Understanding Socio-Ecological Complexity of Mangrove-Crocodile-Fisher System of Bugsuk Island, Balabac, Palawan, the Philippines

The mangrove forest in Palawan has the most extensive distribution in the Philippines. The fisher community's perception of the mangrove forest as a known habitat for saltwater crocodiles (Crocodylus porosus) and its fishery benefits in Bugsuk Island were gathered using a participatory systems mental modeling framework for the coastal social-ecological system. From the causal loop diagram, six reinforcing and one balancing feedback loop were derived. The respondents observed a positive growth in the interaction between mangroves and crocodiles in Bugsuk Island, with both populations expanding and providing support to fishery resources. Bugsuk Island represents a unique diversity with great potential for resource conservation and economic benefit.

Weaving scientific and local knowledge on climate change impacts in coastal Kenya, Western Indian Ocean

Climate change poses severe threats to coastal social-ecological systems (SES) worldwide. Recent calls recognize the importance of including Indigenous and local knowledge (ILK) in research on climate change impacts. Yet studies that have attempted to weave ILK and scientific knowledge have seldom considered the gendered nature of climate change impacts. Building on the literature on gender and climate change and knowledge pluralism, this study contributes to addressing this research gap by exploring local knowledge on climate change impacts and its relation to scientific knowledge through a gendered approach and focusing on the Western Indian Ocean region, and more specifically on Kenya. We adopted a mixed methodology combining qualitative and quantitative approaches. We found evidence of pronounced climate change impacts on coastal SES both in the scientific literature and in local reports. Our findings highlight that there is an extensive overlap between information derived from scientific and local knowledge systems. Importantly, our study revealed reports of change that were only provided by SSF communities, namely changes in coastal dynamics, a decrease in rainfall, and a decrease in the abundance of green algae. Although we found gendered variations in changes reported by SSF communities, gendered differences of climate change impacts on SSF were not detected in the reviewed literature. Overall, our results suggest that knowledge cross-fertilization generates a holistic, relational, and place-based view of climate change impacts, which may support sound and gender-inclusive adaptive policies. We conclude by suggesting key policy recommendations for climate adaptation and risk management

Mapping and Characterizing Eelgrass Meadows Using UAV Imagery in Placentia Bay and Trinity Bay, Newfoundland and Labrador, Canada

Sustainable coastal social–ecological systems rely on healthy ecosystems known to provide benefits to both nature and people. A key ecosystem found globally is seagrass, for which maps at a scale relevant to inform conservation and management efforts are often missing. Eelgrass (Zostera marina), a species of seagrass found throughout the northern hemisphere, has been declining in Placentia Bay, an ecologically and biologically significant area of Canada’s east coast subject to an increasing human impact. This research provides baseline information on the distribution of eelgrass meadows and their anthropogenic stressors at seven sites of Placentia Bay and three sites of the adjacent Trinity Bay, on the island of Newfoundland. High-resolution maps of eelgrass meadows were created by combining ground-truth underwater videos with unmanned aerial vehicle imagery classified with an object-based image analysis approach. Visual analyses of the imagery and underwater videos were conducted to characterize sites based on the presence of physical disturbances and the semi-quantitative cover of epiphytes, an indication of nutrient enrichment. A total eelgrass area of ~1 km2 was mapped across the 10 sites, with an overall map accuracy of over 80% for 8 of the 10 sites. Results indicated minimum pressures of physical disturbance and eutrophication affecting eelgrass in the region, likely due to the small population size of the communities near the eelgrass meadows. These baseline data will promote the sustainability of potential future coastal development in the region by facilitating the future monitoring and conservation of eelgrass ecosystems.

