This article examines the comprehensive educational framework for Public Management and Administration at Zhytomyr Ivan Franko State University, spanning bachelor's, master's, and doctoral levels. The study focuses on the program's innovative approach to cultivating a new generation of public administrators equipped to address contemporary governance challenges. A central objective of the program is to equip graduates with the competencies necessary to ensure the delivery of administrative services that meet socially acceptable standards. This entails instilling a deep commitment to the core principles of modern governance: openness, transparency, accountability, and professionalism. The curriculum is designed to be resilient and forward-looking, preparing students to operate effectively both in the current, challenging conditions and in the complex environment of post-war recovery and reconstruction. The program's content is characterized by its logical coherence and rigorous alignment with the subject area of specialty D4 "Public Management and Administration." The paper considers the problems concerning professional development of teachers in the context of the national educational system as a whole. Analyzed is the foreign experience of pedagogical personnel professional development. Various foreign practices of organizing the further professional training of educators, which are the most valuable in terms of applying in this country, are highlighted. Also defi ned are the options for the society to participate in the educational activities and the model of state and public administration and management of education. Priority areas for implementing the models of state and public administration and management of education are also defi ned. Based on the analysis of international experience the following priority areas for implementing the models of state and public administration of education are proposed: creating conditions for mutually benefi cial cooperation of models of state and public administration, applicable on diff erent levels (municipality, local self-government authorities, non-profi t non-political organizations, professional associations, etc.); training and advisory support to the members of the public, enabling them to participate in the state and public administration of education; training and consulting support to administration of education personnel on matters concerning the state and public administration and management of education.

Norma M. Riccucci was born in Torrington, Connecticut, and is currently a Distinguished Professor at Rutgers University, Newark, in the School of Public Affairs and Administration. Riccucci has published broadly in the areas of social equity, employment discrimination, diversity management, and human resource management. Some of her award-winning publications include: Public Administration: Traditions of Inquiry and Philosophies of Knowledge (American Society of Public Administration Research Section 2012 Best Book Award), and How Management Matters: Street-Level Bureaucrats and Welfare Reform (American Political Science Association Best Book Award 2009). She is the recipient of many honors and is a fellow of the National Academy of Public Administration. In 2005, she was inducted into Phi Beta Delta Honor Society for International Scholars and received the 2006 American Society for Public Administration's Charles H. Levine Award for Excellence in Public Administration Research, Teaching, and Service. She is also the recipient of the American Society of Public Administration Section on Women in Public Administration's Rita Mae Kelly Award for Research Excellence and served as the president of the Public Management Research Association from 2007 to 2009. Riccucci received her doctoral degree in public administration in 1984 from the Maxwell School of Citizenship and Public Affairs at Syracuse University and is a graduate of the University of Southern California (Master of Public Administration) and Florida International University (Bachelors of Arts in public administration).

The Doctorate in Public Administration: Some Unresolved Questions and Recommendations

Introduction The traditional view of doctoral education, borrowed from the social sciences, is the reproduction of the professoriate to ensure continued knowledge development through research and the dissemination of knowledge through teaching. In other words, the traditional purpose of doctoral education is the creation of a new generation of scholars who will pursue careers in academe. This is clearly not the reality of doctoral education in public administration as it has evolved. Consider the following facts based on more than ten years of research in the doctoral education field. 1. The vast majority of people obtaining the doctoral degree never publish anything that contributes to the knowledge base of the field. 2. Only a minority of doctoral graduates enters careers in academe. The majority of graduates appear to remain in professional positions. 3. The quality of dissertation research has been viewed as questionable by any standards of quantitative or qualitative research. 4. Many faculty positions are being filled by individuals trained in other fields. The Purpose of Doctoral Education in Public Administration What is the purpose of doctoral education in public administration? We can begin to answer this question by addressing the motives of students entering doctoral programs. Research suggests that only a handful of students are interested in traditional academic careers involving research, teaching, and service. On average, according to recent National Association of Schools of Public Affairs and Administration (NASPAA) surveys, at least 250 students graduate each year with a doctoral degree in public administration or public affairs. While there certainly are not that many open faculty positions in any given year, we note that many programs are hiring faculty from other disciplines (e.g., political science, economics, policy studies, social work, business, management, etc.). These hires are not from the 250+ average number of public administration graduates. This disparity in hiring also suggests that public administration programs are not producing enough graduates who are competitive and interested in the academic marketplace. This seems ironic in light of our suspicion that there is indeed a demand for doctoral graduates in public administration, as evidenced by regular multiple listings in the Public Administration Times and the Political Science Recruiter. Indeed, some institutions have had considerable difficulty hiring qualified new faculty members in certain core subfields. We believe that the majority of doctoral students in public administration are the degree for nontraditional purposes. We can speculate on five of those purposes: 1) to enhance one's professional practice in administrative or policy settings; 2) to inflate one's ego; 3) to gain a promotion or be retained in a position; 4) to enhance the likelihood of getting consulting grants or contracts; 5) because it may be advantageous to say, very loosely, that one is a candidate for or is pursuing the doctoral degree, even while lacking sufficient motivation to ever complete the degree. The first purpose is certainly justified, and we suspect that many of our colleagues would agree (see: Clayton, 1995; Sherwood, 1996; and Hambrick, 1997). The other four purposes are, in our opinion, simply not legitimate and waste scarce educational resources. Indeed, the 10:1 ratio of doctoral enrollees to graduates argues, somewhat disturbingly, for the fifth possibility. Public administration at the doctoral level can be both an academic and a professional degree. It has served the purposes of future academicians and continuing professionals for many years. There is a rationale for serving the interests of continuing professionals, and by providing them with knowledge and skills beyond the Master's level we add some value to the practice of public administration. …

