A South Asian Identity Constructed By The Indo-Pacific Discourse: India

It has been estimated that by 2050, four of the top five economies in the world will all be in Asia, with India, Japan and Indonesia all taking a spot alongside China in surpassing the United States, and revealing a global shift toward the Asian axis. While the Asia-Pacific discourse that has emerged since the Cold War promotes a China-centered understanding of Asia, a South Asian country, India, is emerging as a second rising power on the Asian continent and is taking a central position in the region. The continuing discourse will play an active role in the construction of a South Asian identity and its acceptance in the international arena.

The problem of refugees and asylum seekers in the axis of Turkey-EU relations: opportunities and challenges

The European Union membership negotiations between Turkey and the European Union have been continuing since 1999. As no result has been obtained from the negotiations yet, it is not thought that Turkey will become a member of the union in the near future. While the process was going on, there were internal turmoil in the countries neighboring Turkey and as a result of this, especially Turkey and the member countries of the union started to receive immigration. The aim of this study is to examine the situation of individuals who had to migrate to Turkey and the member states of the European Union and to analyze the effects of this situation on the relations between the two parties.

COVID-19 and its implications for the future global influence of the European Union

On January 30, 2020, the severe acute respiratory syndrome coronavirus 2 (SARS‑CoV‑2) that causes coronavirus disease 2019 (COVID-19) was identified by the World Health Organization (WHO) as constituting a Public Health Emergency of International Concern (PHEIC). With little information on how to diagnose, treat and safeguard people against the disease, countries around the world responded to the outbreak differently depending on the national context. As vaccines were rolled-out and economic measures were put in place, varied speculations started to emerge on the geopolitical implications of these measures for the European Union (EU). This paper examines some of the views from the growing body of literature on the future implications of COVID-19 on the EU’s integration, and more specifically, on whether the EU is likely to emerge as the most influential powerhouse in the post-COVID-19 world. The paper argues that, based on the current conjecture, one cannot confirm the possibility of the envisioned future given the many hurdles that the EU must first deal with before being able to don such a crown.

Migration crisis fueled by the challenges and uncertainties facing the new Afghanistan

After the US withdrew from Afghanistan by ending its 20-year occupation, the country was completely under the administration of the Taliban. However, at the end of this process, some uncertainties emerged such as what the political administration, social life and economic situation would be in Afghanistan, as well as how security and justice would be established. The Interim Government, formed by the Taliban, had to meet the expectations in the international arena while overcoming these uncertainties. However, it has also been understood that the integration of Afghanistan under the Taliban administration with the contemporary world will not be rapid. In addition, irregular migration to the West due to the long-lasting war in Afghanistan, and the effect of these increasing mass movements over time, the new uncertainties that emerged in Afghanistan, on irregular migration were also analyzed. Thus, it has been tried to determine whether irregular migration originating from Afghanistan can be prevented.

The June 2023 issue of our journal brings together our valuable readers with six different articles. In this issue, there are two research articles, one focusing on the continent of Europe and one on the Asian continent, two opinion articles focusing on the migration issue, which is one of the most important agenda items of Turkey and indeed the world, and two book reviews. The first research paper, authored by John Conrad Masabo, examines the potential repercussions of the COVID-19 pandemic on the future of European Union (EU) integration and its global impact. Exploring different views on whether the EU can become the most influential power in the post-COVID-19 world, the author suggests that while this possibility exists, there are significant hurdles that the EU must overcome before achieving such status. Merve Özten Yıldız, the author of the second research article, which aims to reveal how India is trying to construct a South Asian identity with Indo-Pacific discourses, examines the rise of India as the second most influential power in Asia. In his article, the author analyzes the official and practical discourse of India to understand its role in shaping regional identity and its growing influence on the international scene. The first review essay, authored by Müzeyyen Okyay, focuses on the issue of migration. The author dealt with the refugee and migrant problem, which has recently become the primary agenda item in EU-Turkey relations. In this study, the situation of people who have to migrate from their homeland, which is a common problem of Turkey and the EU and requires joint efforts to solve, has been examined within the framework of local laws and international agreements, and the effects of migration on the relations between Turkey and the EU have been analyzed. The second review essay belongs to Ufuk Tok. In this article, Tok examines the uncertainties that arose in Afghanistan following the US withdrawal and the Taliban takeover in August 2021. The author, who has the expectation that the integration of the country under the rule of the Taliban with the contemporary world will not be easy and quick, but will be gradual, also analyzes the effect of the long-lasting war on irregular migration from Afghanistan to the west and explores the possibilities of preventing the migration movement towards Turkey. The first review in the publication review section belongs to Selin Çınar. Çınar presents a comprehensive review of the compilation book The Routledge Handbook of Ideology and International Relations, edited by Jonathan Leader Maynard and Mark L. Haased and published in 2022. The second publication evaluation was made by Ahmet Emin Yıldız and is on the book titled Post-Cold War China-India Relations, written by Nezir Oğuş, the first edition of which was published in 2021. We would like to thank all the authors who have contributed to this issue of our journal by sending their works, and all the referees who have put effort in the evaluation process of these works; we hope that the continuing interest in our journal from the national and international academic community will continue.