CLSER: A new indicator for the social-ecological resilience of coastal systems and sustainable management

The coastal system is a highly active and productive social-ecological system (SES) facing significant challenges from human activities. However, understanding the resilience of this complex system is limited due to conflicting effects of local infrastructure development and regional ecosystem degradation with high spatial precision. This study proposes a holistic indicator, coastal landscape social-ecological resilience (CLSER), to evaluate the historical changes in social-ecological resilience in Fujian's coastal zone over the past two decades. The CLSER considers trade-offs between ecosystems, social systems, and production systems, the subsystems with conflicted interests, providing a comprehensive perspective of integrated land and sea planning at a fine spatial resolution. Results reveal spatial variation in CLSER within Fujian's coastal zone, with poorer conditions (i.e., class I and II) in developed urban areas and better conditions (i.e., class IV and V) in vegetated regions. From 2000 to 2010, CLSER experienced a significant decline, primarily driven by coastal habitat degradation due to extensive land reclamation and shoreline solidification. While there was a slight increase in CLSER from 2010 to 2020 due to the improvement of coastal infrastructure, it did not fully compensate for the overall loss in CLSER. Consequently, Fujian's coastal zone exhibits a more fragile social-ecological system under rapid urbanization, with increasing solid shorelines. The proposed indicator effectively reflects the general resilience of a coastal SES to external disturbances and suggests management strategies for promoting sustainable development in the coastal zone.

Assessing collaboration, knowledge exchange, and stakeholder agency in coastal governance to enhance climate resilience

Coastal governance plays a central role in building the capacities for adaptation and transformation towards climate resilience in coastal social-ecological systems (SES). However, enhancing climate resilience requires effective coordination between organisations involved in coastal governance. Therefore, more information about the role and agency of organisations and the relationships between them is needed. This paper aims to improve the understanding of collaboration, knowledge exchange, and stakeholder agency for enhancing climate resilience in coastal SES, using a case study in Algoa Bay, South Africa. We apply and combine stakeholder analysis and social network analysis, which is currently underrepresented in climate change adaptation research. Results suggest that different top-down and bottom-up processes are needed to improve knowledge exchange and enhance climate resilience in the coastal governance of the Algoa Bay SES. These include improved leadership, effective knowledge transfer, integration of climate information, support for bridging organisations, and inclusivity of marginalised stakeholders. These suggestions may also be more broadly applicable and transferable to similar coastal SES. Ultimately, the results of this study shed light on network structures in coastal governance facing climate change and advance research on combining stakeholder analysis and social network analysis in climate change adaptation and environmental governance research.

Sustainability threshold for multiple ecosystem services in the Venice lagoon, Italy

One of the biggest challenges for ecosystem services (ES) science is to make the concept operational for decision-making purposes. The capacity to understand the long-term sustainability of multiple ES is still limited, while being highly needed to improve the management of natural resources. This work aims to use ES, and particularly the assessment of their capacity and flow, to explore the sustainability of the ES provision in the coastal social-ecological system of the Venice lagoon, Italy, by adopting a spatially explicit approach. By applying multivariate analysis on the ES maps, a zonation is derived which reflects the different bundles of ES in the lagoon. A new approach to analyze the ES bundles is presented, which determines their degree of sustainability. Building on the rationale that not all combinations of ES are desirable for the long-term maintenance of ES capacity, a ‘sustainability threshold’ for multiple ES is proposed. This threshold corresponds to a balance between ES capacity and flow, and to a balance between the flow of regulating ES and the flow of ES mediated by human activities. The results show that about 53% of the lagoon’s surface is exploited to a level that falls beyond the ‘sustainability threshold’ and thus should be considered in an unsustainable condition. This reveals the need to intervene to change the patterns of ES uses in some areas of the lagoon, to enjoy the benefits offered by the ecosystem without impairing its capacity to provide them. Some potential directions for change are discussed, moving towards a more sustainable management of the lagoon social-ecological system.

Public perception of an important urban estuary: Values, attitudes, and policy support in the Biscayne Bay-Miami Social Ecological System.

