Training of High-qualified and Application-oriented Talents Should Have Distinct Industrial Characteristics
Facing the industry and train high quality applied talents, thi s is one of the important transformation of higher education in China. In fact, since 2008, began to explore the transformation of the local undergraduate universities in our province, established the applied undergraduate colleges and universities alliance, clearly put forward the collective transformation, the means of development, the resources sharing. Anhui Polytechnic University also explicitly proposed the high-quality applied talents training goal. Why transformation in local colleges, some scholars from the perspective of higher education reform two 30 the reflection, believe that after thirty years of education reform, adhere to the three facing, is actually for 30 years before the combining education with productive labor education idea of major innovations. We believe that this kind of reflection to the transformation of the local colleges and universities are ongoing, undoubtedly have important reference.

The passage focuses on the basic connotation of life vocational career, the training concept of local universities and colleges of undergraduate course engineering talents, talent objective orientation and talent training mode are deeply analyzed and discussed. University Graduates' employment has become a hot issue concerned by the society and the school. At present, the related concept of education and professional training scheme of the teaching reform around the college student occupation career cultivation also get more and more attention of people. As the local colleges and universities educators, in last few years, aiming at the local colleges and universities teaching task and characteristics of education, a in-depth theoretical thinking and beneficial exploration and practice was put into the professional engineering personnel training idea, talent cultivation objective orientation and talent training mode, this article only give the local colleges and universities of engineering reflections on the orientation of talent training plan to the colleagues for discussion.

With the popularization of higher education in China, a number of new local undergraduate normal universities are established. Therefore, teacher education has become the focus of these universities. However, the running foundation of these new established normal universities is relatively weak. Improving the quality of teacher education must be based on the regional educational ecology and focus on the strategies. With the popularization of higher education in China, a number of new local undergraduate universities have been established since 1999. The normal universities are also included, which have become an important part of higher education system. The local undergraduate universities in China are mainly responsible for training the local teachers of elementary education. Teacher education is the advantage and key field of local undergraduate normal universities. Improving the quality of teacher education is essential for these normal universities to cultivate more high-qualified and application-oriented teachers in local area. To solve the problem of how to improve the quality of teacher education, several strategies should be taken into consideration. To focus on the basic education issues and correct the education ideology Ideas generally determine solutions. The fundamental problem often lies in the ideology. While obtaining information, local undergraduate normal universities are relatively isolated. And their education ideology also needs to be updated. The education ideology lag has become the bondage of running a school. Updating the education ideology requires us to focus the fundamental education issues, that is, to explore the real education. Education is a true reflection of the reality of social life and culture. Some educational problems cannot be solved only by education itself. These problems are also restricted by social culture and traditional customs (ie., social life). Of course, this does not mean that we cannot obtain the real education. In fact, China is undergoing social transition. The backward or advanced ideas and social life co-exist, which requires us to stand at the forefront of the times because education cannot fall behind our life. Education should not only keep pace with our life. It should even be more advanced than it, leading the life. Although it is quite difficult for education to lead our life, it is our mission! Only the real education can lead our social life. However, in the tide of modern social life, a lot of education problems make education lost itself. We also unconsciously lost the direction of education. We should rethink a series of basic issues in education, for instance, what is curriculum, what is classroom and teaching, who is the teacher, who is the student, what is education', etc. Perhaps it would be suddenly found that lots of mistakes in educational activities are due to the basic education issues, which are contrary to the true meaning of education. Therefore, we should update and correct our education ideology at the same time, especially the basic education issues. This guides us to update our education ideology and follow the law of education, which is the only way to improve the quality of teacher education.

Local colleges and universities should focus on serving regional industries and local economic development, as training base for applied talents with innovative spirit. The fusion of industry and education proposes new guidelines to construct school-enterprise collaborative education platform and integration of industrial chain and academic chain. By using the fusion of industry and education to enhance higher education quality for local colleges and universities, Dezhou University construct the competency-based talent cultivation mechanism from the aspects of reforming the talent training scheme, optimizing the specialty and curriculum system, adopting diversified innovation and entrepreneurship courses, promoting the practice teaching, building platforms for practice and innovation, training "double-skilled" teachers and establishing safeguard measures for talents training. With the development of PPP (Public-Private Partnership) mode in China, the government and the private sectors have achieved mutual benefit in many projects. Under the background of educational reform, the combination of higher education and PPP mode in China presents huge potential. In order to explore the application of PPP mode in higher education, we use case analysis, literature analysis and summary induction to analyze the PPP mode of higher education at home and abroad. As a result, we get the necessity and feasibility of higher education in contemporary China. We also construct a basic operation mode of PPP in higher education, which provides new ideas and theoretical basis for the reform of higher education in China.

