The Relationship Between Transformational Leadership, Public Service Motivation, Affective Commitment and Organizational Performance at the Public Service Employees Transport Service Enterprise (PSETSE) in Ethiopia

This paper examines the relationship between transformational leadership (TL), affective organizational commitment (AOC), public service motivation (PSM), and perceived organizational performance (POP). A structural equation modeling was used to examine the perceptions of 112 public employees in Ethiopian Public Service Employees Transport Service Enterprise (PSETSE). The result indicates that transformational leadership has a positive, significant but medium relationship with perceived organization performance, affective organizational commitment, and public service motivation. It is also found that TL has a positive effect on AOC, PSM and POP. However, the level of influence slightly differs. It is revealed that 29.6%, 41.6% and 23.5% of change on civil servant’s perceived organizational performance, affective organizational commitment, and public service motivation respectively is explained by the variation in the transformational leadership at the Enterprise. It is found that affective organizational commitment has significant contribution in the improvement of organizational performance at Enterprise. The result also indicated that public service motivation has a significantly positive relation with and influences on both perceived organizational performance and affective organizational commitment. AOC and PSM have mediating effect on perceived organizational performance albeit the indirect effect is weak. It is also found that none of the control variables (gender, age, marital status, educational background and work experience) has any significant effect on affective organizational commitment, public service motivation, and perceived organizational performance. It is possible to conclude that transformational leadership does play an important role in determining the levels of perceived organizational performance, both directly and indirectly, but only at medium level.

Prevalence, Risk Factors, Disease-Related Knowledge, and Vaccination Attitudes and Behaviors for Long COVID Among French Civil Servants: Cross-Sectional Survey

BackgroundLong COVID affects millions worldwide, straining health systems and workforce stability. This first nationwide survey among French civil servants combines epidemiological assessment with a Knowledge, Attitudes, and Behaviors approach. Long COVID remains a diagnostic and epidemiological challenge with evolving symptoms and uncertain categorization, particularly among self-suspected cases. Beyond prevalence and risk factors, understanding behavioral dimensions is essential to developing prevention strategies and maintaining workforce resilience.ObjectiveThis study aimed to (1) assess the prevalence of long COVID among French civil servants; (2) identify associated sociodemographic, occupational, and health-related factors; (3) assess disease-related knowledge of long COVID and (4) examine attitudes and behaviors regarding COVID-19 vaccination.MethodsThis cross-sectional survey was conducted in 2024 among active or retired civil servants in France. A Knowledge, Attitudes, and Behaviors–validated questionnaire, based on World Health Organization guidelines, was used. Responses were compared across 4 COVID-19 status groups (no COVID, COVID-19 without long COVID, diagnosed long COVID, and suspected long COVID). Statistical analyses included univariate tests and multivariable logistic regressions to identify factors associated with diagnosed or suspected long COVID.ResultsAmong 3962 eligible respondents, 61 (1.54%; 95% CI 1.20‐1.97) reported a formal diagnosis of long COVID and 241 (6.08%; 95% CI 5.38‐6.87) without diagnosis. Diagnosed long COVID was significantly associated with long-term sick leave (odds ratio [OR] 1.15, 95% CI 1.03‐6.28; P=.04) and long-term illness coverage (OR 0.72, 95% CI 0.27‐0.92; P=.03). Suspected long COVID was associated with being in a relationship (OR 1.65, 95% CI 1.08‐2.52; P=.02), widowed (OR 2.25, 95% CI 1.18‐4.31; P=.01), and uncertain (OR 1.90, 95% CI 1.32‐2.74; P<.001) or incomplete COVID-19 vaccination status (OR 1.67, 95% CI 1.16‐2.42; P=.01). Knowledge scores differed significantly across groups (ANOVA F3,3476=24.31, P<.001; χ²6=54.92, P<.001), with diagnosed cases showing the highest proportion of high knowledge (13/61, 21%) compared to 12.4% in the non-COVID group. Among 61 diagnosed cases, 36 (59%; 95% CI 46.4‐70.5) were vaccinated, 13 (21%; 95% CI 12.9‐33.2) intended to get vaccinated, and 12 (20%; 95% CI 11.6‐31.3) remained unvaccinated; among suspected cases, these proportions were 173 (71.8%; 95% CI 65.9‐77.1), 30 (12.4%; 95% CI 8.8‐17.3), and 38 (15.8%; 95% CI 11.6‐21.0), respectively.ConclusionsUnlike previous studies that examined the clinical or behavioral factors separately, this nationwide analysis linked epidemiological data with knowledge and vaccination behaviors. Among French civil servants, long COVID remains underdiagnosed, where absenteeism and sick leave threaten essential services. The study highlights disparities in disease-related knowledge, vaccination attitudes, and behaviors, underlining the importance of workplace health education and systematic screening. Vaccination is associated with lower odds of long COVID, reinforcing its preventive value. Thus, findings reveal organizational implications and support workplace-based prevention strategies integrating vaccination promotion, early detection, and health literacy to sustain the resilience of public services.