Understanding public perceptions, values, and preferences can be fundamental to effective conservation governance, management, and outreach. This is particularly true in socially and ecologically complex marine and coastal spaces, where many relevant questions remain. The social-ecological system of Biscayne Bay and Miami-Dade are on the frontier of problems that will soon engulf many coastal-urban systems. Despite the economic, ecological, and cultural importance of Biscayne Bay, research into the social components of this social-ecological system is distinctly lacking. In order to effectively address urgent coastal management issues, practitioners and policy-makers need a clear understanding of public perceptions, values, and priorities. In this paper I present the results of a large online survey (n = 1146) exploring public attitudes toward Biscayne Bay as a case study of management and opportunity in a complex coastal social-ecological system. Results describe a public that interacts with and utilizes Biscayne Bay in a variety of ways, from leisure and recreation, to subsistence. This public believes the Bay to be moderately healthy, though somewhat in decline, and has experienced a range of local environmental threats, about which they feel considerable concern. These interactions and concerns are in turn reflected in overwhelming endorsement of value statements regarding the ecological, material, cultural and economic importance of the ecosystem to the city, as well as high levels of support for policy actions to protect and restore that ecosystem. Together these findings indicate that additional policy steps to preserve and restore Biscayne Bay would enjoy support from the local public and demonstrate the power of public perceptions research to identify gaps and opportunities for management and outreach.

Systematizing ecosystem change in coastal social-ecological systems: Perspectives from a multi-stakeholder approach in Nakatsu mudflat, Japan

Coastal social-ecological systems (SES) are essential for the wellbeing of coastal communities and the wider society. However, in many parts of the world coastal SES face rapid change, and ultimately degradation. In this paper we unravel the mechanisms and implications of change in coastal SESmobilising multiple sources of knowledge, including scientific, expert-based and traditional and local knowledge (TLK). We focus on the rapidly changing Nakatsu mudflat in Japan, and combine primary and secondary data elicited through a mixed-method participatory approach that mobilised local stakeholders with different types of engagement with (and knowledge of) the mudflat. Through 4 expert interviews and 40 questionnaire surveys we identified the main ecosystem services provided by the mudflat that are perceived to be essential to the wellbeing of the local community. Although practically all respondents identified food provision as an important mudflat ecosystem services, many also pointed to the importance of some cultural (e.g. aesthetic beauty, spirituality, education and knowledge) and supporting services (e.g. habitat provision, sediment formation/retention). Through 8 Focus Group Discussions (FGD) and concept mapping we identified and systematized the underlying direct and indirect drivers of ecosystem change in the Nakatsu mudflat. These include population ageing and shrinking, economic diversification, and technological change that have collectively eroded TLK practices associated with the sustainable use of the mudflat. We also identified the mechanisms mediating these drivers and how they unfold in reality. Our study demonstrates that participatory processes engaging multiple stakeholders with different types of knowledge can provide rich and useful information on coastal SES change, which might not be readily obvious from simple headline indicators such as the change in the extent of the SES.

“Future Compass”, a Tool That Allows Us to See the Right Horizon—Integration of Topic Modeling and Multiple-Factor Analysis

Coastal social–ecological systems (SES), particularly in large bays, are critical for fisheries, transportation, and disaster prevention in island and coastal countries. To achieve the sustainability of such bays, public involvement is recently considered inevitable for planning and management, but the increasing complexity of variables and future visions to be considered is one difficulty when trying to include many stakeholders and public opinions. To address this challenge, a free-associative description questionnaire survey was used in this study to extract holistic coastal residents’ future visions for Tokyo Bay, including both positive and negative outcomes. By integrating biterm topic modeling (BTM) and multiple-factor analysis (MFA), this study succeeded to aggregate and visualize the various future visions of Tokyo Bay with enhanced comprehensibility. As one outcome, the linkages and differences between the major topics in the positive and negative future visions were visualized as vectors in a correlation circle. Also, the study found that these two kinds of future vectors are not always polar opposites, but, rather, some of them are interlinked, pointing in the same direction. This highlights the importance of measuring the balance between two kinds of future vectors in consensus-building in order to search for the optimal future direction. Finally, the study discusses the potential of this method as a “Future Compass”, for implementing future-oriented consensus-building toward the sustainability of SES.

How resilience is framed matters for governance of coastal social-ecological systems.

