Abstract

The Eastern Rockies Forest Conservation Board was established in 1947 through the joint action of the Legislature of the province of Alberta and the Parliament of Canada. It was given jurisdiction over the Rocky Mountains Forest Reserve, an area of approximately 9,000 square miles. This Reserve, together with Banff, Waterton and a small portion of Jasper National Parks in Alberta, plus a portion of Glacier Park in Montana, comprise the headwater area of the Saskatchewan River.The importance of this river to the Canadian Prairies is evident from the fact that it supplies water to 85% of the population in the province of Alberta and 42% of that in the province of Saskatchewan.The Eastern Rockies Forest Conservation Board, in developing plans for the area under its jurisdiction, believes in the multiple-forest-use concept and, although water yields are the first consideration, other resources of timber, grazing, minerals, recreation, etc. are not neglected. The problem is to coordinate all land uses, giving priority to water yields.