From Administration to Governance: Understanding the Transition of Indian Bureaucrats into Politics

This study investigates the post-retirement political affiliations of Indian bureaucrats, examining the transition of these individuals from civil service to active political roles. Based on a critical and comprehensive analysis of secondary data, this research scrutinises the career pathways of 22 prominent Indian bureaucrats spanning 1984 to 2023 to understand the dynamics behind their political engagements. The findings of the study reveal that a considerable number of bureaucrats are opting for voluntary retirement to enter the political arena. This trend is especially pronounced among those aligned with the Bharatiya Janata Party, followed by the Indian National Congress, Janata Dal (United) and other political entities. Additionally, the research underscores a notable trend within the bureaucratic cadre, wherein Indian Administrative Service (IAS) officers exhibit a stronger tendency towards political engagement post-retirement compared to their peers in the Indian Police Service, Indian Foreign Service and Indian Revenue Service. This highlights a distinct shift in post-retirement career preferences towards politics among IAS officers. The implications of these findings are manifold, shedding light on the revolving-door phenomenon within the Indian bureaucratic and political context. The study contributes to a deeper understanding of the relationship between bureaucratic experience and political aspirations, highlighting the impact of such transitions on policymaking and the political landscape.

Peace by procedure: civil servants, metagovernance and the Northern Ireland peace process

Purpose This paper aims to examine how Irish and British civil servants contributed to structuring the political and procedural conditions for peacebuilding in Northern Ireland. It asks what kind of governance architecture enabled compromise across conflict lines and who was responsible for its design and operation. The article conceptualises these officials as metagovernors – actors who shape the frameworks through which governance occurs – in a context marked by territorial contestation and institutional fragility. Design/methodology/approach The study uses a qualitative design combining extensive archival research with semi-structured elite interviews to trace how civil servants in Dublin and London co-produced governance environments between the Anglo-Irish Agreement (1985) and the Belfast/Good Friday Agreement (1998). It draws on insights from public administration, peacebuilding and conflict management to develop a metagovernance lens tailored to divided societies. Findings British and Irish civil servants played a central, though often overlooked, role in enabling the peace process. Beyond implementing policy, they actively designed relational, procedural and spatial infrastructures that facilitated cross-border cooperation, managed institutional trust and embedded compromise into the evolving architecture of peace. The paper introduces the concept of structures of continuity to capture the informal yet enduring bureaucratic practices that sustained coordination across moments of political rupture. Originality/value This paper repositions civil servants as strategic actors in conflict management and peacebuilding. It advances a novel analytical framework that integrates metagovernance theory with empirical research on territorial conflict, offering transferable insights into how bureaucratic agency, institutional memory and elite communication shape peace processes.

