Research and application of AHP-fuzzy comprehensive evaluation model

AHP refers to the decision making method that decomposes the elements that are always related to decision-making into levels of objectives, criteria, schemes, etc., and conducts qualitative and quantitative analysis on this basis. Fuzzy comprehensive evaluation method is a comprehensive evaluation method based on fuzzy mathematics, which converts qualitative evaluation into quantitative evaluation according to the membership theory of fuzzy mathematics. In this paper, Yaahp software is used for weight calculation and consistency test of ahp, and sensitivity analysis is also carried out. The fuzzy comprehensive evaluation method is used to determine the evaluation index set and the fuzzy comment set, and the evaluation model is constructed by fuzzy synthesis. On this basis, the empirical analysis is carried out.

Constructing an integrated stakeholder-based participatory policy evaluation model for urban traffic restriction

Effectively evaluating public policy based on diverse public interests and requirements under the incremental social change in a developing city is a critical challenge. Fairness and an objective policy evaluation process need to be considered to deliver the expected policy value with large-scale population concerns. This study attempts to propose a novel stakeholder-based policy evaluation model to drive the enhancement of policy evaluation through three phases, that is, (1) policy document analysis, (2) evaluators identification, and (3) participatory policy evaluation. In Phase 1, a selection of policy measures and policy stakeholders’ identification are analysed using a document analysis approach. In Phase 2, evaluators identification procedures are adopted to identify key participants through social network analysis (SNA). Finally, AHP-fuzzy comprehensive evaluation is used in the third phase to better evaluate the policy. Then, a comprehensive case study of the urban traffic restriction policy of Xi'an City is demonstrated to verify this approach. Public participation and the indirect effect are revealed as vital factors that impact the effectiveness and vitality of public policy development. The implications are discussed to obtain valuable insights for suggestions on future policies.

Research on importance evaluation of NC machine tool working loads based on AHP-fuzzy comprehensive evaluation method

The NC machine tool are subjected to a variety of working load during the actual machining process. The influence of different kinds of working loads on the NC machine tool’s reliability level are different. Therefore, this paper proposes an importance evaluation method of NC machine tool working loads based on analytic hierarchy process (AHP) -fuzzy comprehensive evaluation to judge the influence of different kinds of working loads on the reliability level. Firstly, the hierarchical structure of the importance evaluation of NC machine tool working loads is established, and then the structure of discrimination matrix and the consistency test of the matrix are determined. Secondly, the fuzzy membership R of the fuzzy subset is established, and then the weight vector M of the evaluation factor and the evaluation result vector S of the fuzzy comprehensive evaluation are determined to realize the quantitative analysis of the fuzzy object. Finally, the importance of calculating the machining center load is ranked as cutting force, feed rate, torque, tool changing frequency, temperature and noise in the example.

Information Security Risk Assessment of Hazardous Chemicals Emergency Command System Based on AHP-Fuzzy Comprehensive Evaluation Model

Emergency command system is the hub of dealing with emergencies, which is of great significance to emergency rescue. In order to establish a more perfect emergency command system, considering the characteristics of strong subjectivity and large error in qualitative evaluation of information security system, based on AHP (Analytic Hierarchy Process) and Fuzzy (Fuzzy Analysis) evaluation method, this paper uses AHP-Fuzzy comprehensive evaluation model to quantitatively evaluate the information security of emergency command system of a hazardous chemical production enterprise in Qingyang, and calculates the risk. The validity of the discriminant model is verified.

Evaluating the quality of simulation teaching in Fundamental Nursing Curriculum: AHP-Fuzzy comprehensive evaluation

BackgroundSimulation has been widely adopted in nursing education, while it is difficult to evaluate the quality of simulation. AHP-Fuzzy comprehensive evaluation could be an effective method based on one a comprehensive and scientific evaluation Index system. ObjectivesTo evaluate the quality of simulation teaching in ⟨Fundamental Nursing Curriculum⟩ with fuzzy comprehensive method, and to provide a scientific evaluation method for the improvement of simulation teaching. DesignIt is a phenomenological research study. SettingsThe study was mainly conducted in one university in China. Participants94 second-year nursing students participated in this study. MethodsThe grade 2015 nursing undergraduate students in Peking university school of nursing as the evaluation subjects were to evaluate the simulation teaching quality on ⟨Fundamental Nursing Curriculum⟩, Fuzzy Comprehensive Evaluation method was used. ResultsThe quality score is 73.55–100 (91.71 ± 6.98) points of 94 students. According to the result of fuzzy comprehensive evaluation, the simulation teaching quality belonging to the “excellent, good, moderate, poor, very poor” of membership degree are respectively “0.6794, 0.2500, 0.00640, 0.0039, 0.0028”, and by maximum membership degree of effective inspection, calculate ɑ = 2.3965, 1 ≤ ɑ < + ∞. ConclusionsThe application of simulation teaching in ⟨Fundamental Nursing Curriculum⟩ proves high quality. The fuzzy comprehensive evaluation combining subjective evaluation and objective evaluation proves to be a scientific and feasible methodology in nursing education.

