CIVIC COMPETENCE FORMATION OF FUTURE PRIMARY SCHOOL TEACHERS BY MEANS OF MODERN LEGAL CULTURE

The urgency of the problem of civic competence forming in a higher education institution is due to the requirements of the Law of Ukraine «On Education», the concept of «New Ukrainian School», Professional Standard for Primary School Teachers. The purpose of the study is to carry out a theoretical justification of the content and ways of civic competence formation of future primary school teachers by means of modern legal culture on the basis of legal sources and scientific literature. Methods of scientific research applied to achieve the goal of research: analysis and synthesis to clarify the nature and components of civic competence of future teachers, to determine active methods of its effective formation in higher education; methods of generalization and systematization for the interpretation of their own views on the explanation of the essence of the content of the concept of «civic competence». The result of the study: the authors have provided the interpretation of the concept of «civic competence of future primary school teachers» as an ability that is formed in the educational institution during lessons and through the means of legal culture in extracurricular activities. It has been found that the civic competence of a specialist is formed by his civic maturity, civic culture and civic position. Interactive forms and methods of civic competencies formation of students, future primary school teachers, tested by the authors in the municipal institution of higher education «Lutsk Pedagogical College» of Volyn Regional Council.

THE DYNAMICS OF CHORAL CULTURE DEVELOPMENT IN CHINA IN THE 1930S ON THE EXAMPLE OF HUANG TZI’S ORATORIO ETERNAL REGRET

Choral music in China is a dynamically developing form of contemporary musical art. Scientific works devoted to the Chinese choral culture consider the 1930s of the 20th century as the most productive period in the development of this branch of musical creativity. The article examines the phase of the active entry of Chinese choral music into the sphere of the oratorio genre, which is directly related to the name of the great Chinese composer — Huang Tzi. It also highlights the issues of the country’s political life in the 1930s, which actively influenced the creation of nationwide singing movements and new choral works in the country. The oratorio genre, the genesis of which refers us to the European religious musical tradition of the 17th century, spread in China owing to the massive flow of Chinese intelligentsia to the territory of Western states throughout the entire beginning of the 20th century. In the article, the actualisation of the oratorio and its interpretation in a new light is presented as the merit of Huang Tzi, whose civic position was directly related to the desire to preserve ethnic origins in Chinese music and to complement them with Western composing techniques organically. Having proved himself not only as a composer but also as a theorist and teacher, Huang Tzi devoted most of his life to educating a large number of music professors, initiating a progressive approach to music education. His desire to raise the level of the composing school in China made it possible to enrich the repertoire of vocal and instrumental music with characteristics of the folk style. The oratorio Eternal Regret presented in the article is a unique creation that organically combines ethnic music and Western composition techniques. In the story of Emperor Xuanzong and Yang Guifei (to the poems of Tang poet Bai Juyi), taken by the composer as the theme for the libretto, there is certain symbolism that has the conceptual plan of addressing the power to demonstrate the alleged results of Kuomintang’s unclear policy. Thus, directly related to political cataclysms and their final embodiment in the form of the Sino-Japanese war (1937-1945), the oratorio Eternal Regret is presented in the article as a consolidating core that inspired the civilian masses to fight the Japanese invaders. The analysis of Bai Juyi’s original poem “Eternal Regret” and a fragmentary historical-stylistic and vocal-choral analysis of the oratorio have been carried out. The artistic features of individual parts of the oratorio, seven of which were completed by the composer, are revealed. Based on literary sources and theoretical research presented in the article, the author asserts the special role of the oratorio Eternal Regret in history and its far-reaching influence on the prospects for the development of the Chinese choir.

The origins of education and worldview

The article is devoted to the study of the factors that influenced the formation of education, world outlook and civic position of Academician D.S. Likhachev, whose spiritual and moral potential, being embedded in the family, was formed in a dialogue with time and those people who created his cultural and intellectual landscape. In the personality of D.S. Likhachev harmoniously combined courage and dignity, loyalty to high principles, moral exactingness towards oneself and other people, intellectual freedom and a sense of civic responsibility. D.S. Likhachev without exaggeration can be called “the keeper of the national culture and conscience of Russia”, the brightest phenomenon not only of Russian, but also of world culture. Life and work of D.S. Likhachev is a feat of a Russian intellectual who shared the fate of his country, all the trials that it faced in the 20th century.