Digital transformation in public service is an inevitable necessity in the era of modern governance. This study aims to analyze the effectiveness of the implementation of the Smart Civil Registration System (Smart System Dukcapil) in digital administrative services in Palangka Raya City as part of the national e-government initiative and the strengthening of electronic-based governance. The research employs a qualitative descriptive method, collecting data through in-depth interviews, direct observations, and document analysis of relevant regulations and the implementation of the system within the Department of Population and Civil Registration (Disdukcapil) of Palangka Raya City.The findings indicate that the implementation of the Smart System Dukcapil through applications such as the Sistem Informasi Dukcapil Oloh Itah (SI-DOI) and Digital Population Identity (IKD) has significantly improved efficiency, transparency, and data accuracy in population administration services. These digital innovations have streamlined bureaucratic processes, minimized physical interaction, and enhanced public satisfaction with administrative services. However, the system’s effectiveness is still constrained by challenges such as limited internet infrastructure in peripheral areas, low digital literacy among citizens, and inadequate technical capacity among civil servants in operating digital systems optimally. Theoretically, the implementation of the Smart System Dukcapil reflects the realization of good governance and smart governance principles through the integration of technology, bureaucratic reform, and community participation. This study recommends strengthening human resource capacity, expanding digital infrastructure, and promoting continuous public education to ensure system sustainability. Consequently, digital population administration in Palangka Raya has the potential to become an innovative, inclusive, and adaptive model for regional public service governance.

Research methodology This case was developed by using secondary data sourced from publicly available news reports, interviews and Sarada Muraleedharan’s original Facebook post. All quotes are from verified sources, such as The Indian Express, NDTV and India Today. No disguised information is used. Case overview/synopsis This teaching case focuses on Sarada Muraleedharan, the Chief Secretary of India’s southernmost state, Kerala, who responded to a racially loaded comment comparing her leadership to her predecessor and husband by referring to her skin tone. In a viral social media post, Muraleedharan reflected on her lifelong experiences with colourism and gender bias, sparking national media attention and public debate. She highlighted the prejudice against women, especially those with darker skin tones, and emphasised the pressing need for social reform. As the state’s top civil servant, she now faces a pivotal leadership dilemma of whether to step back from the controversy and resume a neutral stance or use her voice and visibility to advocate societal change. Complexity academic level This case is intended for use in postgraduate and executive education settings, although it is also suitable for upper-level undergraduate courses in communication, public administration and leadership. It is also relevant to courses such as strategic leadership communication, ethics in governance, gender and diversity in management, public policy, media and society.

Mediatization of the Danish Central Government

ABSTRACT The impact of mediatization on bureaucracy is attracting increasing scholarly attention. While existing studies show how media logic influences central government performance, less is known about how it affects the norms and everyday practices of civil servants. This article presents a qualitative study of mediatization in the Danish central government, based on 20 in‐depth interviews with civil servants in the Ministry of Health and the Ministry of Finance. Drawing on an interpretive approach, the study conceptualizes mediatization as an institutional logic that interacts with existing bureaucratic norms such as neutrality and expertise. The findings reveal that media logic not only demands communication skills but also penetrates the internal culture of the civil service. The effects of mediatization vary depending on the policy field, the impact of social media, and the deliberate strategies civil servants employ to manage media exposure. Both ministries exhibit mediatization, but the Ministry of Health experiences greater personalization, which influences both administrative practices and media strategies. The study also incorporates the role of social media, questioning whether mediatization should still be equated with traditional news logic or understood through the lens of social media logic. By highlighting differences in media strategies, policy field dynamics, and the evolving media landscape, the article contributes to a broader theoretical understanding of bureaucratic mediatization. While grounded in the Danish case, the findings offer insights relevant to meritocratic bureaucracies more generally, with implications for democratic governance and institutional trust.

