Workarounds to Mandated Data Practices: Rethinking Digital Infrastructure in Child Welfare and Homeless-Serving Organizations.
Over the past decade, much of the infrastructure used for social service delivery in Canada has been digitized. Drawing on institutional ethnographic research practices, we undertook observational research, facilitated focus groups with twenty five key informants, and interviewed 121 leaders and workers in the child welfare and youth homelessness sectors to learn how data practices in these sectors are shaped by government-mandated infrastructure and tools associated with the adoption of digital information management systems in the public sphere. Despite promises that these new digital technologies will standardize and streamline data practices, we discovered that the introduction of digital information management technologies has led to a proliferation of ad hoc data practices, undertaken in local agencies to account for the shortcomings of government-mandated digital infrastructure. Our research suggests that the implementation of digital information management systems has not produced the promised efficiencies because they are incompatible with workers' everyday social work practices, their service delivery aims, and their professional and ethical commitments. Because government-mandated data infrastructures fail to align with and support key aspects of people's day-to-day work, social workers undertake a range of data workaround practices to fulfill their professional mandates. By focusing on these workaround practices, we pinpoint specific policy and infrastructural challenges facing social workers and point toward possible solutions to many of the problems they describe. Our institutional ethnographic approach helps us situate these practices within the broader relations organizing social service work, while the dual focus on child welfare and youth homelessness highlights how similar infrastructures generate distinct challenges across sectors. This cross-sectoral lens helps uncover both the limitations of one-size-fits-all digital reforms and the value of worker-centered processes for informing future infrastructure design.

The adoption and implementation of digital information management systems is largely viewed as a means for promoting efficiency in organisations. Conversely, the realisation of the benefits derived from full utilisation of integrated digital information management systems still remain distant, pointing to lack of efficiency for some universities, particularly in the context of Sub-Saharan Africa. This lack of efficiency on the part of some universities suggests the need for accelerated incremental or adaptive digital innovations which are regarded as antecedents for the full utilisation of digital information management systems. Owing to this, the purpose of this study is to investigate the influence of digital information management systems as an antecedent for human resource functions in promoting efficiency. The hypotheses are tested using a sample size of 202 comprising senior managers, heads of sections and human resource personnel. The authors identify enterprise resource planning and human resource information systems as factors that bring efficiency to human resource functions. Organisational efficiency is associated with sound human resource functions driven by full utilisation of digital information management systems. Furthermore, the realisation of efficiency requires commitment of resources by the organisation. The empirical outcomes suggest that the digital information management system in place is predominantly used for recruitment, training and development processes while performance management processes are largely done manually. This paper contributes to the research literature on the significance of digital information management systems utilisation particularly from Sub-Saharan Africa. Also, the study provides a new empirical test using a data set of 202 decision makers such as senior managers and heads of sections.

The objectives of this research were: 1) to study the current situation of digital management in universities in Guangxi, 2) to develop the purpose model for improving digital management in universities in Guangxi, 3) to evaluate the suitability and feasibility of the purpose model for improving digital management in universities in Guangxi. The sample group of this research was 148 administrators in 20 public undergraduate universities in Guangxi. They were selected by systematic random sampling and sample random sampling. The interview group was led by administrators from 12 universities, totaling 12 people. The experts for evaluating the suitability and feasibility of the purpose model for improving digital management consisted of high-level administrators from 7 universities, totaling 7 people. The research instruments were document analysis, questionnaire, structured interview, and evaluation form. The statistics to analyze the data were percentage, average value, and standard deviation. The results found that the current situation of digital management in universities in Guangxi in five aspects was at a high level. Considering the results of this research aspects ranged from the highest to lowest level were as follows: the highest level was the digital campus security management system, followed by the digital student management system, and the digital scientific research management system was the lowest level. The purpose model for improving digital management in universities in Guangxi has five aspects, which contain 40 measures. There are 7 measures to enhance the digital management ability of Guangxi University managers, 10 measures to promote the digital teaching management system in Universities in Guangxi, 8 measures to promote the digital scientific research management system in Universities in Guangxi, 9 measures to promote the digital student management system in Universities in Guangxi, 6 measures to promote the digital campus security management system in Universities in Guangxi. The results of the evaluation of the suitability and feasibility of the purpose model for improving digital management in universities in Guangxi were at the highest level.

