Background: This study examined how strategic reconfiguration of strategic human resource management (SHRM) practices influences the effectiveness of talent management (TM) within South Africa’s state-owned enterprises (SOEs), with particular attention to how SHRM can drive organisational performance through enhanced talent acquisition, development, and retention. Aim: This research explored a ‘rebooted’ SHRM framework to address talent acquisition, development, and retention, and to mitigate unique SOE challenges, including governance deficits and operational inefficiencies. Setting: The study took place at selected SOEs in Limpopo province. Method: The study was quantitative; the survey questionnaire was distributed across four strata among 252 employees. SPSS (ver. 4.2) was used to analyse data, and factor analysis, correlation, and multiple regression analysis were employed to test the research objectives. Results: The findings reveal noticeable critical SHRM and TM sub-factors, including greening the workplace, corporate social responsibility, future of work, work satisfaction, work motivation, and workforce development. Notably, work motivation showed strong explanatory power, accounting for 61% of the variance (R2 = 0.615; adjusted R2 = 0.605). The findings demonstrate a significant positive relationship between SHRM and TM, and a significant influence of SHRM sub-factors on TM. This reveals work motivation through the social exchange theory perspective, indicating the reciprocal nature of SHRM, fostering employee contributions, and sustaining competitive advantage. Conclusion: The study highlights insights for SOE leaders and policymakers seeking to optimise human capital and improve organisational performance in a dynamic environment. Contribution: The study contributes to the academic literature by identifying context-specific SHRM dimensions and providing empirical evidence of SHRM’s influence on TM outcomes in SOEs.

ABSTRACT This study examines the individual-level consumption patterns of Gen Y consumers from the U.S. Germany, and China by analyzing their decision-making styles and intentions to participate in daily deal sites. We collected data from 1,454 respondents and applied multiple-regression analysis. The results reveal similarities in the use of novelty-fashion, price-conscious, recreational, and impulsive decision-making styles. However, there are differences in the perfectionistic, brand-conscious, habitual, and confused-by-overchoice decision-making styles. These findings suggest the presence of a global consumer culture among Gen Y consumers. Additionally, we discuss the significance and implications of these results for marketing and international business strategies.

This study aims to develop and validate the VOUSH (value orientation for users and society in healthcare) measurement scale, with a view to measuring how healthcare organizations offer value in an integrated way to both users and society. The theoretical framework combined approaches from experiential marketing and health - the foundations of VOUSH - taking into consideration business management, care management, value co-creation, digital technologies, user experience, corporate social responsibility (CSR) and value in healthcare. The methodology included two quantitative studies. The first, which was exploratory in nature, involved 213 users and health professionals, with a questionnaire and exploratory factor analysis being applied to identify dimensions of VOUSH. The second, confirmatory study included 169 managers (decision-makers) and used structural equation modeling for validation. The scale revealed three dimensions of VOUSH, namely user experience in healthcare, CSR in healthcare, and digital healthcare, with the results reinforcing the importance of these dimensions in aligning organizational practices with social and individual demands in healthcare. The scale is useful for assessing the degree of strategic maturity of healthcare organizations in offering shared value, which is a construct with high practical potential for the strategic marketing management of healthcare organizations.

Maintaining a stable blood supply is a critical challenge for healthcare organizations in this dynamic era, necessitating a shift from routine operational management toward a more measured strategic management approach to achieve organizational excellence. This study aims to formulate a strategic model to increase blood donor participation using the SWOT (Strengths, Weaknesses, Opportunities, Threats) framework to map internal capacities and external opportunities in creating sustainable competitive advantage. Using a descriptive qualitative method through a systematic model, this study analyzes the SWOT Matrix to generate an integrative strategy between managerial efficiency and service innovation. The analysis results indicate that while the organization possesses strengths in its integrated donor database system, challenges such as medical hoaxes and limited marketing budgets remain the primary obstacles. Therefore, the recommended strategies include optimizing service digitization through mobile applications, strengthening corporate partnerships, and launching educational campaigns to counter negative stigma. In conclusion, the implementation of SWOT-based strategic management provides a clear direction for the organization in optimizing resources, which ultimately not only increases blood collection volumes but also drives the achievement of excellence standards in public health services