The fourth industrial revolution (revolution 4.0) with the highlight of the rapid development of digital technology has had a strong impact, changing the way of state administration, shifting from the real environment to the digital environment, thereby forming a digital government in each country. That raises the requirement of digital capacity for civil servants and citizens to become digital civil servants and digital citizens. In other words, when civil servants and citizens have digital knowledge and skills that meet the basic requirements in digital transactions, they become digital civil servants and digital citizens, then the performance of civil servants' public duties, the interaction between civil servants and citizens will be carried out smoothly in the digital environment. This will help save time and costs for people when there is a request for administrative records and interactions with the government; help save time and improve the work efficiency of civil servants. This study builds a theoretical framework on digital government and analyzes the level of influence of digital civil servants and digital citizens on digital government. The author conducted a survey with a sample size of N = 240 local civil servants at the commune level and N = 240 local people of 24 selected communes in 3 provinces representing 3 regions of Vietnam, including Lang Son province (North), Nghe An province (Central), Tay Ninh province (South). The research results show that the digital capacity of the people is assessed at a low level, so it is necessary to focus on developing digital citizens; digital civil servants have basic digital knowledge and skills to work in the digital environment but still need to be improved. From the research conclusion, the author discusses solutions for developing digital human resources in Vietnam today to operate the digital government effectively

Digital Competence and Employee Performance: The Mediating Role of Work Motivation in the Public Sector

This study analyzes the influence of digital competence on employee performance, with a focus on the mediating role of work motivation. The research was conducted among civil servants (The State Civil Apparatus) in the West Kalimantan Provincial Government. A quantitative explanatory approach was employed, involving 387 respondents selected via stratified random sampling. Data were analyzed using Structural Equation Modeling (SEM-PLS). Results show that digital competence significantly affects both motivation and performance, directly and indirectly. The mediation path is confirmed (β = 0.308, p &lt; 0.05), supporting Self-Determination Theory, which posits that autonomy, competence, and relatedness stimulate intrinsic motivation. The study contributes to the theory of digital transformation in the public sector and offers practical strategies for HR development in the digital era. Furthermore, the findings underscore the importance of strengthening digital skills training programs to enhance not only technical capabilities but also psychological readiness among civil servants. The positive and significant effect of digital competence on motivation highlights the need to design digital systems that are user-friendly and supportive of employee autonomy. This study also reveals that motivated employees are more adaptive and responsive to technological changes in their work environment. These insights align with prior research indicating that digital readiness and motivation are critical enablers of successful public sector reform. As a result, policymakers are encouraged to integrate motivational strategies into digital transformation initiatives to optimize performance outcomes.

Abstract In this article, we first explicitly argue that disability associated with poor eyesight was a socially constructed category dependent on the needs of the Post Office as an employer and its ability to construct workplaces which ameliorated the impact of vision impairment. The second part of the article addresses the institutional responses and technological landscapes of work which comprised the contexts within which visual impairment needs to be interpreted. This involves examining the importance of medical inspection by Post Office doctors which worked to exclude those with significant sight loss from postal employment. However, what was understood to constitute significant or irreparable sight loss varied across different government agencies, and different definitions of what constituted significant sight loss served as a point of contention between Post Office management and the Civil Service Commission. .

Objects of intellectual property of military personnel

The article is devoted to the study of legal mechanisms for regulating objects of intellectual property (hereinafter - OIP) created by military personnel during the performance of their official duties. In the context of modern challenges associated with the military aggression of the Russian Federation and the processes of European integration of Ukraine, the need for comprehensive legal regulation of this area as a strategic resource for strengthening the national security of the state is becoming more urgent. The authors state that domestic legislation on intellectual property and military-labor relations contains significant gaps in regulating the creation, protection and use of the results of the creative activities of military personnel, which leads to the violation of their rights and legitimate interests. The central place in the article is occupied by the study of foreign practice of regulating OIP in defense structures. The approaches of Canada, the USA and Ireland are considered, which demonstrate differentiated models of management of intellectual property of military personnel. In particular, the American mechanism of “government works” is analyzed, which excludes them from the scope of copyright, but at the same time provides for special regimes of technology transfer through CRADA and FTTA. The DFARS provisions on the transfer of copyrights to “special works” to the state are examined in detail. The Irish experience shows a model of full transfer of rights to IPR of military personnel to the Ministry of Defense, which ensures centralized management of the intellectual potential of the defense organization. Based on a comparative analysis, the authors proposed a set of measures to harmonize Ukrainian legislation with the norms of NATO partner states. Among them, the need for active application of norms on the participation of the state as an independent participant in civil legal relations, the development of a clear mechanism for the acquisition, transfer and implementation of property rights to IPR by state institutions, the determination of bodies authorized to manage these rights, is highlighted. The creation of a single state platform for accounting, monitoring and commercialization of IPR created within the civil service is proposed as a tool for transparency and effective use of the intellectual potential of civil servants.

