative regional system. The tourism sector is one of the opportunities to increase local income. However, this has experienced constraints on aspects of local culture that are still attached to community customs, other things such as involvement and empowerment, education, technical guidance of the community that stand out in tourist destination services. This encourages local governments to continue to develop the tourism sector in improving community welfare. This study obtained novelty of new study findings in tourism development policy by the Gorontalo local government, namely the need for the role of stakeholders still requires the synergy of various parties in the Penta helix perspective (academics, business, community, government, and media). The collaborative governance process through face-to-face dialogue, trust building, commitment to the process, shared understanding, and intermediate outcomes has contributed positively in accelerating the development and promotion of digital platform-based tourism potential.

Trust Building in the Collaborative Governance Process of Implementing Village Fund Policy: Case Study of Tanah Abang Selatan Village, Penukal Abab Lematang Ilir Regency

Trust building is a component of collaborative governance that involves face-to-face interaction, dedication to the process, mutual understanding, and short-term achievements. This study examines and outlines the various aspects of establishing confidence in the execution of village finance policies, based on the viewpoint of the Collaborative Governance Process theory. The study was carried out at Tanah Abang Selatan Village, which has been allocated village finances since 2015. Empirical evidence demonstrates that the trust actors place in the collaborative governance process can be beneficial in facilitating the achievement of actor support, cooperation, commitment, and successful policy implementation. Nevertheless, the existing literature on collaborative governance indicates a scarcity of studies on establishing trust in policy execution, particularly in the context of implementing village fund regulations. The findings of this study demonstrate that the establishment of trust among participants in the Collaborative Governance process significantly enhances the efficacy of implementing the village fund policy in Tanah Abang Selatan Village, Tanah Abang District, Penukal Abab Lematang Ilir Regency (PALI).

French Chambers of Commerce and Industry as Participants in Local Collaborative Governance and Collaborative Management

Local governance continues to be one of the key concepts in the contemporary approach to the functioning of local government, administration, and public management. The most crucial premise of this concept is the interactive way of exercising power, where various actors identify and implement joint projects, including residents, community organizations, and public and private institutions. Despite significant interest in this concept, it needs further analysis and refinement. In academia, the lack of conceptual clarity makes it difficult to analyze and identify the differences in collaborative governance and management processes. In practice, the concept’s full potential is not recognized, which hinders its application in local decision-making. An attempt has been made to fill this research gap by analyzing the role of French chambers of commerce and industry as participants in local collaborative governance and collaborative management. Chambers of commerce and industry have a long tradition and are a permanent element of the French political system. Their current status is the outcome of a long historical process and institutional development closely linked to France’s significant political and economic changes. Through literature and data analysis, as well as the study of documents, selected aspects of the activity of chambers of commerce and industry in local collaborative governance and collaborative management are presented, as well as identifying the challenges faced by these institutions in the process of collaboration with local authorities and other stakeholders.

Collaborative Governance Process by Disaster Resilient Villages (DESTANA) to Improve Performance

The existence of a Disaster Resilient Village (Destana) is very important for the region in mitigating flood disasters. Destana has the function of protecting the community, increasing community participation, increasing capacity, increasing government capacity in providing resource and technical support for disaster risk reduction, and increasing cooperation between stakeholders. This function will be achieved well if there is collaboration with other stakeholders. Destana's performance will be better if it can create collaborative governance through the right process. The process begins with face-to-face, namely conducting dialogue on existing problems with stakeholders. Followed by a trust-building process, namely creating a sense of trust because of shared interests, after that, the commitment to the process is a joint agreement to carry out the program. The next process is sharing understanding, which is raising awareness together to overcome floods followed by the Intermediate outcomes process, which is evaluating the temporary results of the collaborative process. These steps will be able to run optimally to improve Destana's performance if the right organization is selected to collaborate with so that a scheme is needed that fits the conditions of each village.

