Abstract

UJhe Northeastern Provinces (Manchuria) are I China's North East is a slogan extensively em? ployed by the Chinese National Government in China proper and in those parts of the Northeastern Prov? inces where Nationalist forces have penetrated. The phrase expresses decisions reached at the Cairo Con? ference and is in line with the Non-Recognition Policy enunciated after the Mukden incident of September 18, 1931 by former Secretary of State Henry L. Stimson. In spite of the aspirations of some Chinese, however, and the lack of recognition of the puppet state of Manchukuo by the non-Axis powers, Manchuria was alienated from China for fifteen years. Even before that, under Marshal Chang Tso-lin and his son, the Young Marshal, Chang Hsueh-liang, the Northeastern Provinces had not been integrated into the Chinese Republic. Today there are many obstacles to rapid consolidation with China proper. Manchuria has earned the titles of Cockpit of Asia, Cradle of Conflict, and the Balkans of Asia.
