THE MIDDLE EAST A SPACE OF CONFRONTATION FOR THE INTELLIGENCE SERVICES
  • Jan 1, 2025
  • Annals of the Academy of Romanian Scientists Series on Military Sciences
  • Alice-Raimonda Colan

The Middle East is one of the most complex and volatile regions of the world, characterized by protracted conflicts, political instability, and a complicated web of alliances and enemies. In this context, intelligence services have become essential players in managing threats, protecting national security and influencing geopolitical dynamics. These agencies are crucial not only for internal security, but also for responding to external challenges, such as terrorism, the proliferation of weapons of mass destruction and cyber threats. This study looks at the role of intelligence services in the Middle East, their structures, their goals and the impact they have on the region and the world.

GLOBAL GEOPOLITICAL CHAOS (II) – RUSSIAN-AMERICAN HURRICANE OVER EUROPE
  • Jan 1, 2025
  • Annals of the Academy of Romanian Scientists Series on Military Sciences
  • Constantin Mincu

Over the past twenty-three years, the world has entered a dangerous state of geopolitical turmoil with clear tendencies toward chaos. Numerous political and military analysts from Romania and from NATO and non NATO member countries almost unanimously agree that phenomena such as the resurgence and extreme aggression of Islamic fundamentalism, the emergence of new nuclear weapons holders in dictatorship states and culminating, in the most dangerous way possible, with the political, propagandistic and military aggression of the Russian Federation (Georgia-2008, Ukraine-2014, through the annexation of Crimea, the invasion of Ukraine on February 24, 2022 there are already three years of cruel and violent war, resulting in the destruction of entire localities in the eastern half of Ukraine and tens of thousands of victims among civilians and soldiers). On this date (25.02.2025) the war continues with maximum ferocity on the part of Russia, directly threatening peace in Europe and the entire world. To complete the picture, on January 21, 2025, it returned like a storm to the House of Representatives White, as the 47th President of the USA, Donald Trump, an old friend of Russia since 1997 and a loyalist of Putin since 2000. What followed is known and the evil will probably deepen in the coming period. At this moment, the European leaders, but also those of Romania, seem completely overwhelmed by the situation and without solutions.

RECENT DEVELOPMENTS OF THE WAR IN UKRAINE. POSSIBLE AND NECESSARY LESSONS TO LEARN FOR ROMANIA AND THE ROMANIAN ARMY
  • Jan 1, 2025
  • Annals of the Academy of Romanian Scientists Series on Military Sciences
  • Constantin Mincu

The author believes that the subject of this article could be of some interest to Romanian politicians (if they had the strength to detach themselves from their personal interests) and to active military personnel of all ranks, as well as to those in reserve or retirement. In the context of the annexation of Crimea in March 2014, through the Kremlin's use of the so-called "little green men", in fact GRU and FSB forces without insignia, an annexation through which the Russian Federation took full advantage of the acts of betrayal of some civilian and military officials from the Peninsula, it became increasingly clear to many Western analysts, politicians and career military personnel that Putin's Russia had taken a test, from which it understood that it could go further, perhaps as far as Lisbon (!?). The US and European countries had a lukewarm reaction to the unprovoked aggression and calmly overlooked the illegal annexation of the Crimean Peninsula. It would have been necessary and useful for the West (NATO, EU) to wake up, but until 24.02.2022, they did nothing, passively watching how Putin's regime becomes more and more insolent and aggressive. But then came the cold shower administered, with cynicism, by the oligarch-silovik team from the Kremlin. It was already too late! In this article I present some events and facts from the last year of the war (01.06.2024 - 05.06.2025) defined, mainly, by Russia's atrocious attacks on Ukraine's critical infrastructure and residential areas, by the deliberate destruction of apartment blocks, resulting in thousands of victims.

DEMOMILITARY FACTOR IN CURRENT CONDITIONS – A MAJOR VULNERABILITY FOR ROMANIA
  • Jan 1, 2025
  • Annals of the Academy of Romanian Scientists Series on Military Sciences
  • Constantin Mincu

Romania’s population has decreased dramatically since 1990, and last year (2024) the decline became even more pronounced, as a result of the decrease in birth rates and the increase in mortality, aspects only partially compensated by immigrants coming to work in Romania, according to information published by the National Institute of Statistics (INS), Friday, 29.08.2025 . According to the INS Report, on January 1, 2025, the resident population was 19.03 million people, down by 31,500 people compared to January 1, 2024. From the existing data from 1990 to 2025, there is a total disinterest of the local political class and state institutions in issues related to demography, on the contrary, economic and other measures are taken against those who want children. In my material (within the limited space allocated) I will try to present the profoundly negative effects of the depopulation phenomenon on the social life, economy, and defense of the country.

82 YEARS SINCE THE BATTLE OF STALINGRAD
  • Jan 1, 2025
  • Annals of the Academy of Romanian Scientists Series on Military Sciences
  • Gheorghe Boaru

The "Battle of Stalingrad" was the bloodiest battle of World War II. It was the "battle of battles" on the Eastern Front, considered by some historians to be the "Verdun of the Volga". It was probably the engagement whose outcome shaped the history of the European continent for decades to come. The "Battle of Stalingrad" is a phrase known in historiography as the great military confrontation on the Don and Volga, which took place in the second half of 1942 (from July 17) and the beginning of 1943 (February 2), and which involved the Romanian 3rd Army south of the Don River and implicitly in the Don Bend, the Romanian 4th Army in the Kalmuc Steppe (south of Stalingrad) and several large Romanian units in Stalingrad itself. In this "battle" Romania had a significant participation in terms of military and material forces but also through the very heavy losses suffered.

