Abstract

In this study, the citizen participation of informal vendors was especially addressed based on the analysis of the relevance, incidence and coherence of Decree 092 of 2021 in the promotion, social organization and citizen participation in public policies of informal vendors in the city of Bogotá, taking Engativá as a case study and having co-governance as one of the axes of this article. This public policy evaluation is based on the design study of decree 092 of 2021; the methods of collecting and consolidating the information correspond to primary and secondary information issued by the entities involved with the Decree, analytical interviews with informal vendors, a focus group and a semi-structured interview with key actors in the design and implementation of the decree.
