Integration versus prioritization in the Sustainable Development Goals: An argument to prioritize environmental sustainability and a just transition

AbstractThis paper explores a key implementation issue for the Sustainable Development Goals (SDGs) – whether to use integrated approaches or prioritize some goals. The scientific community generally recommends integrated approaches but has little clear guidance on concrete implementation. This paper reaches two main conclusions. First, environmental sustainability needs to be prioritized. This is the inescapable logic of Earth system boundaries and related concepts. Second, environmental sustainability measures need to be based on a just transition in order to secure political support for environmental prioritization; especially, they need to provide good jobs and decent work, and they need to appear concrete and feasible. These principles should inform SDG implementation and discussions on the post‐2030 sustainable development agenda. Many existing proposals for environmental solutions stop short of recommending their prioritization; they also acknowledge the need for both social sustainability and a just transition, but these elements are usually not very concrete, especially regarding job creation. Thus, making environmental sustainability measures more economically and socially sustainable also should be prioritized.

Traffic safety implementation at local level in line with 2030 Agenda for Sustainable Development: synergies, challenges and enablers

This study explores how traffic safety implementation at local level in line with the 2030 Agenda for Sustainable Development is characterised. By investigating interactions between traffic safety and other sustainability goals (synergies), as well as identifying contradictions between goals and conflicting interests (challenges), the study aims to pinpoint the main enablers for implementing traffic safety as part of sustainability. The emphasis lies on local authorities in Sweden representing a mature traffic safety context when viewed globally. To delve into this issue, interviews were conducted with 37 municipal employees from the city of Gothenburg, encompassing diverse roles that exemplify the significant influence Swedish local authorities wield in shaping traffic safety: as road manager and planner, in maintenance and construction phases, as employer and purchaser, and as influencer of behaviour. The study reveals several synergies between traffic safety and other sustainability goals, as well as contradictions between goals and conflicting interests posing challenges to traffic safety implementation. Main enablers for implementation of traffic safety as part of sustainability at the local level concern, for example, an integrated approach on strategic level where traffic safety could be handled as either a prerequisite (e.g. for active mobility) or a framework condition (e.g. for green cars). The necessity to bridge gaps between strategic and operational levels is also emphasised. Contradicting goals and interests are inevitable and must be managed. The study identifies the traffic strategy and strategic analyses, in the European context referred to as Sustainable Urban Mobility Planning, as a platform for traffic safety implementation as part of sustainability. Such platform highlights implementation areas in common for different target areas. The significance of integrating traffic safety in relevant activities and processes, alongside fostering horizontal collaborations across target areas, becomes apparent when striving to embed traffic safety in a wider sustainability context. While Swedish municipalities may not always recognize traffic safety as part of the sustainability agenda, existing platforms within municipalities serve as a foundation for adopting an integrated approach to traffic safety implementation. However, there is a need for a central coordinating function to ensure robust leadership in integrating traffic safety as a vital component of sustainability.

Bibliometric Analysis of Remote Sensing over Marine Areas for Sustainable Development: Global Trends and Worldwide Collaboration

More than two-thirds of the Earth’s surface is covered by oceans and yet only a small portion of these oceans has been directly explored in detail, highlighting the need for powerful tools like remote sensing (RS) technology to bridge this gap. International frameworks, the 2030 Agenda for Sustainable Development, and Ocean Decade point out the significance of marine areas for achieving sustainable growth. This study conducts a bibliometric analysis of RS over marine areas for sustainable development to identify key contributors, collaboration networks, and evolving research themes from the beginning of the 21st century until last year. Using the Web of Science Core Collection database, 499 relevant articles published between 2000 and 2023 were identified. The bibliometric analysis showed a significant increase in scientific productivity related to the field. On an international level, China emerges as the most productive country, but international collaboration has played a crucial role, with 36.87% of articles resulting from international co-authorship, pointing to the global nature of research in this field. RS technology has continuously evolved from airborne sensors to the augmentation of Earth Observation missions. Our findings reveal a shift towards automated analysis and processing of RS data using machine learning techniques to integrate large datasets and develop robust scientific solutions.