Dergimizin 2023 yılı Aralık sayısı, değerli okuyucularımızı altı farklı yazıyla buluşturmaktadır. Bu sayıda, biri Ortadoğu biri de Asya kıtasına odaklanan iki araştırma makalesi, ikisi de Türkiye’nin ve aslında dünyanın en önemli gündem maddelerinden olan Ukrayna Savaşı ve Çin’in Kuşak Yok Girişimi’nin Orta Asya’ya etkisi üzerine odaklanan iki görüş yazısı ve iki yayın değerlendirmesi yer almaktadır. Yazarı Gülenay Göksenin Eren olan ilk araştırma makalesi, mezhepçi anlatıları ve onun stratejik değişimleri ekseninde 2006 yılı Lübnan-İsrail Savaşı sonrası İran-İsrail ilişkileri üzerine derinlemesine bir araştırmayı konu almaktadır. Ortadoğu’daki bölgesel güç dengesinin şekillenmesinde önemli bir rol oynayan mezhepsel ayrılıkların bölgedeki jeopolitik meselelerin nasıl şekillendiğini ortaya koymuştur. Özellikle 2006-2015 yılı arasındaki siyasi atmosferin İran-İsrail ilişkilerine etkisi incelenmiştir. Hindistan ve Pakistan’ın Güney Asya Bölgesel İşbirliği Birliği (SAARC) ve Şanghay İşbirliği Örgütü (ŞİÖ) içerisinde sergiledikleri davranışları karşılaştırmalı olarak ele alan yazarlarımız Mohmad Maqbool Waggy ve Dr. Khalid Wasim Hassan, bu sayımızın ikinci araştırma makalesini kaleme almıştır. 2019'dan bu yana SAARC içinde birbirleriyle etkileşime girme konusunda isteksizlik gösteren bu iki devletin davranışları mahkum ikilemi kullanılarak analiz edilmeye çalışılmıştır. Yazarı Samet İşbilen’e ait olan ilk görüş yazısı Ukrayna Savaşı’nı referans göstererek Moldova’yı ele almaktadır. Moldava’nın bir sonraki Ukrayna olup olmayacağı sorunsalına ışık tutmayı amaçlayan İşbilen Rusya bölge politikaları üzerine bir inceleme sunmuştur. İkinci görüş yazısı ise Fatma Bilgin’ e aittir. Çin’in Kuşak Yol Girişimi’ni Kırgızistan ekseninde ele alan Bilgin, Çin’in Orta Asya politikalarını ortaya koyarken bölgedeki jeopolitik dengelerin ekonomik boyutuna da ışık tutmaktadır. Yayın değerlendirmesi bölümündeki ilk değerlendirme Büşra Nur Adaş’a aittir. Adaş, Orhan Gafarlı’ya ait olan 2022 yılı Nika Yayınevi basımı olan “Rusya’nın Batı’dan Kopuşu” kitabının kapsamlı bir incelemesini yapmıştır. İkinci değerlendirme ise Fatma Kıyak’a ait olup Tasav Yayınevi’nden 2022 basımlı Ufuk Tok’un kaleme aldığı “Afganistandaki Gelişmeler: Uluslarası Aktörler ve Türkiye’nin Tutumu” kitabıdır. Dergimizin bu sayısına çalışmalarını göndererek katkıda bulunmuş tüm yazarlara, bu eserlerin değerlendirme sürecinde emek harcayan tüm hakemlere teşekkürü borç bilir; ulusal ve uluslararası akademik camiadan dergimize yönelik süregelen ilginin devamını ümit ederiz.

Antagonistic States in Multilateral Forums: India and Pakistan in SAARC and SCO

Bu araştırma makalesi Hindistan ve Pakistan'ın Güney Asya Bölgesel İşbirliği Birliği (SAARC) ve Şanghay İşbirliği Örgütü (ŞİÖ) gibi iki bölgesel örgüt içerisinde sergiledikleri farklı davranışları incelemektedir. Uzun süredir devam eden düşmanlıklarına rağmen, her iki ülke de ŞİÖ zirvelerine aktif olarak katılırken, 2019'dan bu yana SAARC içinde birbirleriyle etkileşime girme konusunda isteksizlik göstermektedir. Bu farklı davranışın altında yatan nedenleri araştırarak, ŞİÖ'nün Hint-Pak rekabeti bağlamındaki etkilerini analiz ediyoruz. Oyun teorisini, özellikle de mahkûm ikilemini kullanarak, işbirliği ve çatışma dinamiklerini inceliyoruz. Bu analiz sayesinde SAARC ve ŞİÖ içindeki çok taraflılığın kendine özgü işleyişini ortaya çıkararak Hindistan-Pakistan ilişkilerinin bu bölgesel kurumlar üzerindeki etkisine dair içgörü sağlıyoruz. Bu çalışmanın bulguları, çok taraflı işbirliğini çevreleyen karmaşıklıkları ve rekabetin bölgesel dinamikleri şekillendirmede oynadığı önemli rolü daha iyi anlamamızı sağlamaktadır.

Ufuk Tok tarafından hazırlanan eser Amerika’nın 20 yıl aradan sonra Afganistan’dan çekilme kararı üzerine bölgede ve uluslararası arenada neler olabileceği sorusundan hareketle hazırlanmış bir eser olup konusu itibariyle Afganistan’ı ve bölgede hakim olan aktörleri ele almaktadır. Kitap 14 ana bölümden oluşmakta olup her bölümde Afganistan ve bölge siyasetiyle alakalı farklı konular içermektedir.