Effective governance of social-ecological systems (SES) is an enduring challenge, especially in coastal environments where accelerating impacts of climate change are increasing pressure on already stressed systems. While resilience is often proposed as a suitable framing to re-orient governance and management, the literature includes many different, and sometimes conflicting, definitions and ideas that influence how the concept is applied, especially in coastal environments. This study combines discourse analysis of the coastal governance literature and key informant interviews in Tasmania, Australia, demonstrating inconsistencies and confusion in the way that resilience is framed in coastal governance research and practice. We find that resilience is most often framed as (1) a rate of recovery from disturbance or (2) the process of acting in response to, or anticipation of, a disturbance. A third framing considers resilience as an emergent property of SESs. This framing, social-ecological resilience, accounts for multiple configurations of SES, which necessitates adaptation and transformation strategies to address changes across temporal and spatial scales. Coastal managers recognised the value of this third framing for governing coastal SESs, yet the confusion and inconsistency in the literature was also evident in how they understood and applied resilience in practice. Expanding the use of social-ecological resilience is essential for more effective coastal governance, given the dynamics of coastal SESs and the intensity of social, economic, and environmental drivers of change these systems face. However, this requires addressing the unclear, confused, and superficial use of resilience-oriented concepts in research and policy discourse.

Stratification of stakeholders for participation in the governance of coastal social-ecological systems.

Knowledge co-production has become part of an evolution of participatory and transdisciplinary research approaches that are increasingly important for achieving sustainability. To effectively involve the most appropriate stakeholders there is a need for engagement and increasing prominence of stakeholders in environmental management and governance processes. The paper aims at developing and testing a methodology for stratifying stakeholders by (i) classifying organisations involved in coastal and ocean governance by their agency, and (ii) grouping them into organisational archetypes for representation and selection in research processes. Agency was measured by the three dimensions of scale, resources, and power. Each dimension was further elaborated as a set of indicators. The methodology is applied in the context of a research project set in Algoa Bay, South Africa. The stratification of organisations enabled the research team to gain a better understanding of the stakeholder landscape of organisational agency, and thus identify the most relevant stakeholder with which to engage. The use of a hierarchical cluster analysis identified five organisational archetypes in relation to ocean and coastal governance in Algoa Bay. The methodology used in this study proposes an informed and intentional approach to create the conditions under which the co-production of and participation in research processes can take place.

Spatial-temporal dynamics of decaying stages of pelagic Sargassum spp. along shorelines in Puerto Rico using Google Earth Engine

Coastal social-ecological systems in the Caribbean are affected by pelagic Sargassum spp. influxes and decomposition, but most satellite monitoring efforts focus on offshore waters. We developed a method to detect and spatial-temporally assess sargassum accumulations and their decaying stages along the shoreline and nearshore waters. A multi-predictor Random Forest model combining Sentinel-2 MultiSpectral Instrument reflectance bands and several vegetation, seaweed, water, and water quality indices was developed within the online Google Earth Engine platform. The model achieved 97 % overall accuracy and identified both fresh and decomposing sargassum, as well as the Sargassum-brown-tide generated from decomposing sargassum. We identified three hotspots of sargassum accumulation in La Parguera, Puerto Rico and found that sargassum was present every month in at least one of its forms during the entire time series (September 2015–January 2022). This research provides information to understand sargassum impacts and areas where mitigation efforts need to focus.

An integrated conceptual model to characterize the effects of offshore wind farms on ecosystem services

Offshore wind farm development has become a key measure of energy transition in recent years. Coastal territories are particularly favorable to the development of offshore wind farms due to their high energy potential. However, these areas are also hotspots of biodiversity, provide attractive landscapes and are under strong anthropogenic pressures. Preserving and sharing the natural and cultural resources of coastal territories while intensifying renewable marine energies, represents one of the most important challenges for future management of coastal environments. Consequently, systemic models that consider all the effects of offshore wind farms on ecosystems and society are essential. Here, we propose a conceptual model for studying these effects, by mobilizing the concept of ecosystem service in a systemic and integrated assessment approach. To that aim, we reviewed the literature and compiled experts’ knowledge in order to characterize the effects of offshore wind farms on food webs during the construction and operation phases. Then, we analyzed the contribution of trophic compartments on ecosystem functions, ecosystem services and beneficiaries, and how offshore wind farms modify the relationships between these compartments of the marine coastal social-ecological systems. Our approach helps identify the causal chains that generate the most important modifications in this system. This information could then be used to predict impacts of offshore wind farms on ecosystem services, and to suggest management trade-offs. This study reveals the need for further studies relating marine biodiversity to ecosystem services, and developing systemic approaches at different scales. The analysis of the effects of offshore wind farms on ecosystem services is crucial since it is linked to strong ecological, socio-economic and political issues.