THE POET-ENLIGHTENER SAFUAN YAKSHIGULOV AS A TRANSLATOR

The article analyzes the enlightenment and translation work of the Bashkir poet Safuan Yakshigulov. World perception, political activity, civic position of the poet is revealed through the analysis of works. The scientific text compares the works of Russian poets with the translator's Bashkir fables. Thoughts, open statements of writers have also been translated into Russian by the educator. Examples of new poetic images, with the help of which poets revealed the spirit of the times, and the spiritual world, and the problems of the people, are given. This is the first work in Bashkir literary criticism, where the poet-educator S. Yakshigulov reveals himself as a translator, a carrier of new cultural information for his people. If in his works the author acts as the successor of oriental poetry, then in translations he appears before the reader as the creator of a bridge between cultures. The article also describes the fact that the poet turned to fable creativity.

Цифровизация в повседневной и общественно-политической жизни российских граждан

The low online activity of the majority of Russians during online discussions on socially significant issues and on the e-voting eve is reflected in the results of the 51st stage of the all-Russian sociological monitoring conducted by ISPR FCTAS RAS. The progressively increasing level of digitalization of society is shifting to the sphere of financial and entertainment sector, the demand for network communication opportunities remains traditionally high. But the activity of civil society is “digitalizing” weakly and unevenly. The audience of active Internet users who openly express their civic position in discussions and debates remains low. This category of respondents is prone to oppositional sentiments. While openly expressing distrust of the existing institutions of power and social structures, they remain critical without falling into radicalism.

Contents of training of future youth work social workers: from the experience of Uman State Pedagogical University

The relevance of the study is that modern youth is the subject of special attention of modern society, because the change of socio-economic and political system of Ukraine has had an ambiguous impact on the consciousness and behavior of the younger generation. Today, democratic processes are observed in various spheres of life, civil society is being developed, and opportunities for personal development, initiative and creativity are being provided. The future of the state largely depends on the civic position of the younger generation, this fact increases the importance of managing the processes of national-patriotic formation of future youth work social workers in the process of studying in a higher education institution. The purpose of the article is to analyze the specifics of the educational and professional program "Social Work (Youth Work)" to prepare future youth work social workers at Pavlo Tychyna Uman State Pedagogical University. Research methods: systematic, problem-targeted, normative-comparative analysis of sources; content analysis of documentation, educational programs, curricula, content of active educational programs of educational components; screening of websites of higher education institutions that train future social workers for youth work. The article highlights the relevance of the introduction in the educational process of training future youth work social workers such disciplines as “Theory and practice of youth work”, “Youth in the modern community”; the content and structure of compulsory educational components of the educational-professional program “Social work (Youth work)” are revealed; methods of teaching and learning, criteria for evaluating learning outcomes of a program are presented; general and professional competencies and learning outcomes of a program are regulated and analyzed - regulated by academic disciplines. The peculiarities of the educational program for the preparation of future youth work social workers from the experience of the Faculty of Social and Psychological Education of Pavlo Tychyna Uman State Pedagogical University are determined.

ETHICAL PRINCIPLES OF DEVELOPMENT OF MODERN COLLEGE ORGANIZATIONAL CULTURE

The article considers the features of ethics and ethical relations in the development of the organizational culture of the college. It is emphasized that adherence to organizational culture, which is the moral and ethical side of the activity, the ability to achieve goals without violating the norms of morality is a characteristic feature of a successful educational organization. The conditions for the development of the organizational culture of the college are determined, in particular, the development of ethical norms in the system of organizational culture and taking into account the peculiarities of the adoption of ethical standards, are the inclusion of ethical standards in the strategy of the educational organization, documentation support of normative sources and information support of the ethical and moral principles of the college. An indicative college development program is considered in terms of establishing ethical standards, aimed at meeting the needs of the individual in intellectual, cultural, and moral development, compliance with the requirements of the teacher's job description, strengthening the social significance of the teaching profession, educating a person with a humanistic outlook and high moral qualities. It is substantiated the ethical code as a document of a social contract within an educational organization, which can perform three main functions: reputational; management; developing, and also serve as a certain guarantee of fairness in interpersonal business relations. It is noted that the organization's code has an «instrumental» status, is a moral and practical means, presents and approves the moral vector and meaning of organizational culture, the means of implementing and realizing the «general spirit» and mission of the organization.
 It is concluded that in a college environment, the ethical principles of organizational culture contribute to the successful professional training of students, the formation of awareness of their civic position, the mastery of certain knowledge, the ability to acquire it, the ability to be honest, decent, loyal, reliable member of society; and also find your place in it, to work successfully and professionally, to benefit people and society as a whole.