AHP- fuzzy comprehensive evaluation of the safety risk in power investment project along “the Belt and Road”

Energy is the focal point of “the belt and Road” investment cooperation. Because of the uncertainty factors, the safety risk of investment and construction is high, so the management and control of project is very difficult. Taking the 50M wind farm project in a South Asian country as an example, this paper constructs a safety risk assessment index system including 14 basic factors through the identification of the safety factors of “the belt and road” power investment project, and analyzes it by using the AHPfuzzy comprehensive evaluation method. The results show that the final safety risk evaluation score of a power investment project in a South Asian country belongs to the “medium risk” range. Geopolitical risk, national sovereignty risk, local legal risk and local natural environment risk are the main indicators, whose risk grade is relatively high. Finally, the paper puts forward the effective risk countermeasures and suggestions.

Atmospheric environmental quality assessment method based on analytic hierarchy process

Atmospheric environmental quality significantly influences the environment of people's life and the development of modern society. Therefore, in this paper, we aim to accurately assess atmospheric environmental quality. Firstly, we propose and analyze two indicator systems for atmospheric environmental quality assessment, that is, 1) the standard air pollution index, and 2) an index system which covers different types of influencing factors related to air quality. In particular, the proposed index system is made up of seven parts, that is, 1) Climate and meteorology, 2) Economic and social development, 3) Industrial structure, 4) Energy consumption, 5) Industrial pollutant discharge, 6) The greening of the city, and 7) Environmental protection construction. Secondly, we propose a hybrid AHP-Fuzzy Comprehensive Evaluation Model to evaluate the atmospheric environmental quality. In the hybrid model, AHP is used to calculate the weight coefficient of the index system, and fuzzy comprehensive evaluation model is exploited to describe the vagueness of remark in the evaluation process. Finally, experimental results demonstrate that using the proposed index system, the hybrid AHP-Fuzzy comprehensive evaluation model is able to assess air quality more accurately than the modified API.

Ecological effect evaluation of water diversion in the Yellow River delta wetland

Abstract Ecological effect evaluation of water diversion is a difficult and long-term process requiring complex monitoring data and scientific evaluation method. Based on remote sensing data and the ecological investigation data of Yellow River delta, this study built a wetland ecology evaluation index system with the analytic hierarchy process (AHP) framework, which included 13 evaluation indices of three criteria as suitability, diversity, and functionality. Fuzzy-AHP comprehensive evaluation method was used to evaluate the ecological effect of water diversion at Diaokou River wetland restoration zone. The results show that the comprehensive evaluation index (CEI) of wetland ecology is 0.464 before water diversion, which belongs to the ‘poor’ level, while after five years of water diversion, the CEI increased to 0.737, which belongs to the ‘fine’ level. It represents that ecological water diversion has made prominent positive effects for the ecosystem of Diaokou River wetland restoration zone. The research result could give decision-makers a clear understanding about the ecological effect of wetland water diversion and provide scientific guidance for strategic decisions.

Efficiency Assessment on the Incremental and Stock PPP Projects—Based on AHP-Fuzzy Comprehensive Method under "Multiple Participation"

The development of the incremental PPP projects and the stock PPP projects are uneven and there are very few successful cases of the stock PPP projects. To explore the reason, we built the evaluation indicator system according the different demands of different participants of PPP firstly, then adjusted the indicators system according to the characteristics of the increment and stock projects. That is an indicators system based on multiple participation. Lastly, used the AHP-fuzzy comprehensive evaluation method to evaluate the chosen cases and found the efficiency of the stock PPP project lower than the incremental one. The reason is that the lack of support policy and the incomplete of laws cause the risk and the management of stock project higher.

Study on Comprehensive Post Evaluation of Hot in Place Recycling Project Based on AHP-SA-FCE Model

Because of its incomparable advantages, the hot in place recycling technology has been widely used in recent years, but its completion rate is only about 80% every year. In this paper, the pavement performance, economy, environment and society as the starting point, the hot in place recycling project is analyzed and evaluated. This paper relies on the AHP-SA-FCE evaluation model. It is an evaluation which combines AHP, SA and multi-level fuzzy comprehensive evaluation (FCE) together to learn from each other's strengths and overcome each other's weaknesses. Its theoretical basis is to apply fuzzy mathematics to system evaluation, and to achieve the evaluation object from qualitative to quantitative analysis process. According to AHP-SA-FCE model, the result of fuzzy comprehensive evaluation of the hot in place recycling project is B =（0.2941，0.2838，0.2325，0.1616，0.0354). The ratio of the results in the "very successful" range is 0.2941, the ratio in the "successful" range is 0.2838, and the sum of the two parts is 0.5779. Visible, the hot in place recycling project was completed successfully.