Understanding perceptions of climate vulnerability to inform more effective adaptation in coastal communities

Coastal social-ecological systems are vulnerable to climate change with impacts distributed unequally amongst human communities. Vulnerability assessments, an increasingly popular methodology for understanding variability in vulnerability and its components, often fail to include or recognize the perceptions of individuals in the focal system. Perceptions of climate vulnerability are influenced by experiences, social networks, and cognitive biases, and often differ from vulnerability as measured by subject experts. Because perceptions influence human behavior, including if and how people take adaptive action, a failure to recognize perceptions can lead to ineffective adaptation plans and an incomplete understanding of system vulnerability. Here, as part of a novel, multi-method effort to evaluate vulnerability to climate change in the California Current social-ecological system, we survey fishers from Washington, Oregon, and California to understand their perceived vulnerability and investigate what factors drive variability in their views. We find that while there is a connection between some factors known to influence vulnerability of fishers, including vessel size and the diversity of fishing portfolios, the most significant predictor of higher perceived vulnerability was environmental worldview, specifically a belief that climate change is occurring. Motivation to adapt is also influenced by the sentiment that the impacts of climate change are more urgent and consequential than other problems; thus, we also evaluate how concern levels for environmental issues compare to other challenges that may affect fishing success and wellbeing. While just under half think that they will be personally harmed by climate change, generally the fishers were more concerned about issues like costs and regulations than they were about environmental impacts. This assessment of perceptions highlights the importance of communication and addressing cognitive barriers to adaptation in the effort to develop climate resilient fisheries and fishing communities in the United States.

Using a social-ecological systems perspective to identify context specific actions to build resilience in small scale fisheries in Mexico

To promote the resilience and sustainability of coastal social-ecological systems (SES), it is necessary to implement adaptive and participatory management schemes. Successful examples of adaptation to the rapid change in coastal SES exist, but the question of whether these cases may be scalable to other regions and contexts remains. To this end, the present study aimed to identify how successful management strategies implemented in a fishing cooperative in Baja California, Mexico, can be adapted to other coastal SES. In particular, this study aimed to understand whether adaptive co-management of Isla Natividad (IN) could be replicated in Isla Todos Santos (ITS), a biophysically similar coastal SES to IN but with different results with regard to fisheries management. We found that the resource systems and resources in both SESs were similar. However, there were substantial differences with regard to governance and resource users. In Isla Natividad, the level of organization orchestrated by the resource users has contributed to establishing rules and sanctions that have supported the sustainable use of fishery resources. On the contrary, in ITS, the number of resource users and their socioeconomic attributes have impeded the establishment of effective rules or sanctions. The results of this study suggest that the ITS governance system needs to be improved in order to adapt some of the IN management strategies to increase its adaptive capacity. To promote successful adaptive management, it is necessary to develop context-specific adaptive pathways that contribute to greater resilience in the SESs of this region and in other regions that face similar conditions.

Transformation of the coastal social-ecological system in southwest Bangladesh due to empolderment

Initiated in the early 1960s, the Coastal Embankment Project (CEP) in Bangladesh brought more than 1.2 million hectares of low-elevation coastal land under cultivation through a complex system of embankments and drainage sluices. A significant milestone in the history of water resources management in Bangladesh, CEP catalyzed the socio-economic development of the coastal community over the following decades. However, the human intervention in the complex hydro-geo-morphological settings of the Ganges delta later manifested some challenges. As the embankments had cut off the tidal plains from the rivers, silt started depositing on the riverbeds, which eventually caused drainage congestion inside the polders. Meanwhile, significant changes in landuse occurred as saltwater shrimp farming took over traditional crop cultivation. Shrimp cultivation increased soil salinity inside the polders rendering the land unsuitable for crop cultivation. The kitchen gardens and the fruit plants that grew after the construction of the embankments disappeared from the landscape due to high soil salinity. The cyclone in 2009 badly damaged the embankments in the southwest coastal region resulting in the longstanding suffering of the people. The protected landscape became subject to tidal flooding, sweeping off the decades of development gains. This case study from Bangladesh demonstrates how physical infrastructure can significantly change the bio-physical and socio-economic landscapes in coastal settings and give rise to a new social-ecological system.

