Abstract

Cet article mesure les taux de rendement des depenses de quatre entites sur les universites du NouveauBrunswick: le gouvernement provincial, les gouvernements federal et provincial conjointement, les etu-diants et la societe dans son ensemble. Notre principal resultat est que le taux de rendement est plus elevepour les deux paliers du gouvernement quand ils sont consideres conjointement, que lorsqu’on considere legouvernement provincial separement (et ce, meme quand ont tient compte de l’emigration des diplomesvers d’autres provinces). Ceci suggere que le gouvernement federal devrait maintenir son financement car,dans le cas contraire, les petites provinces seraient incites a reduire leurs depenses et importer des diplomesd’autres provinces. Un autre resultat, qui est pertinent pour le concept d’utilisateur-payer en ce qui con-cerne l’universite, est que le taux de rendement prive est superieur au rendement social. Cependant cettedifference s’amoindrit considerablement quand les couts de frequentation de l’universite sont limites unique-ment aux couts lies a l’enseignement.This paper measures rates of return from spending on New Brunswick universities for four constituencies:the provincial government, the federal and provincial governments together, students, and society taken asa whole. Our main finding is that the rate of return is higher for both levels of government taken togetherthan for the provincial government alone — even before allowance is made for outmigration of universitygraduates. This suggests a continued role for federal government financing, since otherwise there would bean incentive for small provinces to decrease funding and import graduates from other provinces. Anotherfinding, relevant to user pay arguments about university funding, is that the private return to students exceedsthe social return, but this difference narrows considerably when costs of attending university are confined toteaching costs only.