This study aims to examine the influence of emotional intelligence, spiritual intelligence, and work discipline on the performance of employees at the Sleman Regency DPRD Secretariat. The specific objectives are: (1) to analyze the partial effect of the three variables on employee performance, (2) to assess their simultaneous effect, (3) to determine the magnitude of their contribution to performance, and (4) to identify the level of simultaneous influence on employee performance. This research employs a quantitative descriptive approach and was conducted at the Sleman Regency DPRD Secretariat Office, Yogyakarta Special Region. The research sample consisted of 33 civil servants selected using purposive sampling. Data were collected through questionnaires tested for validity using Pearson product moment correlation and for reliability using Cronbach’s Alpha, showing that all instruments were valid and reliable. The analysis included normality, linearity, multicollinearity, and heteroscedasticity tests, along with t-tests, multiple linear regression, F-tests, and the coefficient of determination. The findings indicate that emotional intelligence and spiritual intelligence do not have a significant partial effect on performance (Sig. &gt; 0.05), but they do show a significant simultaneous effect (Sig. &lt; 0.05). Their overall contribution to performance is 54.8%, with a simultaneous influence level of 54.1%, categorized as moderate. Thus, emotional and spiritual intelligence collectively influence employee performance at the Sleman Regency DPRD Secretariat.

Predisposing Factors Related to Nurses' Discharge Planning Compliance

Discharge planning is an essential component of nursing responsibilities, initiated upon patient admission and continuing until discharge. This process aims to ensure continuity of care after the patient leaves the healthcare facility. Compliance with discharge planning is influenced by several factors, including knowledge, attitude, length of service, and employment status of nurses. The objective of this research is to determine the predisposing factors related to nurses' discharge planning compliance at RSUD Muntilan Kabupaten Magelang. This research is a quantitative study with a descriptive correlational design and a cross-sectional approach. The sample consisted of 54 respondents selected from a population of 101 nurses at RSUD Muntilan. Bivariate analysis was conducted using the Lambda and Spearman-Rank tests. The study found a significant relationship between knowledge, attitude, length of service, and employment status with compliance in discharge planning. Knowledge had a p-value of 0.002 with an r-value of 0.413 (moderate correlation), attitude had a p-value of 0.001 with an r-value of 0.437 (moderate correlation), length of service had a p-value of 0.001 with an r-value of 0.627 (strong correlation), and employment status had a p-value of 0.001 with an r-value of 0.839 (very strong correlation). Compliance with discharge planning is more likely when nurses possess adequate knowledge, maintain a positive attitude, have a longer work history, and hold civil servant (PNS) status. Nurses are encouraged to carry out discharge planning optimally to improve the quality of healthcare services for patients.

Multiple citizenship: did Ukrainian legislation really need modernisation?