Trade, gender equality and institutional quality: Evidence from the gravitational approach

Purpose The contributions of gender equality to trade and the moderating impact of institutional quality on the trade-gender link have been understudied in contemporary literature. Therefore, this paper aims to use the augmented gravity model to investigate the impacts of gender equality and institutional quality on trade, and the moderating impact of institutional quality on the trade-gender link. Design/methodology/approach The panel data is comprised of bilateral trade flows of Vietnam and 40 major trading partners in the 2002–2021 period. Estimation methods include combined fixed effect, random effect, system generalized method of moments two-step (SGMM-II) and Poisson-pseudo maximum likelihood (PPML) which allow the treatment of heterogeneity, endogeneity and heteroskedasticity in the research models. Findings The exporting country’s gender equality has an inconclusive impact on trade in SGMM-II and PPML estimations. However, female labor force participation in the exporting country increases trade. Importing country’s gender equality and female labor force participation increase trade. The direct impact of institutional quality on trade is inconclusive, which is dependent on estimation methods. Most noticeably, the institutional quality of exporting and importing countries facilitates the hampering effects of gender equality and female labor force participation on trade. Research limitations/implications Future research should apply the framework of this paper to sectoral trade, which allows more sector-specific policy implications to be delivered. Moreover, gender development, gender inequality and institutional quality should be included in the SGMM estimations as endogenous variables for robustness checking purposes in future research. Practical implications The paper has justified the integration of gender-specific issues in trade policies, which aligns trade with sustainable development agenda. The explored moderating impact of institutional quality of the exporting country has implied the trade-off relationship between gender equality and export growth in the effort to improve institutional quality. Reversely, in the case of importing countries with higher institutional quality, improved gender equality may mitigate the trade deficit by hampering import growth. Originality/value Investigating the impact of gender equality on trade is the prominent contribution of this paper. Gender equality is considered by three component indicators which include gender development, gender inequality and female labor force participation. New measurement approach to the institutional quality level is also introduced. Furthermore, the explored moderating impacts of institutional quality on the trade-gender link are novel in the literature on sustainable development.

The Implementation of Sustainable Development Goal 13 in “BRICS” Countries” a Scoping Review

The essence of the 2030 Agenda for Sustainable Development, ratified by all member states of the United Nations in 2015, is encapsulated in the 17 Sustainable Development Goals (SDGs). The present study examines the progress made in achieving UN Sustainable Development Goal (SDG) 13 within the context of Brazil, Russia, India, China, and South Africa (BRICS), employing a business and economic perspective. The research methodology employed encompassing a comprehensive review of pertinent literature as well as a meticulous analysis of relevant documentary content. Findings from the study revealed that though businesses in BRICS countries are trying to adopt the United Nations sustainable development goal 13, But there is limited effort in Brazil in the implementation of sustainable development goal 13. In Russia most companies are committed to the implementation of united nations sustainable development goal 13, but this has been constrained by sanction and the war in Ukraine. In addition, Indian companies are fulfilling their corporate social responsibilities viewed through the United Nations sustainable development goal 13. The effort on the part of Chinese companies and the government of China in implementing the United Nations sustainable development goal 13 is commendable as various corporate social responsibility programs and public education have been implemented. In the same vein South African companies have also been seen as very active in the implementation the United Nations sustainable development goal (SDG) 13 by having very important policies built around the goal. Recommendation state that it is imperative that climate change be duly addressed within the overarching vision and objectives of the BRICS businesses as well and there should be a multi-tiered collaboration among BRICS countries to expedite the realisation of the sustainable development goals 13. Equally important harmonisation between governmental bodies, non-governmental organisations, and conscientious corporate entities can be instrumental in attaining superior outcomes regarding the sustainable development goal (SDG) 13. Future studies should include and examine more companies and additional countries in terms of overall plans for achieving the United Nations Sustainable Development Goal 13.