Freedom or Arbitrariness: A Social and Philosophic Analysis

The freedom theme has always been in the centre of life and philosophical and political discourse. Freedom is one of the magic words causing many positive emotions in everyday life. Certain social and philosophical studies highlight the ways of replacing traditional and, sometimes, spontaneous absolutization of human freedom at an empirical level of social consciousness. It lies in achieving desired results and being entitled to choose what to achieve. The difference between these “formulas” is obvious. In the second case, one can observe one's acceptance of certain restrictions of freedom due to social reality and understanding that it can only be fully realized through self-restraint. However, one needs to come to such conclusions on one’s own. Practice shows that the categorical power of authorities in terms of citizens’ duties mostly leads to opposite results. Therefore, more than ever, it is essential to develop a permanent, well-developed, multi-level humanitarian programme for working with the population based on social and philosophical studies. The state needs to build the “net” of permanent special state-owned institutions since it will improve the quality of public administration, pave the way for tolerance and successful compromises. The ultimate goal of this article is to form a conscious (rational) civic position and self-determination as a result of one’s full awareness of responsibility for one’s decisions.

Аристократ на духа. Щрихи към творческия портрет на проф. д.и.н. Андрей Пантев

In the article an attempt for a creative and civic portrait of the most popular Bulgarian historian and one of our most respected intellectuals – Prof. DSc. Andrey Pantev (hist.), is made. The stages of his construction as a scientist are characterized. The unusual breadth of his research interests, extending to the new and modern Bulgarian, Balkan, European and world history, is outlined. His unusual style of restoring the past stands out. It is understood in his specific creative laboratory. On this basis, his elegant difference among colleagues from the professional guild is shown. Special attention is paid to his civic position before and after the beginning of the democratic renewal of the country, as well as his fascinating and artistic stay in the public space and his bright presence in the development of the new Bulgarian parliamentarism. Professor Andrey Pantev is shown as a gifted modern historian, an original scientist with his contributions in other fields of science, a prominent public figure and one of the greatest intellectuals of modern Bulgaria, as a true aristocrat of the spirit of European and world greatness.

NON-FORMAL CIVIC EDUCATION OF YOUTH THROUGH PARTICIPATIVE ART PRACTICES

Formulation of the problem. Due to the relevance of civic education for young people, in particular high school students, an integrated course of Civic Education was included in the main curriculum. However, there is a problem of lack of a holistic approach, a system of motivation to study the subject, and formal education’s limited resources. There is currently a need to intensify civic education through the involvement of the students in practice. The performance of the course and the level of civic education will increase significantly if it is implemented in addition to formal education, in a non-formal one. The article answers the question of how to make the process of training an active citizen more integral and more efficient. Materials and methods. The experience of Ukrainian public organizations in the implementation of civic education projects through participatory artistic practices is used. The analysis of pedagogical, sociological, and scientific-methodological literature on the education of civic position of youth in the system of formal and non-formal education is applied. Results. The model of participatory artistic practices is described as a modern tool of civic education and civic action in terms of their multi-agent structure, which includes the cooperation of students, educators, artists, school administration, local government representatives, the general community. The methods and approaches to civic education programs are presented. The organizational algorithm of the participatory art practice with elements of civic education is specified. Conclusions. The existing integrated curriculum for Civic Education, implemented in the tenth grade, needs practical support through the field of non-formal education. This possibility is provided by the algorithms of civic education projects through participatory artistic practices that are implemented in extracurricular time. The introduced cases show the high efficiency of such practices in ensuring the civic competencies of young people. Participation in such practices provides students with the formation of cross-cutting competencies, which are revealed through social activity, social responsibility, tolerance, the ability to advocate their thoughts and positions, the ability to interact both horizontally and vertically.