B a c k g r o u n d . Human capital acquires new properties and acts as a basic resource for the development and transformation of business into a digital format. The purpose of the study is to model a human capital management system based on digital technologies, develop a system that takes into account the specifics of management in the digital economy, as well as form a system of indicators for assessing the effectiveness of human capital and automating personnel management through HRM systems. M e t h o d s . Content analysis of the literature, methods of systemic, conceptual and logical analysis, method of systematization, modeling, analytical grouping, economic and mathematical methods and methods of scientific generalization. R e s u l t s . An effective model of human capital management using digital technologies is proposed, which includes five main blocks: strategic, structural, technological, optimization and evaluation and performance. The strategic block integrates IT solutions into the company's personnel management strategy. The structural block accumulates working conditions, corporate ethics, personnel reserve, digital competencies, etc. The technological block provides conditions and opportunities for using artificial intelligence, digital platforms, blockchain technologies and digital management systems (HRIS, ATS, PMS, LMS). The optimization block provides the model with flexibility to adapt to changes. The evaluation and performance block includes a system for assessing the effectiveness of human capital through indicators that are divided into two groups: indicators of the effectiveness of personnel use and operational control of HR functions; indicators of the level and effectiveness of automation of personnel management through the use of HRM systems. C o n c l u s i o n s . An effective human capital management model has been developed. It provides analysis and management decision-making based on one of the selected strategies (profitability, liquidation, entrepreneurial, anti-crisis, dynamic growth). The advantages of the developed model are that the integration of digital and non-digital practices in the model structure creates more value than their separate use. The study confirms the hypothesis that the development of digital technologies and the implementation of digital strategic management systems create fundamentally new prospects for the formation and development of human capital, which positively affects the efficiency of personnel and the company as a whole.

This paper studies the digital media content management system for the object, it sounds, images, videos and other content, using digital technology, its acquisition, production, storage, matching and transcoding form of digital objects, and then relying on the Internet, smart phones and other communication carriers to publish and circulate, and finally reaches the user through a variety of hardware and software end. In this paper, digital media technology and content management system integration, design and implement a complete function, well-structured, high-efficiency digital media content management system.

Under the background of increasingly prominent environmental problems, the establishment and application of digital information management systems established by the digital economy have brought new opportunities and challenges to the green transformation of manufacturing enterprises. Considering the micro level of Chinese manufacturing enterprises, does the adoption of information management systems really promote the improvement of the green transformation level of manufacturing enterprises? This paper takes the adoption of digital information management systems by China's enterprises as a "quasi natural" experiment and uses the Difference-in-Difference and Propensity Score Matching model (PSM-DID) to explore its impact on the green transformation of manufacturing enterprises and its mechanism. The study found that the adoption of digital information management systems by enterprises significantly improved the green transformation level of manufacturing enterprises, especially the symbolic green transformation level, and had no significant positive effect on the substantive green transformation level. The mechanism analysis shows that manufacturing enterprises can achieve green transformation by adopting information management systems to improve the digital level, strengthen green innovation ability, and increase the redundant resources of enterprises. The heterogeneity analysis based on the internal governance and external environment of enterprises shows that the adoption of digital information management systems by manufacturing enterprises has significantly improved the green transformation level of non-state-owned enterprises, enterprises with high corporate governance, non-heavily polluting enterprises, and enterprises in the eastern region. The research conclusion enriches the research related to digitalization and green transformation of enterprises and has important inspiration for Chinese manufacturing enterprises to use digitalization capabilities to seek green sustainable development under the wave of digital economy development.

In the article, the authors reveal the directions of solving the problem of forming effective methodological support for the digital transformation management system of industrial enterprises. The main focus of the work is on the development of the enterprise’s management system and digital infrastructure based on Industry 4.0 technologies in a high-risk environment and uncertainty. The study presents a methodology for assessing the level of digital maturity of an industrial enterprise and its infrastructure built on the basis of Internet of Things (IoT) technologies. The developed author’s methodology includes a system of criteria for assessing the level of digital maturity, a mathematical model and a system of recommendation characteristics of the values obtained based on the evaluation results. Based on the results of the evaluation system, it is possible to conduct a comparative analysis of the level of digital maturity of the infrastructure and infrastructure of selected business entities. The model can also be used to analyze and make management decisions about the initiation of IoT projects and the allocation of resources between strategic projects of digital transformation of an industrial enterprise. The developed mathematical model is a point-based one. IoT projects that form the digital infrastructure of enterprises have been selected as objects of digital transformation research. The novelty of the research lies in the development of a methodology for assessing the maturity level of the IoT infrastructure in the digital transformation project management system to improve the efficiency of project management processes. The main purpose of this research is to develop tools to support the management decision-making process in the digital transformation project management system. The proposed developments can be applied to the management of projects for the digital transformation of industrial enterprises and the development of IoT infrastructure. When developing a methodology for assessing the level of digital maturity and infrastructure built on the basis of IoT technologies, system analysis methods such as analysis and synthesis, expert method and mathematical modeling were used. Their complex combination made it possible to work out all the elements of the methodology, as well as to systematize the composition of the evaluation criteria, taking into account the qualitative and quantitative reflection of the characteristics of the digital infrastructure.