Collaborative Governance: Trust Building Indicators in The “Fish Apartment” Community Empowerment Area Development (Cead)

The trust-building indicator is one of the stages in the collaboration process that considers collaboration to be more than just negotiations among various stakeholders. Beyond that, it is an effort to mutually build trust. Building trust is crucial and should be done as early as possible when the collaboration process begins to prevent egoism among the various institutions or organizations involved. The purpose of this research is to understand the collaborative governance process by analyzing the trust-building indicator in the implementation of the Community Empowerment Area Development Program through the "Apartemen Ikan" program in Malili sub-district. The research method used a qualitative approach, with data collected through interviews, field observations, and document reviews. The data obtained were analyzed through several stages: data reduction, data display, and conclusion drawing and verification. The informant determination technique used purposive sampling, with informants in this study being: 1) Regional Secretary of East Luwu Regency; 2) Head of Community and Village Empowerment Office of East Luwu Regency; 3) Director of Communications and External Relations of PT. Vale Indonesia, Tbk; and 4) Coastal Communities. The research results indicate that the trust-building indicator in the implementation of the Community Empowerment Area Development Program through the "Apartemen Ikan" program in Malili sub-district, East Luwu Regency, is influenced by several factors, namely: 1) The "Apartemen Ikan" program is discussed collectively by all parties in meetings and deliberations; 2) awareness of the initial collaboration goals; 3) the existence of jealousy among villages and communities (sectoral ego); 4) conflict of interest in providing assistance; 5) insufficient quality of human resources; 6) joint commitment to completing the program is lacking; 7) responsiveness of the budget from PT. Vale; and 8) lack of transparency in CSR budgeting. Therefore, the trust established among stakeholders is considered insufficient.

Placing Stakeholder Formation in Central Oregon’s Deschutes Basin

This paper examines the processes by which “stakeholder” status is constructed, and the importance of sense of place to that construction in collaborative water resource governance processes. Water management often involves collaborative governance, but there can be differences between who has an interest in the outcome, and who is formally invited to participate as a “stakeholder.” We examine a case study of a collaborative water governance process in Central Oregon, and found that existing models of stakeholder formation present in scholarly literature did not fully explain the dynamics of stakeholder participation. We propose a two-step “Interest-Participation” model of stakeholder formation: to be considered stakeholders, a group must not only have an interest in the outcome but must actively navigate barriers to participation. We moreover argue that collaborative engagement is an embodiment of sense of place, emphasizing the importance of competing place meanings in resource governance processes.

Fostering Trust In Collaborative: Building Child-Friendly Cities in Emerging Industrial Landscapes

This article examines the reconstruction of stakeholder confidence in the collaborative governance process for the sustainability of child-friendly cities in new industrial communities. Research problems are due to the implications of the growth of new industrial societies, differences and conflicts of interest between stakeholders, child growth and development problems, high stunting, juvenile delinquency, street children, and parenting patterns that are not by needs. This study aims to analyze the reconstruction of stakeholder trust in creating awareness and shared commitment to collaborative governance processes to realize the sustainability of child-friendly cities. The research method is qualitative, research data is collected through in-depth interviews and focus group discussions (FGD). The results of the study show that collaborative governance processes are faced with different interest gaps that result in a lack of trust and commitment to realizing a child-friendly city. A joint forum among stakeholders in the child-friendliness campaign efforts has been organized but shows no signs of effectiveness. The lack of synergy between local governments and industry players is present, therefore efforts to rebuild trust in realizing the sustainability of a child-friendly environment need to be optimized through communication, openness, social responsibility, and supervision of local governments.

Collaborative Governance Process in MSMEs Empowerment through Desa-Preneur Program in Sidoarum Village, Yogyakarta

Rural MSMEs have a small business scale in terms of capital, labor, market orientation, and limited technology adoption so Dinas Koperasi and UKM DIY (Department of Cooperatives and SMEs of the Special Region of Yogyakarta) implement MSMEs empowerment policy through the Desa-Preneur Program. The involvement of various stakeholders has been attempted, but this program has not fully targeted all Sidoarum MSME actors. This study discusses the process of collaborative governance in the implementation of the Desa-Preneur Program in Sidoarum Village, Yogyakarta. The research uses a qualitative descriptive method with primary data obtained from interviews, and secondary data collected through documentation and literature. The result showed that collaborative governance indicators have not been fully implemented. The role of lurah as program leader has not been maximized in carrying out the role as a program leader. Not all MSMEs actors participate in mentoring routinely and village economic institutions have not been formed. Several program achievements have been fulfilled, but still require consistent implementation of learning outcomes. The researchers suggest that village government to have more concern bridging out the provincial government and community in term of Desa-Preneur Program implementation. Institutional strengthening of BUMDes and cooperatives is important as a place of collaboration between stakeholders. Desa-Preneur Program in Sidoarum Village must be synergized with other programs and needs to involve other government institutions that support local MSMEs empowerment.

