Abstract

The reform of higher education in the Federal Republic of Germany continues to be vigorously debated in political and academic forums on both the federal and state levels. Ulrich Teichler, an associate of the Institute for Educational Research of the Max Planck Society in Berlin and of the National Institute for Educational Research in Tokyo, surveys here the key points and problems in the reform efforts. This article, originally published in Pädagogik und Schule in Ost und West (No. 2, March-April 1972), comprises Part I of a two-part study. Part II will appear in a later issue of Western European Education.
