Abstract

Abstract The convertabililty of theater missile defense (TMD) systems technology makes TMD more offensive than defensive. The US is most active in TMD projects due to its available resources for TMD and its crisis management strategy questing for TMD. By joining US TMD projects, Japan is attempting to develop a pre-emptive strike capability against North Korea and Taiwan is trying to consolidate its defense relations with the US. South Korea could also get a ride on US TMD, but the short distance between Seoul and Demilitarized Zone makes TMD inefficient. China, Russia and North Korea have no TMD resources at present. The strategies of China and Russia are based on retailiation which costs less than TMD. TMD exacerbates strategic suspicions between China and the US-Japan Alliance and makes security cooperation difficult. Taiwan's participation in US TMD projects would aggravate tensions in the Taiwan Strait because the deployment of TMD could strengthen the political confidence for public independence. TM...
