Abstract

On 11 May 2021, the chair of the Negotiating Group on Rules, released a consolidated negotiations draft, accompanied by a comprehensive explanatory note. This is the first draft of the fisheries subsidies agreement, released to the public since 2008. The publication of the text greatly simplifies its analysis, which, before, was subject to important limitations due to the restricted character of the instruments (except for select member submissions). The purpose of this short paper is to offer a quick assessment of the ideas incorporated in the new draft, which currently serves as a background for the exchanges between technical experts and Heads of Delegations in preparation for the dedicated WTO Fisheries Subsidies Mini-Ministerial scheduled to take place in mid-July 2021.