The article is devoted to a comprehensive analysis of the legal status of multiple citizenship in Ukraine in the context of international experience, European standards and the domestic political situation caused by the full-scale aggression of the Russian Federation. Amid growing migration processes and against the backdrop of war, millions of Ukrainians have found themselves outside the country. This creates new challenges for national legislation, particularly with regard to the civil status of these persons, their rights and obligations to the state. The study examines international legal acts, such as the European Convention on Nationality, and the approaches of individual states to dual and multiple citizenship (e.g. Poland, France, Spain, Latvia). Particular attention is paid to the legal analysis of the current legislation of Ukraine, namely: the Constitution of Ukraine, the Law of Ukraine ‘On Citizenship of Ukraine’, as well as the provisions of the draft Law of Ukraine on Amendments to Certain Laws of Ukraine Regarding the Implementation of the Right to Acquire and Retain Ukrainian Citizenship, adopted by the Verkhovna Rada of Ukraine on 18 June 2025 in the second reading and as a whole. The study examines international legal acts, such as the European Convention on Nationality, and the approaches of individual states to dual and multiple citizenship (e.g., Poland, France, Spain, Latvia). Particular attention is paid to the legal analysis of the current. The possible advantages of this legislative innovation are outlined: strengthening ties with Ukrainians abroad, supporting the demographic situation, legal regulation of the status of foreign soldiers, etc. At the same time, the risks are highlighted, particularly with regard to military service, national security and potential conflicts with existing constitutional norms. The article also touches upon the ethical and political aspects of dual citizenship, especially among civil servants. It points to the advisability of legislative reform in the field of citizenship and the need for a systematic and balanced approach to the introduction of multiple citizenship in Ukraine. In conclusion, it is argued that multiple citizenship could become an important tool of national policy, contributing to the return of citizens, the involvement of the diaspora, and integration into the European space. At the same time, legislation needs clearer regulation and a balance between citizens’ rights and state security requirements. The adoption of the relevant law should take into account the state of war and possible constitutional restrictions.

Formation of central state authorities and the system of administrative-territorial organization of the Austrian Empire (1713-1848)

The article examines the formation of central government bodies and the system of administrative-territorial organization of the Austrian Empire of the specified period. The political-legal system and administrative structure of the Kingdom of Hungary are analyzed, as well as the process of its incorporation into the Habsburg Monarchy. The territorial changes of the Austrian state as a result of the three divisions of the Polish-Lithuanian Commonwealth are studied. It is stated that the political system of the empire for a long time was based on the absolute power of the monarch under a strictly estate-based system of society, and the process of centralization of state administration in it began to intensify especially in the 18th century. It is argued that the Pragmatic Sanction (1713) was formally the first regulatory act regarding all Austrian lands. The legal status of the emperor and the scope of his powers are analyzed. It is stated that the management of the internal affairs of the Austrian Empire was carried out by the Privy Council and the Privy Chancellery. The process of evolution of these bodies is shown, as well as the formation of the Cabinet of Ministers, which at that time was responsible for managing four areas: internal affairs, international relations, education and military affairs. The Habsburgs equalized the rights of all confessions, considering their leaders as a specific category of civil servants. It is stated that the act of constitutional content was the Pragmatic Law of 1804, by which the emperor recognized his title and the unity of the state as hereditary for himself and his descendants. The territorial changes of the Austrian lands as a result of the Napoleonic Wars and the decisions of the Congress of Vienna (1814-1815) are analyzed. It is stated that since that time the territory of the Habsburgs was clearly delineated and remained unchanged until 1918. The model of the relationship between the governorships and the Court Chancellery as the central governing body is determined. The structure of the system of sources of law of the Austrian Empire and the procedure for their publication and bringing to the attention of the population are analyzed. The process of ennoblement (obtaining nobility) in the estate-based Austrian Empire is studied. It is stated that at the turn of the 18th-19th centuries. in the Habsburg monarchy, the formation of modern bureaucracy, the formation of official law, the introduction of the «candidate style» took place. At the same time, it is noted that, having turned into a holistic system, the bureaucracy began to be characterized by typical negative features. It is established that the impetus for the renewal of the bureaucratic system was given by constructive transformations of the middle of the 19th century. The activities of civil servants were placed under the control of newly created legislative and representative bodies and civil society. Own conclusions are proposed from the analyzed material.

Epidemiological Assessment of the Rising Incidence of Sexually Transmitted Infections among Women in Urban Communities of South-South Nigeria