In the dynamic realm of facility management in the UAE, this study investigates the uptake of digital facility management systems among managers operating locally. The study aims to uncover the influential factors affecting technology acceptance within this sector. Its primary objective is to identify and understand the determinants that impact the adoption of these systems, utilizing a structured framework to analyze influential factors and their implications. The initial phase involves a systematic review to reveal trends in integrating digital technologies, focusing specifically on digital twin technology. Subsequently, quantitative surveys are conducted with 407 facility managers, guided by the UTAUT framework, employing statistical analyses to pinpoint key factors. Notably, Effort Expectancy and Performance Expectancy emerge as significant influencers, particularly influenced by the managerial level. This study provides detailed insights into the nuanced factors that drive acceptance, emphasizing the crucial role of constructs like Performance Expectancy and Effort Expectancy moderated by managerial level, shaping Behavioral Intention and Use Behavior. These findings offer practical implications for devising strategies to encourage the adoption of Digital Facility Management Systems in the UAE, laying the groundwork for future research and industry advancements.

In recent years the economic development of companies has been characterized by a transition from functional management to project management. To cope with this successfully new effective instruments such as digital management systems are needed by companied that are engaged in project activities. This is particularly important for investment companies which are interested in performing various projects. The object of the research is digital management systems for project activities of investment companies. This object of study is chosen due to the rapid development of investment companies in recent years and the need to optimize their activities with the help of digital management systems. The purpose of this article is to perfect the project activities of the investment company with the help of modern digital management systems. To achieve this goal one should perform a number of tasks: to study and analyze the specifics of the activity of the investment company; to choose a digital project management system that takes into account special features of the investment company and of its activity; to evaluate new opportunities for the company arising from the implementation of the selected project-oriented digital system. The results can improve the efficiency of project activities of the investment company using digital management systems.

Digitization, as a process of comprehensive use of digital technologies, significantly affects the management decision-making process and determines the development of digital management. The article aims to investigate the role of digital management in increasing the efficiency of activities and the development of the enterprise in general. The concept of digital management is the basis for understanding the elements of digital management. Among the main advantages of digital management are the ability to collect and analyse large volumes of data, automation of interaction with partners and customers, improvement of management tools, etc. Peculiarities of the formation of the digital management system in practice have been studied in the example of Nestlé and Roshen companies. Nestlé's digital transformation experience uses tools like artificial intelligence, cloud technologies, blockchain, and big data. The Roshen company actively implements digital technologies in production, sales, and personnel management. The development and implementation of the corresponding strategy is the digitalization management tool. The digitalization strategy is the process of introducing digital technologies into various spheres of the company's activity. Based on a review of scientific sources, essential elements of digital management, such as leadership, a balanced approach, and the taking of promising trends into account, were determined. The article also provides a list of typical programs used in digital management. It also emphasized the importance of creating favourable conditions for forming a digital management system; in particular, it is necessary to implement strategic planning, support management, train staff, and provide resources. Recommendations on the implementation of digital management at Ukrainian enterprises are provided.

A Digital Image Management System encompasses all information related to Diagnostic or Therapeutic images used in a clinical setting. This includes the order entry process, movement of the order information to a Modality, image acquisition and processing, movement of the image data to an archive, movement of the images and order data to Radiologist and Clinician viewing stations, and reporting the interpretation of the images. Note that a Digital Image Management System includes more than just image storage and viewing inferred by the title Picture Archive and Communication System (PACS). Therefore when a Physicist is asked to consult in planning a PACS they should be thinking about the workflow and data required to produce the final product, i.e. the Radiologist Report with associated images, and so they are actually consulting on the implementation of a Digital Image Management System. For the study, I used the methods of theoretical analysis, systematization and comparative analyses, as well as deductive methods, expert and systems approaches. Results. The article shows the impact of digital platforms and management systems on the effectiveness of their use in various industries, presents key aspects and a comparative overview of the digital platforms functional purposes. Conclusions. The implementation of digital platforms and management systems allows for more efficient resources use, reduces production costs, and improves the products quality.