GLOBAL WARMING IS BECOMING OVERWHELMING - BETWEEN CLIMATE CRISES, ECONOMIC CRISES AND ENERGY CRISES –
  • Jan 1, 2025
  • Annals of the Academy of Romanian Scientists Series on Military Sciences
  • Mircea Udrescu + 1 more

The COP 26 climate change conference in Glasgow ended with one major hope: it managed to keep alive the six-year-old goal of limiting global warming to 1.5°C above pre-industrial levels. Firm commitments are missing, and major powers such as the US, China, India and Australia rejected most of the pledges. The conference was postponed by a day, only for everyone to agree on the wording in the final agreement to “phase down coal production” to replace the wording “phase out coal”. Alongside the shocking vision of the Trump administration – global warming is not a US problem – even since the Glasgow meeting, the illusion has been maintained, supported by the highly industrialized countries, that global warming can be controlled through insignificant adjustments to the lifestyle of all the planet’s inhabitants, as well as through economic measures that further involve poor countries. Rich countries applaud any measure that punishes countries that own forests if they cut down trees, but they oppose any measures that would force them to respect the emissions targets they have committed to. The climate crisis is the result of excessive, irresponsible and insensitive exploitation of nature by man, and now nature is demanding its rights back. Humanity’s economic greed is beginning to be punished by nature, and the punishment comes through dramatic complications that accompany the numerous economic crises that humanity has to face. Economic crises and returns to certain stages of behavioral equilibrium usually require several years, but those related to specific natural events are becoming increasingly complex and repeated at shorter intervals of years. Strategies to address climate change that emphasize only the management of carbon dioxide emissions and not its absorption are considered immoral and unfair, especially by poor or developing countries, which have large areas of forests. Rich countries increasingly support that these poor and developing countries become responsible for reducing the areas registered with forests, but to postpone any transfer of their own wealth to these countries through financial subsidies for carbon absorption. Beyond the imperfections found in the global plans to reduce carbon emissions, the transition from energy systems based on hydrocarbons to systems based on green energy, it is certain that the prices of energy resources will continue to be volatile, which is predictable to be reflected in new and new economic crises especially for poor countries or in the development race. For them, the energy factor will constitute, in the short and medium term, the major component in triggering increasingly acute economic crises. In the European effort to achieve a transition to an economy with a reasonable carbon content, there will be many losers in Romania: households and companies. Because low-income families are the most vulnerable, the Romanian state has decided to draw up a list of vulnerable consumers to whom it will open a line of subsidizing limited consumption. Consumers currently considered invulnerable will have to adapt to the new living conditions, reduce consumption, make energy improvements to their homes, or pay more, until they too will have to resort to public mercy.

POLITICAL RADICALISATION IN NOWADAYS EUROPE
  • Jan 1, 2025
  • Annals of the Academy of Romanian Scientists Series on Military Sciences
  • Vlad Miu

Political radicalisation has been a growing threat in Europe in recent years. The COVID-19 pandemic, which has brought with it social isolation measures and economic problems, mixed with people's frustrations, dissatisfaction and lack of trust in traditional parties and state institutions, has created fertile ground for nationalist-populist discourses. By using social media, leaders of radical parties have taken advantage of this context, thus gaining popularity by promoting a demagogic and savior discourse. This article analyzes and describes, political radicalization, exemplifying the magnitude of the phenomenon at the European level through 2 case studies.

„MIDNIGHT HAMMER OPERATION” AND THE POSSIBLE AMERICAN DETERRENCE ARHITECTURE IN THE MIDDLE EAST
  • Jan 1, 2025
  • Annals of the Academy of Romanian Scientists Series on Military Sciences
  • Sînziana Iancu

This study examines the strategic significance of Operation “Midnight Hammer” (June 21–22, 2025), the US’ covert air campaign directed against Iran’s nuclear infrastructure. Conceived as a high-precision strike employing B-2 Spirit stealth bombers and advanced bunker-penetrating munitions, the operation marked a turning point in the US deterrence posture in the Middle East. Beyond its immediate military objectives, namely neutralizing the Fordow, Natanz and Isfahan nuclear sites, the action served as a deliberate demonstration of the US ability to project power rapidly, unilaterally and with technological superiority. The analysis explores how the operation exposed critical deficiencies in Iran’s air defense system, reshaped regional threat perceptions and triggered a complex set of military and diplomatic reactions across the Gulf region. By framing the event as a strategic surprise, analyzed through the lens of a Black Swan moment, the study highlights its broader implications for the global competition for power, particularly in relation to the Russian Federation, the People’s Republic of China and the evolving dynamics of nuclear deterrence. The study also reflects on the economic, political and security consequences of the operation, including energy-market volatility, the risk of regional escalation and the recalibration of alliance structures. Ultimately, the paper argues that “Midnight Hammer” signals a doctrinal shift in how the US manages crises, – from sustained presence and coalition-building to decisive, technologically enabled surprise strikes pursued in alignment with national interests (in this case, its alliance with Israel), – raising profound questions about the future of regional stability and international security.