Informatization of society and public economic security administration

Purpose. The aim of the article is description of the interdependencies of the development of informatization of society and the improvement of public administration in overcoming the economic threats to the existence of the state of Ukraine. Methodology of research. Achieving this goal is based on the use of the research methodology of the innovative and informational type of economic development and public (state) management. The following specific methods are used: systematic – to disclose the directions of the influence of information transformation on all spheres of the functioning of society; ecumenical (interdisciplinary) – to disclose institutional changes in public administration due to new threats to territorial integrity and economic security; analysis – to characterize the trends in the application of information technology in economics and management; statistical methods – to assess the magnitude of economic threats to the functioning of society and the substantiation of anti-crisis measures by the state. Findings. It is established that the study of the interaction between informatization of society and new public administration for the purpose of localization of economic threats to statehood necessarily implies the use of systematic analysis, ecumenical (interdisciplinary) approach, theories of institutional changes and systemic crisis of civilization. The principles of the mechanism of interaction “informatization of society – new public administration – guarantees of national economic security” are substantiated, based on the following logic: the fundamental instinct of self-preservation of the person leads them to unification in the state as the highest and long-lasting social, legal, political and economic forms of joint activity of people; and the state, first and foremost protecting the interests of the people who shape the public interest as a whole, is obliged to protect them as national in the international arena, including national economic security. It is proved that the rapid development of information transformation and new innovative products in the economy undermines the hierarchy of relationships, contributes to the active expansion of network structures that radically change human values, the format of interaction of citizens (consumers) with business and the state, puts new requirements for the game from the state. It is revealed that the new public administration is characterized by productivity, marketing approach to studying the needs of citizens and threats to their lives; decentralization; reporting on the results that is possible under the conditions of introduction of electronic governance and changes in the legislative field. It is substantiated that strategic goals of implementation of electronic government are overcoming information inequality, restructuring of relations with citizens, improvement of technology of public management and administration in order to ensure transparency, accessibility and convenience of receiving public services by citizens, which opens the possibility of their real participation in making public management decisions in order to localize corruption, shadowing, raiding as factors of economic threats to statehood. Originality. The scientific novelty of the study is to substantiate the author’s approach to the dialectics of the interaction of “informatization of society – the new public administration – national economic security” in the context of continuous information transformation, institutional changes and global challenges. Practical value. The theoretical approaches developed by the authors to the analysis of the influence of informatization of society, new public administration and national economic security can become the fundamental basis for the development of anti-crisis policies in Ukraine with the aim of ensuring territorial integrity, the safety of citizens and their well-being. Public Administration (PA) Education in Italy

PA education is closely related to the public administration understanding of the relevant country and the public administration reform process. In this context, the structure of the Italian public administration, its historical roots, traditions, and public administration reform processes are discussed in order to understand the PA education in Italy. Since Italy is from the Continental European school of public administration, its effects on public administration reforms and PA education in Europe have been examined. Factors such as the spread of the new public management approach and the Bologna process initiated by the European Union, the convergence process in PA education and its effects on Italy are discussed. It is aimed to shed light on the PA education studies in Turkey by considering the PA education in Italy, one of the important representatives of the Continental European public administration understanding, which constitutes the intellectual foundation of the Turkish administrative system.

STUDY OF THE CURRENT STATUS OF TRAINING OF APPLICANTS FOR HIGHER EDUCATION ON THE SPECIALTY “PUBLIC MANAGEMENT AND ADMINISTRATION”

The current state of the normative providing of introduction of new specialty “public management and administration” is analyzed in the article. The meaning of terms “public management and administration”, “public governance”, “public management” was revealed. The study identified key priorities for training applicants for higher education in specialty “public management and administration”, among which a special place is occupied by harmonizing training standards for the level of training “Bachelor”, “Master”, “Doctor of Philosophy» (PhD). The article describes the principles enshrined in the Law of Ukraine “On Higher Education”, such as transparency, independence of higher education, priority of universal values, unity of the national educational environment, universal access to education, the principle of international integration of the higher education, and democratic nature of education governance and institutional autonomy. The study revealed a number of issues regarding the regulatory support of implementation of the new specialty “public management and administration”. In particular, the analysis of the Law of Ukraine “On Higher Education” points to the need to review the whole range of existing programs and adapt their content to the requirements of the Association Agreement between Ukraine and the EU. There is an urgent need to improve educational programs as to the number of ECTS credits for competencies of graduates in terms of learning content, terms of learning outcomes, certification and quality control. Creation of the new educational programs of universities aimed at ensuring conditions for the formation and development of professional competencies of bachelors and masters will enable them to work successfully in the field of public administration and management at the international, national, regional and local levels. Under the new paradigm, the main areas of university training seekers of higher education in the specialty “public management and administration” is the study of public managers, of public policy analysis; management of the economy; civil service; public administration and international development.

