Abstract

In this paper we will develop model of mental heaith delivery system and use it to identify some problems with information exchange that reduce the efficiency of mental health program planning and service delivery. We will then describe the use of some recent technological innovations that we believe should be seriously considered for developing management information systems that can improve the control over information flow and improve the cooperation between service providers and program managers. In particular we want to clarify conceptually type of management information system we have called a network of multiple autonomous MIS cooperatively planning and maintaining information flow control. We will conclude by describing the progress we have made and the problems we have encountered in building an incomplete working model of this network concept.