Gendered perspective on water security, rights and conflicts in sub-Saharan Africa: a systematic review

The 2017 Global Risk Report ranked water crisis third among the top six global risks that greatly impact society. While the water crisis is disproportionately distributed worldwide, sub-Saharan Africa (SSA) has more people (most of whom are women) who face water problems compared to other regions worldwide. Through the application of the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) protocol version 2020, a systematic review examining the connection between gender and water security, rights, and water conflicts in SSA was done. A total of 24 out of 229 articles made it into the final analysis. Previous research studies on gender politics in the water sector have done so in a fragmented way, focusing on specific water security parameters. The emerging findings show that 14 years after the adoption of an enforceable human right to water and about 6 years prior to the cut-off date for the 2030 Agenda for Sustainable Development, matters of gender and water in SSA are far from being addressed. Rural people, especially women, still face multiple water-related challenges and conflicts, including discriminatory practices upholding male hegemony in water governance. It is recommended that actors in the water sector precede the implementation of water projects by understanding contextual settings that influence gendered water security. Furthermore, the implementation of the water Sustainable Development Goal (SGD 6) should be done in the context of SDG 5 (Gender Equity) and the prioritization of procedural water justice and governance, access to technical skills, and water conveyance technologies.Systematic review registrationhttps://www.prisma-statement.org/.

The importance of sustainable development in the development of the Agro-Industrial Complex of the Far Eastern Federal District

Significant interest for investors today is the Far Eastern Federal District (hereinafter — DFO) — one of the dynamically developing territories of Russia. For a detailed study, this material considers the dynamics and structure of the gross regional product, indicators of agricultural products of all categories, the structure of crop and livestock products by farm categories of the Far Eastern Federal District. To further increase the competitiveness of regions, industries, and the development of agriculture in the district under consideration, a promising area is the possibility of adapting and introducing the concept of its sustainable development. The components of the sustainable development agenda are three blocks of indicators: environmental, social and economic (management). In order to analyze the sustainability of the ecological block in the Far Eastern Federal District, the volume and structure of emissions of pollutants into the air in the context of regions were studied. The analysis made it possible to generalize, highlight significant facts that should be paid attention to the regions in terms of production, identify their weaknesses and pay attention to the impact on the environment and climate change.

HOSPITAL ADMINISTRATION IN A PERIPHERAL REMOTE LOCATION HOSPITAL: A EVIDENCE BASED STUDY

Objective: The organisation of the human society has undergone a unique transition throughout the last decades. With the rise of ever growing technologization and disruptive innovations, populations also demand more social and environmental initiatives from firms and governments. In 2015, the United Nations (UN) member states agreed upon a 2030 Agenda for Sustainable Development. Developing a sustainable UHC is decisive to ensure better economic prospects and social equality across socioeconomic classes. This can be achieved by lowering the barriers to access health services to the most vulnerable groups and improve mortality and disability rates in the potential workforce. Methods: The present study was conducted in a remote location defence hospital catering to the health care needs of serving personnel of Indian armed forces and civilians residing in this peripheral area. The basic specialties including Obstetrics, paediatrics, medicine and general surgery are provided at this centre 24*7 by the dedicated medical officers of Indian Armed forces. Results: Sustainability of care continuously evolves towards becoming a major factor for public healthcare organisations, and more accountability will likely be demanded of managers to deliver on each aspect of its triple bottom line. This study shows that prevention and patient empowerment both carry great potential to attain this objective. Conclusion: It is necessary to set priorities and act according to available resources and organisational vision. The central threats to sustainability of public health care welfare systems in peripheral hospitals identified, namely the ageing population and rise in chronic diseases. UHC at a meso and micro level, could provide a much better rationale for scholars to evaluate the need for change, and contribute to draft more inclusive sustainable strategies.

