Abstract
Water conservation should be viewed in the context of efficient allocation of water resources and institutions which will serve this purpose. Several Australian states have amended legislation to allow for water entitlements, a system which permits sale of water rights apart from land. Various mechanisms have also been instituted to safeguard environmental and third-party interests. It is argued that a system of transferable water rights will promote a more flexible and effective approach to conservation and efficient use of water in Alberta. Recommendations for adoption are presented.