No Time like the Present: Making Rule of Law and Constitutional Competence the Theoretical and Practical Foundation for Public Administration Graduate Education Curriculum

Most Master of Public Administration (MPA) and Master of Public Policy (MPP) programs across the United States focus extensively on policy analysis, management, and leadership, because organizations like the National Association of Schools of Public Affairs and Administration (NASPAA), the American Society for Public Administration (ASPA), and the Association for Public Policy Analysis and Management (APPAM) have determined that these areas comprise the core intellectual and practical dimensions of the MPA and MPP degrees. The omission of required curricula that emphasize the legal and constitutional basis of public administration theory and practice should be of central concern to the public administration education community. Constitutional competence as well as a wide understanding of how the rule the of law affects nearly every dimension of public administration is not optional for effective and responsible democratic governance in the 21st century. If MPA/MPP graduates enter the public sector workforce without the knowledge that they can be held personally and professionally liable if they violate citizens’ constitutionally protected rights, public administration educators have not provided them with some of the most important skills necessary for constitutionally competent public sector management.

Korean public administration (PA) education has developed substantially since the Second World War in both quantitative and qualitative dimensions, but there is still a considerable way to go with further development. Korean PA education was heavily influenced by the United States for many years, but Korea’s interaction with other parts of the world was relatively limited. This article deals with the following three issues of Korean PA education. First, a historical background of the development of PA as a discipline will be briefly reviewed to provide a comparative sense, followed by an overview of the development of PA education in Korea. After that, the current status of Korean PA education will be examined based on aggregate data, followed by an assessment of the impacts of New Public Management and globalization.

Based on a generous future bequest by the 2013 APSA Gaus Lecturer Beryl A. Radin, APSA announced the creation of the APSA Pracademic Program supported by the Beryl Radin Fund. Professor Radin described herself as a “pracademic” because she has moved back and forth between the world of the practitioner and that of the academic. Beryl A. Radin's government service included an assignment as a special advisor to the assistant secretary for management and budget of the US Department of Health and Human Services (HHS) as well as other experiences in the Office of Management and Budget and HHS. She is a fellow of the National Academy of Public Administration, editor of the book series “Public Management and Change” at Georgetown University Press, past president of the Association for Public Policy Analysis and Management, former head of the APSA public administration section, and has held faculty positions at the University of Southern California, the University of Albany, and American and Georgetown universities. As the title suggests, this will be a fellowship aimed at providing APSA member academics in the fields of public policy and public administration with practical, hands-on experience that the recipients can take back to their institutions and classrooms to help build bridges between the worlds of academe and applied politics.

РОЛЬ ІННОВАЦІЙ У ПУБЛІЧНОМУ УПРАВЛІННІ ТА АДМІНІСТРУВАННІ УКРАЇНИ

У статті досліджено роль інновацій у публічному управлінні та адмініструванні України в умовах стрімкого розвитку технологій, зростаючих вимог суспільства, актуальності боротьби з корупцією та європейської інтеграції. Систематизовано основні фактори, що визначають потребу впровадження інновацій у сфері публічного управління та адміністрування. Обґрунтовано актуальність теми впровадження інновацій на основі сучасних викликів та можливостей, які стоять перед публічним управлінням та адмініструванням. Визначено основні види інновацій, які застосовуються в публічному управлінні та адмініструванні України, зокрема: електронне урядування, онлайн-моніторинг публічних послуг, прозорість у державних закупівлях, електронна система голосування, використання блокчейн-технологій, розвиток інноваційних міст і регіонів, а також системи масової інформації та освіти з цифрових навичок. Проведено SWOT-аналіз для детального дослідження кожного виду інновацій, що дозволило оцінити їх переваги, ризики, можливості та загрози. Обґрунтовано необхідність забезпечення кібербезпеки, розвитку ефективної комунікації з громадськістю та стійкого технічного й організаційного захисту для успішного впровадження інновацій. Визначено основні бар’єри для інтеграції інновацій у публічне управління України, серед яких: технологічні, фінансові, організаційні, соціокультурні, політичні та законодавчі обмеження. Сформовано рекомендації щодо подальшого розроблення стратегій, які враховуватимуть ці бар’єри та можливості, забезпечуючи успішне впровадження інновацій. Визначено, що потенціал інновацій створює низку переваг для покращення ефективності, прозорості та демократії в публічному управлінні, отже, існує необхідність комплексного підходу до подолання перешкод для впровадження інновацій у публічне управління та адміністрування України. Визначено, що впровадження інновацій у публічному управлінні України має вирішальне значення для підвищення ефективності державного управління та задоволення сучасних вимог суспільства. Подолання існуючих бар’єрів та розробка відповідних стратегій забезпечать успішну інтеграцію інновацій, що сприятиме створенню прозорої, ефективної та відповідальної системи публічного управління та адміністрування.