ВЗАЄМОЗВ’ЯЗОК ОСОБИСТІСНИХ ЯКОСТЕЙ ВИКЛАДАЧА І ЕФЕКТИВНОСТІ ЗАСВОЄННЯ НАВЧАЛЬНОГО МАТЕРІАЛУ СТУДЕНТАМИ

This article focuses on the teachers’ required professional and personal qualities which are important for training highly qualified and competitive professionals. University professors greatly influence the formation of future specialist’s personality not only by knowledge, habits, attitudes towards others. It should be noted that teacher’s emotional orientation is an important factor of cooperation in educational process. Much attention is paid to positive worldview of the person, optimism which helps to increase desire to achieve success avoiding concentration on failures. The author explains the influence of positive and negative mood on learning the material by students. An interesting fact is that sometimes high spirits distract students from learning the material, especially when it is not interesting and not important. Negative emotions direct a student at searching the ways of problem solving, distract thoughts from the material in a class. The author indicates that the content of learning materials should bear some emotional potential. Information should physiologically activate and emotionally touch the student in order to be accepted and well memorised. Different examples of emotional strategies which could be used in practice teaching different disciplines are given in the article. The research represents an example of the lecture structure at Harvard Business School. The author mentions that when assessing pedagogical mastership, attention should be paid to: a) informational and logical characteristics of the lecture; b) activation of students’ mental activity in class; c) emotional character of the lecture; d) visualization. It specifies which tasks are better to be set, which questions to discuss, how to better finish the lecture, etc. It should be noted, that university teacher’s successful professional activity can be characterised by four main blocks of skills: 1) the methods of thinking (creativity, problem solving, critical thinking, lifelong learning); 2) the means of work (informational culture, understanding and active usage of digital technologies); 3) the methods of work (creativity, collaboration); 4) the skills necessary for successful life-activity (civic position, personal and social responsibility). The author represents the examples of the American universities questionaries “Students course assessment” and “Defining teaching ranking”. It is worth emphasizing that these results of course evaluation and pedagogical activity assessment are available to general public. It will be useful for students when selecting a course and a teacher as well as for teachers themselves. From these questionnaires teachers can learn students’ attitude to their course and to their personality as a teacher. R

THE EXPERIENCE OF THE PEDAGOGICAL EXCELLENCE SCHOOL: UPBRINGING OF EDUCATORS

The article deals with the problem of improving the continuing pedagogical training of medical university instructors in the field of professional upbringing of students. The urgency of the stated problem is due to the country's need for competent specialists, whose level of education should meet the requirements of the profession and the Federal State Educational Standard of Higher Education. The authors set the goal of summarizing the pedagogical experience of the Course of pedagogy and educational technologies of additional professional education of Volgograd state medical University in training the instructors at the Pedagogical Excellence School (additional professional program "Educational work with students as an obligatory component of educational programs implementation"). The current state of medical students’ upbringing is considered and the need for medical university instructors training for students’ upbringing in contemporary situation is substantiated. The utilized methods are the theoretical analysis of psychological and pedagogical literature and publications, theoretical cognition, observation, system analysis and evaluation of information. The structure of the Pedagogical Excellence School integrating formal and non-formal education is presented. The content of the additional professional program for improving pedagogical qualification "Upbringing of students as an obligatory component of educational programs implementation" and the organization of pedagogical training for medical university instructors are considered. The content of the experience of value-oriented activity in educational work is formulated. The necessity for joint implementation of humanitarian support of students by the instructors of medical and humanitarian subjects is discussed. The role of tutors developing an active civic position of students is analyzed. The methods of interpretation of the data obtained in the university instructors’ survey were used for testing of the proposed program. The conclusion summarizes the experience of Pedagogical Excellence School in upbringing of educators.

Work of Integrated Departments as Exemplified by the Department of Ukrainian Studies

The article is devoted to the review of the experience of the Department of Ukrainian Studies of Kharkiv University of Humanities “People’s Ukrainian Academy” as an integrated structural unit of an innovative educational institution operating on the principles of continuous education.
 Considerable attention is paid, in particular, to the practical implementation of this concept in educational activities (the organization of study hours, the development of basic integrated programs in the Ukrainian Language, Ukrainian Literature and Foreign Literature, which cover teaching in both secondary and higher schools), research and educational work on the formation of the modern specialist as an intellectual and worthy individual with his own civic position.
 When reviewing the educational and methodological practices of the department, especially highlighted are integrated programs developed by the department academic staff, namely, the integrated programs on the Ukrainian Language, Ukrainian Literature, as well as the program on the History of Foreign Literature. The principles of drawing up these programs are set out in accordance with the task of the most effective implementation of both vertical (from secondary to higher school) and horizontal (interdisciplinaryt) integration. Special attention is paid to the technologies of online education, in particular, online courses developed at the department as a promising algorithm for the effective organization of the educational process.
 The multi-vector educational work carried out by the department staff in cooperation with other structural divisions of People’s Ukrainian Academy is also in the focus of the author’s attention.
 The participation of the department staff in nation-wide educational projects such as External Independent Evaluation in the Ukrainian Language and Literature has also been emphasized.
 When analyzing each component of the structural block, emphasis is put on the essence of its integrated format and its significance for the successful implementation of the concept of the complex of continuing education, in general, and the formation of a fully rounded personality that will feel confident in modern world, in particular.