Rapid transformations in the dental labor market and curricular reforms have reshaped the competencies required for new graduates. Entrepreneurial readiness and strategic management skills have become crucial for professional sustainability. This study assessed how the entrepreneurial and managerial perceptions of final-year dental students at the University of São Paulo (FOUSP) evolved over a decade marked by educational and socioeconomic change. A cross-sectional comparative design included two cohorts of final-year students enrolled in the Management and Planning in Dentistry course in 2014 (n=107) and 2024 (n=106). Sixty-three items addressing personal profile, management, entrepreneurship, and professional future were rated on a 4-point Likert scale. Comparative analyses used chi-square tests with Bonferroni correction and complex network analysis with the EBICglasso algorithm applied to polychoric correlations. The 2014 network revealed fragmented and intradomain connections focused on financial control and infrastructure. By 2024, networks became denser and more cohesive, linking business, entrepreneurship, location, and personal profile domains. Leadership, strategic planning, and competitive differentiation emerged as high-centrality nodes, while purely financial motives lost prominence. Professional confidence and risk readiness remained limited, as item-level analyses revealed persistent hesitation regarding risk acceptance, reliance on external financing, and future professional commitments. Over 10 years, students' cognitive organization of entrepreneurial practice became more cohesive and strategically structured. The coexistence of structural integration with enduring personal hesitation reveals a critical gap between conceptual preparedness and professional self-assurance, highlighting the need for educational strategies that translate conceptual knowledge into applied competence.

Abstract Volcanic ash is a significant hazard to aviation due to its potential to cause physical impacts and disrupt aviation networks through airspace and airport closures. Until now, ashfall impacts on airport operations have received much less attention than airborne ash impacts on aircraft and aviation. The time and resources taken to remove ashfall from runways and airport infrastructure can cause extended disruption to the aviation network beyond the presence of ash in the atmosphere. Using publicly available information, we have compiled a global dataset of 334 volcano-related airport impact events between 1944 and 2024. The dataset includes events at 141 unique airports in 44 different countries and territories, caused by eruptions from 73 different volcanoes. The countries with the most events are Indonesia (52), Mexico (27), and New Zealand (27), and the most impacted airports are Catania-Fontanarossa International Airport (20), Puebla International Airport (15), and La Nubia Airport (12). The volcanoes responsible for the most airport impact events (besides Eyjafjallajökull) are Etna (24), Soufriere Hills (22), and Popocatépetl (22). We used 74 data-rich, ashfall-induced events from this dataset to categorise ashfall impacts into five states of closure: <1 day, 1–2 days, > 2–7 days, > 1 week (finite), and permanent, and present fragility curves for each state. Data points are concentrated between 0.1- and 100-mm thickness such that fragility curve uncertainties are greatest at the smaller (< 0.1 mm) and larger (> 100 mm) thicknesses. The curves show that there is an > 80% probability of airport closure of any duration even for trace (defined here as 0.1 mm) amounts of ashfall. Closures of more than one day under trace ashfall are much more probable than closures lasting more than two days (30% vs. 6%, respectively), and once ashfall of 10 mm thickness is reached closures of more than two days are highly probable (> 85%). The development of continuous fragility curves from empirical airport closure data represents an advance that will prove useful for hazard management and long-term forecasting closure at airports. To illustrate the potential impacts of varying closure durations on flights and passengers, we provide a case study of the simulated closure of Ninoy Aquino International Airport in the Philippines. In addition to ashfall thickness, closure duration is affected by airport or national emergency management policies, resources available (personnel and equipment), and environmental conditions. This dataset and the derived curves provide a starting point and global evidence base for better understanding the impact of volcanic ashfall on airport operations.

This study examines the strategic management of agrarian reform access arrangements and their role in improving the social welfare of agrarian communities in Pesurungan Lor Subdistrict, Tegal City, Indonesia. The research aims to evaluate the implementation of access arrangement programs, identify strategic challenges, and formulate improvement strategies for sustainable agrarian development. A qualitative case study approach was employed, utilizing in-depth interviews, participatory observation, and document analysis involving stakeholders such as the Agrarian Reform Task Force (GTRA), local government, farmer groups, and community business actors. Data were analyzed using an interactive model consisting of data reduction, data display, and conclusion drawing, complemented by a SWOT analysis to formulate strategic recommendations. The findings indicate that although the agrarian reform program has improved land tenure security and established local economic institutions, its implementation remains largely administrative and has not yet fully integrated strategic management principles. Weak coordination among stakeholders, limited business capacity, inadequate monitoring and evaluation systems, and exposure to market and production risks constrain the program’s effectiveness. The study concludes that strengthening multi-stakeholder collaboration, risk management, business capacity development, and multidimensional welfare evaluation is essential to transform agrarian reform access arrangements into a sustainable strategy for improving the long term socio economic welfare of agrarian communities