Motivations and Strategies of Sport-Based Corporate Social Responsibility: Multiple Case Studies of Taiwanese Enterprises

Since the United Nations announced the 2030 Agenda for Sustainable Development in 2015, which includes 17 Sustainable Development Goals (SDGs) guiding global efforts from 2016 to 2030, corporate organizations have increasingly integrated SDGs into their cultures, adopting innovative strategies to practice sustainable development. This integration has yielded numerous inspiring breakthroughs and success stories. Corporate organizations have found significant contemporary relevance in practicing corporate social responsibility (CSR) through sports. This study explores the motivations for and the scope of CSR activities undertaken by Taiwanese enterprises that use sports as a vehicle. Through in-depth interviews and multiple case studies, this study examines the commonalities and uniqueness of sport-based CSR, providing a detailed depiction of the current state and challenges faced by enterprises engaging in sport-based CSR and sustainable development. The findings will lead to new perspectives and feasible strategic directions for the advancement of sport-based CSR.

Policy evaluation and performance assessment for sustainable urbanization: a study of selected city corporations in Bangladesh

Bangladesh is going through an unprecedented period of urban growth, and its cities are having to deal with rising service, housing, and infrastructural needs. It is critical to comprehend how urban government promotes sustainable development as the nation struggles with the intricacies of urbanization. This study aims to investigate how urban governance impacts sustainable urbanization at the city corporation level in Bangladesh, focusing on Goal 11 of the Sustainable Development Agenda, which is “sustainable cities and communities.” The study selected Rajshahi and Gazipur City Corporations as case studies and employed Principal Component Analysis (PCA) and descriptive statistics methods to gather data from primary and secondary sources. The findings of the study reveal gaps in urban governance, highlighting inconsistencies between the expectations of stakeholders and the reality on the ground. Stakeholders express high expectations for housing access, infrastructure development, disaster management, transportation, and environmental sustainability, but the current state falls short in several areas. Further, the study proposes several recommendations to enhance urban governance, including fostering participatory approaches, ensuring sufficient budget allocation for infrastructure development, addressing housing challenges, enhancing women’s safety in transportation, and strengthening disaster management systems.

Contradictions between Capitalism and Sustainable Human Development: Where is the 2030 Agenda Headed?

ABSTRACT This article aims to analyse the basic premises of the theory of sustainable human development as it is based on the 2030 Agenda for Sustainable Development, and contrast it with the theoretical and political proposals of capitalism. With this purpose, in the first place, the work studies the central elements of development theory, as well as the basic premises that support the capitalist model. Secondly, the article compares the essential contradictions between both theoretical proposals, as well as the invisibility of these contradictions in the 2030 Agenda. The article concludes that the foundational ideas of capitalism, as well as the policies derived from these conceptions, are essentially opposed to the theory and practice of sustainable human development and that this is the real limit to advance in the 2030 Agenda.

A multitrophic culture system for the production of black soldier fly larvae (Hermetia illucens)

Goals number 2, 11 and 12 of the 17 sustainable development goals, enacted by the United Nations as part of the 2030 Agenda for sustainable development, aim to end hunger as a priority, create sustainable cities and above all encourage responsible consumption and production. With increasing world population and higher demand for food, we need to find ways of producing cheap sources of protein and lipid that may in turn be used as animal or aquaculture feed. A multitrophic system involving mealworm larvae (MWL, Tenebrio molitor) and black soldier fly larvae (BSFL, Hermetia illucens) was developed to transform fruit and vegetable kitchen waste into usable biomass. MWL, fed mainly on kitchen waste, reached an average prepupal length of 2.4 cm, fresh weight of 0.12 g and dry matter protein and lipid contents of 44.2% and 16.5% respectively, with an average specific growth rate (SGR) of 2.2%/day and a feed conversion ratio (FCR) of 7.9. Conversely, BSFL fed on a variety of feeds, including MWL frass, kitchen waste and oats, had an average prepupal length of 1.3 cm, fresh weight of 0.16 g and dry matter protein and lipid contents of 41.4% and 26.3% respectively, with an average SGR and FCR of 4.3%/day and 8.9 respectively. The BSFL fed MWL frass obtained some of highest SGR and lowest FCR values, with one group achieving 7.5%/day and 2.9 respectively. This investigation has demonstrated the feasibility of a multi-trophic production system using kitchen waste to feed MWL whose frass was in turn used to feed BSFL thereby producing protein- and lipid-rich biomass that can serve as animal or aquaculture feed.

