Abstract

This chapter sets the strategic context affecting selection of digitised content and its coordination through collaboration. It summarises the varying positions of digitisation within the strategies of the UK and devolved governments; higher education Funding Councils; Jisc; Research Councils; national and public libraries; museums; archives; and independent, philanthropic organisations. It examines the multilevel environment and its impact on strategic decisions, identifying proactive and reactive commitment in different bodies. Since 2010, many organisations display a declining engagement, at strategic level, with digitisation, but the heritage, cultural and educational organisations remain strongly committed to ongoing and active digitisation. Collaboration, in varying forms, is common to all the strategies. The overall strategic priorities of individual organisations, however, are the ultimate factor in progressing digitisation, with attendant strengths and weaknesses for wider coordination.