Objectives This study evaluated the use of a digital data management system to improve leprosy morbidity management and disability prevention (MMDP) in Ghana. It sought to improve patient tracking, real-time decision-making, and data-driven interventions compared to existing paper-based mechanisms. Methods Conducted from June 2021 to June 2024 in the Upper West and Ashanti regions of Ghana, the study involved three phases: a qualitative assessment of existing paper-based systems, the development, testing, and deployment of a new digital tool using Kobo Toolbox, and the evaluation of these tools’ impact on MMDP care. Data collection included key informant interviews with 52 stakeholders, iterative tool refinement, and deployment to 22 districts. New and follow-up patient data were analyzed to assess improvements in care delivery and outcomes. Results The electronic system improved data transmission speed, reducing delays from over one month to a matter of minutes. The new system captured 150 data elements per patient, compared to 60 in the paper-based approach. Among 91 patients registered, 75 were validated, and 45 patients reported for subsequent follow-up visits during the study period, in which the electronic tools were used to collect patient data on sensation and muscle testing. Timely interventions, such as the treatment of nerve function impairment, were facilitated by national-level oversight, enabled through the digital system. Conclusions Implementing a digital data management system significantly improved the timeliness, accuracy, and comprehensiveness of MMDP data collection and utilization. While challenges remain, such as internet access, training needs, and further research on sustainability and interoperability, the system presents a case study for a scalable solution for enhancing leprosy care.

In order to realize the digitalization and visualization of information management in agricultural-region, a VRGIS-based digital agricultural region management system (VDARMS) was developed with SuperMap 2008 as the platform of spatial information management, VRMap 3.0 as the driver of scene, and integrating with the existing knowledge model for crop management. This system realized the functions as file management, spatial handling, information query, data analysis, cultural management plan design, virtual simulation, and system maintenance, etc. Case studies of the system were carried out in Heheng village of Jiangyan city and Qinglong village of Nanjing city, Jiangsu province, China, the application results indicated that VDARMS accorded with the development of modern agricultural spatial information management, realized standard, digital management and visual display of agricultural information, and greatly promoted the development of digital agriculture technology.

The article defines the concept of digital innovation as a type of innovation based on the implementation and use of digital technologies that change products, services, business processes and interaction models inside and outside the organization. Significant differences between digital innovations and traditional innovations are: they are based not on material technologies, but on digital ones; the result is software solutions, platforms, services; the speed of dissemination is much higher than traditional innovations due to the use of flexible management methodologies; the sources of created value are data and their analysis, interaction, user experience; the type of effective interaction is a network ecosystem, a digital platform; high scalability when using platforms and network ecosystems. A model of the digital innovation management system of industrial enterprises has been developed. It consists of interacting subsystems of digital management (control subsystem) and digital technologies (managed subsystem). In turn, the digital management subsystem is a complex set of digital culture, digital strategy, digital interaction, flexible management methods, as well as changes in the business model and organizational structure. An analysis of digital innovation management indicators in Ukraine was conducted, which indicate contradictory trends: on the one hand, Ukraine is an exporter of digital technology development services, which implies at least the presence of qualified personnel who are able to create appropriate software and have a digital culture. On the other hand, the penetration of digital technologies into national industrial enterprises has extremely low indicators, which is determined by the low level of development of industrial enterprises themselves. Such trends are explained by the predominance of short-term financial interests over long-term economic interests and cannot ensure sustainable long-term development of the national economy, which implies the need to change priorities in favor of the innovative and investment development of national industrial enterprises.

To evaluate acceptability, efficiency, and quality of a new digital care management system in a residential aged care home (RACH). Improving care quality and efficiency in RACH, while simultaneously upgrading data management, is a priority for communities and governments. Participatory action research with mixed methods data collection was employed to evaluate a digital care management system implemented at a 169-bed RACH. This paper reports qualitative findings of the 2-year evaluation. Qualitative data were collected using focus groups with residents, visitors, nurses, managers, care workers, and consultants; resident/visitor and staff hallway interviews and responses to open-ended questions in online staff surveys. Data were analysed thematically under the four predetermined study objectives. Reporting adhered to COREQ guidelines. 325 data captures from 88 participants, over seven data sources were coded. Findings indicate that the system was acceptable to both residents and staff due to perceptions of time-saving and improved quality of care. Increased efficiency was perceived through timeliness as well as reduced time spent retrieving and documenting information. Quality of care was improved through care scheduling individualised to resident needs, with reminders to avoid missed care. Relatives were reassured and activities were scheduled to loved one's preferences. The co-design implementation process was successful through commitment to quality from leadership teams and prioritising the focus on the holistic needs of the residents. A strong emphasis on co-design with care staff in developing and implementing the digital care system contributed to a system that supported nursing and care work, facilitated reporting and documentation, and improved resident care and well-being including identification of missed care. Nurses, carers, administrators, and advocates can support the co-design creation of information systems that suit the workflow of an organisation and keep the focus on individualised models of care provision.