Tracking changes in social-ecological systems along environmental disturbances with the ocean health index

The well-being of coastal communities is intimately tied to a healthy ocean, but coastal social-ecological systems are among the most vulnerable to global change. Improving the resilience of coastal communities requires an understanding of how local social-ecological systems respond to shocks to better inform decision-making and adapt local management interventions. However, assessments of social-ecological changes throughout a disturbance regime are scarce at the local level, although critical for efficient natural resource management and sustainable use of ocean ecosystem services. Here, we apply the Ocean Health Index (OHI) to assess the status of the marine social-ecological system of a tropical island (Moorea, French Polynesia), and track changes of the system before, during and after a disturbance regime. Our results show that while there are signs of social-ecological recovery, coastal protection was most affected along the disturbance, and that there is room for improvement toward biodiversity conservation. In addition, our study highlights some context-specific challenges associated with local OHI assessments, particularly those driven by limited fisheries data and appropriate reference point selection for coastal protection. Our results demonstrate the value of localized, regular OHI assessments through time to track changes in marine social-ecological systems, while uncovering important data gaps, to inform management at appropriate scales for decision-making.

Marine protected areas in the context of climate change: key challenges for coastal social-ecological systems.

Climate and ecological emergencies play out acutely in coastal systems with devastating impacts on biodiversity, and the livelihoods of communities and their cultural values. Marine Protected Areas (MPAs) are one of the key management and regulatory tools against biodiversity loss, playing a role in strengthening bio-cultural diversity and sustainability of coastal social-ecological systems. What is unclear though is the effectiveness of static protections under climate change as species move. Next to ecological uncertainty, regulatory uncertainty may play a role in weakening marine conservation. We asked whether MPAs are ecologically effective now and can sustain or improve to be so in the future while facing key climate and regulatory uncertainties. MPAs can support the protection of cultural values and have an impact on activities of sea-users and the sustainability of social-ecological systems. As such, questions surrounding their legitimacy under a changing climate and increased uncertainty are pertinent. We argue that MPA governance must be cognisant of the interdependency between natural and human systems and their joint reaction to climate change impacts based on an integrated, co-developed, and interdisciplinary approach. Focusing on the UK as a case study, we highlight some of the challenges to achieve effective, adaptive and legitimate governance of MPAs. Impacts, Diversity, and Resilience of a Coastal Water Small-Scale Fisheries Nexus during COVID-19: A Case Study in Bangladesh

The COVID-19 pandemic has profoundly affected many world regions’ coastal social-ecological systems (SESs). Its extensive consequences have exposed flaws in numerous facets of society, including small-scale coastal fisheries in developing countries. To this extent, by focusing on two coastal districts in Bangladesh, namely Chittagong and Cox’s Bazar, we investigated how the lockdown during COVID-19 impacted small-scale coastal fishers in Bangladesh and which immediate measures are required to develop and implement insights, on the role of the scale of governance attributes, in facilitating or impeding the resilience of small-scale fisheries (SSFs). We analyzed both qualitative and quantitative data obtained through semi-structured, in-depth individual interviews (n = 120). Data were further validated using two focus group discussions in the study areas. The impact of the pandemic on the fishers’ livelihood included halting all kinds of fishing activities; limited time or area for fishing; livelihood relocation or alternative work; low fish price; fewer fish buyers, causing difficulty in selling; and travel or free-movement restrictions. Additionally, the study discovered several coping skills and found that the most prevalent coping strategy against the effect of the COVID-19 pandemic was to take out loans (48%) from different organizations and NGOs and borrow money from relatives, neighbors, friends, or boat owners. Finally, the current research analysis identified possible recommendations to enhance the resilience of coastal fishers during COVID-19, emphasizing arrangements that should be made to provide alternative livelihood opportunities for coastal fishermen via need-based training, technical and vocational education and training, and microcredit to keep them afloat and earning during the pandemic, not relying only on fishing.
