Abstract
Turkey's recent military incursion in northeastern Syria triggered outrage in NATO capitals. As a collective body, however, NATO has few feasible options that would encourage or coerce Ankara to assume a more amenable position. The Syrian episode raises fundamental questions about the extent to which Turkey's strategic trajectory diverges from the interests of other NATO members.
