Abstract

Before the amendment of Article 8 of the Constitution of 1980 and the enactment of Act 20 285, on transparency and access to information of public services, there is a new protective legal mechanism and procedures in order to exercise the right of access before the organs of state and, in case of refusal to the delivery of records, deeds, contracts, documents, resolutions and state contracts, go for defense before the Council of Transparency.
