Abstract

Mahatma Gandhi strongly advocated the idea of Gram Swaraj to ensure the grass root democracy in India so that people living in the 10 lakh villages (approx.) can be empowered with ability to transform their own lives. His dream was fulfilled by the 73rd Amendment of the Constitution of India, 1992 which has added part IX in the Constitution, facilitated democracy at grass root level in the country - Panchayati Raj System. This system forms the backbone of our country’s democratic system, provided with constitutional recognition as they form the village legislature and include the local population in addition to the members of the Gram Panchayat. The Gram Sabhas provide for the evaluation and scrutiny of the different schemes implemented by the administration and additionally make recommendations to resolve issues faced by people in everyday life. In Uttar Pradesh, there is consistent development of panchayati raj system in 23 years after passing the amendment Act. Recently in November 2015, the fourth time, panchayat elections were held in this state which was a grand success. This shows the interests of the people in rural area in grass root democracy. Significant increase in the representation of marginalized people of society like SCs, STs and OBCs and women participation were seen. Panchayati Raj system has a long success stories in this state. It has improved the overall infrastructure of the villages. It strengthens the primary education in the village and also take care the children of the poor. Ambulances are provided in remote villages for medical treatment. Sulabh toilets were made and thousands are under construction in these areas. Cleaning of the villages is done regularly and drainage system has also been made sound in several villages. Aangan bari, PD System, preparation of aadhar and ration cards, electrification, link road with main road, agricultural advices are the some handful work of this system which all will be discussed in this paper.
