Parental Practices and Maternal Warmth as Protective Factors for Problem Behaviors in Mexican Preadolescents.

Epidemiological estimates indicate that approximately 12% of children and adolescents in Mexico are in clinical ranges for psychological disorders. Low-income families in need of psychological support generally encounter understaffed and sometimes inefficient public health services and thus, families frequently constitute the primary source of support for individuals affected by mental health disorders. Empirical studies in the Mexican context have demonstrated that positive parental practices are associated with positive developmental outcomes and low levels of problem behaviors for both children and adolescents. This study aims to identify if such practices act as protective factors for problem behaviors in 306 Mexican students in 4th, 5th, and 6th grades from 3 public elementary school s in Mexico City. Practices of maternal autonomy and communication as well as maternal warmth were found to significantly diminish internalizing and externalizing problem behaviors, while parental involvement and communication only reduced externalizing problem behaviors. Findings have implications for social welfare programs that target positive youth development and supportive parenting.

The Impact of Youth Debt on College Graduation

This study examines the associations between educational loans and credit card debt with the possibility of college graduation among a group of youth who enrolled in college. It further investigates whether the associations differ by levels of parental assets. Results indicate that, after parental assets and other variables are considered, educational loans are positively related to college graduation; however, there is evidence that educational loans above $10,000 reduce the probability of college graduation. Parental assets are positively linked to youth’s college graduation, and the relationship between educational loans and college graduation is stronger among youth whose families have lower levels of financial assets. Credit card debt is positively related to college graduation only among families with modest financial assets. Policy implications are discussed.

Explicating the Social Mechanisms Linking Alcohol Use Behaviors and Ecology to Child Maltreatment.

This paper begins to describe and explicate the specific mechanisms by which alcohol use and the alcohol use environment contribute to specific types of child maltreatment. These mechanisms relating alcohol outlet densities to child maltreatment described here include effects on social disorganization, parent's drinking behaviors, and parental supervision. By investigating potential mechanisms, new information could be obtained on the importance and role of alcohol and their availability in the etiology of child maltreatment. This knowledge can be used to further tailor interventions to those conditions most likely to prevent and reduce maltreatment.

Institutions and Savings in Low-Income Households

This paper examines the influence of structured savings program arrangements on the saving performance of low-income households in individual development accounts (IDAs). Data are drawn from the American Dream Demonstration (1997-2004), which looked at the saving performance of low-income households in matched savings accounts across the United States. Hierarchical multivariate regression is used to identify which specific structural program arrangements are important in influencing the saving performance of low-income families. Findings suggest that overall, structured program arrangements, including financial education, peer mentoring groups and saving targets are important in influencing people's saving performance―including low-income families.

Parental Assets : A Pathway to Positive Child Educational Outcomes

A growing body of evidence suggests parental assets have positive effects on children's well-being. Using 2004 data from the Survey of Income and Program Participation, this study tests the effect of parental asset holding on child educational outcomes, and explores whether parental involvement and expectations mediate this relationship. Results indicate that assets are a significant predictor of all child academic outcomes of our study; however, income is not a significant predictor for school outcomes when controlling for assets. The mediation analyses show the effect of assets on school outcomes is mediated by two of the three parenting measures: parental expectations and the number of parent-child breakfast days per week. We include implications for policy and practice.

Risk and Protective Factors of Micronesian Youth in Hawai'i: An Exploratory Study.

This exploratory, qualitative study examined the risk and protective factors of Micronesian middle and high school students in Hawai'i. Forty one Micronesian youth participated in 9 focus groups that explored their experiences within their schools, families, and communities. The findings describe youths' experiences of ecological stress beginning with their migration to Hawai'i, and the potential outcomes of this stress (e.g., fighting, gangs, and drug use). Cultural buffers, such as traditional practices and culturally specific prevention programs, were described as aspects that prevented adverse outcomes. Implications for prevention practice are discussed.

Social Welfare Policy and Public Assistance for Low-Income Substance Abusers: The Impact of 1996 Welfare Reform Legislation on the Economic Security of Former Supplemental Security Income Drug Addiction and Alcoholism Beneficiaries.

Prior to January 1, 1997, individuals with drug- or alcohol-related disabilities could qualify for federal public assistance through the Supplemental Security Income (SSI) program. During the welfare reforms of the Clinton administration, this policy was changed resulting in lost income and health care benefits for many low-income substance abusers. This paper examines the historical underpinnings to the elimination of drug addiction and alcoholism (DA&A) as qualifying impairments for SSI disability payments. Following this, empirical evidence is presented on the effect this policy change had on the subsequent economic security of former SSI DA&A beneficiaries. Findings indicate that study participants that lost SSI benefits suffered increased economic hardship following the policy change. These findings have important implications for future social welfare policymaking decisions.

From financial literacy to financial capability among youth

Youth in the United States are facing an increasingly complex and perilous financial world. Economically disadvantaged youth, in particular, lack financial knowledge and access to mainstream financial institutions. Despite growing interest in youth financial literacy, we have not seen comparable efforts to improve access to financial policies and services, especially among disadvantaged youth. Instead of aiming for financial literacy, an approach widely promoted in the United States, we suggest aiming for financial capability, a concept grounded in the writing of Amartya Sen and Martha Nussbaum. Building on research in the United Kingdom, the paper proposes that financial capability results when individuals develop financial knowledge and skills, but also gain access to financial policies, instruments, and services. The paper addresses theoretical and pedagogical approaches to increasing financial capability, followed by examples of programs in the United States. In the conclusion, we discuss implications for policy, practice, and research.

The Severely-Distressed African American Family in the Crack Era: Empowerment is not Enough.

Numerous African American families have struggled for generations with persistent poverty, especially in the inner city. These conditions were further strained during the 1980s and 1990s by the widespread use of crack cocaine. For many, crack use became an obsession, dominated their lives, and superseded family responsibilities. This behavior placed additional pressure on already stressed kin support networks. This paper explores the processes prevailing in two households during this period. In the 2000s, children born to members of the Crack Generation are avoiding use of crack but face major deficits from their difficult childhoods. This presents both challenges and opportunities. The discussion considers initiatives from both a social problems and a strengths perspective that could help these families and help these families help themselves to advance their economic circumstances.

An Exploratory Study of Neighborhood Choices Among Moving to Opportunity Participants in Baltimore, Maryland: The Influence of Housing Search Assistance

This study examined the neighborhood choices of 150 families who participated in the Moving To Opportunity Program (MTO) in Baltimore, Maryland. The MTO program, utilizing an experimental design, provided intensive housing search and counseling services to the experimental subjects. This study found that the counseling services were instrumental in altering the subject's cognitive maps, and they were more likely to move to neighborhoods that were more racially integrated, safer, and, also, had higher levels of satisfaction with their new neighborhood. The authors conclude that the MTO program in Baltimore represents a clear case of public policy that, at least in the short term, worked.