Assessing the performance of microfinance lending process using AHP-fuzzy comprehensive evaluation method

Many studies focus on microfinance institutions (MFIs) profitability, client retention, and default rate. Yet, they do not pay much attention to the way in which microfinance (MF) can improve the living conditions of the poor and satisfy their needs. This article presents a new way to assess the performance of MF lending process based on analytic hierarchy process (AHP)-fuzzy comprehensive evaluation method. The aim is to suggest some solutions to improve the performance of processes that create and support MF products and services. Not only should this study contribute to the research literature but it can also help the MFIs to control the risk derived from their operations and increase client satisfaction. Thus, MFIs can enhance their performance and their role in reducing poverty.

钢铁企业节能减排考核评价体系及应用

依据当前我国钢铁企业节能减排工作的要求和研究现状，从原料及工序能耗、能源消费结构、技术工艺、资源效率和能源管理5个维度建立了钢铁企业节能减排考核评价指标体系。在此基础上，运用层次分析法确定各评价指标的权重，并依据模糊综合评价法计算钢铁企业节能减排工作得分，从而综合评价节能减排工作的优劣，最后以某钢铁企业为例进行实例研究，综合评价其节能减排工作，验证了模糊综合层次法在钢铁企业节能减排评价中的可行性。评价结果有助于钢铁企业及其他行业认清节能减排中存在的薄弱环节，为钢铁企业及相关企业提升节能减排工作效率提供科学的决策依据。 On the basis of China iron and steel enterprises’ current requirements and research status in energy conservation and emissions reduction, the evaluation index system of energy conservation and emissions reduction for iron and steel enterprises based on five dimensions of energy consumption of raw materials and process, energy consumption structure, technical process, resource efficiency and energy management is established. Based on the information stated above, the method of AHP is applied to determine the weight of each index, and AHP-fuzzy comprehensive evaluation method is used to get scores of iron and steel enterprises’ energy conservation and emissions reduction in order to judge the advantages and disadvantages of the energy conservation and emissions reduction. Finally, a case is used to confirm the availability of AHP-fuzzy comprehensive evaluation method in the evaluation of energy conservation and emissions reduction for iron and steel industry through the evaluation of its energy conservation and emissions reduction work. The results may help to identify weaknesses existing in energy conservation and emissions reduction and provide a scientific basis for improvement of energy conservation efficiency in iron and steel industry and other industries.

Risk assessment of supply chain for pharmaceutical excipients with AHP-fuzzy comprehensive evaluation

As the essential components in formulations, pharmaceutical excipients directly affect the safety, efficacy, and stability of drugs. Recently, safety incidents of pharmaceutical excipients posing seriously threats to the patients highlight the necessity of controlling the potential risks. Hence, it is indispensable for the industry to establish an effective risk assessment system of supply chain. In this study, an AHP-fuzzy comprehensive evaluation model was developed based on the analytic hierarchy process and fuzzy mathematical theory, which quantitatively assessed the risks of supply chain. Taking polysorbate 80 as the example for model analysis, it was concluded that polysorbate 80 for injection use is a high-risk ingredient in the supply chain compared to that for oral use to achieve safety application in clinic, thus measures should be taken to control and minimize those risks.

Power Grid Emergency Management Capability Assessment Based on the Fuzzy-AHP Comprehensive Evaluation

According to the characteristics of power emergencies and integrating the realities of grid emergency management, the paper established grid emergency management capability evaluation indexes system, which is consist of 1 first grade indexe,15 second grade indexes. First, the paper determined the weight of each index with AHP and then evaluated the indexes system by fuzzy comprehensive evaluation in two levels. In numerical example, the paper took a provincial grid company emergency management capability assessment as an example, obtained scientific analysis results, proved the usefulness of the evaluation system, and pointed a clear direction for the grid companies’ emergency management construction in the future.

Assessing coastal reclamation suitability based on a fuzzy-AHP comprehensive evaluation framework: A case study of Lianyungang, China

Coastal reclamation suitability evaluation (CRSE) is a difficult, complex and protracted process requiring the evaluation of many different criteria. In this paper, an integrated framework employing a fuzzy comprehensive evaluation method and analytic hierarchy process (AHP) was applied to the suitability evaluation for coastal reclamation for future sustainable development in the coastal area of Lianyungang, China. The evaluation results classified 6.63%, 22.99%, 31.59% and 38.79% of the coastline as suitable, weakly suitable, unsuitable and forbidden, respectively. The evaluation results were verified by the marine pollution data and highly consistent with the water quality status. The fuzzy-AHP comprehensive evaluation method (FACEM) was found to be suitable for the CRSE. This CRSE can also be applied to other coastal areas in China and thereby be used for the better management of coastal reclamation and coastline protection projects.

the National Registered Architect Qualification Exam has held a total of 18 times since the National Registered Architect Qualification System was established,which has a history of nearly 20 years since 1995. The test system played an important role in promoting the development of architectural design industry and improving the competency of architects. But for some reasons, there are still some deficiencies and problem in the system. The biggest problem is that how to determine whether the practicing ability of National Registered Architects can meet the requirements of architectural industry and market. This thesis analyzes the status of examinees and the quality of examination questions based on the exam data of the National Registered Architects Qualification. The comprehensive competency evaluation on the National Registered Architects has been obtained using AHP-fuzzy comprehensive evaluation model.
