Abstract
The lowest societal costs in metering, billing, and information systems would be incurred if local distribution companies continue to meter and bill all their customers. Also promising is the complete transfer of those functions to a third party that provides services to several local distribution companies and energy service providers within a jurisdiction, thereby avoiding redundant systems and costs.