Мотивация протестной и социально-политической активности личности и ее потенциал в системе смысловых ориентаций

The relevance of the study is conditioned by the need for formation of theoretical and practical knowledge and technologies that allow to determine the structure of motivation of socio-political and protest activity. The purpose of the study is to investigate motivation of protest and socio-political activity of an individual and its potential within the system of life-purpose orientations. Presumably, the motivational structure of socio-political and protest activity reveals similarities in the manifestation of qualitative and quantitative characteristics. The study was carried out on a sample of university students (N = 153) from the city of Saratov aged from 18 to 24 years using the following psycho-diagnostic tools: a questionnaire aimed at registering various forms of social activity (R. M. Shamionov, I. V. Arendachuk, E. E. Bocharova, et.al.); the author’s questionnaire aimed at studying motivation of socio-po litical and protest activity (M. A. Klenova); Basic Beliefs Scale (developed by R. YanoffBulman and modified by M. A. Padun and A. V. Kotelnikova); Life-Purpose Orientations Test (D. A. Leontiev). We found out that socio-political and protest forms of activity are not preferable for young people. We also determined the main motives of socio-political and protest activity: interest, reputation, the need to change the world, active civic position and self-expression. We established the similarity of motives for actualization of socio-political and protest activity. The motives for socio-political activity are the interest in the benevolence of the world around and the desire for personal reputation, maintaining a positive image of the ego and controlling personal invulnerability. The motives for protest activity are the need to implement active civic position and change the world outside and the need to control life events. The obtained data can be implemented in the practice of organizing socially useful activities of young people, taking into account the motives of its actualization.

THEMATIC-PROBLEMATIC AND PLOT-COMPOSITIONAL FEATURES OF THE STORIES OF ZH. JAPIEV

In the article we tried to analyze the thematic-problematic and plot-compositional features of the stories of the talented writer Zhylkychy Japiev “Nostalgia” (“Kusalyk”), “Let's go to Son-Kul” (“Son-Kolgo barabyz”), “Fate” (“Tagdyr”) . The hero of the story "Fate" through his author's "I" with gentle humor, skillfully draws "heroes of our time", criticizing them. In the image of his hero, the author criticizes social indifference, lack of civic position, laziness of the soul.

Базовые составляющие гражданской позиции личности в современной Беларуси

В статье предпринята попытка осмысления формирования и становления гражданской позиции личности в контексте ценностных и социокультурных особенностей нашего общества. Выявлено, что базовые составляющие гражданской позиции личности непосредственно связаны с ценностными, ориентациями, особенностями белорусской идентичности и с ценностями гражданского общества.

Жамиятимиз ривожининг ҳозирги босқичида ёшларнинг маънавий соҳадаги фаоллиги уларнинг ўз актив ҳаётий позициясини онгли ва ижодий равишда амалга оширишидан иборатдир. Бундай позиция-юртимизда озод ва обод Ватан, эркин ва фаровон ҳаёт қуриши сиёсатининг моҳиятини билишни, ижтимоий ҳодисаларга теран муносабатни, жамият тараққиётининг устувор вазифаларини чуқур ўрганишни, яъни назария билан амалиётни моҳирона қўшиб олиб боришни, меҳнатга фаол муносабатни, юксак эътиқод ва ахлоқий фазилатларни намоён этишни англатади. The formation of civic position of university students from the perspective of the Federal State Educational Standards of Higher Education

This article analyzes the Federal State Educational Standards of Higher Education from the perspective of substantive component that contributes to the formation of civic qualities and civic position of the students. It is noted that in modern political and socioeconomic life, the Russian Federation gives priority to the development of youth activity in the conditions of building civilian, democratic and constitutional state. Young people should be competent in order to be engaged in the country’s socially useful events to the fullest and make conscious political choice.  Higher education institutions play a considerable role in preparing educated and critically minded citizens, who possess high level of responsibility and patriotism. The goal of this article is to establish the the pedagogical conditions for the formation of civic position of students of higher education institutions. Analysis of the standards and existing normative legal acts allowed outlining the key priorities vectors in the development of higher education system of the Russian Federation. One of the crucial tasks of higher education system is to improve competitiveness of higher education institutions of the Russian Federation, as well as develop general cultural and professional competencies of future specialists. However, despite legislative consolidation on the federal level of the importance of development of civic position, the direct requirements for the results of formation of civic position among students are indicated only in part of the Federal State Educational Standards for Higher Education.