Evaluation of the impact of anthropogenic activities on sustainable use of medicinal biodiversity in realization of Kenya’s vision 2030 agenda for sustainable development

Anthropogenic activities are posing a serious threat to Kenyan medicinal biodiversity and its contribution in the provision of traditional medicines and the potential of getting new drug discoveries. This poses a challenge to the country’s achievement of vision 2030 development agenda as envisaged under the health sector. The main objective of the study was to evaluate the effect of anthropogenic factors such as settlement, cultivation, mining and bioprospecting activities on sustainable use of Kenyan medicinal biodiversity in realization of vision 2030 sustainable development agenda. The research article adopted a mixed methods approach including use of desk research and qualitative interview administered to 14 organizations involved in conservation of medicinal biodiversity in the country. Results showed that anthropogenic activities are not carried out in a way that guarantees conservation and sustainable use of medicinal biodiversity because of lack of collaboration, inappropriate legal frameworks and clash of roles occasioned by unclear demarcation of mandate among the organizations meant to safeguard medicinal biodiversity. A strong stakeholder’s collaboration is recommended to manage and develop medicinal biodiversity and its sustainable use since it has a great potential to support a robust cultural and social economic development that will lead to realization of the country’s 2030 agenda for sustainable development.

Customary water treatment techniques regularly neglect to eliminate these poisons, requiring the advancement of novel methodologies. This study overviews engineering techniques for controlling MOF characteristics for better flexibility, stability, and surface area. A current report on MOFs gathered new perspectives that are amicably discussed in emergent technologies and extreme applications towards environmental sectors. The iPhone Phenomenon, Media Literacy and United Nation’s 2030 Sustainable Developmental Goals in Nigeria

In September 2015, the General Assembly adopted the 2030 Agenda for Sustainable Development which includes 17 interconnected Sustainable Development Goals (SDGs) - quality education, reduced inequality, responsible consumption and production, and partnerships to achieve the goals. Smartphones are becoming increasingly prevalent element of the educational experience in classes, from preschool to graduating school level. The iPhone phenomenon makes students' lives easier. They can access their school information on portable devices. This is referred to as electronic learning (e-learning); smartphone is advanced mobile phone device that has improved considerably in the 21st century with the accommodation of features such as accessing emails, biometrics, online shopping, social media, and many more. The question arises whether the iPhone craze is driven by the passion for securing academic excellence, prestige, or social relevance. This author observes that the use of smartphones is gradually becoming an effective and indispensable learning tool used to enhance youths' social engagement. Hence, this study aims to conceptually synthesize existing literature on the iPhone phenomenon using the Marshal McLuhan Theory.

“Going beyond the call of duty”: academic agency and promoting transformation for sustainability in higher education

Purpose In the past decade, against increasing global inequality, higher education has grappled with increased demands for social justice, transformation and decolonisation. While a lot of research in South Africa has focused on the (im)possibilities of fostering racial, gendered, socio-economic and cultural change, the connection of such change to questions of sustainability has been less explored. The purpose of this paper is to specifically explore the agency of academics to foster transformative initiatives for sustainability within the context of institutions historically serving under-represented populations. Design/methodology/approach Using a qualitative methodology, this paper highlights the importance of considering sustainability in processes of transformation. This paper is specifically interested in how academic faculty and those in assigned leadership positions view their agency in relation to promoting transformation for sustainability at the institutional level. Drawing on data generated from semi-structured interviews with 13 participants at an historically Black university in South Africa, this paper details academics' and leaders’ experiences and perceptions of their agency. Findings This study reveals the adverse interactional dynamics within higher education institutions, which negatively impact academics’ participation as key agents in change processes. Positional and identity challenges faced reveal the persistence of colonial and apartheid legacies of racism, sexism, Afrophobia and xenophobia – which casts a shadow on possible trajectories of transformation and sustainability. This has serious implications for the common good, given South Africa's regional import for knowledge production and decolonisation within universities; its key role in the African 2063 Agenda; and the wider global Sustainable Development agenda. Originality/value This study highlights insufficient engagement with the sustainability of transformation efforts within the context of South Africa. This study also emphasises the relation between transformation imperatives and racial, socio-economic, gender and epistemic justice imperatives of sustainable development.