As a response to globalization, internationalisation of higher education could be accomplished by the forms of a series of national policies and institutional strategies to strengthen the global competitiveness of universities. The history of Japanese higher education spans approximately over 130 years, experiencing both flourishing time and stagnant period. Driven by the increasing pace of internationalisation and great pressure originated from global competition, Japanese government has already taken concrete measures to get its higher education better merged into internationalization. However, higher education in Japan is now at a crossroads maintaining its sustainable and steady development. As Japan’s neighboring country, China came much more slowly of breaking the ice for the internationalisation in dimension of higher education if compared with Japan. As gradually playing an important role internationally, China has invested massively into internationalisation of higher education as well. However the direction of development in Chinese higher education seems to be blur or too early to tell. The current status of higher education in China and Japan are both characterized by profoundly historical roots. Better understanding on the ‘historical internationalisation’ in both countries sheds light on the understanding of higher education in contemporary China and Japan and their developmental progress. Therefore the present dissertation examines the originally authentic sense of internationalisation which could be traced back to the middle to late 19th century. During the middle of nineteenth century China and Japan were both undergoing the threat from invasive West with countries’ independence and traditional culture in danger. In response to expansion of the West, Chinese and Japanese’s reactions varied enormously in polity subversion, economic construction, attitudes towards foreign culture and educational reform. The Meiji Restoration of 1868 in Japan rapidly foster its modernization by successfully ‘using the barbarian to control the barbarian’ to achieve the equal standards with the West eventually which opened a brand-new page for the beginning of Japanese modern history. Unlike Japan, Chinese failure in Self-Strengthening Movement which was supposed to be the preparation of modernization in China, stroke China back to the abyss of bureaucratic governance, leading Chinese modernization and first step accepting western culture and technology almost half a century later than Japan. In this sense, historical roots of internationalisation in China and Japan would be taken into serious consideration in this dissertation because it shaped countries’ status quo and would probably insert a far-reaching influence on the prospective development.

Higher education should cultivate not only research-oriented talents but also application-oriented talents to meet the needs of social development, which is more important. With the continuous development and improvement of higher education in China, higher education has entered the stage of popularization and universalization, which requires higher education, especially undergraduate education, to be classified and stratified. At the same time, with the rapid development of China’s information, economy and culture construction, the social requirements and demands for application-oriented talents are constantly improving, which urgently requires us to break through the traditional training concept, delving more deeply into the researches of application-oriented talents cultivation and academic evaluation system. Thus, it analyzes and determines whether the talents trained by application-oriented undergraduate universities meet the needs of social development, and how to build and improve the existing academic evaluation system.

With the deepening of the supply-side reform of economy in China, Chinese higher education are required to follow the speedy pace with efficient preparation of the pool of professionals ready for the restructuring and upgrade of different industries in Chinese economy. However, it is impossible to fulfill this purpose if the long-time disputed relationship between general higher education and vocational higher education in China cannot be timely straightened out. Based on Lumann theory, with the help of documentary analysis and literature study, this paper aims to explore the relationship of the two types of Chinese education, focusing on the evolution of the relationship from inequality, through equality, to harmonious co-existence with partially or completely integration with each other at different settings in the great context of present Chinese economic reform. Consequently, the chronologically logical exploration can lead to the conclusion that the present reform of Chinese higher education largely relies on how to deal with the relationship of the two types of educations in China, significantly providing a practical route for the present transformation of the majorities of Chinese local colleges and universities from the academy-oriented to the application-oriented.

With China's economic transformation and higher education reform, local universities are facing new challenges and opportunities in cultivating high-quality applied talents. Heilongjiang University of Science and Technology, as a demonstration university for the construction of provincial characteristic applied undergraduate programs, actively explores the training mode of applied talents and has established a "four integration" talent training system, namely, the integration of science and education, discipline integration, specialty innovation integration, and industry education integration, in order to enhance students' comprehensive quality and innovation ability. In addition, the school has deepened education and teaching reforms, promoted the construction of professional courses, and 8 majors have passed engineering education certification, and 6 majors have been approved as national first-class professional construction points, further improving the matching degree between talent cultivation quality and social needs. Through these measures, the school has provided solid talent support for regional economic development, forming a new model of diversified collaborative education, and improving the effectiveness of education and social service capabilities.

In the context of rapid development of global higher education, local undergraduate universities face both opportunities and challenges. Driven by national policies, local undergraduate universities have received unprecedented attention in educational reform and innovation, especially in the construction of first-class courses. By analyzing the current teaching situation of the course on the latest developments in biological sciences, this paper points out major issues in course design, such as an excessive emphasis on high-level learning, insufficient industry-academia-research collaboration, inadequate assessment systems, and low student learning motivation. To address these challenges, this paper proposes strategies to enhance course quality based on capstone courses and industry-academia-research collaboration, emphasizing the importance of optimizing course content, strengthening practical components, and improving assessment methods. By introducing capstone courses, local universities can better adapt to national policies such as "Double First-Class" and "Rural Revitalization, "promote disciplinary development, and achieve a win-win situation for talent cultivation and local economic development. This research provides important theoretical support and practical guidance for the construction of courses in local application-oriented undergraduate universities.
