The WTO fisheries subsidies negotiations, which began in 2001, have continued for 20 years due to disagreement among members states on the details of subsidies discipline. The consensus has been formed among members states regarding the necessity of regulation of fisheries subsidies, but there is still acute confrontation between members states regarding the details of how and to what extent to govern this.