Road surface cold-mixed cold-laid recycled carbon-reduced pavement material research

ABSTRACT In recent years, the concept of sustainable circular economy has emerged due to the increasing awareness of environmental protection. In 2015, the United Nations proposed the ‘2030 Agenda for Sustainable Development’ and developed 17 sustainable development goals, with Goal 12 being ‘Ensure sustainable consumption and production patterns by promoting a green economy and significantly reducing waste generation through prevention, reduction, recycling, and reuse’. In 2015, Taiwan passed the ‘Greenhouse Gas Reduction and Management Act’ (referred to as the GHG Act), with the legislative purpose of addressing climate change and fulfilling environmental responsibilities. In 2022, the Ministry of Economic Affairs formulated the ‘2050 Net Zero Emissions Pathway Plan’ with four major strategies and two foundations (technology research and development and climate legislation) as the main focus. The four major strategies include industrial transformation, encouraging the manufacturing sector to focus on process improvement and energy conversion, and introducing carbon reduction technology in the construction sector to achieve a circular economy. As Taiwan’s road construction area continues to grow, a new pavement material called ‘Cold-mixed cold-laid recycled carbon-reduced pavement material’ has been developed. This innovative material reduces carbon dioxide emissions by eliminating the need for on-site fuel heating during construction. It saves energy and helps to reduce greenhouse effects, aligning with environmental protection goals.

PUBLIC MANAGEMENT OF HIGHER EDUCATION QUALITY ASSURANCE INUKRAINE: RELEVANCE OF ISSUES REGARDING THE STANDARDS OF INTERNATIONAL LEVEL PROGRAM DOCUMENTS AND INTERNATIONAL OBLIGATIONS OF UKRAINE

The publication contains results of the research of assurance of higher education quality within the field ofknowledge “Public administration and governance” in such areas as “program documents of international level” and“Ukraine’s obligations to other countries”. In accordance with these directions, there was made an analysis of thecontent of the UN program document “Transforming our world: The 2030 Agenda for sustainable development” andThe European Union–Ukraine Association Agreement (issues of the higher education quality) were analyzed. Thearticle contains recommendations and generalizations on the technology of using the content of internationaldocuments to justify the relevance of the research performed within the field of knowledge “Public administration andgovernance”.

A Comprehensive Review of 5G Networks for Sustainable and Smart Cities

Abstract: The transition from the first generation of technology, which only had an analog voice, to the fifth generation, which also had connected gadgets, gave the technology a new structure and changed how people used it. Fifth-generation wireless technology, often known as 5G, is on the cusp of reaching its potential maximum data transfer rate with a peak data throughput of 20 gigabits per second (Gbps) and a typical data transfer rate of more than 100 megabits per second (Mbps). The Internet of Things serves as the cornerstone of the future, and it is projected that by 2025, individual users will use 13 times the amount of data that we do at this time. Therefore, 5G is extremely important and the main feature of the 2030 Sustainable Development Agenda, which was ratified by all of the Member States of the United Nations in 2015, and is the 17 Sustainable Development Goals (SDGs), which represent an urgent call to action for all nations. These goals are referred to collectively as the "SDGs." This study intends to examine how 5G networks might serve as important facilitators for achieving sustainability and meeting some of the 17 SDGs. This is further highlighted by evaluating the sustainability metrics for 5G networks. Ultimately, this helps to demonstrate that 5G networks are environmentally, socially, and economically responsible. This study focuses on the five primary SDGs that are important for the growth of smart cities.