The article presents a comprehensive analysis of modern approaches to scaling the business of equipment manufacturers and entering new markets in the context of the global digital transformation of the economy. The study is based on the systematization of scientific publications devoted to the internationalization of industrial companies, platform3based interaction models, digitalization of trade, and organizational mechanisms of international expansion. The paper examines changes in the logic of scaling associated with the transition from linear export growth to network3 based coordination forms built on partner ecosystems and reproducible digital processes. Particular attention is paid to the role of digital services, interaction standardization, and distributed sales channels that reduce transaction costs and enable scaling without proportional growth of resources. Barriers to companies’ transition to export activity are analyzed and interpreted as a filtration mechanism selecting firms according to their level of organizational maturity and ability to coordinate international operations. The study demonstrates that sustainable international scaling emerges through the synchronization of digital capabilities, managerial structures, and partnership networks ensuring business adaptability across different institutional environments. Scaling is considered an integrative process in which technological, organizational, and network factors form a unified architecture of international growth for equipment manufacturers. The article will be useful for researchers in international business and the digital economy, as well as specialists in industrial management, strategic development, and international marketing of technological products.

Abstract Strategic leadership transition management has emerged as a critical determinant of performance in Kenya’s devolved governance system. County governments are expected to ensure effective service delivery, fiscal sustainability, and socio-economic development; however, frequent leadership transitions, weak institutional capacity, inconsistent policy implementation, and poor leadership vision continue to hinder performance. In Taita Taveta County, these challenges are reflected in stalled development projects, inconsistent service delivery, underutilized resources, weak implementation of County Integrated Development Plans (CIDPs), and low own-source revenue despite existing governance and strategic planning frameworks. This study examined the influence of strategic leadership transition management on county government performance in Taita Taveta County, focusing on leadership vision, institutional capacity, strategic alignment and policy continuity and implementation as key dimensions of strategic leadership transition management. The study was anchored on Policy Implementation Theory, Resource-Based View (RBV), Leadership Succession Theory, and Transformational Leadership Theory. A descriptive research design was adopted targeting elected leaders, county executives, senior administrative officers, and community representatives. Using systematic sampling, 384 respondents were selected, of whom 363 returned usable questionnaires, representing a 94.5% response rate. Data were collected using structured questionnaires and analyzed using descriptive statistics, Pearson correlation, and multiple regression analysis using SPSS Version 29. The findings showed that leadership vision positively influenced performance through clear communication of development priorities and effective resource alignment. Institutional capacity was constrained by inadequate financial resources, weak ICT infrastructure, and ineffective monitoring and evaluation systems. Policy continuity and implementation emerged as the strongest predictor of county government performance. Strategic Alignment had a positive and significant effect implying that alignment of county plans, budgets, leadership priorities, and departmental operations improves governance efficiency. The four dimensions of strategic leadership transition management jointly explained 86.1% of the variance in county government performance (R² = 0.861). The findings revealed that the joint strategic leadership transition dimensions significantly affect county government performance, with incoming administrations often revising or abandoning existing strategic plans. The study concluded that effective strategic leadership transition management significantly enhances county government performance by promoting continuity, strengthening institutional capacity, improving policy implementation, and sustaining development priorities across leadership changes. The study recommends structured leadership transition policies, stronger vision implementation frameworks, investment in ICT and M&E systems, and institutionalized policy continuity mechanisms to improve governance stability and sustainable development outcomes.

Although MSME business strategies in the cellular retail sector have received attention in several previous studies, research that specifically integrates business strategy analysis with the perspective of sharia business ethics remains limited. This study aims to analyze business strategies and evaluate their implementation from the perspective of sharia business ethics at Toko Agoeng Cell. This study used a qualitative approach with a case study design, involving 37 participants consisting of 7 key informants, namely the owner and employees, and 30 customers selected using purposive sampling. Data were collected through in-depth interviews, observation, and documentation, then analyzed using qualitative descriptive analysis and a SWOT (Strengths, Weaknesses, Opportunities, Threats) approach. The results showed that Toko Agoeng Cell experienced a decline in sales during the 2020–2023 period due to increasing competition and changes in consumer behavior toward digital channels, before experiencing an increase in 2024. The SWOT analysis showed that the dominant strategy was the SO (Strengths–Opportunities) strategy, namely utilizing internal strengths in the form of affordable prices, good service, and customer trust to capture digital market opportunities. The implementation of sharia business ethics was reflected in the practices of honesty and service, but it had not been systematically integrated into the business strategy. These findings contribute to the development of value-based business strategy studies and expand understanding of the integration of strategic management and sharia business ethics in the MSME context. The conclusion of this study emphasizes the importance of adaptive, structured, and sharia ethics-based business strategies to improve the competitiveness of cellular retail MSMEs.
