Abstract

Through the U.S. Department of Energy (DOE), the National Science Foundation (NSF), and the U.S. Department of Commerce's National Institute of Standards and Technology (NIST), the federal government supports the operation of x-ray, electron microscopy, and neutron facilities at an annual cost of more than $200 million. The relationship between users and collaborators outside the laboratories and the scientific staff within the laboratories is subject to staff responsibilities in meeting laboratory objectives, protection of intellectual rights, fair competition, safety in the work place, and individual responsibility. And, because these facilities are supported by tax dollars, they must adhere to legislative intent. The sidebar presents brief history of these facilities.
