The urgency of preparing for the effects of climate change is no longer in doubt and consequently political programmes worldwide are introducing measures to encourage adaptation and build resilience. However, the everyday strategies that people away from the centres are developing in order to prepare for and deal with climate change remain far less visible. These strategies have great potential because they are locally embedded and adapted to local logics, they are historically developed and thus tried and tested, and they are holistic in the sense that they address the multiplicity of entangled obstacles that extend beyond climate change. This article presents examples of local resilience strategies and offers an initial systematisation of their multidimensionality. Keywords: Climate Change; Local Resilience; Amazônia; Colombian Caribbean; Mozambique

The right to an ecologically balanced environment is a pressing and inalienable need in view of the increasing frequency of environmental disasters, given that people have the legitimate right to live in a healthy and safe environment. However, when natural or man-made disasters compromise this harmony, this right becomes even more crucial.Through a bibliographical review, documentary research and case study, this investigation analyzes how the right to an ecologically balanced environment is sustained in the face of major environmental disasters, especially those of hydrological origin, such as those that occurred in Rio Grande do Sul in September 2023.As a result, it is clear that floods tend to become more common as the population increases, people become less aware and the State becomes less effective. It is clear that the problems caused by environmental disasters involve much more than just climate change or temporary unforeseen eventsthey are social problems that are ignored, above all, by public authorities.
