Abstract

Belarus is understudied and barely known to Korea despite over 20 years of diplomatic relations. As a means to develop economic cooperation and enter into the market, the study tries to find out possible collaboration ways between the two countries in the ICT industry, which may also contribute to realization of “creative economy.” The study employed qualitative methods, such as field research and interviews with specialists due to absence of detailed statistics of the industry. This study provides the basic knowledge on the Belarusian economy and proposes to conclude an intergovernmental MOU and organize joint activities such as ICT research projects, investment forums and programming contests.