Sexually transmitted infections (STIs) remain a major public health concern, particularly in developing countries. Sexually transmitted infections (STIs) among women is on the increase. This growing trend may be linked to changing sexual behaviors, limited access to reproductive health services, and poor awareness of preventive and early treatment options. This study is aim to evaluate the Epidemiological Assessment of The Rising Incidence of Sexually Transmitted Infections among Women in Urban Communities of South-South Nigeria. This is a cross-sectional study involving 250 women who are within their reproductive age with age range 18-22, 23-27, 28-32, 38-42, 38-42, and 43-47years. A well - structured self-administered questionnaire was issued to each participant. The study lasted for 2 months (May to June ending). Statistical analysis of data was done using SPSS Version 26. P value &lt; 0.05 was considered significant for data. The results shows that the participants were between 18 and 47 years of age, 64% had tertiary level of education, 60% were single, 64% civil servants, 60% were aware of STI, 68% had knowledge about STI, 76% enjoyed raw sex without condom, 60% are not faithful to one partner, 76% were infected with STI, 80% use herbal medication as choice of treatment, and 80% had complications such as difficulty in passing urine (20%), painful urination (24%), vaginal itching (24%), and vaginal itching (32%).

The city of Balikpapan is one of the big cities which is the gateway to East Kalimantan Province and is the main city chosen by the people as a place to live. This makes urbanization in Balikpapan City high and has an impact on the increasing number of street children in Balikpapan City. The increasing number of street children is a problem that needs attention. Because its presence can disturb peace and public order in society. Therefore, it is necessary to take disciplinary action from the government, namely Satpol PP, to overcome this problem. The aim is to find out and describe the implementation of controlling street children and to find out what obstacles and efforts are made by Civil Service Police Units in the City of Balikpapan in carrying out control of street children in Balikpapan City, East Kalimantan Province. The research method used is qualitative descriptive using an inductive approach. Data collection techniques are through observation, interviews and documentation, by using Retno Widjayanti theory which includes; direct control and indirect control. From the research results, it can be seen that the control of street children has not been carried out optimally due to several obstacles such as lack of facilities and infrastructure, quality of human resources, economy and budget limitations. Several efforts have been made, such as routine patrol activities 3 times a day in the morning, afternoon and even during the day. Then update the reporting or complaint system so that information can be obtained quickly and accurately. As well as increasing the quality standards for recruiting Civil Service Police Units members and also requesting an additional budget for the Balikpapan City Satpol PP. The control of street children has not been carried out optimally because there are still many street children roaming around carrying out activities on the streets caused by internal and external factors.

From Support to Success: How Perceived Organizational Support Drives Change Readiness and Performance in Public Universities

Abstract: This study investigates how perceived organizational support (POS) influences job performance (JP) directly and indirectly through readiness to change (RTC) among nonacademic civil servants in Indonesian public universities. Drawing upon the Organizational Support Theory and the Change Readiness framework, this research analyzes responses from 180 administrative employees at Universitas Mulawarman undergoing institutional transformation. Using Partial Least Squares Structural Equation Modeling (PLS-SEM), this study found that POS significantly enhanced both RTC and JP. Moreover, RTC positively influenced JP and mediated the relationship between POS and JP. These findings confirm that organizational support is a vital antecedent to fostering individual psychological readiness, which in turn promotes adaptive and productive behaviors during periods of change. The study contributes to the literature by integrating POS and RTC into a cohesive explanatory model of employee performance within public higher education institutions. The results highlight the need for policy strategies that emphasize inclusive change communication, supportive leadership, and long-term investment in human capital to improve organizational readiness and performance. The limitations of this study include the single-institution sample and cross-sectional design. Future research may explore comparative analyses across multiple institutions and adopt a longitudinal or mixed-method approach to capture the dynamic processes of organizational transformation.

This study aims to determine and analyze the Influence of Work Facilities and Communication Skills of Apparatus on the Quality of Public Services in Kanaungan Village, Labakkang District, Pangkajene and Kepulauan Regency. This type of research is quantitative. The data collection method used is observation and distribution of questionnaires to respondents, namely the community. The sampling data collection technique uses the Slovin formula. The data analysis technique used is multiple linear regression analysis. Based on the results of statistical calculations through the statistical for the social sciences (SPSS) application regarding work facilities and communication skills of civil servants on the quality of public services in Kanaungan Village, Labakkang District, Pangkajene and Kepulauan Regency, the author draws the conclusion that work facilities and communication skills of civil servants have a positive and significant effect on the quality of public services.