Community Engagement in Urban Experiments: Joint Effort for Sustainable Urban Transformation

The increasing complexity of urban regeneration issues has recently made multi-stakeholder collaboration an important part to solve policy problems. While residents form an important part in a variety of collaborative governance processes, approaches used are often criticized as too formal, and lacking more inclusive participation. Therefore, new informal mechanisms of collaboration are sought, to ensure a more effective engagement and representation of population groups. Although community-led participation is the approach that leads to a more effective collaborative process, issues of power and inequality are a challenge in many places in planning practice [13]. Ways of civic empowerment, communication, and negotiation provide participants with transformative learning opportunities so that not only their arguments change but also the participants of the participation process themselves [6]. In order to test urban development ideas, the notion of "urban experiment" has been developed in recent years as a recognized and effective approach. The urban environment is viewed as a creative laboratory for testing the implementation of diverse initiatives and innovations [8]. The inner-city neighbourhoods in many cities are struggling to ensure vitality and liveability, thus these areas often represent a widespread location of urban experiments. In addition to these questions, the problem of community representation manifests itself in many inner cities. The potential to transform city centre streets and vacant areas into user-friendly urban spaces and the impact of those transformations on the city’s livability were recently tested by Riga municipality. Urban experiments varied in scale and form, resulting in street pedestrianization, urban gardens, and other temporary initiatives, which allowed more space for walking and cycling, street sales, social events and other activities. Thus, the aim of this article is to explore processes of testbed planning with regard to the role of community participation in the designing, implementing, and analysing phases of the experiment. After presenting the findings, the article concludes with a discussion on factors that influence public participation in collaborative governance including communication, the balance of interests, and the degree of resident involvement in decision-making.

Stakeholder Analysis as a strategic tool in framing collaborative governance arenas for marine litter monitoring

Monitoring and assessment of marine litter requires multi-stakeholder involvement at national and subnational levels. Collaborative governance approaches are important, but often fail without adequate effort towards identifying and engaging stakeholders with appropriate profiles for the issue at stake. Stakeholder Analysis (SA) is increasingly used to ensure efficient governance arrangements. Our hypothesis is that SA contributes to collaborative governance processes for marine litter policies. We explored a pioneer participatory process in Brazil, where SA was applied to identify, categorize, and prioritize stakeholders, and analyze their power and interest, for the Strategic Plan for Monitoring and Assessing Marine Litter in the state of São Paulo. A top-down/bottom-up approach revealed that snowball sampling complemented the stakeholder assemblage identified by the consultation of experts. Prioritization of data-related stakeholders streamlined the participatory process. The interest-power matrix evaluated stakeholders' influences, guiding specific engagement strategies. We highlight the significance of SA in collaborative governance and mobilizing key stakeholders for effective marine litter monitoring initiatives, contributing to the global agenda to combat marine pollution.

Collaborative Governance Process in the Indonesia - Malaysia Border Area in North Kalimantan Province

This research aims to analyze and describe the Collaborative Governance process carried out by the Regional Police of North Kalimantan Province conducted by the State Mission in the Field of Border Security between Indonesia and Malaysia. The results of the research indicated that the collaboration process by the North Kalimantan Regional Police with relevant stakeholders in the Republic of Indonesia - Malaysia border area is not optimal. When the North Kalimantan Regional Police carried out a collaboration process with all stakeholders in the Republic of Indonesia - Malaysia border area, this increases a collaboration dynamic to many differences opinion, views, and thought patterns because there are many stakeholders which were involved in maintaining the security of the country's border area. Collaborative actions to maintain the security of the country's borders have been carried out by stakeholders, such as regular meetings, FGDs, and coordination meetings. However, these activities/events are only in such formalities, there is no serious actions in handling Republic of Indonesia - Malaysia border problems in North Kalimantan province. Therefore, the impact resulting from these collaborative activities is not significant in reducing the number of crimes between the two regencies, which directly border Malaysia, namely Malinau and Nunukan.
